Community activities in the commercial sector have an impact on the economic development of the city which is the influence of the city development into a town center trade. one of which is the existence of market tiban. A consequently of market activity tiban cause problems such as disrupting the flow of traffic as well as general merchandise facilities held alongside a road or along the corridor on the right or left, so that it is distrub traffic flow. The purpose of this study to find patterns in the market movement tiban Pekalongan. In this study, use a qualitative descriptive approach rationalistic. To achieve the goal of the analysis is then performed 3 analyzes the spatial pattern of movement does not include time tiban market movements, modes of movement, and activity systems analysis contained in tiban market, analysis of spatial movement patterns include cross- sectional analysis of the road corridor, stall dimensions, system settings tiban market, and movement patterns tiban market, and analyzes the factors behind the choice of location which is distance tiban market location, location tiban traders in the market, the similarity of merchandise, consumer offerings, the number of visitors, and mindset. Based on the analysis the pattern of market movements in Pekalongan tiban following reasons traders in making trading location and tiban market always occur on the same day and location. The recommendations contained in this study the need for regulation and supervision of the government in market activity in Pekalongan to minimize the problems effect of market activity tiban. There needs to be awareness of traders and buyers in the market tiban activities to keep abreast of the prevailing order in Pekalongan. There a good management of community market tiban to be organized and able to maximize the benefits of market tiban as evening entertainment for the citizens of Pekalongan.

Semarang city has golden triangle corridor as a commercial corridor in the present day. But, in the past, the city had three corridors (bigger than now). There were Bodjong street (now known as Pemuda street, part of Groote Postweg 1809-1811),  Mataram  street (now Mt. Haryono road - the road that connects the old Semarang port to the Mataram kingdom in inland Java) and Veteran road (the road linking the western side of the city to the street Mataram, to avoid the downtown area which was a swamp area). There were traditional markets in each part of the node of triangle corridors (Johar, Randu Sari and Peterongan ) that still exist until now. This study aims to reveal the organization of city structure at that time. By using the historical method and a naturalistic approach were found that the formation of triangle corridor has a function as economic lingkage and economics place, connecting and attracting each other. In the city development,  these markets become magnet and strategic node as  a place for economic activity. It was formed by the existence of  markets, functioning as the magnet for circulations dan be a place for the community. The existence of traditional villages along the corridors which have toponyms based on community economic activity at that time, became evident that the economic linkage has been formed in the past. This phenomenon has become a new knowledge that can be applied to the government for creating the concept of a city walk/ shopping belt corridor based on local wisdom of the urban planning in the past. Recommendations of this study is to preserve and develop the urban design in the past, so it can be utilized in the present situation.

<span class="fontstyle0">Abstract</span><span class="fontstyle1">-monitoring technology is an area or region now is<br />growing rapidly, this refers to the interest to be used.<br />Closed Circuit Television (CCTV) is a type of camera that<br />was used for the supervisor of the building or room, but it<br />can also be used to monitor the condition of congestion and<br />road conditions. The problems are the installation of<br />CCTV is not always right on target because it is only<br />installed for trend following, without looking at the<br />conditions that will be installed, so it becomes less than<br />optimal. Many of the problems in need of supervision by<br />the Government. Problems such as road density, accidentprone area, business area, area schools, parking area and<br />population density at the location of the road is a problem<br />that requires supervision. In order for the supervision can<br />be done with the optimal technological devices are used<br />then the information and communication technology, the<br />utilization for surveillance of a region commonly referred<br />to with the Smart Monitoring, the device that can be used<br />is CCTV. In order to target the right CCTV installation<br />requires a calculation and analysis of the right against the<br />conditions of the point to be fitted, to allow the installation<br />of CCTV can be right on target and not just follow the<br />trend of development of the technology. Many of the<br />problems that have to be analyzed before the installation<br />of CCTV, to find the solution of many problems, this<br />research using methods MCDM method Simple Additive<br />Weighting (SAW). Based on the results of the calculation<br />of 40 data points of observation in the city of XYZ with 10<br />categories, problems and preferences 3 weights used<br />produce a value Vi maximum 4 point, and that point is<br />recommended for CCTV installed.<br />Keywords: SAW, CCTV</span>

Fights over the ‘right to the city’ have emphasized the interests of the four main actors within the city development of India since the first cases of revolting social movements in Delhi. The four actors can be classified as the social movements, the public, media and the government. The case of India Gate in Delhi is illustrative not only of how the differences between the actors come into surface, but of also of how these actors change their priorities, their stance and their tools, in order to secure their position in the city. Many scholars have analysed the role of social movements and how it evolves in the process. But what about the role of government as an entity that is in between the interests of social movements, public and media? How and why do they change their stance when a movement takes place? What are their limitations? The India Gate case can give the answers to these questions, as it examines the multiple transformations of this space over time. This paper emphasizes on the idea of Space. How space shapes public and public (re)shape their own spaces. India gate. This space has been stuck between the idea of being a space or a branded space. It was assumed that media plays a prominent role in acting like a watchdog in democracies, but this paper looks at how media if used rightfully can be forced for a good in oppressive regimes and therefore, a vigilant and alert media can act as an external trigger or an emergency- wake up call for the youth of India to take the cause of freedom seriously. Rightfully as put up by Ritish (2012), an external event or issue may allow for the manifestation of a flash fandom in the form of flash activism. Since, social movement’s needs mass media attention for amplification of their claims, the media also join the movements too create the news. Lastly, the consequences of the media coverage for social movements, in terms of organisation, reaching political change and obtaining favourable public opinion is comprehended in three different case studies.

Street children in Kendari are as same as other children in the universe who have the right to get education and play around. This study aims to analyze the street children phenomenon within the framework child-friendly-city (KLA). Some of the street children in Kendari attend formal school and some of them take informal one, especially in one of street children communities in Kendari; called KOJAK, or most of them do not attend any educational institutions since they encounter financial problem. They make a living in the streets to help their parents’ economy condition.  Some of them are staying with their parents, but others have no place to live and stay on the road. They work as street musician to fulfill their needs. Recently, there is no special education for street children facilitated by the government. Under KLA framework, the children need to obtain education because it is their right to pursue their dreams in the future.  The city government has not facilitated education for street children, and the street children who attend school are initiatives from parents or non-governmental organizations.

Abstract. Akad Ijarah is an agreement whose object is to redeem the benefits for a particular time, i.e. ownership benefits in return. Ijarah is divided into two kinds, namely Ijarah, which leads to the collection of remuneration (' ala al-A'yan) and Ijarah which leads to wages wage (' ala al-Asykhash) is a service.  The background of this research problem is many of which do wild parking or in the government of land road owned by no license but the parking man asks for a fee to the rider who entrust his vehicle to the event of the poll The wild. This research was conducted to answer three problems; 1. What is the concept of Akad Ijarah according to Fiqh Muamalah? 2. What is the implementation of wild parking rental at Sukahaji Bird market in Bandung? 3. How is the review of Akad Ijarah and regulation of the city of Bandung No. 3 year 2008 about the parking organizers to take a wild car rental? This method of research is a qualitative research method with the type of field research and the nature of qualitative descriptive research. The object of this research is Sukahaji bird market. The data collection techniques in this study are observations and interviews. The results of this study stated that: First, Ijarah is an agreement whose object of redemption benefits in return. Rukun Ijarah There are four, people who berakad, rent, Ijab Qabul, benefits. Secondly, the implementation of parking at Sukahaji Bird Market is divided into two, the official park with the land provided by the market and there are unofficial parking that eat the road. Thirdly, the transaction that occurred in the collection of wild parking rental has not been fulfilled and the requirements of Akad Ijarah and local regulations Bandung City No. 3 year 2008 about the operator of the regulation because there is no agreement in the withdrawal of parking fees, and land That is used does not have a permit to maintenance the parking lot or ownership of the benefits taken not its legitimate property. Keywords: Akad Ijarah, Fiqh Muamalah, wild car Rental collection, Local regulationsAbstrak. Akad Ijarah adalah akad yang objeknya penukaran manfaat untuk masa tertentu, yaitu pemilikan manfaat dengan imbalan. Ijarah dibagi menjadi dua macam yaitu, Ijarah yang mengarah kepada pengambilan imbalan (‘ala al-a’yan) dan Ijarah yang mengarah kepada upah mengupah (‘ala al-asykhash) yaitu bersifat jasa.  Latar belakang masalah penelitian ini banyak yang melakukan parkir liar atau di badan jalan lahan milik pemerintah dengan tidak memiliki ijin akan tetapi tukang parkir meminta biaya kepada pengendara yang menitipkan kendaraannya sehingga terjadinya pemungutan secara liar. Penelitian ini dilakukan untuk menjawab tiga rumusan masalah; 1. Bagaimana ketentuan Akad Ijarah menurut Fikih Muamalah? 2. Bagaimana pelaksanaan pengambilan sewa parkir liar di Pasar Burung Sukahaji Kota Bandung? 3. Bagaimana tinjauan Akad Ijarah dan Peraturan Daerah Kota Bandung No. 3 Tahun 2008 tentang Penyelenggara Perparkiran terhadap pengambilan sewa parkir liar? Metode Penelitian ini adalah Metode penelitian kualitatif dengan jenis penelitian lapangan dan sifat penelitian deskriptif kualitatif. Objek penelitian ini adalah Pasar Burung Sukahaji. Teknik pengumpulan data dalam penelitian ini adalah observasi dan wawancara. Hasil penelitian ini menyatakan bahwa: pertama, Ijarah adalah akad yang objeknya penukaran manfaat dengan imbalan. Rukun Ijarah ada empat, orang yang berakad, uang sewa, ijab qabul, manfaat. Kedua, pelaksanaan parkir di Pasar Burung Sukahaji terbagi dua, parkiran resmi dengan lahan yang disediakan oleh pihak Pasar dan ada parkiran tidak resmi yang memakan badan jalan. Ketiga,  transaksi yang terjadi dalam pengambilan sewa parkir liar belum memenuhi rukun dan syarat akad Ijarah dan Peraturan Daerah Kota Bandung No. 3 Tahun 2008 tentang penyelenggara perpakiran karena tidak ada perjanjian dalam penarikan biaya parkir, dan lahan yang digunakan tidak memiliki ijin penyelenggaraan tempat parkir atau kepemilikan manfaat yang diambil bukan milik sah nya.Kata Kunci : Akad Ijarah, Fikih Muamalah, Pengambilan Sewa Parkir Liar, Peraturan Daerah

Solo is one of the two Cities in Indonesia that received the highest award of District / City Worthy Children's implementation from President JokowiWidodo as the City of Eligible Children. The success of Solo to get the award of Decent Child's City can not be separated from the leadership FX.HadiRudyatmo as the Mayor of Solo. The objectives of this research are: (1) To know and explain the leadership of FX.HadiRudyatmo in realizing the Solo of Decent City, (2) To analyze and analyze the factors that make Solo Municipal Children's Favorite and (3) to know and analyze the actors who contribute greatly in Solo Kota Decent Children. The method used in this study is a qualitative descriptive approach that explains the results of research, assessment and other references reinforced by empirical data conducted through interviews and observation. The results showed that the leadership of FX.HadiRudyatmo in realizing the Decent City Solo is very democratic but the egosektoral among the Organization of Regional Devices in realizing the Solo Municipal Decent Children is still high and there are still problems that can not be resolved even though Solo gets the predicate Solo Kota Major Main is the number of children who exposed to HIV / AIDS is still high and the availability of child data information management system. Recommendations given to the Government are to build more intense communications and improve routine coordination among the Regional Device Organizations through scheduled meetings amongst the WTO, promoting socialization and education to all levels of society on HIV / AIDS as well as the creation of a web data base on child data.Keywords: Leadership, Head of Region, District / City Eligible Children

The development of human life nowadays cannot be separated from various aspects such as economy, politics, and technology, including the impact of the coronavirus outbreak (Covid-19 or SARS-CoV-2) which emerged at the end of 2019. Responding to this Covid-19 pandemic outbreak In Indonesia, the government has issued various policies as measures to prevent and handle the spread of Covid-19. One of these policies is to limit community activities. These restrictions have implications for the fulfilment of the economic needs of the affected communities. Responding to the urgency of this community's economic situation, the government held a social assistance program as a measure to ease the community's economic burden. However, the procurement of the program was used as a chance for corruption involving the Ministry of Social Affairs and corporations as the winning bidders. This study uses a qualitative methodology with a normative juridical approach and literature. The approach is carried out by conducting a juridical analysis based on a case approach. The results of the study show that the corporations involved cannot be separated from corporate responsibility. However, the criminal liability process against the corporation is deemed not to reflect justice for the current situation of Indonesia is experiencing. The crime was not carried out in a normal situation but in a situation when Indonesia was trying hard to overcome the urgent situation, the Covid-19 pandemic. Corporate crimes committed by taking advantage of the pandemic situation are deemed necessary to prioritize special action or the weight of criminal acts committed by corporations. The weighting of criminal sanction is the right step as a law enforcement process for corporate crimes during the pandemic.

This developing area provides a very wide potential in the development as an area that has excellent products or development projects in Bandung. Cigondewah area has the potential to become this area as a creative industrial area that can support the income of the people and the city of Bandung. Cigondewah is one of the areas known as the Cigondewah environment and surrounding areas as a creative industrial area about the utilization of textile industry waste that sells the rest of cloth from factories around the city of Bandung. The area of Cigondewah grows and develops with the uniqueness of the community itself that will take advantage of opportunities from the textile industry, homes along the road corridor that turns into the shelter, the community into warehouses and shops to sell fabrics.It is also the aim of the government to promote and develop tourist areas Cigondewah for the future to be better again to enhance the identity of the area Cigondewah as a tourist area fabric shopping in the city of Bandung. This study aims to determine the development of creative industries in Cigondewah. Cigondewah Textile Tourism Area of Bandung City, especially Capacity Building, to show the identity and image of Cigondewah area as a textile tourism area in Bandung City. The identity of Cigondewah area which is currently called Cigondewah as Tourism Shopping Area Cloth. From this research is expected to give an idea that the environment is in the corridor Cigondewah road.

Housing and settlements are basic human needs. Therefore, the government is trying to meet the community's need for housing. This study aims to see how the housing development program is implemented in Palembang City, monitor this program and also monitor the extent of the housing development program. This research uses descriptive qualitative techniques with interviews. Key information is the Head of the Palembang City Housing and Settlement Area Office, the Head of the Housing and Settlements Section, the Head of the Palembang City Development Planning Agency, and Housing Developers in Palembang City, as well as people living in housing in Palembang City. Then the data obtained from the study were analyzed using qualitative descriptive analysis methods. The results showed that the implementation of the housing development program in Palembang City has not been carried out properly in accordance with what has been planned by the Palembang City Government.

Abstract. ICT is one of the technological enablers of a smart city which facilitates the developments in various sectors of the community such as in governance, transportation, education, safety, tourism, and communication. Development of smartphone applications have directly contributed to areas of smart living, smart people, smart governance, and smart mobility as it provides several features catering digital services in the city and flexible utilization of the city services. However, smart city development is not merely the creation of digital services for the citizens but instead involves a two-way communication between the government and citizen’s collaborative processes and digital participation. The purpose of this paper is to provide a framework for a mobile tool wherein people can easily access the most essential everyday city services and in the same manner provide the city authorities to gather relevant information from the application through review of literature and other relevant documents.
