Topicality. A favorable institutional environment is an important condition for the formation and functioning of the logistics chain of the fruit and berry market of Ukraine. Mechanisms for regulating the logistics development of this market are an integral part of the mechanisms for regulating the agricultural sector of Ukraine's economy. Therefore, to determine the components and features of the mechanisms of logistics development of the market of fruit and berry products (FNP) it is necessary to conduct a study of the institutional environment of the agrosphere of Ukraine in the context of forming an effective logistics chain of the FF market. Aim and tasks. The purpose of the article is to analyze the components of institutional mechanisms for regulating the development of logistics of the fruit and berry market of Ukraine, identify problems of the main components of market institutions and institutions and justify measures to overcome them. Research results. In the process of research the institutional environment of development of the market of fruit and berry products of Ukraine is analyzed, problematic aspects of functioning are defined and offers for effective development of this market are given. Conclusion. Based on the analysis, a generalized idea of the components of institutional mechanisms for regulating the development of logistics of the fruit and berry market of Ukraine, identified the main problems of the main institutions and market institutions and proposed measures to overcome them, namely: creating an effective system of state support for agri-food markets. -berry market, improving the legislative and regulatory framework to support agriculture, increasing funding for government support programs, creating a mechanism for fair pricing of agricultural products, strengthening the relationship of SNF producers with wholesale buyers. This necessitates the priority development and implementation of relevant laws and regulations on the interaction of raw materials, processing and consumer units, which will increase the effectiveness of the fruit and berry market of Ukraine.

The article analyzes the current state of production activities of the agricultural sector of Cherkasy region economy, its organizational and legal structures and identifies strategic directions for its development. It is proved that the priority solution of urgent problems, such as: redistribution of land and property; restructuring of enterprises and forms of management; development of cooperation; introduction of market management methods - management and marketing; state regulation of the agricultural economy, financial, credit and tax systems; development of markets for agricultural products, material and technical resources and services; intensification and diversification of foreign economic activity will contribute to the development of the agro-industrial sphere of Cherkasy region. It is determined that the years 2021-2027 should be considered the strategic period, during which the provision of the country's population with food at the level of scientifically sound standards, growth of export potential and reduction of imports should be achieved. The necessity of introduction of innovative activity and process of innovations introduction in the production activity of the agricultural enterprises which are a basis of economic growth is proved. Obstacles to the innovative development of the regional agricultural sector are analyzed. The priority directions of innovative development of agro-industrial enterprises are indicated. The need to develop an innovative policy of agricultural enterprises in order to increase the efficiency of their operation is determined. It is noted that the priority of the agro-industrial sector development of Cherkasy region and its leading industries will provide the population with food products, industry with raw materials, and foreign trade with the export goods. It is established that innovative activity in agricultural enterprises is a decisive factor in the effective development and increase of agricultural production, significant changes in its structure, reassessment of the motivation system that meet the current principles of the Cherkasy Region Development Strategy for 2021-2027, which determines key vectors of the region in the long-term.

In terms of import substitution an investment attractiveness has increased of such traditional terms of the agricultural sector for the Chuvash Republic, as the hop-growing. However, despite increased and very attractive prices for agricultural hops - raw materials, production volume in the country is very low. In recent years, hops plantation area does not exceed 250 hectares and the gross yield - 400-420 tons. In the 90s of the last century of hop production reached 3,000 tons. Nowadays, 3.6 thousand tons of hops are imported in Russia. For the revival of hop-production and the substitution of imported raw materials for brewing, pharmaceutical and chemical industries by domestic hops, it is necessary to develop a new, more effective system of public financial support for hop-growers. The authors determined the amount of the initial investment costs, needed for the organization of hops production, and recommended minimum and maximum size of the state grants for capital investments in the sector. According to the technological requirements and current prices the hop-production organization requires the following types of investments: construction of hop plantations in the amount of 1,250 thousand rubles per 1 hectare; soil preparation and planting seedlings - 300 thousand rubles per 1 hectare; purchase of machinery and equipment for the cultivation, harvesting and drying of hops - around 38 million rubles per 50 hectares of plantations. Thereby, the total investment in fixed assets per 50 hectares of hop-plantations could reach about 113 million rubles (2260 thousand rubles per 1 hectare). The size of state subsidies for capital investments into the hop-growing, on the authors’ calculations, should be not less than 20% and not more than 50% of the necessary expenditure. These amounts may be from 452 thousand rubles (20%) to 1130 thousand rubles (50%) per 1 hectare of plantations.

Logistics Management is an effective system for the companies to deliver the products to the customers at the exact place where they demands at right time with right cost. Logistics management comprises the planning, implementation and control of the flow of raw materials and finished goods from the suppliers to the customers. This study is conducted to understand the conception of logistics and its significance. This study is to show the main functions of the logistics, aim, tactics and its various components. Nowadays most of the major companies are enforced to lessen their business expenditures because of the globalization and the companies are finding ways to reduce the costs without affecting the productivity. This made them to practice a new management tactics like Supply chain management and e-logistics. E-logistics provides the idea of logistics business into the modern world through the internet and completely changes the concept of simple logistics into e-logistics. E-logistics is the most modern technology in the field of logistics which brings the whole business world into a small online eworld. This novel set of communication with better computing and collective skills changes the new logistics into a customer oriented technology by data sharing, providing information and exact statistics with the supply chain customers. E-logistics helps in managing the new challenges in the supply chain field. The main components of the e-logistics are multi-channel operations, cross-border tasks, warehouse plan and inventory, planning, estimating and performance management. This study targets to understand the main benefits and the new tasks between logistics and e-logistics.

The study reflects the importance of small and medium-sized businesses in creating new jobs, introducing and commercializing radical innovations. It is noted that with effective public support, this category of entrepreneurs is able to achieve significant results both in the short and long term, and will provide access to new markets. The article shows the created favorable conditions for the development of agricultural entrepreneurship, testifying high positions of Kazakhstan, the important role of six public support programs, contributing to significant improvement of situation of business entities, contribution of domestic small and medium-sized enterprises to GDP. The low employment in this area is emphasizes, differences by industry, taking into account that some features of institutional and regulatory framework create disproportionate conditions for SMEs. Trade and investment barriers prevent it from fully entering domestic and global trading platforms. In OECD countries, small and medium-sized businesses make up the majority of business sector. The authors testify that in the future new approaches to the effective development of entrepreneurial activity will be developed; benchmark for expanding the scope of small and medium-sized entrepreneurs is provided in the Strategic Plan of Kazakhstan until 2025. In modern conditions, the mechanism for ensuring their effective functioning should be based on strengthening of government support, providing lending funds, and a wide range of other financial products to ensure a favorable macroeconomic situation in the State.

The information and analytical materials evaluate the state and efficiency of the agroindustrial complex functioning in the country and in the Tambov Region, its impact on ensuring food and the population’s living standard. The main criterial indicators of the export potential were analyzed in terms of qualitative and quantitative indicators for the country and the region. The ways to improve the export potential, as well as to solve the problem of food self-production and to achieve food independence have been offered. The ways to improve the Russian agricultural producers’ competitiveness, to form efficiently functioning agricultural, raw materials and food markets, to increase the profitability of agricultural producers, to create a favorable investment climate, as well as to increase the volume of investments in the agricultural sector of the economy to grow its production have been developed.

The agrarian sector of the national economy of Tajikistan has its own special features, so they require a specific approach with government support for decision making. For the effective development of this sector of the economy, a comprehensive legislative and institutional, investment, technical, credit, tax and personnel support for decision-making is needed. Decision-making is one of the main, central problems of managing the economy of the agricultural sector. Leaders, managers and managers must have sufficient knowledge and skills to effectively manage various parts of the agricultural sector of the economy. The specialization of countries in the world market is the basis of international trade. The theoretical foundations of global specialization are formed by the concepts of international trade, absolute and comparative advantages, opportunity costs. The export specialization of Ukraine and its agricultural sector is determined by six types of agri-food products: corn, wheat, barley, rapeseed, sunflower oil and cake, which provide almost a third of national and over 70% of agri-food exports of the country. Thus, Ukraine's agri-food exports mainly consist of raw materials and is hyperspecialized. Specialization and internationalization of agri-food production and exports of Ukraine are intensifying: the country’s share in global exports of these products is growing, the dependence of domestic farmers on imports of many types of production resources is critically increasing. At the same time, the share of the import component in Ukraine's exports of plant products is relatively small. The current model of Ukraine's global agri-food specialization needs to be adjusted. This is necessary both to preserve the natural resource potential of agricultural production and to ensure the development of the industry in line with modern global socio-economic trends. To do this, it is first necessary to expand the lists of agricultural products and importing countries, intensify the involvement of domestic producers in global value chains, as well as to increase the share of in-depth processing products. Achieving the set goals necessitates the development of transport and logistics infrastructure and the formation of an effective institutional environment in the country. All this should improve the conditions for conducting agrarian business and motivate it to comply with natural resource constraints and the development of production for deep processing of agricultural raw materials. In order to increase the number of importing countries and expand the scale of exports of domestic agri-food products, it is also necessary to intensify international trade and economic cooperation.

Abstract. Agriculture of Kabardino-Balkariya is among the most developed in Russia. It is also a system-forming branch of the regional economy with huge resources and potential. At the same time, there has been a slowdown in the industry in recent years. The reason for the latter is seen in the exhaustion of the existing model of growth development. Therefore, future growth in the industry is associated with the transition to a new model, the emphasis on the development of new sectors and segments. Exports of food and agricultural raw materials are an important segment of the industry. However, exports are strongly related to the production and industry specialization of the national economy. It is considered promising to develop new competitive advantages based on existing ones. At the expense of the export segment are not only the inflow of foreign currency, but also modernize the industry. However, this appears to be a sufficient share of exports in both GRP and gross domestic product or a particular sector of the national economy. Currently, the share of exports in gross agricultural output in the KBR between 2010 and 2018. exceeded 2 %. Practice shows (and the theory suggests) that this is not enough for the effective development of both the export segment in the national economy of the KBR and its agricultural sector, as well as for the development of agriculture and agriculture in the region. The aim of the work is to identify the main commodity, technological and communication and logistics trends in the development of KBR food exports, on the basis of which to develop measures to increase the level of exports and stimulate export potential in the regional agricultural sector. The study used a set of analytical (index, correlation, dispersion), and descriptive methods. Results: Identified, formalized and quantified links between different sectors and the Agricultural segment and the export of food and agricultural raw materials. The novelty of the results lies in the identification of "empirical trends" in the realization of the export potential of the KBR AIC, through which one of the main provisions of the modern export development strategy, consisting in increasing exports of traditional products, is corrected. Unlike the latter, our proposal is to create new markets, communications and logistics, as well as value chains with elongated and concentrated centers of these chains in the region. This provision allows to form an "export-oriented platform" in the regional economy.

The relevance of the study is determined by the importance of small business in the northern raw material regions in the context of a decrease in hydrocarbon production and a decrease in the role of large business in the economic development of the territory. It is determined that modern studies of small business at the regional level mainly consider the mechanisms of development of small business, the sphere of interaction between small and large business, the state of the institutional environment. But they do not take into account the peculiarities of specific territories and the life cycle of the extraction of raw materials. The article analyzes trends in the development of small business in Khanty-Mansiysk Autonomous Okrug - Yugra and identifies factors that have a significant impact on it. It is noted that the indicators of the development of small business in the region had predominantly positive dynamics for 2011-2019, namely, the number of small businesses increased, the number of people employed in this sector and the turnover of small businesses increased. It is determined that the activities of small businesses have become more efficient. It was revealed that macroeconomic crises had an impact on the development of this sector of the economy, which was manifested by a decrease in its activity in the pre-crisis periods. Based on the analysis of the sociological study results, it was determined that the population of the region has a positive attitude to the entrepreneurship. This made it possible to conclude that there is a potential for the development of this sector in the regional economy. It is proposed to consider small business as a factor of stability and reduction of unfavorable socio-economic consequences in the context of a high dependence of the resource-extracting region economy on the conjuncture of world prices for energy resources.
