Topicality. The current state of socio-economic development demonstrates awareness of the need harmonious solving economic and environmental issues that arise as a result of recreational nature-use management; necessitates the search for scientific approaches to the classification of natural recreational resources, as well as the transformation and diversification of the recreational and tourist sphere functioning. Aim and tasks. Aim: deepening and analysis of scientific approaches to the classification of natural recreational resources in the context of rational nature use and the recreational and tourist activities development. Tasks: to classify natural recreational resources on the grounds of exhaustibility, renewability, reproduction, setting restrictions on forms and property rights and their possible diversification in recreational and tourist activities. Research results. The state of socio-economic and ecological interaction, the increase of society's needs in recreational resources and facilities cause the need for targeted use of natural resource capital to meet the needs of the population - in recreational nature-use management. Three functions of recreational nature-use management (social, economic and nature protection) are defined, their maintenance is opened. The distribution of environmental elements on natural resources and natural conditions, which is quite conditional, has been studied. According to the review and analysis of classification criteria and characteristics, approaches to classification are systematized, namely: physical-geographical aspect, economic effect, economic-legal, environmental and social factors. The classification of natural recreational resources is given in context of ownership relations and economic interests between the subjects of recreational and tourist sphere and from the possible diversification side of natural recreational resources use. Conclusion. Thus, since the classification of natural recreational resources and conditions allows to identify patterns of different resources combination, determine the economic benefits of their use, opportunities for alternative, including recreational, use, as well as draw conclusions about the rational use, conservation and prospects of diversification, prospects for territory development priorities and communities located on them.

The article presents theoretical and methodological principles of researching the system of recreational nature resources use on different areas. Definition of the system, assessment of the resources, the territories’ recreational potential and their following differentiation are the paper’s tasks. Several academician and scientific methods have been applied: the structural analysis (composition of recreational resources), generalization (assessment of the industry’s status), mathematical (evaluation of the territories’ recreational potential), statistical analysis (classification of the territories by economic indicators), grouping the territories, and synthesis (elaboration of the multilevel algorithm of their differentiation). Recreational natural resources use is the part of the general system of the nature use. It is broader term than the recreational industry, since it includes protection and restoration of the resources. The multiplicative economic effect and joint use of recreational resources with other users are key features of the industry. Significant discrepancy between the scope of available recreational resources and intensity of their use are inherent for all Ukraine’s regions. The multilevel algorithm of the complex classification of the territories according to models of recreational nature use is to differentiate territories by type of settlements (urban, rural, intermediate), their proximity to urban centres (urbanized and peripheral), recreational potential (high, medium, low), and economic efficiency of industry (effective, moderately effective, inefficient). Accordingly three types of a territory’s development strategy have been identified: recreational specialization, major recreational industry, and internal recreations. The novelty of the research are the approach to determine essence, structure and functions of the system of recreational nature use, the set of criteria and indicators to evaluate recreational potential of the regions, and multilevel algorithm to classify territories and define models of their recreational use.

The main task of nature protection is to preserve or improve the current state of nature. Thus, it might seem that the economic benefits of the national park are not important for the management of the protected area, but calculating the economic benefits of protected areas for the region improves its acceptance among locals and visitors, as well as political and economic actors. From 2017 to 2019, Šumava National Park (Bohemian Forest National Park) in the Czech Republic and Nationalpark Bayerischer Wald (Bavarian Forest National Park) were subjected to extensive socio-economic monitoring, which included, among other things, research focusing on the economic benefits that visitors brought to both national parks. This article presents the results of research of the regional economic benefits that visitors brought to Šumava National Park compared with those in Bavarian Forest National Park, although the methods and findings were not absolutely identical and therefore difficult to compare.

The article discusses the nature and classification of expenditure on socially responsible activities, the relevance of the study which is due to the lack of special scientific literature clearly defined category of "social costs" and "costs of socially responsible activities," which, in turn, leads to a lack of unity in the classification of these expenses. The article also focused that socially responsible activities costs are accompanied by direct future economic benefits, such as training, skills upgrading and retraining of workers increases the future economic benefits (economic effect), and the provision of charitable aid — an increase in social importance in society (social effect). Within the framework of the present study, based on analysis of the views of scholars, practitioners of socially responsible activities proved that the concept of "costs of socially responsible activities" is much broader than the concept of "social costs" or "cost of providing social benefits to employees". Based on this thesis, the article clarified and supplemented by classification signs spending on socially responsible activities of enterprises.

This article provides an analysis of the factors shaping the concept of forest recreation resources and recreational potential of forests, their place in the environmental classification of natural resources; ecosystem properties are distinguished, creating prerequisites for managing recreational use of forests in order to ensure its ecological compatibility. The article provides a brief historical overview of the formation of the concept of recreation resources, including forestry and changes in their interpretation. The article presents the definition of ordered recreational resource, its basic concepts and quantities, and recreational potential of forests.


Purpose. To analyze the peculiarities of the organization and problems of development of recreational and tourist activities and the dynamics of the number of visitors to the Carpathian Biosphere Reserve, determine the centers of the greatest recreational load and their current state. Methods. Geospatial analysis, statistical-mathematical, cartographic, etc. Results. The current state and features of the organization of recreation and tourism in the Carpathian Biosphere Reserve in combination with environmental activities, which provides for maximum greening and rational use of recreational resources. The dynamics and current structure of the number of visitors to the biosphere reserve in terms of protected areas and environmental research departments are also analyzed. As a result, it was found that over the last ten years from 2011 to 2020, the number of visitors to the Carpathian Biosphere Reserve has increased significantly, and its maximum was recorded in 2017 – 37 443 people. The greatest recreational load is experienced by the reserve «Dolyna nartsysiv», which is visited annually mainly in the spring by about 40 % of tourists and vacationers of the reserve. The COVID-19 pandemic has a significant impact on recreational and tourist activities in the reserve, which in 2020 caused a sharp decrease in the number of visitors, with the exception of Tribushansky and Petros-Hoverlyansky nature protection research departments, which are characterized by a positive increase in visitors. Conclusions. The intensity of recreational and tourist activities in the reserve differs significantly, which causes an uneven recreational load on ecotourism routes, recreational facilities and protected areas. The greatest load on the recreational resources of the plain part of the Carpathian Biosphere Reserve is observed in May, then in Svydovetsky, Chornohirsky and others mountain protected areas active phase of recreational and tourist activities recorded in the summer - from June to August. Intensive monitoring of the recreational load and the current state of valuable landscape complexes of the reserve is needed at this period.

Weeds reduce the livestock production from pastures and impose control costs on producers and governments. Economic assessments of pasture weed problems are required on and beyond the farm for planning private and public weed control. This requirement has several dimensions that can be used to demonstrate the economic effect of weeds and encourage weed control by the private and public sectors. This paper discusses the economic problems of pasture weeds and the procedures for multi-level economic assessments with a major pasture weed in Australia as an example, and demonstrates the important private and social economic benefits from controlling this weed.

Purpose. The aim of the work is to consider the novelties of the legislative work, which provide for the concept and classification of criminal offenses in accordance with the current edition of the Criminal Code of Ukraine and the draft of the new Code developed by the working group and put up for public discussion. Point out the gaps in the current legislation and the need to revise individual rules of the project in this aspect. The methodology. The methodology includes a comprehensive analysis and generalization of the available scientific and theoretical material and the formulation of appropriate conclusions and recommendations. During the research, the following methods of scientific knowledge were used: terminological, logical-semantic, system-structural, logical-normative, comparative-historical. Results In the course of the study, it was determined that despite the fact that the amendments to the Criminal Code of Ukraine came into force in July of this year, their perfection, in terms of legal technology, raises many objections. On the basis of a comparative study, it was determined that the Draft Criminal Code of Ukraine needs further revision taking into account the opinions of experts in the process of public discussion. Originality. In the course of the study, it was established that the classification of criminal offenses proposed in the new edition of the Criminal Code of Ukraine does not stand up to criticism, since other elements of the classification appear in subsequent articles, which are not covered by the existing one. The draft Code, using a qualitatively new approach to this issue, retains the elements of the previous classification and has no practical significance in law enforcement. Practical significance. The results of the study can be used in law-making activities to improve the norms of the current Criminal Code, to classify criminal offenses, as well as to further improve the draft Criminal Code of Ukraine.

Nature and environment are important for the people earning their living from natural sources of livelihood. This article concentrates on the local perspective of the landscape in the Pallastunturi Fells, which are situated in Pallas-Ylläs National Park in Finnish Lapland. The Fells are both important pastures for reindeer and an old tourism area. The Pallastunturi Tourist Hotel is situated inside the national park because the hotel was built before the park was established 1938. Until the 1960s, the relationship between tourism and reindeer herding had been harmonious because the tourism activities did not disturb the reindeer herding, but offered instead ways to earn money by transporting the tourists from the main road to the hotel, which had been previously without any road connections. During recent years, tourism has been developed as the main source of livelihood in Lapland and huge investments have been made in several parts of Lapland. One example of this type of investment is the plan to replace the old Pallas Tourist hotel, which was built in 1948, with a newer and bigger one. It means that the state will allow a private enterprise to build more infrastructures for tourism inside a national park where nature should be protected and this has sparked a heated debate. Those who oppose the project criticise this proposal as the amendment of a law designed to promote the economic interests of one private tourism enterprise. The project's supporters claim that the needs of the tourism industry and nature protection can both be promoted and that it is important to develop a tourist centre which is already situated within the national park. This article is an attempt to try to shed light on why the local people are so loudly resisting the plans by a private tourism enterprise to touch the national park. It is based on my fieldwork among reindeer herding families in the area.

The submitted study addresses the topic of the current state of the opinion journalism and its genres in the Slovak periodical press. The author draws attention to the question of classification of the opinion journalism of a rational and emotional type from the genre categorization point of view and, simultaneously, reflects on its application in the present journalistic practice. This brings a certain rate of confrontation between the defined theoretical premises and their subsequent practical (non-)implementation. The main objective of the study is to clarify the presence of genres of analytical and literary opinion journalism stated by media theory in the environment of the Slovak periodicals. Presentation of the basic terminological axis and the related explication of journalism genres included in the opinion journalism constitute the secondary objectives of the paper. For the purposes of achieving the set objectives, the author uses methods of logical analysis of text in combination with discourse analysis. Similarly, she predicts the evident presence of the phenomenon of hybridization in the Slovak journalistic practice.

For more than half a century bicycle transport demonstrates its effectiveness as one of the elements of the transport network of the city. Currently, vehicles with low-power motors such as electric bicycle, electric scooter, gyrometer, segway, wheelbarrow, scooter motor and others are gaining people's attention. These vehicles can be combined into a group of low-speed individual vehicles (hereinafter - NITS) with similar re-quirements for the operational parameters of urban infrastructure. From the urban point of view, the interest in NITC is that the number of its users has increased significantly in recent years. The article presents the results of a sociological survey of residents of Serpukhov, allowing to assess the current and potential readi-ness of the population to use NITC. The growing popularity of NITC has led to an increase in the environmen-tal and economic effect, which is manifested at a particular level of development of the movement on NITC. The ecological and economic effect of the use of NITC has an extremely positive impact on the improvement of the urban environment. This article provides a list of indicators that reflect the growth in the standards of living of society from movement by the NITC, and the calculation of one of them - the increase in entrepre-neurial activity on the streets with increased traffic to the NITC. Indicators are necessary for calculation of complex criterion of efficiency and safety of street network due to development of the movement by NITC. The result will allow public authorities authorized to make decisions on the strategy of transport policy of cities to quantify the ratio of economic benefits from the development of infrastructure of the NITC with the cost of its construction and operation.
