The paper highlights the changes in the requirements for training of engineering personnel in connection with the rapid development of new machine-building technologies. Along with traditional engineering knowledge and skills, this training should provide the development of students’ competencies in the field of computer technology for design automation, production preparation. It is noted that the rich practical experience of engineers and teachers of the older generation in new conditions becomes obsolete; they can hardly acquire the rapidly changing computer systems of scientific research of subject areas, new technologies, such as 3D graphics and engineering analysis of structures, the system digitalization of production technologies as a whole. To train specialists of a new generation, technical universities should provide: modern educational and laboratory facilities including various computer and controller systems; applicants who have sufficient basic background and technical aptitude; high-skilled teaching staff specialized in modern computer technology willing to upgrade their teaching skills and personal qualifications. The paper dwells on the state support measures for universities to improve personnel training for high-tech industries, which include as a priority the system of personnel training for the military-industrial complex. The authors present an accumulated experience of the Aerospace Institute of the Orenburg State University in the area of stage-by-stage construction of modern educational and laboratory facilities, the formation of student contingent, retraining and raising qualification of the teaching staff, interaction with employers and partners.

The subject of the research is the introduction of artificial intelligence as a technological innovation into the Russian economic development. The relevance of the problem is due to the fact that the Russian market of artificial intelligence is still in the infancy and the necessity to bridge the current technological gap between Russia and the leading economies of the world is coming to the forefront. The financial sector, the manufacturing industry and the retail trade are the drivers of the artificial intelligence development. However, company managers in Russia are not prepared for the practical application of expensive artificial intelligence technologies. Under these circumstances, the challenge is to develop measures to support high-tech projects of small and medium-sized businesses, given that the technological innovation considered can accelerate the development of the Russian economy in the energy sector fully or partially controlled by the government as well as in the military-industrial complex and the judicial system.The purposes of the research were to examine the current state of technological innovations in the field of artificial intelligence in the leading countries and Russia and develop proposals for improving the AI application in the Russian practices.The paper concludes that the artificial intelligence is a breakthrough technology with a great application potential. Active promotion of the artificial intelligence in companies significantly increases their efficiency, competitiveness, develops industry markets, stimulates introduction of new technologies, improves product quality and scales up manufacturing. In general, the artificial intelligence gives a new impetus to the development of Russia and facilitates its entry into the five largest world’s economies.

The article describes the modern functional and territorial structure of the economic complex of one of the most industrial regions of the Asian Russia – the Kemerovo region. The basic link in the economic complex of the Kemerovo Region is industry. A quarter of the economically active population in the region is employed in industry. Industry provides half of the gross regional product. The role of industry in the economic complex of the Kemerovo region has not changed for many years. In general, the region’s industry has a pronounced raw material orientation. Raw materials industries are the leading ones in the industry structure of the region: the total share of the coal industry, metallurgy, electrical energy and the chemical industry in the total production of industrial products is 85 %. Kuzbass is Russia’s leader in coal mining. The share of high-tech industries is negligible. Machine building accounts for no more than 5 % of industrial production. The industry of the Kemerovo region is characterized by a poly-branch structure, formed primarily on the basis of the coal resources of the Kuznetsk Basin. The leading role belongs to the coal-metallurgical system of production, which forms a number of highly developed energy production cycles (coal-energy, chemicals, pyrometallurgical and others), some of which (raw materials extraction) are located outside the region.

The article provides a brief information overview of the events of the Forum “Territory NDT – 2019”, which was held from 4 to March 6, 2019 in the central exhibition complex “Expocenter” in Moscow (Russia). Exhibition of instruments and means of NDT and TD was accompanied by a business program. Within the framework of the Forum, round tables were held on topical problems of nondestructive testing and technical diagnostics. The basis of the Forum was an exhibition. The range of equipment demonstrated at the exhibition changes every year, in addition to equipment for non-destructive testing and technical diagnostics, modern test and measurement, testing and analytical equipment begins to appear on the exhibitors' stands. This year, it was felt the orientation towards high-tech solutions for the aviation and space-rocket industry, military-industrial complex, machine-building, metallurgy, oil and gas and other industries. Traditionally, there was a competition of specialists in NDT. The business program in general was aimed at supporting research activities. Among the topics of the round tables that worked in parallel in the two rooms, the greatest interest was caused by: “Non-destructive control in the space industry and the defense industry complex”, “Technical diagnostics in nuclear energy”, “Standardization and metrological support for NDT and TD.”

A meaningful characteristic of modern industrial production is given and prospects for the modernization of the Belarusian industry through new industrialization are identified in the paper. In this regard, the objectives of the study have been determined: to consider modern concepts of the transformation of economic systems under the influence of technological progress, to substantively characterize the new industrialization, including to describe the technological and organizational features of the new intentional production, to identify its distinctive features, to determine the prospects for using the concept of new industrialization for modernization of the Belarusian industry. The methodological basis was the general scientific methods and principles of сognition, namely: the method of deduction and induction, the method of comparative analysis, historical approach. The author considers the new industrialization as an economic structure that has developed as a result  of the spread of digital technologies in a modern socially-oriented, predominantly market economy. The technological basis  of the new industrial production is cyber-physical production systems that operate through the industrial Internet of things,  the Internet of services and network mechanisms of interaction between all participants in the value added chain. The development of digital production and digital services entails the digitalization of business models. The result is flexible, adaptive, individualized industrial production through the triad of digital production, digital services and digital business models. When modernizing the Belarusian industrial complex, aimed at developing high-tech and knowledge-intensive industrial production and increasing the efficiency of traditional industries through the use of a wide variety of new technologies, the priority should be the comprehensive digitalization of production, services and business models.

In the agro-industrial complex (hereinafter AIC), innovative development is manifested in the introduction of new technologies for processing agricultural products, the use of elite sowing materials, the use of unconventional, yet efficient management practices, high-tech technology and equipment, and in the use of intangible assets in all their forms. However, the introduction of innovations in agro-industrial complex has its own specificity related to the heterogeneity of the vast territory of the country. The Russian Federation is characterized by the heterogeneity of regions in the area of socio-economic, climatic and geographical factors, which imposes its imprint on the development of national agro-industrial complex. In this article we will present the results of a statistical study of Russia's agriculture development level depending on its territorial location in order to further develop recommendations on optimal investing in innovative development of a specific direction.

In modern dynamic digital conditions of interaction with external stakeholders, the future success of companies directly depends on their innovative activity, effective implementation into business processes of research and development results in the field of new technologies. The rapid development of technologies in recent years accelerates the spread of innovations, which leads to increased competition, so the organization’s ability to implement process innovations to increase its own competitiveness will determine its effectiveness and efficiency in the future. The article explores the main global technological trends by fixating on the technological spheres with the maximum number of published patent applications, as well as the average increase in the number of applications for a ten-year period in the context of technological industries. A comparison of business areas, whose representatives hold the highest rating positions in the annual world researches of innovation and success (brand value) of companies, is carried out. According to the results of the research, the most patentable technological industries are identified, which included, speaking of electrical engineering, the following: electric machines, devices, energy; digital communication and computer technologies. Among chemical technologies, the largest number of published applications was recorded in such sectors as: pharmaceuticals; chemistry of basic materials, chemical engineering. In the field of machine building, the largest number of applications was published in the transport industry sector and in relation to other special machines. The highest values of the average growth of the mentioned indicator are observed in such areas as IT methods in management, food chemistry, ecological technologies, chemical machine building, other special machines and machine-tool building. The regional aspect of technology patenting is also specified, which consists in shifting innovation activity in the emerging technological spheres towards Asian countries. The most active companies in patenting were State Grid Corp of China, Mitsubishi Electric Corp, Toyota Jidosha KK, IBM, Huawei Technologies, Samsung Electronics.

Modern high-tech production must be highly-effective and competitive, what is possible only when effective management system is available. There are disadvantages and problems of domestic machine-building enterprises and their practical experience. On the basis of made research with using fundamental theoretical and applied developments in the sphere of increasing management there is suggested conceptual appearance of a unique prognostic system of machine-building enterprises not mass production, the choice of directions of increasing these enterprises’ operative management system is justified. The purpose of the article is to propose ways to improve the efficiency of manufacturing enterprises. The methodology used in conducting this study and developing proposals for increasing the efficiency of production systems is based on the principles and methods of the general theory of management, its cybernetic and social components, as well as methods of specific management sciences for the creation and effective functioning of enterprise management mechanisms.
