Involving the talented youth in the processes of innovation development is an important factor in the development of the society and modernization of the Russian economy. The national education system defines working with gifted children and young people as a key priority. The role of universities in youth talents training and management increases inasmuch the purpose of educational institutions is not only training of specialists with the highest professional qualification but creating the so-called intellectual elite of the country as well. The model of talent management system functioning at I.N. Ulianov Chuvash State University is described in the article. The article examines the complex multi-level system presented by interaction between elements «school – higher education provider – production». The basic forms of identifying and following up gifted schoolchildren and students and forms of supporting young lecturers are considered. A number of the University structural subdivisions such as Centre for working with the gifted youth, Center of Supplementary Education, Vocational Guidance Center, Innovation-implementation Center take part in working with talents by implementing a year-round complex of events. One of the key factors in functioning the talent management system is staffing. With a view to maintaining continuity, fostering young teachers’ motivation the University implements in-house target programs. One of the most effective forms of preserving and transferring the best practices of professional adaptation is tutorship. A multilevel approach makes it possible to create conditions for maximum revealing talents in students, professionals and to build the system of continuity within the system of working with young talents.

The paper deals with the principles of organization of the Olympiad student movement in the Russian Federation, the author describes the purpose of the student contests in higher educational institutions of the country. The considered problem is solved in the process of identifying gifted students and pedagogical work with talented youth. The author describes benefits of student participation in the Olympiad movement, both for students and for institutions of higher education. The paper contains advantages and disadvantages of conducting these activities. The emphasis is on the features of Russian student Olympiads in mathematics, namely in such a subject area as probability theory and mathematical statistics. The paper also contains experience accumulated by the Department of Mathematical Statistics and Econometrics for conducting the Russian student Olympiad on the basis of Samara State University of Economics. To train the Olympic team of the University a computer simulator developed by the teachers of the Department is used. This software which is a graphical multi-window interface allows teachers to interact with students. The computer program contains tasks of previous Russian student Olympiads of various levels.

The article addresses the problem of organizing Olympiads and competitions for schoolchildren and students by the University to identify and support them in their individual educational and career trajectory, with the participation of employers in the region. To solve this problem, I.N. Ulianov Chuvash State University is implementing a number of projects in the partnership system «school – University – enterprise». The article highlights the activities of the Centre for working with the talented youth of I.N. Ulianov Chuvash State University aimed at realization of the strategic project roadmap of the University «Formation and development of the complex for popularization of promising careers, engaging and support of the talented youth in the system of multilevel anticipatory staff training». The article describes a unique experience in organizing academic Olympiads and creative design contests for schoolchildren in conjunction with innovative enterprises of the Chuvash Republic, among which are: «Hope of Chuvashia electrical engineering», «Hope of Chuvashia mechanical engineering», «Builders of the future », «Electronics 4.0», «IT-Ring». Winners and prizeholders of these academic Olympiads and contests get involved into the work of professional navigational guidance platform of the University «Center for career planning». Currently, the University is actively working on adaptation and introduction of the tutorship model. Key indicators of Olympiad movement efficiency in the network of cooperation with enterprises are provided. An analysis of these indicators makes it possible to conclude that various academic Olympiads and competitive activities for schoolchildren held together with enterprises-partners increase the number of winners and prize-holders of the highest level academic Olympiads entering the University. The article also discusses the forms of supplementary education for gifted schoolchildren and their teachers-tutors. It is stated that the value is not holding Olympiads and identifying talented schoolchildren, but regular classes with them in clubs and in supplementary education courses. It is concluded that by attracting talented graduates of secondary educational institutions to enter the University and their active participation in student Olympiad movement organized in partnership with leading innovative enterprises, the problem of professional elite developing in the region is successfully being solved.

In his interview, the Rector of Voronezh State University highlights the milestones of VSU’s history and its achievements during the centennial  working experience. The history of Voronezh State University goes back to  1918, when the staff and students of Yuriev (former Derpt) University moved to Voronezh owing to the German occupation of Estonia. Today Voronezh  State University is one of most renowned universities in Russia, the largest  research university in the Central Black Earth Region. Its world  competitiveness can be demonstrated by the fact that VSU is listed among  the top universities in international and national rankings such as  Quacquarelli Symonds (QS) World University Ranking, Times Higher  Education (THE) World University Ranking, Interfax, Rating of Russian  universities. The advanced forms of interaction between University and  business partners and enterprises were described, such as centers of  corporate training (VSU has more than 10) and corporate postgraduate  courses (cooperation with PriceWaterhouseCoopers, Bionorica SE and  others). The University is piloting the convergent educational programs, e.g. “Medical cybernetics”, mathematical modeling in pharmaceutical studies,  experimental technical school for gifted children.

The prerequisites for the study: the informatization and digitalization of modern society have led to the development of informatization in education and digital pedagogy. However, the transformations that have taken place in the national education system have changed the attitude towards students who show outstanding abilities. This has led to the emergence of relevant regulatory documents as well as public funds, social programs, educational organizations, the main purpose of which is to identify, teach and develop gifted children. Nevertheless, in higher educational institutions, the issues of training teachers for psychological and pedagogical support of gifted children are considered narrowly, within the framework of certain disciplines and a single level of education. There is no training for teachers to work with parents of gifted children. The purpose of the study is to determine the features of training teachers for psychological and pedagogical support of gifted children and substantiate the necessary pedagogical conditions. Methods: the study of psychological and pedagogical literature, the analysis of the readiness of teachers for professional activity in the context of the digitalization of education and working to support gifted children in Moscow and the Moscow region, the analysis of the websites of educational organizations. The authors consider the problems of digitalization of education in the context of working with gifted children. The issues of using digital pedagogy, training pedagogical staff to use digital technologies in educational activities, and supporting gifted children are expounded. The authors determine the features of the content of further education courses for teachers and parents and the training of teachers for psychological and pedagogical support of gifted children. The possibility of using digital technologies and the system of additional education to train for supporting gifted children, their parents, and teachers is considered.

The article describes the creative activity of the outstanding scientist and pedagogue Nikolay Khristovich Rozov. The content of the work is based on personal memories, impressions of the author, reports of people who knew Nikolay Rozov and material used from open sources. There was a wide range of activities of Nikolay Rozov in science and education. The significant contribution of Nikolay Rozov in mathematics, pedagogy and methods of teaching mathematics, his outstanding organisational skills, which manifested themselves when opening mathematical schools for gifted children, under the leadership of the Institute of Pedagogic Education at Lomonosov Moscow State University, work in various publishing houses. The article tells about the help of Nikolay Rozov to classical universities in Russia to open specialties related to the teaching profession. The innovative ideas of the scientist about changing the content of the mathematics course in secondary school, teaching mathematics at the university and school are noted. The journalistic works of Nikolay Rozov, dedicated to fellow mathematicians, noted the scientist's gift as an orator and an excellent lecturer.

This article summarizes the arguments and counter-arguments within the scientific discussion on personnel management in health care organizations. The study’s main purpose is to identify opportunities to improve the efficiency of medical staff through innovative forms of labor organization and HR management. Systematization of scientific background and approaches on personnel management in health care showed that staff development is a priority in health care. The authors emphasized the high competition in the Ukrainian services market. Thus, improving the service quality is the key element for successful any business activity. The relevance of solving this scientific problem is a need to regulate the organization’s personnel policy. To achieve this goal, the study was conducted in the following logical sequence: 1) investigation of the theoretical advances devoted to personnel management of health care facilities and features of this process; 2) analysis of the activity and organizational structure of the University Clinic of Sumy State University; 3) assessment of the motivation and satisfaction of the medical staff of the University Clinic of Sumy State University; 4) identification of the main motives, incentives, and reasons to work; 5) analysis and generalization of the available personnel management tools of the University Clinic of Sumy State University regarding identifying the responsible for personnel management and determining main motivation methods of medical staff. The methodological tools of the study are statistical methods and questionnaires. The study involved data for 2019-2020. The object of the study is the personnel management system of the University Clinic of Sumy State University. The empirical analysis results showed a relationship between several problems, including personnel, organizational and economic. The study empirically confirms and theoretically proves that personnel management affects the effectiveness of health care services. With the study findings, the authors proposed a set of measures to improve the efficiency of the existing personnel management system of the University Clinic of Sumy State University.

Effective records management program is a major element of the governance of any organization. Based from the surveys, the Northwest Samar State University was not fully aware on how to do about the implementation of this act, National Archives of the Philippines Act of 2007 (R.A 9470). The university was still relying from the university code for the records management provisions. This study was undertaken to develop and validate the acceptability of the developed University Electronic Records Management System (UeRMS) for Northwest Samar State University as perceived by the computer experts, school officials, teaching personnel and non- teaching personnel. Thus, the idea and assessment of the respondents towards the design of the system is very critical. Upon validating the developed system, they observed that it was much faster to search records compared to manual process.

The article discusses the results of the analysis and risk assessment of data management in the State University of Land Use Planning. The aim of the work was to manage the risks and opportunities of this process to enhance the impact of favorable events, mitigate unwanted risks and reduce the likelihood of their occurrence. This contributes to the improvement of university performance and increased satisfaction of interested parties. The article is intended for process managers of the quality management system (QMS) of higher education, as well as for specialists involved in managing the risks and capabilities of the QMS processes.

Este trabajo investigativo nace de la necesidad planteada en las diferentes normativas establecidas en Ecuador, en las que se evidencia la urgencia de transformar el sistema educativo nacional a través del desarrollo de la investigación en la educación superior, convirtiendo al uso del Aprendizaje Basado en la Investigación (ABI), en una buena estrategia didáctica para lograr su fin. Se pretende demostrar la relación existente entre el incremento de la producción científica docente y el uso de la metodología didáctica del Aprendizaje Basado en Investigación, dentro del proceso didáctico en las aulas de la Universidad Estatal de Milagro, UNEMI, con el fin de contribuir a la creación de nuevos conocimientos. Se trata de una investigación cuali-cuantitativa de tipo transversal, que tuvo como participantes a 304 estudiantes. Se utilizó el Cuestionario ABI, creado por las autoras, y los datos fueron analizados a través del programa IBM SPSS. Los resultados indican el crecimiento en el uso de documentos científicos por los estudiantes (76,32%) y el aumento de la producción científica de los docentes. Se concluye que existe una relación entre los estudiantes que utilizan más información científica para realizar sus trabajos autónomos y los profesores que comparten sus investigaciones en el aula. ABSTRACTThis research work stems from the need raised in the various regulations established in Ecuador, where the urgency of transforming the national education system through the development of research in higher education, making the use Based Learning evidenced research (ABI), in a good teaching strategy to achieve an end. It is intended to Demonstrate the relationship between the increase in teaching scientific production and use of teaching methods Based Learning Research within the learning process in the classrooms of the State University of Milagro, UNEMI, in order to contribute to the creation of new knowledge. It is a qualitative and quantitative research transversal, which had 304 students as participants. ABI Questionnaire, created by the authors, and the data were analyzed through SPSS software was used. The results indicate the growth in the use of scientific papers by students (76.32%) and increased scientific production of teachers. It is concluded that there is a relationship between students using more scientific information to perform their autonomous work and teachers who share their research in the classroom.
