The aim of the article. When deciding on outsourcing, it is necessary to analyze the financial and organizational costs, without releasing from the analysis area the risks that arise when organizing the outsourcing of IT services. The lack of a full analysis in making this decision can instead of benefit cause significant losses. The purpose of the article is to develop methodological approaches to assessing the economic feasibility and effectiveness of the use of information technology outsourcing in the practice of domestic industrial enterprises. Analyses results. The article examines the existing scientific and methodological approaches to assessing the effectiveness of the use of information technology outsourcing in the production and commercial activities of industrial enterprises. Methodical recommendations for evaluating the effectiveness and efficiency of the IT outsourcing mechanism are formulated, which allows to determine the result of its implementation and the direction of its further development. Guidelines for deciding on IT outsourcing are proposed, the use of which is part of the decision-making process on the use of outsourcing in the enterprise and involves consistent implementation of measures to identify the business process for outsourcing to improve the quality and efficiency of delegated processes. A graphical comparative method for analyzing the effectiveness of decisions on the use of outsourcing by third-party companies and the practical implementation of the IT function by the company's own forces has been developed. The methodological approach to assessing the effectiveness of outsourcing management information systems in real business enterprises is sufficiently universal, as it takes into account the conceptual principles of outsourcing on the one hand and allows to adapt the structure of efficiency assessment depending on the complexity and cost of technologies used in business. enterprise, goals and scale of outsourcing. Conclusions and directions for further research. The proposed methodological approach allows to assess the economic efficiency of IT outsourcing to a greater extent in terms of economic justification of the management decision to accept services to IT outsourcers or perform them on their own. Graphoanalytical method for evaluating the effectiveness of outsourcing (Fig. 1) does not allow this. Its algorithm uses aggregated economic indicators (total costs, fixed costs, variable costs), the structure of which is not provided in the mechanism of using this method. Based on this, we consider as a direction of further development and research to develop guidelines for detailing these indicators in order to identify their components, to which the outsourcing company needs to pay special attention. Being based on the consideration of outsourcing as a process, the proposed approach has limitations that allow its application to assess the effectiveness of outsourcing only at a time when outsourcing is not yet implemented in practice. Additional research is needed to address this limitation.

Subject. As digital technologies spread across all industries, active processes of digital transformation need to be managed both nationally and regionally. Assessing the extent of digitalization across types of economic activities is the key issue for setting up the socio-economic development strategy of the region and evaluating its efficiency. Objectives. The study is aimed to formulate and test methodological approaches to assessing the digitalization in types of economic activities and the potential of digital technologies for the real economy. Methods. The study relies upon the dialectical method, systems approach, questionnaires, expert approach, interpretation of empirical facts through tables, etc. Results. We devised a methodological approaches to assessing the extent of digitalization in types of economic activities across regions. The approach combines the quantification and evaluation of the process and helps determine the extent of local digital transformation at the regional level. We devised and tested the methodological approach to rating digital technologies, which have the high potential for raising the competitiveness and resilience to competition of the industrial sector in the Russian regions. As opposed to the existing approaches, the approach accounts for the current scale of digital technologies in the national economy, the potential for growth in the demand and supply in the domestic and foreign markets, and the potential for import substitution with respect to foreign technologies and products. Conclusions and Relevance. What makes the proposed methodological approaches more preferable is that they help assess not only the extent of digitalization in types of economic activities and the predominance of certain types in industrial enterprises, but also determine their potential for import substitution in terms of digital security.

The efficient sales policy of the machine building innovatively active enterprises is connected with its rational process financing. Optimal determination of innovative production distribution expenses is top-priority element to increase economic subject’s activity profitability and to increase its competitive positions at the market. Thus, planning of costs for innovatively active machine building enterprises sales has to be based on economic and rationally adaptive mathematic tools to industrial enterprises activity specific. Practical implementation of the mentioned task is possible owing to economic and mathematic model to plan costs for innovatively active enterprises production, which preconditions urgency of the given research. Besides the tools investigation is also urgent and it allows to foresee future expenses amounts for sales, demand for production and profit of the innovatively active industrial enterprise, behavior in future depending on market situation. The article deals with scientific and methodic approach to optimize distribution expenses of the innovatively active industrial enterprises in Ukraine. Economic and mathematic modeling methods allowed to formalize models to plan distribution expenses of innovatively active enterprise, demand and profits, that is prerequisite to form prognostications by proper directions. Practical implementation of the suggested scientific and methodic approach on the example of machine building enterprise in Ukraine results in confirmation of models correspondence and establishment of inefficiency to distinguish expenses. It gives evidence about necessity to optimize expenses of enterprise and to introduce active managerial decisions concerning its activity profitability growth

Theoretical and methodological principles are substantiated and practical recommendations for managing the transformation of organizational knowledge as a tool for effective use of industrial enterprises intellectual potential in order to increase its competitive advantages are developed in this paaper. Theoretical generalization of industrial enterprises organizational knowledge concept is carried out. It is proved that the hidden staff knowledge acquires special value for the enterprise. The own vision of the term «organizational knowledge» is proposed. The author's classification of organizational knowledge by the degree of their manifestation and formalization is developed. The scientific value of the proposed classification is that it more deeply and accurately considers the consistent transformation of some types of knowledge into others, reflecting the dynamics of knowledge transformation process, determining the need for constant updating, and, consequently – creating new knowledge and its immediate implementation. Knowledge types matrix is constructed. The structure of organizational knowledge reflecting not their plane, but their spatial nature is determiined. According to the types and structure of organizational knowledge, the forms of their manifestation are defined. The transformation of knowledge not only by types, but also by the transition of knowledge from the individual level to the group and organizational levels is substantiated. At the same time the process of knowledge synergy is clearly represented. Recommendations for improving the processes of knowledge transformation in industrial enterprises are developed, as well as mechanisms for their practical implementation are proposed. The main conclusions and recommendations can serve as theoretical, methodological and methodical basis for further research in closely related areas of enterprise personnel management and innovation management. Obtained results form the principles of the organizational and economic mechanism for ensuring the effective use of intellectual potential of industrial enterprises in the implementation of European vector of national economy development.

- The intent of this paper is to present the results and the proceedings of an interdisciplinary research about connections between training and sustainability in the field of eco-design applied in the traditional use of plant fibers. The research has begun three years ago and has taken the form of a pilot project entitled Design Zingaro - a participating experience of planning and training. Creations of Land Art and Design with plant materials. It was realized in an inclusive process of dialogue, trough participation of many university students, artists, naturalists, forest staff and master weaver of traditional know-how of local craft. The educational activity was designed in partnership with all the stakeholders. The action of coordination has revealed vital for the involvement of both participants linked to University and external ones (artists, naturalists, forest staff and master weaver). From the methodological point of view, the process of training and planning has to be analyzed, through an ecological approach to epistemology and by a systemic view. The analysis has to be focused on relationships that enabled the conduct of the process. The main nodal relationships form the basis to build up a reticular and systemic model, able to describe the complexity of our process. There are many thematic issues covered by the research. They are all closely interlinked with each other: 1. the report of the observer with the process under study 2. arrangements and approaches of participing planning and training 3. institutional cooperation 4. the handing down of traditional know how of interlacement with plant fibers 5. fieldwork and residential workshops Abstracts 187 6. design production and artistic outcomes 7. the realization of a quality label for sustainable products 8. public events, promotion and diffusion 9. mass media and international forum.
