The article examines the measures to support small and medium-sized businesses implemented by the government of the Republic of Tuva during the period of combating the spread of coronavirus infection (COVID-19). The author highlights the main directions of state support in the form of tax preferences and exemptions from paying rent payments, describes their advantages and disadvantages. Based on the opinions of experts, the author assesses the possible consequences of the current situation for the economy of the republic. The conclusion about the need to support small and medium-sized businesses as an important economic entity is made.

The results of the joint work of a panel of experts from Rospotrebnadzor and healthcare professionals of the Republic of Uzbekistan on organizing activities to counter the spread of the SARS-CoV-2 virus are described in the paper.The goal of the study was to determine the main driving forces of COVID-19 spread in the Republic of Uzbekistan and develop an action plan to reduce the incidence of coronavirus infection caused by the SARS-CoV-2 virus.Materials and methods. The organization of work in 14 health care institutions in Tashkent and Samarkand, as well as in Tashkent and Samarkand Regions, was analyzed: in 7 laboratories, 6 hospitals and 1 polyclinic. The routes for the movement of personnel, the demarcation of green and red zones, the features of disinfection and the use of personal protective equipment were studied. Attention is drawn to the diagnosis of COVID-19, the use of therapy aimed at reducing the period of virus shedding, the criteria for lifting quarantine restrictions for patients.Results and discussion. The main factors in the organization of work of institutions that contribute to the spread of COVID-19 among medical personnel and the population have been identifed: the lack of equipped gateways between the red and green zones with the accessibility of adequate disinfection, the wrong choice of personal protective equipment, monitoring of contact persons for 10 days, discharge from hospitals based on clinical improvement. The incorrect use of antiviral therapy, the lack of differentiated approaches to the selection of optimal regimens have been noted. Proposals are formulated for organizing the work of healthcare institutions, taking into account the requirements of biological safety. The introduction of targeted measures in addition to those previously adopted has led to a signifcant improvement in the epidemic situation: the total number of active cases in the Republic of Uzbekistan, despite the increase in testing volumes, decreased from 3,686 people on August 23 to 2335 on October 27. Towards December 20, 2020, 97 % of patients recovered completely. All diagnostic triage centers in the Republic of Uzbekistan are closed due to the absence of patients with COVID-19, most of the country’s medical institutions previously re-profled for patients with coronavirus infection have returned to the routine operations.

В исследовании анализируются правоотношения, связанные с поддержкой бизнеса, а также предоставлением пособий по временной нетрудоспособности, пособий по безработице, защите прав работников, выплате единовременных и ежемесячных сумм семьям, имеющим детей в период пандемии. The subject of this article is the analysis of foreign legislation (on the example of China and Germany) in the field of providing state support to the population and business during the spread of the new coronavirus infection COVID-19. The study analyzes legal relations related to business support, as well as the provision of temporary disability benefits, unemployment benefits, protection of workers ' rights, payment of one-time and monthly amounts to families with children during the pandemic.

The crisis situation associated with the spread of the coronavirus COVID-19 has had a significant impact on all areas of economic activity, including the development of tourism. According to the WTO, world tourism has returned to 1990 levels with a decrease in arrivals by 1 billion and a loss of about 1.1 trillion. US dollars. The spread of coronavirus infection has caused significant damage to the tourism sector of Azerbaijan, primarily the hotel business, the activities of tour operators and travel agencies. In this connection, this article examines the development of tourism in Azerbaijan during the period of exacerbation of COVID-19, discusses topical issues related to the impact of the pandemic on the economy of the tourism industry of the republic, examines a set of tasks and measures adopted by the state to mitigate the consequences of the crisis and revive tourism activities.

The article is devoted to the study of methods of combating coronavirus infection in the Republic of Armenia in the context of international cooperation. Attention is focused on the interaction of country with international organizations to overcome the pandemic in the country. This paper presents the author's table based on the analysis of the mass media in order to summarize the full range of cooperation between the Government of Armenia and external actors during the COVID-19. The article emphasizes the importance of creating an anti-crisis committee to combat coronavirus, as well as the need to increase funding for the health system.

The development of the digital economy leads to the emergence of a new concept of “digital asset”. It is very important to ensure state regulation of relations related to the use of digital currency and their involvement in civil and commercial legal relations today. Thus, Ukraine will get closer to the technological leaders of the economic sphere. In addition, the IT sector will create additional motivation for Ukrainian and foreign professionals based on the favorable conditions that are created. Issues related to solving the problem of anonymous unregulated cross-border transfers, corrupt settlements, money laundering are those that are currently being considered and require the adoption of a legal act. Existing approaches are analyzed to determine the digital asset among scientists. The analysis showed that there is currently no single approach to the definition of virtual assets and cryptocurrencies. The existing substitution of concepts in the definition and this topic needs to be refined by scientists – practitioners. The paper gives examples of states that have created regulations that allow to reveal the understanding of the components that should have the regulation of cryptocurrencies. In particular, the paper points to the models of legislation of such states as the Republic of Belarus, Great Britain and the United States. Special attention is paid to attempts to legalize cryptocurrencies in Ukraine. In addition, existing bills aimed at regulating legal relations regarding the circulation, storage, possession, use and conduct of cryptocurrency transactions are subject to analysis. The main factors of application of effective regulatory approaches to cryptocurrency transactions are determined. It is argued that the creation of a transparent and effective system of regulation of legal relations in the use of virtual assets should lead to a positive investment climate in Ukraine.

The purpose of the research is to assess the impact of the action plan of the Employment Roadmap on the unemployment rate in Kazakhstan.Methodology. Synthetic Control Method was used in this paper. The method, which compares one or more units exposed to the event and determines what would have happened if the unit had not been treated. In other words, this method creates a weighted combination of control states to create a single «synthetic» control group, in order to approach the counterfactual unit in Kazakhstan in the absence of a plan or Roadmap.The originality / value of the research based on the analysis, panel data from Kazakhstan and 13 donor pool countries for the period 2000-2019 were taken for modeling.Findings: As a result of the study, it was revealed that the unemployment rate would have been 2% higher in 2019 if Kazakhstan had not adopted an action plan in the form of an Employment Roadmap in 2009.

In order to develop an organizational and economic mechanism for the development of small businesses in the context of the coronavirus pandemic and the digitalization of the economy, an analysis of the problems of the development of small businesses in Russia was carried out on the basis of a study by the NAFI 2020 Analytical Center. Measures of state support of business in the conditions of digitalization of the economy in the Republic of Bashkortostan are considered. A set of measures and tools for the development and support of small business in the conditions of global challenges is proposed.
