Street children in Kendari are as same as other children in the universe who have the right to get education and play around. This study aims to analyze the street children phenomenon within the framework child-friendly-city (KLA). Some of the street children in Kendari attend formal school and some of them take informal one, especially in one of street children communities in Kendari; called KOJAK, or most of them do not attend any educational institutions since they encounter financial problem. They make a living in the streets to help their parents’ economy condition.  Some of them are staying with their parents, but others have no place to live and stay on the road. They work as street musician to fulfill their needs. Recently, there is no special education for street children facilitated by the government. Under KLA framework, the children need to obtain education because it is their right to pursue their dreams in the future.  The city government has not facilitated education for street children, and the street children who attend school are initiatives from parents or non-governmental organizations.

This study aims to determine: (1) The fulfillment of basic rights to education for Persons with Disabilities in Makassar based on Local Regulation Makassar City No. 6 of 2013, (2) Obstacles encountered in obtaining the basic right of education of persons with disabilities in the city of Makassar, (3 ) the right solution to overcome the obstacles encountered in obtaining the basic right of education of persons with disabilities in the city of Makassar. This research is a study that used a qualitative descriptive approach, which is where the primary data source being informers are students with disabilities the high school level, students with disabilities S1, officials of Education Department of Makassar, members of Parliament of Makassar, the Management Organization disabilities, Pembina NGOs and Parents persons with disabilities. The data collection procedures used were interviews and documentation. While the analysis of the data used is descriptive analysis. The results showed that: (1) Makassar City Government has sought the fulfillment of the basic right to education for persons with disabilities in the city of Makassar. it is evidenced with the local regulations require every institution in which education in the city of Makassar to provide opportunities for persons with disabilities to education. The effect of the presence of these regulations is at the moment with disabilities have been able to attend school at any educational institutions both at school SLB, Regular schools and universities. (2) they encountered several obstacles that obtained with disabilities in getting the right to education that is still no educational establishments are not willing to accept persons with disabilities to attend regular schools, educational facilities are not accessible for persons with disabilities and there are educators at regular schools who do not understand in dealing with students with disabilities. (3) to overcome these obstacles, the government should socialize more about the policies that guarantee basic rights of education of persons with disabilities in educational institutions that are still not willing to accept students with disabilities. In addition, the government should identify the persons with disabilities who attend regular school, then allocate the budget for the procurement of infrastructure and training of educators in dealing with students with disabilities in regular schools and universities.

ABSTRACT  Related to the implementation of the Regional Regulation (Perda) about the increase in parking rates at the edge of the road prone to congestion in the city of Bogor ratified and entered into force on July 2, 2012, The first location that imposed this tariff is the Way Suryakencana and Jalan Siliwangi Bogor and the second location is the application of The Government through the Department trials Traffic Transportation (DLLAJ) Bogor City gets a reaction from the people around Jalan Suryakencana. Enactment of the increase in parking rates at Jalan Bogor Suryakencana expected to reduce illegal parking of vehicles in the area, which has been causing congestion. With parking rates that have been enacted many road users who park their vehicles in multiple and indiscriminate. The method used in this study is empirical juridical approach. The study, based on an inventory of positive law, the discovery of the principles of law and legal discovery inconcretto, which include observation of empirical operationalization of law in society. The conclusion from this study is the basis of the application of the levy Parking Services Bank Public Road, especially in the city of Bogor is Law No. 28 of 2009 on Regional Taxes and Levies and Regional Regulation No. 4 of 2012. Implementation of Regional Regulation No. 4 of 2012 on Increase Rates Parking is not yet fully effective this is due to high payments also has not been matched with adequate services, the responsibility for the damage and loss still be a burden for the owner of the vehicle so that the functions and responsibilities of the government that deal with parking problems is questionable. Impact parking tariff policy to demand that any increase in the parking rate of 10 percent would result in a decrease in the use of parking of 0.7 -0.8 percent, increase use of public transport and cycling amounted to 3.71 percent of 0.9 percent. This figure is even greater in the short term, when applied can lead to a new increase in the elasticity to be about - 0.28., Where the parking lot reducing the length of parking time and reduce the amount of parking.  Keywords: Regional Regulation, Rates Parking, Traffic Order

“Why do we have to pay the price of poverty? We didn’t create poverty, adults did.” This might be the sentiment of every child who is forced to work at an age when he or she deserves to go to school unlike the fellow kids who are born in a family that can afford to give them a decent childhood. Child Labor is the single most damaging impediment on the road to achieving the goal of development and the purpose of this paper is to show the obstacles that this social evil poses in the path to development. The study used Exploratory, rather unstructured research design and instruments such as case studies and life histories. The study indicates that the government of India has taken some strict measures to eradicate this evil such as the passing of the Right to Education Bill, illegalization of employment of children under the age of 14 years, schemes like “Sarva Siksha Abhiyan” (Education for all campaign), free afternoon meal and so on. But on the ground level their implementation is shoddy due to (as bureaucrats would put it) practical problems. The problem is of course, in the system but it has more to do with the mindsets of the people too. There are people who speak against child labor in India and back at their own house or office, many of them will have at least one child working for them. People need to realize that what a waste of talent and a major obstacle to a country’s development, Child Labor is.   Keywords - Children. Child labor India. Social evil. Illegal employment.

In the last two decades, specially when Medan City has got involved in the urban developmentalism, through the modernization and capital globalization, many historical buildings are destructed in order to build shopping centres, through hegemony and/or demolition by neglection. Using their hegemonic discourses, the local government supports controversially the destruction although the Perda was already issued. The most important discourse is the promise that the shopping centres will create employment for the local people as well as generate revenues for the government. To resist the destruction, counter-hegemonic ones are built by the society supported by critical groups, such as non-governmental organizations called Badan Warisan Sumatra (Sumatra Heritage Trust (BWS/SHT) with the central figure Hasti Tarekat as well as intellectuals, and mass media. Such a destruction does not only omit history and identity of the city but also neglect the tourism development based on the aesthetics of the heritages, which is potential to emansipatory praxis of the society.

The partnership between the Regional Government and the private sector is a step that the Government can take as an effort to cover up the limitations in waste management in the city of Pekanbaru. The dynamics of rapid population growth have had consequences for increasing the volume of garbage to approximately 1,100 tons per day. The Pekanbaru City Government then took steps to implement partnerships with the private sector as an effort to manage waste management. However, the involvement of the private sector in dealing with waste issues actually showed a failure in 2015. In 2018, the Pekanbaru City Government again planned to submit waste management to the private sector. Therefore, this study tries to focus on two formulations of the problem, which is why the Pekanbaru City Government again delegates the authority to manage waste in the city of Pekanbaru to the private sector? And what is the right scheme for government and private partnerships in carrying out waste management in Pekanbaru City? To answer the above questions, this research was escorted by the Reinventing Government theory of David Osborne and Ted Gaebler and also the theory of Public Private Partnership. Through the case study method, this research will explore the partnership between Pekanbaru City Government and the private sector in waste management in Pekanbaru City. The results showed that the objective of the partnership between the Regional Government of Pekanbaru and third parties in waste management in the city of Pekanbaru was to overcome the inability of the Pekanbaru City Government to provide facilities and infrastructure, garbage fleets, human resources and budget constraints. Thus, the logic of this partnership leads to one of the lines of thought offered by Osborn regarding the Catalytic Government (Steering Rather Than Rowing). The scheme of success of the partnership of Pekanbaru City Government and the private sector in waste management needs to pay attention to process factors, partner factors and structural factors. Thus, waste management in the city of Pekanbaru requires a paradigm shift, from being limited to disposal to become a focus on management and utilization.

Pelayanan publik merupakan elemen yang sangat penting dalam penyelenggaraan pemerintahan. Inovasi yang dibuat oleh Pemkot Surabaya bersama Dishub Kota Surabaya berkaitan dengan sistem parkir online yang disebut Park and Ride TIJ. Inovasi pelayanan ini diciptakan untuk mengatasi permasalahan peningkatan kepemilikan kendaraan di Kota Surabaya yang membuat kebutuhan parkir meningkat, tetapi tidak diikuti dengan penambahan lahan parkir. Parkir di badan jalan mengakibatkan pergerakan lalu lintas terhambat sehingga terjadi kemacetan terutama di pusat keramaian tengah kota seperti Jalan Wonokromo, Jalan Darmo, dan Jalan Setail. Tujuan penelitian ini ialah untuk mendeskripsikan Inovasi Pelayanan Publik Park and Ride TIJ Oleh Dishub Kota Surabaya. Jenis penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif. Fokus penelitian dengan teori milik Yogi Suwarno (2008:19) yaitu aspek-aspek penting yang menunjukkan suatu organisasi telah melakukan inovasi meliputi Pengetahuan Baru, Cara Baru, Objek Baru, Teknologi Baru, dan Penemuan Baru. Teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Teknik analisis data menggunakan reduksi data, penyajian data dan ditarik kesimpulan berdasarkan data yang menjawab rumusan masalah. Hasil dari penelitian ini adalah semua fasilitas yang ada di Park and Ride TIJ sudah sangat bagus dan memenuhi kebutuhan masyarakat. Hanya saja kurangnya kesadaran masyarakat untuk menggunakan fasilitas yang sudah disediakan oleh pemerintah. Setelah didirikan Park and ride pun masih ditemukan masalah yakni banyak masyarakat masih melakukan parkir liar terutama pengunjung Kebun Binatang Surabaya, serta sopir angkot yang “ngetem” di pinggir jalan sehingga menimbulkan kemacetan. Kemudian terkait dengan penerapan e-payment, karena banyak masyarakat masih menggunakan uang tunai untuk pembayaran parkir di Park nad Ride TIJ. Kata Kunci: Pelayanan Publik, Inovasi Pelayanan, Park and Ride   Public service is a very important element in government administration. The innovation made by the Surabaya City Government and the Surabaya City Transportation Agency is related to an online parking system called the TIJ Park and Ride. This service innovation was created to solve the problem of increasing vehicle ownership in the city of Surabaya which makes parking needs increase, but not followed by additional parking lots. Parking on the road causes traffic movement to be hampered, resulting in congestion, especially in the downtown area such as Jalan Wonokromo, Jalan Darmo, and Jalan Setail. The purpose of this study was to describe the TIJ Park and Ride Public Service Innovation by the Surabaya City Transportation Agency. This type of research is descriptive with a qualitative approach. The focus of research with Yogi Suwarno's (2008: 19) theory is important aspects that show an organization has made innovations including New Knowledge, New Methods, New Objects, New Technologies, and New Inventions. Data collection techniques through interviews, observation and documentation. Data analysis techniques used data reduction, data presentation and conclusions drawn based on data that answered the problem formulation. The result of this research is that all existing facilities at the TIJ Park and Ride are very good and meet the needs of the community. It's just a lack of public awareness to use the facilities provided by the government. After the establishment of Park and Ride, problems were still found, namely that many people were still parking illegal, especially visitors to the Surabaya Zoo, as well as public transportation drivers who "stuck" on the side of the road, causing congestion. Then related to the application of e-payments, because many people still use cash for parking payments at TIJ Park nad Ride. Keywords: Public Service, Service Innovation, Park and Ride

Community activities in the commercial sector have an impact on the economic development of the city which is the influence of the city development into a town center trade. one of which is the existence of market tiban. A consequently of market activity tiban cause problems such as disrupting the flow of traffic as well as general merchandise facilities held alongside a road or along the corridor on the right or left, so that it is distrub traffic flow. The purpose of this study to find patterns in the market movement tiban Pekalongan. In this study, use a qualitative descriptive approach rationalistic. To achieve the goal of the analysis is then performed 3 analyzes the spatial pattern of movement does not include time tiban market movements, modes of movement, and activity systems analysis contained in tiban market, analysis of spatial movement patterns include cross- sectional analysis of the road corridor, stall dimensions, system settings tiban market, and movement patterns tiban market, and analyzes the factors behind the choice of location which is distance tiban market location, location tiban traders in the market, the similarity of merchandise, consumer offerings, the number of visitors, and mindset. Based on the analysis the pattern of market movements in Pekalongan tiban following reasons traders in making trading location and tiban market always occur on the same day and location. The recommendations contained in this study the need for regulation and supervision of the government in market activity in Pekalongan to minimize the problems effect of market activity tiban. There needs to be awareness of traders and buyers in the market tiban activities to keep abreast of the prevailing order in Pekalongan. There a good management of community market tiban to be organized and able to maximize the benefits of market tiban as evening entertainment for the citizens of Pekalongan.

<span class="fontstyle0">Abstract</span><span class="fontstyle1">-monitoring technology is an area or region now is<br />growing rapidly, this refers to the interest to be used.<br />Closed Circuit Television (CCTV) is a type of camera that<br />was used for the supervisor of the building or room, but it<br />can also be used to monitor the condition of congestion and<br />road conditions. The problems are the installation of<br />CCTV is not always right on target because it is only<br />installed for trend following, without looking at the<br />conditions that will be installed, so it becomes less than<br />optimal. Many of the problems in need of supervision by<br />the Government. Problems such as road density, accidentprone area, business area, area schools, parking area and<br />population density at the location of the road is a problem<br />that requires supervision. In order for the supervision can<br />be done with the optimal technological devices are used<br />then the information and communication technology, the<br />utilization for surveillance of a region commonly referred<br />to with the Smart Monitoring, the device that can be used<br />is CCTV. In order to target the right CCTV installation<br />requires a calculation and analysis of the right against the<br />conditions of the point to be fitted, to allow the installation<br />of CCTV can be right on target and not just follow the<br />trend of development of the technology. Many of the<br />problems that have to be analyzed before the installation<br />of CCTV, to find the solution of many problems, this<br />research using methods MCDM method Simple Additive<br />Weighting (SAW). Based on the results of the calculation<br />of 40 data points of observation in the city of XYZ with 10<br />categories, problems and preferences 3 weights used<br />produce a value Vi maximum 4 point, and that point is<br />recommended for CCTV installed.<br />Keywords: SAW, CCTV</span>

The paradigm shift in disaster management places non-governmental organizations (NGOs) as the actors who contribute to the process. However, NGOs still face many challenges both internally and externally. The author tries to find challenges from the role of NGOs and tries to formulate the right strategy. This research is categorized as a post-positivist paradigm and uses a mixed active method. The NGOs analyzed were Yayasan Peta Bencana and MPBI. The results show that there are internal and external challenges. The challenges are the number of volunteers are limited, lack of volunteer knowledge, there is no program evaluation, and financial accountability from NGOs. Meanwhile, external environmental barriers are still low in understanding and role of society and the contribution of the private sector is still low. The authors formulate nine strategies to overcome these problems. A limitation in this study is that researchers only use secondary data to explain the role of either the government or other actors.

This qualitative case study article explicated the perspectives of the stakeholders regarding the urbanization of heritage properties, specifically the old, walled area of Intramuros in the city of Manila with respect to the construction of the Filipino-Chinese Friendship Bridge (or the bridge). This study begins with a documentation analysis involving the collection of researches related to the subject and in-depth interviews with the different stakeholders, specifically the national and local government, the private sectors and the host community in Intramuros and Binondo. The case study approach is incorporated in the study to discern the issues arising from the subject site, while a thematic analysis is used as the most suitable technique to analyse the findings. The outcomes reveal the different viewpoints of the stakeholders concerning the matters in constructing the Filipino–Chinese Friendship Bridge between Intramuros and Binondo. In this context, authorities such as the government and non-governmental organizations (NGOs) should establish regulations that seek to protect and conserve the different heritage properties, as well as balance the demands for rapid urbanization. Due to the urban development, the integrity and significance of heritage properties are being compromised, which may result in the degradation of the local properties’ identity and culture.
