The article reflects the results of critical analysis of the content, objectives and stages of EU cohesion policy evolution. The objectives of the article are: 1) identification of the content and prerequisites for EU cohesion policy modernization in the period of programme periods change; 2) summarizing the results of critical assessment of policy effectiveness aimed at reducing disparities between the levels of regional development; 3) identification the features of adaptation of political initiatives and practical action areas focused on ensuring solidarity between European countries populations under pandemic conditions. It is established that the main policy changes for the new programme period (2021-2027) will be aimed at ensuring effectiveness, overall simplification of instruments and differentiation of regions-beneficiaries, as well as support its urban profile. It is argued that critique of cohesion policy is due to the problem of cost management mechanisms, contradictions in the interaction between national and European policy initiatives, communication challenges in experimental management, that limit the potential for regional development in EU. Based on the results of sociological survey, it is argued that the current format of Cohesion policy provides an insufficient level of solidarity in European society. In the context of pandemic challenges it is reoriented to fighting Covid-19, in particular by support of health system, expanding the capabilities of educational institutions for distance learning, etc. The practical significance of the research results lies in their perceptiveness as a philosophical and methodological basis for formation and implementation of regional development policy and ensuring social cohesion in Ukraine in the context of its eurointegrational aspirations.

The purpose of the article is to improve approaches to assessing the effectiveness of innovative activities of the food industry and its individual subsectors to identify prospects for development and problems that can hinder the sustainable development of this area of production and the country as a whole. Research methods. The article uses the methods of theoretical generalizations and comparisons, which made it possible to comprehensively consider and generalize methodological approaches to assessing the effectiveness of innovation in industries. When systematizing the calculated data by the intensity of innovation costs, the methods of statistical classification and grouping were used. To achieve the goal of the study, the methodology for assessing the level of manufacturability of industries has been improved (the OECD methodology is taken as a basis), which made it possible to re-evaluate the effectiveness of innovative activities in sub-sectors of the food industry with an emphasis on the computerization of production. Research results. The article presents a methodical approach to assessing the effectiveness of innovation in the food industry. The study is based on the OECD methodology for assessing the manufacturability of industries, which is to calculate the weighted average cost intensity of R & D. The application of this approach to the food industry has confirmed the too low level of its innovative manufacturability. It was found that due to the lack of relevant statistics on R&D expenditures, it is difficult to assess the effectiveness of innovation in certain sectors of the food industry. It is proposed to solve this problem with the help of capital investment indicators, which are invested in the software of industries and are directly related to the level of computerization of technological processes. The obtained indicators of the intensity of software costs are ranked in descending order and divided into three groups according to the level of computerization, which characterizes the efficiency of innovation, as its level increases profits and profitability in industries. This will contribute to the goals of sustainable development of the country (including goals 2 and 9) and increase the competitiveness of the food industry. Scientific novelty. A methodological approach to assessing the effectiveness of innovative activities of sub-sectors of the food industry in Ukraine is proposed, which will contribute to the formation of a new look at the research methodology of this area of knowledge. Practical significance. Designed for professionals in the field of food industry economics, scientists, teachers, graduate students and students of higher educational institutions. Introduction. The paper focuses on the design of individual educational routes for students of higher educational institutions in a competency-based learning environment. Individual educational routes assume particular importance for teaching a foreign language in multilevel and multidirectional groups. The objective of the study is to design individual educational routes for students studying German at a technical university. The achievement of this objective involves specification of the concept, scope, and stages of the design of individual educational routes and corresponding pedagogical conditions. Materials and Methods. The object of the research is the process of designing individual educational routes for Bachelor and Specialist’s degree students learning the discipline “Foreign Language” at Irkutsk State Transport University. The development of individual educational routes based on design method is a joint activity of teacher and students at the stages of motivational support, goal-setting, content and resource support. Results. The outcome of the research is designed individual educational routes of the adaptive, developmental and creative type for the students learning German. Conclusion. The practical significance of the study lies in the individualization and variability of competency-based learning, and the rational organization of individual work based on the knowledge of the German language. Prospects for further study of the issue entails reflective analyses of the adoption of the designed individual educational routes and their optimal correction. The purpose of this article is to study and research the methods and forms of using the motivational capabilities of pedagogical games in the process of mastering a foreign speech, in particular the Russian language in non-philological higher educational institutions. The methodology of the article is based on the effective use of various modern pedagogical approaches, accompanied by gaming technologies in the study of Russian as a foreign language. The practical significance of the article lies in the possibility of further application of situational role-playing games, both in psychological and pedagogical activities and in the educational process.

The research aims to study the role of ethnoeconomy in the regional development of a polyethnic region and the structure of its vectors, which allows considering ethnoeconomy as a structure-forming factor for territories. Methodology: the research was conducted among ethnic entrepreneurs of the Krasnodar Territory. The authors studied the Strategy for Socio-Economic Development of the Krasnodar Territory until 2030 and surveyed 40 ethnic entrepreneurs engaged in ethnic tourism and crafts. Conclusions: according to the authors, the basic ethnoeconomic vectors include ethnic and ethnographic tourism, traditional agriculture and traditional nature management. The ethnic entrepreneurs surveyed indicated several problems in the selected ethnoeconomic vectors, for instance: limited availability of state and municipal programmes that would mobilize additional resources; weak infrastructure of the ethnoeconomic segment of the region, which makes the ethnoeconomic environment less competitive; and low financial resource capacity of the segments of the ethnoeconomic environment. Practical significance: the authors compiled a matrix table presenting the application of methods for regulating the ethnoeconomic vectors of the regional development of the Krasnodar Territory, which allows the authorities of the region to distinguish between the methods of regional ethnoeconomic development in order to control the management situation, adapt instruments and guidelines, and provide tangible support to ethnic entrepreneurs in line with the identified vectors of ethnoeconomic development of the region.

Distance education is essentially the basis for the development of educational institutions that provide innovative services, which cannot be obtained elsewhere. It is believed that distance education is a substitute for the traditional as part of simplifying and cheapening the learning process. At the same time, the leading global trends suggest the need for the development of elements of self-education and the expansion of the geographical nature of educational offers. The relevance of the study is that it is necessary to distinguish between the use of distance education methods in the traditional sphere and the sphere of training professionals. The paper presents the concept of the need to integrate elements of distance education in the process of preparing university teachers. The authors believe that teachers in drawing up courses and applying learning technologies use the same techniques as in distance learning. Therefore, the use of distance learning technologies can be shown as the basis for the development of advanced training programs and additional professional education. The authors proposed a study on the need and sufficiency of the use of distance education technologies and the possibilities for their integration into the process of postgraduate education. The practical significance of the work is determined by the fact that the possibilities of self-development of teachers are fully disclosed, not only as subjects of the educational process but also as subjects of training.

The COVID-19 pandemic has affected the way people work and learn in unprecedented ways. Also, the pandemic has moved more business activity online, increasing the need for training and prompting them to build more online trainings. In this time of crisis, a suitable response requires novel ways to enable interaction between adult learners, adult learners and teachers, adult learners and content using online tools so that no one is left behind. In the context of regional development, online adult learning provides economic active inhabitants with wide opportunities since employees are able to attend high-quality trainings regardless the place of residence. In context of COVID-19, during the emergency situation Latvia has fully moved to remote learning, including adult learning. Educational institutions as well as enterprises that organise trainings for adults have to implement remote learning using several online tools. The aim of the paper is to analyse the main challenges of the adult learning sector in Latvia in context of COVID-19 taking into consideration the regional development issues. In order to achieve the aim, following research methods have been used: scientific literature studies, statistical data analysis, interviews. Main results of the survey: in case of Latvia, the Ministry of Education and Science of Republic of Latvia has launched several initiatives towards enabling the shift to online learning, providing recommendations, digital tools as well as good practice sharing. At the same time, there is no methodology and detailed step-by-step recommendations, how to develop the online education learning for educational institutions in Latvia. However, there are incentives to develop online adult learning via project funding.

Aim. To clarify the basic componentof the content of the educational environment, as well as to highlight its components and types. Procedure and methods. The article identifies the main components of the educational environment, from the point of view of the philosophical approach to understanding this phenomenon, as well as analyzed and evaluated the reasons that make it unsafe, the allocation of levels of expansion, the classification of the types of safety of the educational environment. In the study methods are used: analogies, comparative, generalization, system, interpretation of the results, thought experiment. The results. The work clarifies the content of the educational environment, reveals its main components, on the basis of a philosophical approach to this phenomenon, has been identified the impact of various types of expansion on its safety, identified and justified the basic safety of the educational environment, taking into account the current state of public practice in the country and the world, as well as the requirements that are imposed on educational institutions on the education and education of trainees. Theoretical and/or practical significance. The results of the study contribute to the palette of research of the educational environment in school and university, to the methodology of organizing the safety of the educational environment, as well as to the practice of educational activities of schools and universities.

The relevance of the research is due to the fact that the educational environment of the university is an integral element of the educational process, which is constantly changing, even at a fairly high speed. In this regard, pedagogical design in such conditions concerns not only educational programs, but also the environment itself. The author considers a new category «pedagogical design», defines how the pedagogical designer differs from the methodologist or methodologist; Why is a pedagogical design design mechanism needed? The empirical basis of the study was the data of international studies by Deloitte «Digital Education Survey», Goldman, EFMD, Metaari, Technavio, as well as data from domestic studies by HR-academy and the Sberbank Corporate University. The novelty of the research lies in the fact that the author presents a mechanism for designing the pedagogical design of the educational environment of the university, based on obtaining, comprehending, checking one’s own experience and analyzing best practices. The practical significance of the study lies in the fact that the results obtained will allow educational institutions to structure their work in such a way as to calmly relate to changes, responding to requests from the labor market, while making changes made the training solution the most effective.

On 8 February 2013, the European Council agreed on the EU’s multiannual financial framework for 2014–20. The agreement includes a reduction of the overall spending level and significant reprioritisations. This paper asks how this agreement has been reached. Scharpf’s actor-centered institutionalism is applied, including the concept of the joint-decision trap. The paper finds that the outcome was made possible by compensating the member states that were worst affected by the policy changes. A coalition of net contributors, centered on Germany and the United Kingdom, was influential regarding the overall spending level. In addition, the external environment with the fiscal and economic crisis created a momentum for reduced expenditures. Those against the reduction, the member states in favour of agriculture and cohesion, were not able to avoid cutbacks. Member states in favour of the cohesion policy faced hard conditions for maintaining unity in their coalition, whereas member states in favour of agricultural spending could more easily negotiate for their common interests.
