Civilian Initiatives of Indigenous Peoples in the Sphere of Language Policy

The article provides an overview of recent initiatives spearheaded by indigenous peoples in the Sakha Republic (Yakutia) that seek to improve the existing language policy put forth by the state government. Although there has been some research conducted on the activities of public organizations and associations of indigenous peoples in the region, more must be done to better understand activities specifically related to language policy. The article presents a history of indigenous and minority organizing in the republic since the end of the Soviet era, with special attention paid to the campaigns regarding the status of native language and its presence within the educational sphere. It then analyzes the results of a 2011 sociological study regarding people’s beliefs about responsibility for native language maintenance and revitalization.

Today, the formation of conditions for the development of the state language is one of the strategic tasks of the country's further development. And in this regard, the most important area of implementation of the language policy is the public life of the country as a whole. The new socio-political realities of Kazakhstan as a sovereign state require a language policy that meets the needs of the country's multi-ethnic population and takes into account the peculiarities of the language, demographic and political situation. President of the Republic of Kazakhstan N.A. Nazarbayev attaches great importance to the problems of language and language policy in the country. In his work "To preserve memory and strengthen harmony", he points out that "... everything must be done to ensure that the language of the titular nation, as it is sometimes said, is in demand for life - in the public service, in production, in science, and in education, as well as Russian, should become a guide to action for all of us. The desire to respect other languages without showing concern for the native language means a lack of respect for the honor and dignity of one's own people. The independence of language also means the independence of every person's thinking and is a fundamental condition of state sovereignty." The problem of the state language, which has been the subject of heated discussions for many years, still cannot find a solution. Despite the fact that the Kazakh language has the status of the state language, we still do not dare to demand its knowledge from civil servants. The Supreme power has tried several times to introduce this rule without fail, but has met with active opposition. And this problem has not yet found its solution. The language policy of the state, the current situation and prospects for the development of the Kazakh language are always in the center of public attention.

The history of local government in South Africa dates back to a time during the formation of the Union of South Africa in 1910. With regard to the status of local government, the Union of South Africa Act placed local government under the jurisdiction of the provinces. The status of local government was not changed by the formation of the Republic of South Africa in 1961 because local government was placed under the further jurisdiction of the provinces. Local government was enshrined in the Constitution of the Republic of South Africa arguably for the first time in 1993. Under the interim Constitution local government was rendered autonomous and empowered to regulate its affairs. Local government was further enshrined in the final Constitution of 1996, which commenced on 4 February 1997. The Constitution refers to local government together with the national and provincial governments as spheres of government which are distinctive, interdependent and interrelated. This article discusses the autonomy of local government under the 1996 Constitution. This it does by analysing case law on the evolution of the status of local government. The discussion on the powers and functions of local government explains the scheme by which government powers are allocated, where the 1996 Constitution distributes powers to the different spheres of government. Finally, a conclusion is drawn on the legal status of local government within the new constitutional dispensation.

Handling complexity and symmetry in the identification of services for the management of information technology (IT) emerged as a serious challenge in recent times. One of the most important elements that must be defined in the management of information technology services is the construction and management of a service catalog. However, in order to create this catalog, it is necessary to correctly identify the services to be formed. So far, there are several proposals that serve to identify information technology services in public organizations. However, there are several inherent drawbacks to these processes, whereby many organizations are yet to adapt to the services. The main objective of this research is to present a proposal for the identification of information technology services and the construction of an information technology catalog. For this, the following methodology was applied: (a) a review of the literature, identifying the research that addressed the process of the identification of services; (b) a proposal based on automatic learning to identify information technology services in public organizations, adapting the catalog of services and taking as its main input the history of requests and incidents accredited by the department of information technologies in public organizations in the Republic of Ecuador. In conclusion, this work leads to satisfactory results for the identification of technology services used to construct its catalog.

The history of colonialism in Canada has meant both the partition of Indigenous peoples from participating (physically, politically, legally) in the economy and a relentless demand to become assimilated as liberal capitalist citizens. Assimilation and segregation are both tendencies of colonization that protect the interests of white capital. But their respective prevalence seems to depend on the regime of racial capitalism at play. This paper examines the intersection of settler colonization and racial capitalism to shed light on the status of Indigenous economic rights in Canada. I ask, to what extent are Indigenous peoples understood to have economic rights—defined here as the governing authority to manage their lands and resources—and, how we can we analyze these rights to better understand the conjoined meanings of colonialism and capitalism as systems of power today? In this paper, I look at two sites to address this problem: first, I examine how the Supreme Court of Canada has defined the “Aboriginal right” to commercial economies since the patriation of Aboriginal rights into the Constitution in 1982; and, second, I examine how these rights are configured through state resource revenue-sharing schemes with First Nations, in particular from extractive projects, over the past few years. Each case study provides critical material for analyzing the economic opportunities available to First Nations through democratic channels of state “recognition,” as well as when and why tensions between state policies of segregation and assimilation emerge.

The regulation of film exhibition in Iceland has closely shadowed the history of cinema exhibition itself. Although regulation practices have undergone various shifts and realignments throughout the twentieth century, they retained certain core concerns and a basic ideological imperative having to do with child protection and child welfare. Movies were thought to have a disproportionate impact on children, with „impressionable minds“ often being invoked. Their interior lives and successful journey towards maturity were put at risk each and every time they encountered unsuitable filmic materials. Thus, while assuming that adults could fend for them-selves among the limited number of theaters in Reykjavík, children were a whole another matter and required protection. Civic bodies were consequently formed and empowered to evaluate and regulate films. But even in the context of fairly rigorous surveillance and codification, the turn taken by regulatory authorities in the 1980s strikes one as exceptional and unprecedented. The Film Certification Board (TFCB) was, for the first time, authorized to prohibit and suppress from distribution films deemed especially malignant and harmful. Motivating this vast expansion of the powers of the regulatory body were concerns about a variety of exploitation and horror films that were being distributed on video, films that were thought to transgress so erroneously in terms of on-screen violence that their mere existence posed a grave threat to children. Two years after finding its role so radical-ly enlarged, TFCB put together a list of 67 „video-nasties“, to borrow a term from the very similar but later moral panic that occurred in Britain. Police raids were conducted and every video store in the country was visited in a nation-wide effort to remove the now illegal films from rental stores. This article posits that the icelandic nasties list can be viewed as something of a unique testament to the extent to which the meaning, aesthetic coherence and the affect of cultural objects is constructed in the process of reception, while also main-taining that the process of reception is thoroughly shaped by historical discourses, social class, embedded moral codes and a social system of values, as well as techno-logical progress. in what amounts to a perfect storm of moralizing, political games-manship and the sheer panic of a certain segment of the population, the governing institutions in iceland managed in the span of months to overturn constitutionally protected rights to free speech and privacy, as well as undermine central principles of the republic. Two decades would pass before these setbacks were recuperated, and then only on a legal and institutional level. While analyzing the history of the icelandic video nasties, the article also attempts to grapple with and articulate the symbolic register of the ban, how it speaks to the status of cinema in Iceland at the close of the twentieth century, and what ideological strains, morals and/or values were being put into play and funneled into this particular debate. Then, to close, the role of the most notorious of the nasties, Cannibal Holocaust (Ruggero Deodato, 1980), is examined in the context of media coverage and parliamentary debates at the time.

The traditional communal land is part of the rights of indigenous peoples are also the same is true with other rights. Only in the 1945 constitution has been no firmness to the Status of Communal Land as a value for the communal land, as well as a reflection of the existence of the Republic of Indonesia. In the plurality and diversity of society and their rights is a universal value and is considered a significant religious value, namely land. The existence of great importance that the State is dominating power in determining the allocation of land without making the communal land as one of the presence and diversity of law and its object in Indonesia. So that the rights of control by the State without clear boundaries.

<p>This thesis makes a contribution to the study of language maintenance and shift among New Zealand ethnic minority communities; it explores reasons for different rates of shift and different outcomes in relation to language maintenance in different communities; and the results are related to wide-ranging issues of New Zealand language policy. Research was undertaken in three minority immigrant groups in Wellington. The Gujarati community in Wellington is a major part of the Indian community totalling approximately 6,000 people at the time of the research; the Samoan community consisted of approximately 16,000 people, and the Dutch of 3,000. 141 members of the Gujarati community responded to questionnaires and interviews about themselves and their children, providing information on patterns of reported language proficiency, language use and attitudes to language maintenance from a total of 327 people. 184 Dutch respondents replied to a postal questionnaire about their own and their children's language knowledge, language usage patterns and attitudes to language maintenance, providing data on 412 people. 93 Samoan respondents filled out questionnaires and responded to interviews about themselves and their 133 children. Thus Information on a total of 965 New Zealanders belonging to minority immigrant communities was obtained. The data collected on patterns of language maintenance and shift is examined in the light of a wide range of language policy issues. The history of language and identity politics, minority immigration in New Zealand, and the immigration histories of the three groups are examined in detail, and the history of language and policy formation in New Zealand, is outlined and evaluated. The research focuses on the process of immigrant language maintenance and shift in the family and immediate community, and also investigates the role of language maintenance education in these processes. Information about language use processes in childhood and adulthood is presented. The Graded Intergeneration Disruption Stages scale, proposed by Joshua Fishman is tested against the information gathered on the three communities and found to be a useful heuristic device. The results of the research show that while processes of language maintenance and shift occur in all three communities, these processes take very different forms in each community, move at different speeds and. to date, have had very different outcomes. The reasons for the differences between the communities in these respects are examined in some detail. Finally, on the basis of the evidence provided by the research, language policy proposals are presented supporting the provision of government services in minority immigrant languages and indicating the advantages of state support for language maintenance education.</p>

This chapter examines the phenomenon and the status of blogging in the Republic of Ireland. It focuses on the social, cultural, political, technological, and legal factors that have influenced the existence and functioning of the Irish blogosphere and seeks to ascertain whether it is in good health, in decline, or in transition. To date, there is no research on the history and evolution of Irish blogging, and there are no assessments of the status of the blogging practice in the Republic of Ireland. This case study scrutinizes the history of blogging in Ireland, traces its evolution, and draws conclusions about the state of Irish blogging. Data collection for the study involved an extensive review of Irish blogs as well as e-mail and phone interviews with Irish bloggers. The authors conclude that the Irish blogosphere is vibrant, diverse, and evolving; additionally, they offer directions for future research.

This article analyses the history of the European Kazakh Diaspora’s formation and important matters such as the European Kazakh Youth’s national upbringing, identity, native language and traditions.The article also examines the research of national education in the Republic of Kazakhstan, issues of national education of youth, methodological support of the process of national education in higher education. In this situation, special attention is paid to the difficulties of the Kazakh diaspora in Europe in preserving national values, ways of preserving national traditions and the continuity of generations in addressing these issues.
