National extortion measures are regulated in the Republic of Indonesia Presidential Regulation Number 87 of 2016 concerning the Task Force for Clean Sweep of Illegal Levies. In West Sumatra, based on the West Sumatra Governor Decree number 0710-1247-2016, a Saber extortion team was formed. Various efforts have been made by the West Sumatra Regional Police Ditreskrimsus in tackling illegal levies both repressively and preventively, but still need to be optimized again. This research specification is Descriptive Analysis. The efforts made by the West Sumatra Regional Police Ditreskrimsus in tackling illegal levies are pre-eminent by instilling good values ​​/ norms so that these norms are internalized in a person. Furthermore, it is a preventative effort by conducting socialization to community service offices, making billboards / banners about illegal levies; and giving appeals to the public and repressive actions by taking legal action against illegal payments which are indicated as criminal acts. optimizing the role of the Ditreskrimsus Regional Police of West Sumatra in tackling illegal levies is done by increasing the capacity of the police organization's resources and the Criminal Policy approach in the form of a reasoning and non-reasoning policy.

Pharmacist Odong-Odong, Symbols, and Media Branding the Pharmacist's Existence in Indonesian Communities within the framework of the Drug Conscious Smart Society Movement (GEMACERMAT) is a movement based on the deterioration of the pharmacist's image in the last two years due to various cases in Indonesia. The goals of pharmacists odong-odong become symbols of the existence and role of pharmacists in society. The method used is making odong-odong in the form of a pharmacist holding a capsule, turning children's song lyrics into lyrics about basic knowledge of medicine that the public must know and introducing odong-odong as the new mascot of the pharmacists of IAI Bantul Branch members and pharmacists of IYPG members of the Yogyakarta Branch when they organizing community service activities. The result of this community service is that pharmacists odong-odong are created with various children's songs whose lyrics have been changed. The pharmacist odong-odong, was first used by the IAI when conducting antibiotic drug counseling at a healthy walk event in the framework of the 73rd Independence Day of the Republic of Indonesia organized by Karang Taruna Tanuditan Bantul. Odong-odong pharmacists have also been placed in several pharmacies belonging to IYPG member pharmacists. Pharmacists odong-odong become a favorite place for children to play while enjoying a song that contains knowledge about medicine. The songs are expected to enter the subconscious of the community and indirectly educate the use of drugs.Keywords: pharmacist; odong-odong; IYPG; IAI; GEMACERMAT.

Tulisan ini membahas bagaimana peran kepolisian dalam menanggulangi pungutan liar, dan bagaimana optimalisasi perannya dalam menanggulangi pungutan liar terebut. Pemberantasan pungli harus dilakukan secara terpadu dengan cara moralistik (pembinaan mental dan moral manusia) dan cara abolisionistik (cara penanggulangan gejala) sebagai tindakan preventif. Penelitian ini merupakan penelitian deskriptif, dengan pendekatan yuridis normatif yang didukung pendekatan yuridis empiris. Hasil penelitian menunjukkan bahwa peran Kepolisian Daerah Sumatera Barat dalam menanggulangi pungutan liar dengan cara tindakan represif berupa penyidikan pemberantasan pungutan liar ditinjau dari sudut objeknya yakni dari hukumnya itu sendiri. Pada dasarnya tujuan dari penegakan hukum untuk menanggulangi pungutan liar yang ingin dicapai adalah pemidanaan untuk memperbaiki pribadi penjahat itu sendiri dan membuat orang menjadi jera untuk melakukan kejahatan-kejahatan dan untuk membuat mereka menjadi tidak mampu untuk melakukan kejahatan yang lain. Optimalisasi peran kepolisian dalam menanggulangi pungutan liar terbagi atas dua yaitu peningkatan kemampuan sumber daya organisasi kepolisian terutama di Direktorat Kriminal Khusus dan penanggulangan pungutan liar yang dilakukan kepolisian dengan pendekatan kebijakan kriminal berupa pendekatan penal dan nonpenal policy. Handling of Illegal Levies Cases by Investigators of The Special Criminal Directorate This paper discusses the role of the police in tackling illegal levies, and optimizing its role in tackling these illegal levies. Eradication of illegal levies must be carried out in an integrated manner with a moralistic way (human mental and moral guidance) and an abolitionistic way (a way to deal with symptoms) as a preventive measure. This research is a descriptive study, with a normative juridical approach supported by an empirical juridical approach. The results showed that the role of the West Sumatra Regional Police in tackling illegal levies by means of repressive measures in the form of investigating the eradication of illegal levies was viewed from the point of view of the applicable law. Basically the goal of law enforcement to overcome illegal levies to be achieved is to punish the criminal person personally and make people become deterrent to committing crimes and to make them unable to commit other crimes. Optimizing the role of the police in tackling illegal levies is divided into two, namely increasing the ability of police organizational resources, especially in the Special Crimes Directorate and handling illegal charges by the police with a criminal policy approach in the form of a penal and nonpenal policy approach.

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

Modern society is witnessing a data revolution which necessarily entails changes to the overall behavior of citizens, governments and companies. This is a big challenge and an opportunity for National Statistics Offices (NSOs). Especially after the outbreak of COVID-19, when the public debate about the number of mortalities and tested and infected persons escalated, trusted data is required more than ever. Which data can modern society trust? Are modern societies being subjected to opinion rather than fact? This paper introduces a new statistical tool to facilitate policy-making based on trusted statistics. Using economic indicators to illustrate implementation, the new statistical tool is shown to be a flexible instrument for analysis, monitoring and evaluation of the economic situation in the Republic of Serbia. By taking a role in public policy management, the tool can be used to transform the NSO’s role in the statistical system into an active participant in public debate in contrast to the previous traditional, usually passive role of collecting, processing and publishing data. The tool supports the integration of statistics into public policies and connects the knowledge and expertise of official statisticians on one side with political decision makers on the other.

In the field of protection and improvement of people?s health, there is a special importance of legally, efficiently, regularly, professionally, and punctually providing medical care, performing other healthcare services, or simply providing medical assistance or care. In this way, an essential social function is achieved, as well as the protection of the constitutionally proclaimed right of physical and mental integrity of the public. However, deterioration of an individual?s health who has been medically assisted is possible in the process of providing medical, or any other assistance in the field of medicine. If it is a gross medical misconduct or any other type of medical misconduct, or gross violation of a profession?s rules, because of which there is a possibility of deterioration of health of one or more individuals, then the crime of medical negligence, for which there are strict statutory offences, applies. This article addresses the aspect of theory and practice about the significance, social jeopardy, and prevalence of this crime, or criminal policy of courts in the Republic of Serbia, alongside many articles in the printed and electronic media which provoke great public attention and rough comments.

This study aims to determine how Administration, Reporting and Accountability of Dana Nagari in Batang Anai District, Padang Pariaman Regency, West Sumatra Province. There are three (3) aspects in village funds, administration, reporting and accountability. To achieve these objectives, descriptive qualitative research methods are used. Data sources are primary data and secondary data. Data collection techniques are carried out by observation, interviews, and documentation using qualitative descriptive analysis techniques. The results of the study show: (1) Administration carried out by the treasurer in the form of receipts and expenditures which are recorded in the general cash book, bank book, income details book, and financing details book which is equipped with receipts. (2) Reporting that the delay in disbursing village funds was due to the late regulation of the Regulations of the Regent of Padang Pariaman which caused the disbursement of stage I and phase II village funds to be delayed too late. (3) Accountability Submission of accountability reports to the public through various media, such as websites and billboards. Submission through this media can make it easier for the public to obtain information about the performance of the village government.

The article notes that the theme of culture and cultural policy for modern Iran is not a marginal issue. Culture is seen by the country’s leadership as an important component of its state political and ideological doctrine. There is analyzed the role of the Islamic factor and cultural heritage in the cultural policy of the Islamic Republic of Iran over four decades of its existence. Particular attention is paid to the role of the theory of the dialogue of civilizations proposed by M. Khatami as well as to the changing attitude towards it in the public consciousness of Iranian society. It is emphasized that the theme of “Iran and the West” is becoming particularly acute in the country today, contributing to its politicization. An attempt is being made to show that Iranian culture is increasingly becoming an important factor in the foreign policy activities of the leadership of the Islamic Republic of Iran, contributing to the strengthening of the country’s position in the world arena as a whole and the country’s leading role in the region, the realization of the idea of exporting the Islamic Revolution and implementing Iranian cultural expansion outside the country.

Law Number 40 of 1999 concerning the Press is one of the legal regulations that have a role in efforts to realize a good life together. The struggle of the Indonesian press to achieve freedom was finally achieved after the enactment of Law Number 40 of 1999 concerning the Press. The purpose of this study is to find out how the freedom and role of the press in law enforcement are reviewed from the perspective of Law Number 40 of 1999, concerning the press. This study uses a sociological juridical method, the results of research conducted on real facts in society with the intent and purpose of finding facts, then proceeding with finding problems, ultimately leading to problem identification and leading to problem solving. The results of the research include the press trying to carry out its functions, rights, obligations, and roles, so the press must respect the human rights of everyone. The press has an important role in realizing Human Rights (HAM), as guaranteed in the Decree of the People's Consultative Assembly of the Republic of Indonesia Number: XVII/MPR/1998. Based on the results of the research above, it is necessary to uphold the freedom of the press in conveying public information in an honest and balanced manner and that freedom of the press is not absolute for the press alone, but to guarantee the rights of the public to obtain information. what happened in the context of realizing press freedom as contained in Law/040/1999 concerning the Press.

Sejak kehadiran bangsa Eropa Khususnya Belanda di Nusantara, berbagai upaya dilakukan untuk menguasai perdagangan termasuk di Kepulauan Maluku sebagai sumber utama produksi cengkih. Latar historis ini dapat diamati melalui sebaran tinggalan arkeologi masa Kolonial yang ada di wilayah ini, salah satunya adalah Negeri Larike yang berada di pesisir barat Jazirah Leihitu. Melalui metode analisis deskriptif dan analogi sejarah, tulisan ini dimaksudkan untuk mengidentifikasi sebaran tinggalan arkeologi yang ada di Negeri Larike, serta peran wilayah Negeri Larike dalam konteks historis masa Kolonial. Hasil penelitian mengungkap bahwa terdapat beberapa tinggalan arkeologi yang ada di wilayah ini. Ragam tinggalan tersebut sekaligus memberi gambaran peran wilayah sebagai salah satu wilayah pemusatan produksi cengkih dan pusat administrasi pemerintahan Belanda untuk wilayah Pesisir Barat Jazirah Leihitu. Since the presence of Europeans Especially the Dutch in the archipelago, various attempts were made to control the trade, including in the Maluku Islands as the main source of production of cloves. This historical background can be observed through the distribution of archaeological remains of the colonial period in this region, one of which is the Larike Village located in the west coast of Leihitu Peninsula. Through descriptive analysis method and historical analogies, this paper is intended to identify the distribution  of archaeological remains exist in Larike Village, as well as the role of the territory Larike Village in historical context Colonial period. Results of the study revealed that there are several archaeological remains exist in this region. The remains variety as well as describing the role of the region as one of the area concentration clove production and administrative center of the Dutch government for the territory of the West Coast Leihitu Peninsula.

This study aims to explain the background of Darvies Rasjidin's artistic journey and the factors that influence the changes in his work. Darvies is an artist from West Sumatra who currently resides in Yogyakarta. Around the mid-70s his work was different from the current maistream that developed in West Sumatra, namely the Minang-themed surrealist. However, in the next period, he decided to move to Yogyakarta. His work changed style to a more contemporary. The research method used is qualitative descriptive analysis with a sociohistorical approach. The research data were obtained by means of interviews, browsing archives in the form of newspaper clippings, and documentation of works of art. The results showed that Darvies Rasjidin's background in his artistic journey was inseparable from his family environment, social arts institutions and the role of social actors who supported his creative process. Furthermore, the changes in Darvies Rasjidin's works in his artistic journey are influenced by factors of different economic demands, social environment, and artistic climate between West Sumatra and Yogyakarta.Keywords: sociohistorical, art painting.AbstrakPenelitian ini bertujuan mengeksplanasikan latar belakang perjalanan berkesenian Darvies Rasjidin dan faktor-faktor yang memengaruhi perubahan karyanya. Darvies merupakan seniman asal Sumatera Barat yang saat ini bermukim di Yogyakarta. Sekitar pertengahan tahun 70-an karyanya berbeda dari arus maistream yang berkembang di Sumatera Barat yaitu surealistik bertemakan Minang. Namun pada periode selanjutnya, ia memutuskan hijrah ke Yogyakarta. Karyanya mengalami perubahan dalam corak ke arah yang lebih kontemporer. Metode penelitian yang digunakan adalah kualitatif bersifat analisis deskriptif dengan pendekatan sosiohistoris. Data penelitian diperoleh dengan cara wawancara, penjelajahan arsip berupa kliping koran, dan dokumentasi karya seni. Hasil penelitian menunjukkan latar belakang Darvies Rasjidin dalam perjalanan berkeseniannya tidak terlepas dari lingkungan keluarga, institusi sosial seni serta peran pelaku sosial yang mendukung proses kreatifnya.
