Being the foundation of the financial system of the state, the banking sector is key in a number of development areas. Since money is an extremely sensitive instrument, banks are generally fairly conservative institutions. However, the acceleration of the pace of scientific and technological progress, the expansion of its scope more and more affect the financial sector of the economy as a whole and banks as its central component. The article shows that in the first two decades of the XXI century Israel’s banking system has undergone a significant transformation. The main objective of the reforms was to reduce the level of concentration in this sector. It was also essential to improve the transparency of the functioning of the country’s banking system. In general, it should be noted that, despite the rather strong resistance from the leadership of the largest banks in Israel, by the beginning of the third decade of this century, the country’s banking system came up in much better “shape” than it was before the reforms began. Meanwhile, nevertheless, the level of concentration in it is still quite high. It seems that the processes of digital transformation, which, albeit slowly, but occur in the country’s banking system, will make it even more efficient and adequate to the requirements of the modern economy. Digital platforms are democratic and transparent by their very nature. Their introduction by Israeli banks will significantly increase the transparency and decentralization of the national banking system. At the time of this writing, digitalization processes in this area are only at the very beginning, so at this stage it is difficult to say how successful their results will be, despite, of course, the high transformational potential of digital technologies, which was mentioned earlier.

The article is devoted to the development of the global banking sector in the context of the digital transformation of the economy, the introduction of platform solutions and the creation of ecosystems that provide the client with a range of financial and non-financial products and services. The author highlights the trends and directions of development of the banking sector, among which many researchers and econo-mists note the presence of facts that are directly related to the conditions of modern social and state develop-ment. A set of trends in the development of the world banking system is proposed, which is directly related to the processes of digitalization of society and the widespread dissemination of information technologies.

The evolution of the banking system is especially noticeable during the period of global digital transformation. In the article, the authors present a look at the internal changes in the Russian banking sector at the time of radical changes both in the economy and in the industry. The Industrial Revolution 4.0 and the sixth technological mode bring changes in the settlement and payment technologies, and therefore in the technological management of the banking organization.

Changes of them political situation in the world, introduction of economic sanctions in regard to the Russian Federation have changed the situation in banking system and have had an impact on the banks activities with foreign participation. The article examines possible variants of foreign capital in the banking system of the Russian Federation, presents the foreign and national practice of the Bank of Russias regulation of foreign investments into the banking sector beginning from 1991 till present. It shows the foreign capital role in own funds (capital), in assets of the Russian Federation banking sphere, in attracting monetary funds of private and legal entities in crediting the real economic sector. It notes that against the general background of decreasing number of the credit organizations of the Russian Federation there is a decrease of the number of the banks with foreign participation, their structural subdivisions. Beginning from 2013, there is a decrease of the foreign capital share. The aggregate charter capital of the national banking system manifests negative trends and other indicators of the banks activities with foreign participation. Beginning from 2014 and up till now, the role of the banks with foreign participation in the banking sector of the Russian Federation is beginning to go down.

The paper presents current state of digital transformation of Russian banks. The author defines the digitalization of banks as the introduction of FinTech technologies, close cooperation with Fintech-companies. Digitalization has both positive and negative consequences: cyber risks are growing, financial stability is decreasing. The analysis allowed the author to draw conclusions that the digital transformation of Russian banks is characterized by: the complex implementation of BCBS scenarios and the interaction between banks and Fintechcompanies, the emergence of neo-banks; increased competition in the banking sector; innovative opportunities for the production and sale of banking services and products, the emergence of new risks; accumulation and use of large amounts of data; the need to significantly change the information systems of banks (growth in demand for the services of IT companies); the emergence of ecosystems in which non-banking organizations are actively involved; large costs of Russian banks, which, as a rule, leads to an improvement in their financial results (as a result, medium and small banks begin to lose in the market).

Аbstract. The current state of the implementation of digital technologies in Ukraine and the world in the context of the information economy development is studied. The key differences are identified, the need for systematic action at both regional and national levels for the effective implementation of digitalization is substantiated. Data on the level of the digital economy development in Ukraine in general, and in the regions in particular, as well as examples of successful implementation of digitalization in some countries, are presented. It is investigated that Ukraine is one of the first places in Europe in terms of population with the Internet access. It is established that the process of digitalization of Ukraine’s economy is qualitatively different from that in developed countries. In the context of rapid development of information economy in order to bridge the existing gap with developed countries in the digitalization process, Ukraine needs to implement a number of measures, including: creating a regulatory framework for digital economy, introducing and promoting digital platforms and services for business and population, establishing education systems in order to effectively train specialists in the digital age, creating an effective digital infrastructure, promoting the implementation of Industry 4.0 technologies in industry, etc.  The implementation of the proposed actions will bring Ukraine closer to the digitalization level of developed countries and increase social and economic development of the state. The article outlines the components of digital transformation of the regions of Ukraine, among which the emphasis is on creating an effective digital infrastructure; the introduction of Industry 4.0 technologies in industry; e-government and training of the workforce according to the requirements of digital economy. It is noted that the digitalization process should be systemic in nature at both national and regional levels. The article substantiates the need to regulate the banking sector to ensure economic security of its operation. The main tasks of state regulation and supervision of the banking sector have been identified. The types of existing models of the institutional structure of the system of banking regulation and distribution of powers between prudential supervisors are revealed. Requirements for the development of a model of regulatory policy in the banking sector of Ukraine have been formed. The necessity of creating early crisis prevention systems (macroeconomic, based on warning indicators), monitoring of systemic financial institutions, application of macroprudential analysis with regular publication of a strategic document - the Financial Stability Report. The foreign experience of macroprudential regulation and supervision with the help of established specialized divisions of central banks on financial stability and security is reflected. The creation of a separate unit of financial stability and security in Ukraine was initiated, reporting directly to the Chairman of the NBU. The scheme of correlation of subjects of management and tools of maintenance of economic safety of national banking system with separation of subjects of management of economic safety of banking sector, tools of maintenance of economic safety of banking sector at the international and national levels of banking supervision is developed. The implementation of the principles of the Basel Accords in the activity of the banking system of Ukraine is determined as a determining factor in strengthening its financial stability and economic security. The issue of trust in the banking system is one of the main criteria for success, efficiency and security of the banking sector of the economy of each state. The need for monitoring and management of systemic risks has been proved.

This scientific publication analyzes the current state of the banking system of the Kingdom of Saudi Arabia. The peculiarities of the functioning of the Islamic banking system, the main types of financial products provided by banks and the laws under which financial services are provided to Muslims are identified. The basic principles of Islamic banking, which are prescribed in the Sharia, are described, such as, for example, the exclusion of interest on all financial transactions. There is also a list of major Saudi banks and foreign affiliates operating in the country. The historical aspect of the formation of the banking sector is studied. The main financial indicators are analyzed: the dynamics of assets, liabilities, the number of loans to private and corporate clients, the share of Saudi assets in global Islamic finance. Attention is also paid to the prospects and success of the stock market. The issue of management and control over the activities of banks and its role are studied. a list of specialized credit institutions established by the government to provide highly specialized loans to citizens of the kingdom. The positive dynamics of all indicators even in the conditions of global crises, thanks to the well-laid foundation and the further strategy concerning functioning in the conditions of the world pandemic are allocated. The list of the main internal problems which can suspend growth in the future is considered. The issue of the country's dependence on oil prices, with further impact on financial diversification, is considered separately. The prospects of the banking system of Saudi Arabia in the near future, and the role of the Kingdom as a partner in financial relations for the domestic economy are determined. Conclusions are made on the basis of the conducted research and prospects of further strategic development in this direction.

The subject of the research is the national banking system as part of the country’s monetary system. The purpose of the research was to prove that the national banking system in its current state is fundamentally incapable of supporting business activities in the Russian economy. The paper reveals the reason for such incapability; it is due to the existing contradiction between the whole and the part where the whole is the monetary system of the country having a market nature, and the part is the national banking system that has not changed its structure with the transition from the gold standard to the above-mentioned nature of the monetary system. Within the framework of the latter, banks, in their essence, act as functioning “banknotes”, and as such, they should not be in private ownership or have an interest in making a profit. Meanwhile, they actually behave as commercial companies pursuing their own private interests that do not coincide with the interests of the market (country). Therefore, the modern structure of the national banking system is hampering the country’s economic development. The paper concludes that the current state of affairs must be overcome; the contradiction between the whole and the part should be removed through the conversion of the banking system to a state system in form, private in content and national in essence. In this case, the functioning of the banking system will be directed towards the realization of national interests, the actual support of business activities in the Russian economy.

Aim. The presented study aims to assess the current state of the banking sector of the economy and its potential for the development of ESG banking and implementation of ESG standards.Tasks. The authors analyze the current level of ESG standards implementation and the banks’ readiness to further implement ESG standards.Methods. This study uses general scientific methods of cognition to analyze the problems and obstacles that arise during ESG standards implementation in banking practice.Results. The banking community’s participation in the funding of sustainable development projects is selective rather than overarching, with banks choosing individual banking products. Reports marginally trace their participation in lending to business projects related to the circular economy of various industries.Conclusions. The special place of the banking sector in the national economy and its interaction with the real sector of the economy offer great potential for the development of ESG standards, making it possible to introduce ESG technologies both in banking activities and in their active promotion to other sectors of the economy through customers, thereby accelerating the transition towards a circular economy in Russia. The strength of the Russian banking system has been tested in recent years, and it embraces the formation of new rules of economic behavior. By overcoming existing obstacles, banks will be able to switch to ESG standards in the coming years, thus becoming pioneers in doing business based on the principles of environmental, social, and managerial responsibility.

Introduction. The article outlines the priority tasks of Ukraine's economic development with the active participation of banks and the basic principles of European integration of the domestic banking system. Particular attention is paid to the forecasts of the problems of the banking system of Ukraine on the way of the processes of European integration of Ukraine and measures for the practical implementation of the main directions of integration of the banking system of Ukraine into the European Union. The purpose of the article is a theoretical and methodological substantiation of the priority of the banking system in the process of European integration and the development of scientific and practical recommendations on the adaptation of the national banking system in accordance with EU requirements. Results. The object of the study is the development of the banking system in the context of Ukraine's Eurointegration. The information base for research are work domestic and foreign scientists (monographs, manuals, textbooks and other scholarly publications), analytical publications of the National Bank of Ukraine, legal acts of Ukraine, Internet sources. The scientific novelty of the results the research is in the deepening some theoretical concepts and the development of scientific and practical of recommendations for adapting the national banking system of the EU requirements. The practical significance of the research results obtained is that they can be used to develop and improve the mechanisms for transforming the banking sector of Ukraine with the aim of adapting it to the requirements of European integration. Conclusions. From the given material it is possible to draw conclusions that the main goals of the development of the domestic banking system can be defined: – strengthening the banking system of Ukraine, increasing its resilience to crises; – strengthening confidence in banks in particular and in the banking system, generally by depositors and investors (creditors); – deepening the integration of Ukraine's banking system into the global financial space; – activation of banks' activities for raising funds and their transformation into loans for subjects of the real sector of the economy; – expansion of the spectrum and increase of volumes of products and services in the banking and financial markets, etc. Consequently, the economic, social and political challenges in the domestic economy should be initiated by the process of improving the functioning of the banking sector through the creation of secure, legitimate and transparent conditions for banking. These relationships should be based on trust and responsibility in the process of obtaining the maximum result with the maximum acceptable risk level.
