This study is to analyze the impact of Political Border Disputes in the City of Kupang and Kupang Regency. Regional boundary disputes that occurred in the Nasipanaf region began since the enactment of Law Number 5 of 1996 Establishment of the Kupang Second Level Regional Municipality. on April 25, but the territorial borders were not taken seriously by the Government. The physical boundary between Kupang City and Kupang Regency on the ground is that there are still unclear boundary points, especially in the Nasipanaf region between Kelurahan Penfui and Desa Baumata Barat which have not been agreed between the two parties. The method used in this research is a qualitative descriptive method based on case studies as the sample in this study there are people from both the research locus and the government as the authorized party for decision making. The findings obtained in this study indicate that there has been a clash between residents resulting in conflict over the past few years. In addition, administrative issues also become a problem for people who are in the border area and infrastructure development also influence in the dispute over this area.

Describe the implementation of the fingerprint electronic absence policy on the discipline and performance of civil servants as well as the impact it has on implementing the fingerprint electronic absence policy. Qualitative descriptive method describes various conditions and situations as the object of research. The data collection techniques used were observation, documentation and interviews. After the implementation of fingerprint electronic attendance, discipline increases and obligations as employees have been carried out in accordance with applicable regulations. The application of sanctions in the regional government of seluma regency is in accordance with the regulations of civil servants and the provision of rewards for employees who excel has been carried out properly, to inspire other employees, so that they can work better.

In 2000, the Government of Indonesia took a bold step by adopting a very radical policy of decentralization by devolving broad powers to local governments. The concept of divided government is a new thing that is happening in the government system in Indonesia. This article examines the impact of the governor election in West Kalimantan in 2018 and assesses the current paradigm for divided governance. This study uses a qualitative descriptive method, which provides a complete analysis and analysis of the evidence found. The results show that divided government can have an impact on political and bureaucratic obstacles after the 2018 West Kalimantan Governor Election. The study also found and introduced new methods of implementing split government, namely through ANDI as theoretical implications.

This study aims to determine the effectiveness of the Youth Fighters Program in Poverty Alleviation in the City of Surabaya. This study used a qualitative descriptive method with data collection techniques through interviews with the population control office, the empowerment of women and children in the city of Surabaya and the researcher directly observed the young warrior program which was then written in an observation book. Sources of data from this study were also obtained through library research with the help of internet media and related journals. Based on the results of research on the effectiveness of the Young Fighters Program in poverty alleviation in the City of Surabaya, it is quite effective, when compared to before the existence of the Young Fighters program which was then analyzed using effectiveness theory which consists of indicators of the effectiveness of a program including efficiency, adequacy, equity, responsiveness, and accuracy although there are still indicators that need to be addressed. This can be a consideration for the government to continue to improve the program of young fighters in order to be able to alleviate poverty in the city of Surabaya

This study aims to explore the impact of Israel claims on the Al-Quds since the surrender of territory by the British. Al-Quds in Arabic means "The Holy One" which is another name of the city of Jerusalem. In its development Israel received strong support from the United States. This strong support was demonstrated by President Donald Trump in a statement on 6 December 2017 that Jerusalem (Al-Quds) is the capital of Israel. The statement gets the pros and cons of various parties. This phenomenon attracts authors to explore the claims of Israel and the United States from the perspective of world history and international law. This paper uses qualitative descriptive method and data collection through literature review. The study concludes that Israel and the United States based on consensus of UN member states can not make unilateral claims against Jerusalem (Al-Quds) because it is not in line with historical and international law.

This research is encouraged by the rejection of Jakarta Government Policy which requires the Head of Neighborhood Association (RT) and Community Association (RW) to use Qlue Application in helping the government to overcome the City problem. Research method used is descriptive method within qualitative approach. The informants in this research are Heads of RT and RW. Key Informants are Head of Administrative Village, Governmental Peace of Order Section, and Economic Development Section at Kelurahan Tengah. The results of the research show that Application of Qlue Application Policy has been running well. This is seen from the fulfillment of Evaluation Indicators of the effectiveness, efficiency, adequacy and responsiveness. While the Impact of Development is caused by the Report of City Problems that encourages the creation of Regional Development which is seen from the improvement of service, the development, empowerment, and the participation of citizens in following up the Qlue report.

The learning process is a combination of scientific learning process which originally focused on the exploration, elaboration, and confirmation comes by observing, ask, try, reasoning, and this mengomunikasikan.Penelitian discuss geography learning model with a scientific approach to the two high schools in the city of Banjarmasin designated as a pilot project to implement the curriculum in 2013 the SMA SMA N 1 and N 2 Banjarmasin start of the school year 2013/2014. This study uses qualitative descriptive method and implemented at SMAN 1 and SMAN 2 Banjarmasin. The results showed that teachers' understanding of the scientific approach is not maximized so the impact on the application. However, teachers also know the purpose of scientific approaches used in the curriculum of 2013, which is to form the character of the students and make students more active. Besides scientific approach is also beneficial to stimulate students to use all the senses are owned in learning. Key words: Models of teaching. Geography, Scientific approach

The informal sector contributes greatly to the nation's economic development. Among the various forms of economic activity in this sector are street traders (PKL). The existence of street traders in various places has driven the economy of the community, but without good management, it will cause problems. The city of Salatiga as one of the cities in Central Java has an attraction for street traders, the existence of street traders in this city has experienced ups and downs due to the socio-economic conditions of the community. The government always regulates and manages the existence of street traders. In this case, the City Government of Salatiga through the Trade Office relocated street vendors who were on “Jalan Taman Pahlawan” to Blauran II Market. This study uses a qualitative descriptive method that looks at the problem of formulation of street traders relocation policy. Based on the conclusions of the results of this study that the incremental model of the formulation of street traders relocation has a direct impact on the street traders and the construction of Blauran II Market.

The conflict is one of the phenomena that occurs as part of the dynamics of the community. Among the social conflict that rooted strongly in the community of the city of Mataram was the conflict Monjok and Karang Taliwang. Therefore, this research aims to know the background of the occurrence of social conflict, the impact of conflict on the lives of communities and communications in an effort to approach conflict resolution in an environment of Monjok and Karang Taliwang. This research uses a qualitative descriptive method, data obtained through interviews, observation and documentation. The analysis used was the reduction of the data, the presentation of data, and the withdrawal of the conclusion. To test the validity of the data, the researchers conducting the study, extra time triangulation of methods and sources, and the associated examination. The results obtained in this study are a conflict that occurs between the citizens of Monjok and Karang Taliwang triggered by the removal of the trash container by Karang Taliwang minimal coordination and dissemination so as to trigger the action of the destruction caused by the citizens Monjok. Another trigger is a young man’s dispute and the existence of a third party that provokes the situation for transferability. So, the impact on the conflict; psychological society,communication, economic impact and stalled social impact. Therefore, some approaches used in handling the conflict approach is communication through Consolas, the communication approach through negotiations or deliberations, approach to communication through mediation and communication approaches involving stakeholders.Keywords: Conflict Resolution, Social Conflict, Communication

This research is motivated by awareness and concern for public order, especially in tourist areas. This study aims to determine the policy actions of the West Manggarai Regency Government in managing parking in order to create orderly traffic and to find out the factors that hinder the parking arrangement in order to create orderly traffic in Labuan Bajo City, West Manggarai Regency. This research was designed using a qualitative descriptive method. The techniques used in collecting data are through interviews and documentation. The results show that the government's policy actions in managing parking in the city of Labuan Bajo have not run according to the regulations in the Labuan Bajo city area. Then, there was a mistake between the content of the policy and the implementation in the field. In addition, there is still a lack of awareness from the public to obey traffic regulations, especially parking and a lack of complete facilities where there are 2 areas that are at the center of congestion, namely Jl Soekarno Hatta and Jl. Mirror Stone Market. So this situation makes the people become a habit and low awareness in conducting parking arrangements in the city of Labuan Bajo. Therefore, through this research it is hoped that the Labuan Bajo City Government will increase the parking area in the shopping and market areas so as not to cause congestion. Then, the government is expected to be more assertive in providing guidance to parking attendants in order to comply with applicable regulations.

Abstract             The main fuction of the Bank as an funding and lending activities by offering various types of financial transaction services an attractive choice for people who do money laundering to hide money proceeds of crime. Because of that the government and Indonesian Banks make regulations related prevent money laundering that contains Customer Due Dilligence and Enhanced Due Dilligence. Bank Mandiri Syariah has implementation Customer Due Dilligence and Enhanced Due Dilligence as an effort to prevent money laundering. This analyze aims for knowing implementation Customer Due Dilligence and Enhanced Due Dilligence that has been applied by Bank Syariah Mandiri. In this study using a qualitative descriptive method. Data retrieval is done by observation, interviews and documentation to three sources of informants Bank Syariah Mandiri KCP Bekasi Timur and one sources of informants that specifically handles money laundering prevention program that is SKAP( Satuan Kerja APU PPT) Bank Mandiri Syariah. Data analysis will be done by doing three steps, they are; data reductions, data display, and verification.The observation result shows that implementation Customer Due Dilligence done at the time prospective customer open the account and the Bank doubt information customer by doing identification and verification. implementation Enhanced Due Dilligence is done to customers Politically Exposed Person/ High Risk open the account, but in practiceat Bank Syariah Mandiri KCP Bekasi Timur done when there is suspicious transaction or there is a case. Reporting process suspicious transaction through the system SIAP (System Aplikasi APU PPT) to Satuan Kerja APU PPT (SKAP) Bank Syariah Mandiri then SKAP reports to PPATK (Pusat Pelaporan Analisis Transaksi Keuangan). From implementation Customer Due Dilligence and Enhanced Due Dilligence Bank Mandiri Syariah has been prevent money laundering enter the financial system at Mandiri Sharia Bank.
