This study is entitled Policy Network in the Implementation of ‘Cities Without Slums’ Program (KOTAKU) in Baleendah District, Bandung Regency. This study is motivated by the author's interest in the implementation of the KOTAKU program, which is a collaborative platform program but in its implementation there are still problems related to coordination and participation in achieving the goals of ‘cities without slums’ program. This study used descriptive research method with a qualitative approach, and the results of studywere obtained from library research and field studies, namely observation, documentation, and interviews. This study used the Deleon and Varda policy network theory which consists of several characteristics: representation, reciprocity, horizontal power structure, embeddedness, trust and formality, participatory decision making, and collaborative leadership. Based on the results of this study, it can be concluded that the Policy Network in the Implementation of the KOTAKU Program in Baleendah District, Bandung Regency is not optimal because some of the characteristics that exist in the policy network are representation, horizontal power structure and collaborative leadership.

The problems that occur in Batujajar Timur Village are the mismatch of village fund allocations received according to the realization, the delay in disbursing village fund allocations, the uneven physical development in Batujajar Timur Village. The management of village fund allocations cannot be said to be effective, if it is reviewed correctly, quickly, economically, and safely. This study uses a descriptive research method with a qualitative approach. The data obtained through the results of library research, field studies through in-depth interviews and observations, and documentation. The results showed that the management of Village Fund Allocation in Physical Development in Batujajar Timur Village, Batujajar Subdistrict, West Bandung Regency, cannot be said to be effective, due to the lack of community participation in musrenbangdes, the village fund allocation received is not by government regulations which in theory were obtained in January. and it was reported in December, the facilities for infrastructure funds were not yet supported, the allocation of village funds obtained did not match the realization. The paper is devoted to the critical reconstruction of the policy network theory in contemporary political science. The number of issues that are still lacking in consensus among researchers are found in Russian policy network studies: the broad understanding of the terminology, limitations to theoretical and methodological grounds in application to Russian area of research, dominance of theoretical articles rather than empirical studies. The authors develop the definition that resolves the opaque understanding of the policy network term in Russian language. They define it as the formats of predominantly horizontal collaboration involving public bodies, private business entities, NGOs and/or uninstitutionalized citizens’ communities that participate in public governance procedures. The limitations of the policy network methodology that is caused by the crisis trends in positivist approach are also argued in the paper. The results of the meta-analysis of the policy network studies (N=37) are represented in the second part of the paper. The authors highlight three logics of the policy networks research: (1) the studies of the specific policy networks and focus on the concrete policies; (2) development of the methods of policy network analysis and their empirical tests; (3) focus on theoretical contribution to the policy network theory based on the empirical and comparative studies. Besides, the conceptualization of the approaches that may help the researchers to overcome theoretical and methodological limitations of the policy network theory is given.

This study aims to find out the Al-Qur'an's view on the theme of intercession, understand intercession in relation to other than Allah, such as Angels, Rasulallah, Al-Qur'an and know who has the right to obtain intercession and its criteria. The study was designed through descriptive research conducted with a thematic qualitative approach with the maudhu'i method. The subjects in this study are library research, that is, all data sources come from written materials related to the topics discussed. Data analysis in this study uses text analysis. The results of this study indicate that syafa'at is still being discussed by the scholars, but most of the scholars say that the syafa'at exists later on the Day of Judgment. As for the group that believes that there is Shafi'i is the Shiite and Ahlussunah groups, while the Mu'tazilah group believes that there is no Syafa'at in the afterlife, of course with their respective arguments. As for those who can give syafa'at are angels, prophets, pious people and good deeds, of course after getting permission and blessings from God.

Managing policy networks has become a major focus of both scholars and practitioners. The key characteristics of policy networks that shape their management are: trust, diplomacy, and reciprocity. The chapter identifies the conditions under which networks succeed and fail. It discusses four sour laws of network governance: managing the mix, the problem of many hands, the holy grail of coordination, and local ownership. It discusses the challenge of central agencies managing network portfolios, rather than individual networks. It identifies five central dilemmas: top-down versus bottom-up, organizational glue, rules of the game, collaborative leadership, and storytelling. The chapter concludes with five plausible conjectures on how to build and keep a network.

Although the policy network approach has moved to the forefront of the debates around the formulation and development of policy, there is a paucity of methodological and reflexive literature which explores how policy networks and the actors within these arenas are actually studied. Researching powerful individuals within such networks generates a unique set of dilemmas and complexities for the researcher. Drawing on my experiences of researching the policy networks involved in the development of prison drugs policy, this paper provides a methodological and reflexive account of the key processes and issues involved in my research. In particular, it explores the political dimensions of the research problem and the importance of switching the research gaze from the ‘objects’ of policy to those who are in the powerful positions of ‘making’ policy. In order to understand the interactions within the policy process, it is argued that the qualitative approach offers distinct advantages in studying policy networks. The paper examines my attempts to uncover and understand the role and influence of policy networks in the development of prison drugs policy and the ways in which I grappled with the dilemmas of access, knowledge and power which emerged during the course of the fieldwork. Although the importance of transparent methodologies and reflexivity are highlighted, the paper concludes by suggesting that the resistance on the part of researchers to providing such accounts is related to the pressures and constraints of the current academic climate.

This study examined the dimensions of the policy networks in handling Covid-19. This research used a qualitative approach with data collection techniques through interviews, observation and documentation. While data analysis techniques used was an interactive analysis model. The results showed that: 1). the composition of the policy network for handling COVID-19 is still dominated by government elements; 2) the function of the policy network in the context of communication has been established between actors but miscommunication is still found in dealing with Covid-19. 3) The level of network institutionalization in the policy for handling Covid-19 is high 4) there are still inconsistencies in the activities of handling Covid-19 in the field, and 5) The private sector plays an active role in supporting facilities and needs in the network for handling COVID-19.

Garut Regency, in the implementation of granting minimarket permits, has several problems in its performance, such as the distance between minimarkets is too close, operational hours exceed the stipulated time and lack of supervision. This study aims to evaluate the implementation of granting permits to establish minimarkets in the Garut Regency. The method used in this study is a descriptive method with a qualitative approach. The research location is the Integrated Licensing and Investment Office (DPMPT) of Garut Regency. The data were obtained using library research and field studies in observation, interviews, and documentation. The results of this study indicate that the evaluation of the implementation of the Policy for Giving Permits to Establish Minimarkets in Garut Regency is following existing regulations. But in its performance, there are still problems in additional rules and lack of supervision. The shortcomings in the implementation of the minimarket permit are the absence of good coordination between agencies related to management and the existence of regulations that are less relevant to existing rules.

Tujuan dari peneliti ini yaitu untuk mengetahui (1) karakteristik kecerdasan emosional remaja di RPSAA Ciumbuleuit Bandung; (2) pola bimbingan orang tua asuh dalam menumbuhkan kecerdasan emosional remaja di RPSAA Ciumbuleuit Bandung; (3) hasil pola bimbingan orang tua asuh dalam menumbuhkan kecerdasan emosional remaja di RPSAA Ciumbuleuit Bandung. Penelitian ini menggunakan pendekatan kualitatif dengan metode penelitian deskriptif, pemilihan subjek dan informan dengan cara acak dan teknik pengumpulan datanya melalui observasi, dokumentasi dan wawancara terhadap enam orang anak asuh dan tiga orang tua asuh. Hasil penelitian yang diperoleh peneliti menyimpulkan bahwa anak sebelum memperoleh pengasuhan dari orang tua asuh di RPSAA memiliki karakteristik kecerdasan emosional rendah. Pola pengasuhan yang diterapkan di RPSAA kepada anak asuh adalah pola asuh demokratis. Sedangkan hasil pengasuhan dalam menumbuhkan kecerdasan emosional remaja di RPSAA Ciumbuleuit Bandung menyimpulkan bahwa anak asuh usia remaja telah memiliki kecerdasan emosional yang cukup baik, yaitu terlihat dari bagaimana cara mereka mampu mengendalikan segala perasaan yang pada dirinya, meskipun ada remaja yang belum sepenuhnya memenuhi aspek kecerdasan emosional.   The goal of these researchers is to figure out (1) characteristics of the emotional intelligence of teenagers in RPSAA Ciumbuleuit Bandung; (2) foster parents guidance pattern in fostering emotional intelligence RPSAA Ciumbuleuit Bandung in adolescents; (3) results foster parents guidance pattern in fostering emotional intelligence RPSAA Ciumbuleuit Bandung in teens. This research used the qualitative approach with descriptive research method, the selection of subjects and informants by means of random and data gathering techniques through observation, interview and documentation against six people and three foster care parents foster care. The research results obtained by researchers concluded that child before obtaining care of foster parents in RPSAA has the characteristic of low emotional intelligence. Parenting patterns are applied in the RPSAA to foster care parenting is democratic. While parenting results in fostering emotional intelligence RPSAA Ciumbuleuit Bandung teenager in concluding that foster care teens have had a pretty good emotional intelligence, that is visible from how they are able to control all the feelings on him, even though there are teenagers who do not yet fully meet aspects of emotional intelligence.

Leadership style is important in an organization, if a leader can adapt his leadership style to the existing situations and conditions, it can affect the performance of his subordinates. In Tanggamus Regency currently led by a woman leader, namely Dewi Handajani, different from previous periods in this period the first time Tanggamus Regency was led by a woman. Therefore, this study aims to determine the leadership style of Tanggamus Regency regional leaders and whether this leadership style affects the performance of employees in Tanggamus Regency. The method used in this research is descriptive research method with a qualitative approach, data collection is done using interview and documentation techniques. The results showed that the leadership style used by the local leaders of Tanggamus Regency, namely the feminine leadership style tends to be transformational and the style applied is able to influence the improvement of employee performance in Tanggamus Regency.

This paper is discusion the polygamy is still a controversial problem, although much discussed and examined. The difference of opinion among scholars make this problem continues to potentially raises the agree and disagree. Even though it has been regulated in Act Number 1 of 1974 concerning marriage and the compilation of Islamic law (KHI), this does not necessarily make the problem of polygamy is complete. Not a few perpetrators of polygamy choose married under the hand or by sirri. This research uses qualitative approach by implementing thematic interpretation method (maudhu'i) to obtain a comprehensive understanding about polygamy in the Qur'an. The Data obtained through the study of a library research by sharing the data that comes from the various verse of the Qur'an, hadith, book fiqh, research results, books and the news in various media outlets in order to complete the interpretation of the verses of polygamy. Based on the results of this research it is known that the verses of the Qur'an gives a very tight restrictions for those who want to in polygamy. Justice that the conditions of polygamy is not only were quantitative but also qualitative research. In the context of historical-socio, the command of polygamy is intended as a form of the solution to avoid injustice to orphans women. Even if polygamy still want to do, should the husband marrying the widows who have lighten the orphan.
