<p><em>The lack of knowledge possessed by Indonesian labor abroad gives rise to some vulnerability. Abstract The Village Library has full responsibility in terms of empowering knowledge for the community. This is because the village library has a strategic position in rural communities. The empowerment of this knowledge is very closely related to the achievement of prosperity both materially and nonmaterial. In the empowerment of knowledge refers to the existing conditions of the village library, potential maps, and problems that exist in the Paseban Village community. This research uses a case study with a qualitative approach. Data collection techniques used are observation, interviews, documentation, audio-visual material (Creswell). Analysis of the data used is Creswell data analysis. The researcher chooses to use qualitative validity and reliability to demonstrate the validity of the data as well as the accuracy of the research results. The results of this study are that the Paseban Village Government has carried out empowerment related to tourism development, BumDes, and through the provision of the internet. However, it is not under the auspices of the village library. The empowerment carried out is partial, not centered on the village library. Paseban Village Government has not fulfilled the three aspects of empowerment, namely a) enabling, b) empowering, and c) protecting. So that there is a need to develop a model of knowledge empowerment in the Paseban Village Library, including: a) enabling (village library as a center of knowledge, village library creates an atmosphere that allows the potential of the community to develop by maximizing the function of the library; b) empowering (strengthening the village library as a center of knowledge , strengthening the village library in creating an atmosphere that enables the potential of the community to develop by maximizing the function of the library with concrete steps, the concept that is in enabling is practiced with concrete steps and the availability of infrastructure that can support the creation of community empowerment; c) protecting ( the village library as a knowledge center establishes an information center that can protect and defend the community in terms of knowledge and information related to the distribution of the results of community innovation, the village library covers everything needed community in developing welfare literacy. Keywords: village library, knowledge empowerment, welfare literacy. Abstrak Perpustakaan Desa mempunyai tanggung jawab penuh dalam hal pemberdayaan pengetahuan bagi masyarakat. Hal ini dikarenakan perpustakaan desa mempunyai posisi yang strategis dalam masyarakat pedesaan. Pemberdayaan pengetahuan ini sangat erat kaitannya dengan pencapaian kesejahteraan baik secara materi maupun nonmateri. Dalam pemberdayaan pengetahuan mengacu pada kondisi eksisting perpustakaan desa, peta potensi, dan permasalahan yang ada pada masyarakat Desa Paseban. Penelitian ini menggunakan studi kasus dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan yaitu observasi, wawancara, dokumentasi, materi audio-visual (Creswell). Analisis data yang digunakan adalah analisis data Creswell. Peneliti memilih menggunakan validitas dan realibilitas kualitatif untuk menunjukkan keabsahan data sekaligus keakuratan hasil penelitian. Adapun hasil dari penelitian ini adalah Pemerintah Desa Paseban sudah pernah melaksanakan pemberdayaan terkait pembangunan wisata, BumDes, dan melalui penyediaan internet. Akan tetapi, tidak di bawah naungan perpustakaan desa. Pemberdayaan yang dilakukan bersifat parsial, tidak terpusat pada perpustakaan desa. Pemerintah Desa Paseban belum memenuhi tiga aspek pemberdayaan, yakni a) enabling, b) empowering, dan c) protecting. Sehinggan perlu adanya pengembangan model pemberdayaan pengetahuan pada Perpustakaan Desa Paseban, antara lain: a) enabling (perpustakaan desa sebagai pusat pengetahuan, perpustakaan desa menciptakan suasana yang memungkinkan potensi masyarakat dapat berkembang dengan memaksimalkan fungsi perpustakaan; b) empowering (memperkuat perpustakaan desa sebagai pusat pengetahuan, memperkuat perpustakaan desa dalam menciptakan suasana yang memungkinkan potensi masyarakat dapat berkembang dengan memaksimalkan fungsi perpustakaan dengan langkah-langkah nyata, konsep yang ada pada enabling dipraktikkan dengan langkah-langkah nyata dan tersedianya sarana prasarana yang dapat mendukung terciptanya pemberdayaan pada masyarakat; c) protecting (perpustakaan desa sebagai pusat pengetahuan mendirikan juga pusat informasi yang dapat melindungi dan membela masyarakat dalam hal pengetahuan dan informasi terkait pendistribusian hasil inovasi masyarakat, perpustakaan desa meng-cover segala hal yang dibutuhkan masyarakat dalam mengembangkan literasi kesejahteraan. Kata kunci: perpustakaan desa, pemberdayaan pengetahuan, literasi kesejahteraan.

With the preparation of the village financial management model according to the Undang-Undang No. 2 of 2014 and the Peraturan Menteri Dalam Negeri Nomor 113 Tahun 2014, it will facilitate the village government in managing the Village Fund Budget which is given specifically to Liliboi village, West Leihitu District, Central Maluku Regency and Rutong village, South Leitimur District Ambon City. The village medium term development plan, which was initiated through the village Musrembang forum up to the principles of transparent, accountable, participatory financial management, and carried out in an orderly discipline and the budget is the basis for implementation of village financial management. The results achieved were the absorption of village funds for the field of community empowerment, enjoyed by the people of both villages. To achieve the target, the study was designed with a qualitative approach, i.e. the data collected was not in the form of figures, but rather came from interviews, questionnaires, and other official documents. The research design in this study is descriptive research.

Reform in decentralization and village democratization can be seen in the involvement of villagers in the policy-making process, both in the economic, political and rural development fields. In the community planning process there is widespread (participatory) community involvement. The involvement of citizens in village development is one part of the development goals. Equality, justice, non-violence, tolerance, inclusiveness, transparency, accountability and responsiveness are principles that must be put forward in the village development planning process. The involvement of citizens in village development planning and budgeting aims to ensure and identify what should be the development priorities, policies, programs and activities that require budget or resources. By using a descriptive qualitative approach, this research is expected to be able to understand more deeply about inclusive and responsive democracy carried out by village government institutions and the involvement of villagers' participation. This is one of the first steps that should be taken by the village government in building democracy at the village level.

This study analyzes the accountability of village funds and the key factors. This study uses a qualitative approach by conducting in-depth interviews with informants at every stage of planning, implementing, administering, reporting, accountability, coaching, and supervision of village financial management. The results of this study indicate that village financial accountability is applied by law number 6 of 2014 with the critical factors of the effectiveness of the village government in managing finances independently but is accompanied by a less than the optimal role of the village consultative body (BPD).

This study aims at describing and summarizing various conditions, various situations, or various phenomena of social reality that exist in life of society which are objects in this research and try to attract that reality to the surface so that it can be seen how social reality actually exists and is happening in life of society. This research was conducted in the Petisah Tengah Village, Medan Petisah village, Medan, North Sumatra Province. The researcher chose this village as the research location because of the diverse plurality of the people and the high level of socio-political dynamics because in this village there was the Medan Mayor's Office, as well as some government offices and Regional House of Representatives (DPRD) in Medan. This study used descriptive qualitative method. The type of research used by researchers in this study is a qualitative approach with descriptive studies. Qualitative research is a research procedure that produces description data in the form of words (both written and oral). This qualitative research method was chosen because it can present directly the nature of the relationship between researchers and respondents and is more sensitive and can adjust to the patterns of value faced. Data collection is done by observation and interview. The results of the study are more emphasized in giving an objective description of the actual state of the object under investigation, using a qualitative approach, the researcher will obtain more in-depth information or data.

This study aims to criticize village fund reporting by using qualitative approach. The data used in this study is secondary data in the form of literature related to village fund as well as related research journals. Descriptive analysis method as an analyst tool. The results of the analysis showed that the reporting of village funds in accordance with the regulation of the minister of home affairs number 113 of 2014 concerning the reporting of village funds but not in accordance with the prevailing government accounting standards, other findings indicate a late reporting process, the existence of interfensions in the use and reporting of village funds, obstacles to infrastructure and human resources are lacking. The existence of village funds is very beneficial for the village government in development. Reporting must be consistent with higher regulations, the need for specific reporting for village funds, as well as increased community supervision and participation roles.

This study aims to determine the potential conflict between Padang Sibusuk and Kampung Baru after conflict resolution. The research was conducted in the village of Padang Sibusuk and Kampung Baru, Sijunjung Regency. This study uses a qualitative approach to reveal how the existence of potential conflicts between the two regions today. Data was obtained through observation, interviews, FGD (Focus Group Discusion) and documentation studies. Data were analyzed using data analysis techniques proposed by Miles and Huberman which consisted of three processes, namely data reduction, data presentation and conclusion. The validity of the data was tested by triangulation of sources. The results of the study showed: The potential for conflict is still stored in the nagari community of Padang Sibusuk and Kampung Baru villages after conflict resolution.  Community leaders to the two parties in conflict have not shown their sincerity together to obey the revolution.   The resolution is only an agreement but to comply with it is far from the expectations of those in conflict.

The Evaluation of Pilot Project Universitas Membangun Desa (UMD) focuses on the development of villages in Bondowoso district of East Java province through the innovation of the use of information technology. This study presents an evaluation of the implementation of a pilot project of the Village Information Administration System (SAID) implemented in ten villages located in two wringin and cermee sub districts in 2016. This program is an innovative collaboration between Jember University, Community Collaboration and welfare services (KOMPAK) and Australian Aid. The purpose of this program is to build a Village Information System (SID) and utilize it to create an independent village in data and information, introduction of village potential and marketing of village superior products. through a qualitative approach, this research can describe the context and setting naturally through observation, interviews with stakeholders and beneficiaries of the program. The results show that the Village Information Administration System (SAID) is able to accelerate and improve the quality of village government services but there are several problems in its implementation such as internet network problems, low human resource competence, lack of support from village government and inadequate facilities and infrastructure. <p><em>In this study, researchers examined the role of the Village Care for Migrant Workers (Desbumi) program in mentoring female migrant workers in Darek Village, Praya Barat Daya District, Central Lombok Regency. This research is field research with data collection steps, namely interviews, documentation and observation. Therefore, this research aims o find out female migrant worker assistance patterns through the Desbumi program in Darek Village, Praya Barat Daya District, Central Lombok Regency. The results and discussion in this study are that the Desbumi program has three roles. First. Information center provides information to migrant workers about safe and legal migration (safety migrations). Second is the mobility data center, which assists prospective migrant workers in arranging migration filings at the village office. Third, the center for case advocacy, namely the role in providing protection and assistance to migrant workers who experience problems abroad.</em> <em>Meanwhile, the pattern of assisting female migrant workers in the Desbumi program approach is namely. First, pre-work mentoring, namely conducting socialization to the community by bringing migration flyers that have been given by Migrant Care and from the BNP2TKI office in Central Lombok Regency. It then provides an opportunity for people to ask questions about safe migration. Second, after work assistance, the Desbumi program can carry out consolidation and integration with Migrant Care, PPK and BNP2TKI if they encounter problems with migrant workers abroad. Furthermore, they confirm through social media with the Desbumi program in Darek Village, Praya Barat Daya District, Central Lombok Regency. Third, post-work mentoring, where former migrant workers are empowered in the village with various empowerment approaches. These approaches included making crackers, chips, sewing training and soft skills activities supported by the village government, Migrant Care, the Mataram City Panca Karsa Association (PPK), and BNP2TKI Central Lombok Regency </em></p><p> </p><p>Dalam penelitian ini, peneliti mengkaji peran dari program Desa Peduli Buruh Migran (Desbumi) dalam pendampingan buruh migrant perempuan di Desa Darek Kecamatan Praya Barat Daya Kabupaten Lombok Tengah. Penelitian ini merupakan penelitian lapangan dengan langkah pengumpulan data yakni wawancara, dokumentasi dan observasi. Oleh karenaitu, tujuan dalam penelitian ini yakni untuk mengetahui bagaimana pola pendampingan buruh migrant perempuan melalui program Desbumi di Desa Darek Kecamatan Praya Barat Daya Kabupaten Lombok Tengah. Hasil dan pembahasan dalam penelitian ini yakni, bahwasannya program Desbumi memiliki tiga peran seperti. Pertama. Pusat Informasi yakni untuk memberikan informasi pada buruh migrant tentang bermigrasi yang aman yang legal. Kedua, pusat data mobilitas yakni untuk membantu calon buruh migrant mengurus pemberkasan migrasi di kantor desa. Ketiga, pusat advokasi kasus yakni peran dalam memberikan perlindungan dan pendampingan pada buruh migran yang mengalami permasalahan di luar negeri. Sedangkan pola pendampingan buruh migrant perempuan dalam pendekatan program Desbumi yakni. Pertama, pendampingan sebelum bekerja yakni melakukan sosialisasi ke masyarakat dengan membawa pamphlet migrasi yang sudah diberikan oleh pihak Migrant Care serta dari kantor BNP2TKI Kabupaten Lombok Tengah. Kemudian memberikan kesempatan bagi masyarakat untuk bertanya tentang migrasi yang aman. Kedua, pendampingan setelah bekerja yakni program Desbumi dapat melakukan dengan konsolidasi dan integrasi dengan Migran Care, PPK dan BNP2TKI jika menerima problematika buruh migran di luar negeri, dan melakukan konfirmasi melalui media social dengan adanya program Desbumi di Desa Darek Kecamatan Praya Barat Daya Kabupaten Lombok Tengah. Before the emergence of Covid-19 which developed throughout the world, the Indonesian Central Government had issued Law Number 6 of 2014 concerning Villages, which is a policy that regulates the level of Village administration. However, in this law there is no allocation of development funds and village empowerment which is the basis of the community at the level of village government administration (Gampong). Funds sourced from APBN, APBD Province or Regency, hope to support the progress of the village to become an independent village capable of organizing and managing. The allocation of village funds in the form of a Village Revenue and Expenditure Budget (APBG) is directed to finance government activities, development and community empowerment. For this reason, the Government has issued a special policy to handle Covid-19 by allocating Village Funds to address problems arising from the Covid-19 pandemic. Especially for the economic sector through the formation of Village-Owned Enterprises (BUMG) which is a business driver to improve the quality of life and realize the welfare of rural communities. With a descriptive qualitative approach using three methods, namely observation, interviews and documentation analysis. This study aims to determine business potential with local wisdom through a SWOT analysis with a focus on Village-Owned Enterprises. Based on the SWOT analysis, in the end, Village-Owned Enterprises will facilitate activities in realizing plans in accordance with local wisdom for the welfare of the community, especially in the era of the Covid-19 pandemic.
