The article analyzes the institutional problems of the water supply and wastewater system of Ukraine. Government-created institutions have a direct or indirect effect on the state and development of the water supply and wastewater sector, determine the processes for its modernization, as the water supply and wastewater sector itself has a certain influence on the institutions, creating the basis for their modernization, transformation or liquidation. The author argues that in order to be effective in implementing the state policy in the field of water supply and wastewater, it has to be consistent with the goals of state economic policy in other areas - social, environmental, tax, energy, financial and economic, housing, national security, etc. The article analyzes how the uncoordinated state policy of the country in the social, environmental, tax, financial, energy, foreign economic sphere affects the sphere of water supply and wastewater and its consequences. The author defines the problems of institutional provision of state policy in the field of water supply and wastewater and describes them. The author argues that the influence of institutional problems on the state and development of the water supply and wastewater system is so great that, no matter how efficient the management and regulation in the field of water supply and wastewater, the result will not meet expectations. In the article the author suggests ways of solving some institutional problems in the field of research.

Introduction. The turn of the 1980s – 1990s in the history of our country is characterized by the liberalization of the social system, which changed, in particular, the relations between the state and the Orthodox Church. One of the crucial issues in this area is the consideration of state policy to involve the Russian Orthodox Church into joint partnership. It allows determining the place and role of the Orthodox confession in the life of post-Soviet Russia. The article analyzes the features of the historical development of the economic policy of regional authorities aimed at involving the local diocese into joint social partnership in 1990s – first decade of the 2000s. The purpose of the research is to reveal a comprehensive chronological framework of the historical aspects of economic policy carried out in relation to its involvement into social partnership. Materials and Methods. To achieve this goal, both unpublished archival documents and published sources were used. The main source for the article were the materials from the funds of the state historical archive of the Chuvash Republic and the state archive of modern history of the Chuvash Republic (documents of official records management of public authorities and religious organizations), which are first introduced into scientific use. The study is based on the principle of historicism, comparative-historical and descriptive methods, which revealed the content of the research. Results. According to the results of the study of economic policy of the Chuvash authorities to involve local Orthodox community into joint partnership in 1990s – first decade of the 2000s, the authors give a comprehensive description of the considered historical processes. In particular, two stages concerning the beginning of sate and church social partnership in the Chuvash Republic are proposed and described. The first phase is characterized by preconditioning (acknowledgement of the Russian Orthodox Church’s leadership in spiritual revival of the local population, economic support of the church revival, etc.) and the origin and growth of the social partnership model of state and church relations (the period of 1990s). The second stage (first decade of 2000s) is the time of approval and implementation of the social partnership relations model between the Chuvash authorities and Chuvash diocese. The main characteristic of the period are the agreements between the diocese and healthcare institutions, educational institutions, justice institution regarding the issues of spiritual and patriotic education, opposition to totalitarian sects, etc. Discussion and Conclusion. In general, the priority in social partnership in the Chuvash republic in the period of 1990s – first decade of 2000s was given (comparing to, for example, pre-Christian beliefs) to the Orthodoxy, which was determined mainly by its historic significance, its special role in the cultural life of the region. At the same time at the beginning of first decade of 2000s there are events (Chuvash diocese took part in the opening of the monument of the “Covering Mother”, the Russian Orthodox Church took part in discussions regarding the ban of pre-Christian beliefs publications), which proved the fact of considering the Russian Orthodox Church by the authorities not only from the position of social, but also from the point of political partnership.

The maintenance of civil peace and harmony in the Russian state from time immemorial has been defined as a priority that allows maintaining the integrity of both state and territorial. Global processes taking place in the world, epidemic waves of viruses, incessant local wars, diligent attempts to separate people and peoples bring to the fore the need to consolidate society in order to ensure the national security of the country. In this context, the importance of statistics increases, which significantly affects the perception of the dominant values by society, forms the attitude of people to the state policy being pursued. At the same time, the understanding of statistical information (figures, data) in a number of cases does not correspond to reality, making it difficult to adequately assess the existing situation, which is associated with an insufficient level of statistical literacy of the population, officials and specialists in various fields of activity.

Em 2015, o estado produziu 8 milhões de bovinos e bubalinos, 296 mil suínos e 158,9 mil caprinos. As fronteiras socioeconômicas terão uma melhora significativa com a utilização de resíduos gerados na atividade rural para a geração de energia, assim como para a redução dos prejuízos ao meio ambiente, ocasionados pelos resíduos produzidos. Diante do exposto, o objetivo do presente trabalho foi avaliar o potencial de produção de biogás para a geração de energia, por meio da fermentação de resíduos oriundos da agricultura e pecuária do estado do Tocantins. A metodologia utilizada foi a revisão bibliográfica, a sistemática, a descritiva e a explicativa. Verificou-se, com este artigo, a relevância social, ambiental e econômica da inserção da energia produzida a partir dos resíduos agropecuários na Matriz Energética Brasileira. Ainda que tenham custos para instalar o sistema no Estado, a utilização de digestores fermentativos é uma alternativa para diminuir os problemas com a destinação inadequada dos resíduos agropecuários, além de ser uma forma de energia limpa, este método possuí uma fonte de recursos com o comercio dos créditos de carbono, devido a não emissão do gás metano.   Palavras-chave: resíduos agropecuários, energia, biogás.   STUDY ON THE POSSIBILITY OF BIOGAS PRODUCING FROM AGRICULTURAL WASTE THE STATE OF TOCANTINS   ABSTRACT: Beef and dairy cattle growing is one of the biggest production in the State of Tocantins - Brazil, favored by weather conditions. In 2015, the state produced 8 million cattle and buffalo, 296,000 pigs and 158,900 goats. The socioeconomic boundaries will have a significant improvement with the use of waste generated in rural activity for the generation of energy, as well as the reduction of environmental damage caused by the waste produced. Given the above, the objective of the present work was to evaluate the potential of biogas production for energy generation, through the fermentation of residues from the Tocantins state agriculture and livestock. The methodology used was the literature review, the systematic, the descriptive and the explanatory. This article verified the social, environmental and economic relevance of the insertion of energy produced from agricultural residues in the Brazilian Energy Matrix. Although they have costs to install the system in the state, the use of fermentative digesters is an alternative to reduce the problems with the improper disposal of agricultural residues, besides being a form of clean energy, this method has a source of resources with the trade. carbon credits due to non-emission of methane gas.   Keywords: agricultural residues, energy, biogas.

The article provides a scientific analysis of the problems that exist in the sphere of national security of Ukraine. The problems in the sphere of state security of Ukraine are investigated, the concept and content of military security of Ukraine are considered in the light of modern challenges and threats. Attention is drawn to the fact that in the presence of military security, many tasks can be solved to ensure national security and create the necessary conditions for the stable development of political, economic, social, environmental, spiritual, intellectual, demographic fundamentals of society's life. The work emphasizes that military security can not be achieved only through the organization of state defense, and is a complex category, which is closely connected with many spheres of social relations and life of the state. It is noted that military security is the foundation of national security, the basis of the country's independence. In connection with this, the military security of Ukraine as one of the priority (basic) types of national security of the state can not be considered separately from the development of political, economic, social processes both on the European continent and around the world, and some features of the geopolitical situation In many cases, the directions and tasks of Ukraine's foreign policy are determined near its borders.

At the beginning of the 20th century, urbanization and occupation of privileged spaces at the expense of “lowland” spaces and close to a floodplain. The “lowlands” were occupied by a population, mostly with socioeconomic needs, forming housing groups susceptible to flooding and flooding. To bring the recognition of rights to these occupants, a land regularization work was carried out by the Federal University of Pará - UFPA, together with public entities from the State and the Union. The article aims to present and compare the degree of socio-environmental vulnerability in the area of land C of UFPA in the municipality of Belém, object of land regularization activity, applying indicators and indices related to social, economic, legal and environmental issues. The results show that the degree of vulnerability is high in the years surveyed, concluding that the legal regularization work carried out in the area was only patrimonial, in order to transfer responsibilities for land use to the beneficiary residents and the recognition of the right of that title by law. . Effective land regularization work should involve a set of bodies responsible for the social, environmental, urban and land areas so that, in a concatenated and long-term manner, the work carried out is carried out so that the results are captured by the indicators and that the data decrease the degree of socio-environmental vulnerability in the studied area.

The historical aspect of the development of state social policy of social protection of children in Europe from the 17th to 21th centuries is considered in the article. The purpose of the article is to highlight the peculiarities of the historical development of the state policy of social protection of children in European countries of the 17th to 21th centuries and learning from the experience of social protection of children in the context of Ukraine's European integration. The regulatory framework of the system of social protection of children in Ukraine has been studied. The statistic on different categories of children in need of social protection by the state is analyzed. The structure of the system of social protection of children in Ukraine is considered. The research methodology is based on the principle of priority of universal human values. As part of the tools of the proposed work the theoretical one is the analysis and generalization of scientific sources, educational and methodological publications on the theme and synthesis, as well as comparison and generalization of data. Based on the analysis of materials on the peculiarities of social protection in the UK, Germany, France, Sweden and Norway, it was determined that the social protection of children in Europe is characterized by assistance to them in providing conditions for the realization of their rights and freedoms. Equally important is the setting up of various charitable institutions, schools, penal colonies that help children change, as well as the emergence of social services that protect the rights and interests of children. The authors suggest that in the course of the studying the history of the issue of state policy of children’s social protection, there is an opportunity for analogies, the implementation of already proven steps on the path of democratization of national social protection policy. The researchers see the prospects for further research in the study of global innovative forms of social protection and support for at-risk children.

The article proposes a study of the phenomenon of social orphanhood, the social caus-es of the spread of social orphans, as well as some of their features in residential insti-tutions. Social orphanhood is a rather alarming sign, which shows not only unhealthy processes in the socio-economic sphere, but also the growing rate of cultural and mor-al deficit in society, the distortion of the institution of the family, and the lack of atten-tion of the State to the problems of maintaining a family with children throughout the entire period of reform. In addition, attention is drawn to the origins of social orphan-hood, namely, the general civilization processes that take place in under the influence of the devaluation of family values, the predominance of personal-achievable and he-donistic motivations compared to parental ones – both from men and from women.

The state policy on the management of objects of intellectual property right in the sphere of national security and defense is considered.Under the current conditions, national security is unconceivable without solving the problematic issues of intellectual property management and creating the necessary preconditions for the development of intellectual potential and its use for national security.At present, the concept of national security is being expanded to include more and more spheres of public life. New security settings related to the scientific and technological revolution have started to play an important role.Nowadays, issues of the formation of an effective state policy for ensuring national security in all its spheres and manifestations are of great importance. An important component of the mechanism for the formation and implementation of state policy in the field of national security should be the provision of intellectual property management.However, national security legislation does not provide for the development of a strategy or other programmatic document on scientific and technical security, which would envisage measures to ensure the protection of the scientific and intellectual potential of the state, competitive technologies available in the country.The question at issue is the fact that the state has not yet developed a national strategy for the protection of intellectual property, which would provide the protection of interests and rights of all subjects of intellectual property rights, and especially the state. Although the attempts to develop such a strategy were carried out repeatedly. The state system of intellectual property protection and the effectiveness of providingnational interests with its structural elements, in particular in the field of national security and defense, are investigated. Current problems in this area are explored and suggestions are made to resolve them.There exists a necessity for creation of the central executive authority, the main task of which should be the formation and implementation of the state policy on the protection and management of intellectual property, as well as the state body, which, on behalf of the state and in its interests, will execute the ownership rights of the objects of intellectual property rights that are in state property.

The article defines the priorities of the social policy of Ukraine at the present stage. The socio-economic problems of Ukraine are analyzed, their causes and solutions are identified. It is shown that the main reason for the failures of the socio-economic policy of independent Ukraine is the uncritical attitude of Ukrainian reformers to the consequences of neoliberal policies in other countries, as a result of which foreign experience of socio-economic reforms began to be introduced without taking into account domestic specifics. The decline in the role of the state in socio-economic policy, the increase in the role of private business, the privatization of "everything and everyone" led to a sharp social stratification, an economic crisis, which became a trigger for crises in all spheres of Ukrainian society. One of the fundamental principles of neoliberal economics, deregulation, has also collapsed. It turned out that the market is not efficient in areas in which the business cannot make quick and large profits. The so-called "market failures" demonstrated the need for state regulation in the spheres of education, health care, ecology, etc. Conclusions of the study and prospects for further research in this direction. Thus, if the new government really wants to build a successful country of happy people, it must make social and economic policy its top priority. Its primary tasks at the present stage should be: reduction of tariffs for utilities by eliminating from them the corruption component and excess profits of suppliers; revision of the principles of granting subsidies for utility bills. Exclusion from the number of subsidies of those who do not need state aid, but have a formal right to receive it (they work unofficially); the fight against the shadow economy, with the concealment of income from taxation; reforming the system of wages and pensions; creation of jobs with decent wages; establishing interaction between the state and private business in order to increase the social responsibility of the latter.
