The article is devoted to the use of social diagnostics based on structural and functional methodology to assess the quality of bachelor’s educational programs. The main components of this technology are situational analysis of programs, which more accurately determines the purpose of diagnostics and criteria for assessing, and a structural-functional model that allows to determine dysfunctional zones in the structure of education and their causes.The approbation of this diagnosis was carried out on the educational program of bachelors in Social Management at the Moscow Aviation Institute. Focus groups and questionnaires of graduate students were the main methods of data collection.The diagnostic results allowed us to determine that the vector of students’ needs in the field of education coincides with the competence model of the program. The decline in the quality of the program occurs due to the low level of development of practical skills and analytical competencies. The subjective perception of students about the structural factors of the decline in the quality of education was also determined. These are the factors of organization and the type of interaction between professors and students.Structural and functional diagnostics showed the absence of uniform institutional requirements for the educational program and the problems of its organization.The data obtained can be used in the management of the educational program. From a scientific point of view, the results are a contribution to the development of sociological diagnostic tools based on a situational approach and understanding of modern values of youth in the field of education.

The article provides a survey of conducted educational programs „Office administration and records management", based on the content of module I. of the professional training in the Croatian State Archives (hereinafter referred to as HDA), which were held in the period from February 2016 to February 2019. The reason for choosing this exact period lies in the fact that since February 2016 a systematic distribution of anonymous polls to all the participants has begun and those polls have served as a basis for creating a compilation of statistical reports and analysis of data obtained from them. Anonymous polls were first experimentally distributed to participants in November 2015, and they were computer processed to serve as a model of experimentally conducted research based on the content of the module I of professional development in HDA. Survey research covers a period of 36 months, in which 10 courses in the period from February 2016 to February 2019 were held, with a total of 417 participants from all over Croatia. This article is conceptually structured according to the methodology which deals with survey research with a help of statistical methods, and the obtained results aim to improve the quality of teaching, to complete teaching materials and improve the insight into the final outcome of the course and the competencies that participants acquire at the end of the course.

The article is devoted to the formation and functioning of the certification system for management personnel. The relevance of the topic is due to the fact that this period of economic development of Russia requires a particularly careful approach to assessing the qualities of hired personnel and the possibility of maximizing the quality of managing his work. In this aspect, the organizational and methodological aspects of management personnel certification come to the fore, with the help of which it is possible to select employees more clearly and subsequently coordinate the activities of the whole enterprise. Based on the analysis of modern approaches, the author’s definition of management personnel certification is proposed. The structure of the certification system for management personnel is formed, including such elements as qualification requirements for the employee; educational programs for advanced training, compiled in accordance with the qualification requirements; qualification assessment systems developed in accordance with the educational program of professional development and qualification requirements; system for monitoring the employees qualifications; system for assessing the quality of the certification system.

El proceso de acreditación permite a una institución educativa reconocer la calidad de sus programas educativos, evaluando los programas desde varios niveles y perspectivas. Para una acreditación internacional, ANECA establece principios de evaluación en una Guía que comprende 9 Dimensiones las cueles permiten realizar la autoevaluación de manera cíclica y tiene como objetivo comprobar: 1) si el Programa Educativo se está llevando a cabo de acuerdo con los objetivos establecidos en su proyecto inicial y 2) si sus resultados son adecuados y contribuyen a la formación de los estudiantes y al logro de los objetivos previstos. El programa educativo de la Lic. en Tecnologías Computacionales de la Universidad Veracruzana, llevó a cabo en 2018, el proceso de autoevaluación para su acreditación para la obtención del Sello de Calidad Internacional otorgado por ANECA. En este trabajo presentamos nuestro caso de éxito en el proceso de acreditación internacional. The accreditation process allows an educational institution to recognize the quality of its educational programs, evaluating the programs from various levels and perspectives. For an international accreditation, ANECA establishes principles of evaluation in a Guide that includes 9 Dimensions, which allow the self-evaluation to be carried out in a cyclical manner and aims to verify: 1) if the Educational Program is being carried out in accordance with the objectives established in its initial project and 2) if its results are adequate and contribute to the training of students and the achievement of the planned objectives. The educational program of Bachelor of Computer Technologies of the Universidad Veracruzana, conducted in 2018, the selfevaluation process for accreditation for obtaining International Quality Seal awarded by ANECA. In this paper we present our case of success in the international accreditation process.

One of the main problems of the development of the land market in Ukraine is the unfinished procedure of demarcation of agricultural land. The current legislation has determined the rules for positioning of for land pieces on the locality, has identified and prescribed mechanisms for obtaining a state act on ownership. The analysis of these rules allowed to systematize the input and output data, compile their list, and to determine the executors of the process of determining of location of land pieces. As a result, has obtained a generalized model of the process in the form of a contextual diagram, which defines a single point of view on process, the subject and the goal of modeling in accordance with the requirements of current legislation. The detailed analysis of the process in Ramus Edu. made it possible to develop a functional model of its key stage of the process of developing projects of land management. The use in this process a data, that represents objects defined in a space, the need for their processing and analysis make it possible to justify the use of geographic information systems (GIS). The article offers a method of information support for process of developing of projects of land management, which based on the implement of GIS. The most difficult stage of the method is calculates of the area of land pieces on the locality. This is due to the fact that need to take into account the different quality of land and its intended use, which affects the final cost of the land piece. Possible variants of calculation generalized in a single algorithm, the result of which is the estimation of the area of the land pieces, which indicated in the state act on ownership. Software realization of some of his stages is creating too. Thus, the compilation of available information based on GIS makes it possible to create a comprehensive view of the territory to be demarcated and to make informed decisions when carrying out land parcels on the locality. An example of the realization of some of its stages on the delimitation of lands located in the Pyatikhatk natural and agricultural district of the Dnipropetrovsk region is given. Visualization of the initial data was carried out in the program ArcGIS. An example of the implementation of the proposed method confirmed the possibility to use it in the land management organizations. The introduction of this method will allow to substantiate preliminary decisions regarding the boundaries of land pieces and to shorten the time for field work when the land pieces are transferred to locality

ABSTRACTBackgroundTo investigate the effect of COVID-19 home confinement on levels of physical activity, sedentary behavior and health-related quality of life (HRQL) in older women previously participating in exercise and educational programs.Methods64 older women (age = 72±5 ys) who participated in a physical exercise/educational program and adhered to government home confinement recommendations have their levels of physical activity, sedentary behavior and HRQL assessed before and during (11 to 13 weeks after introduction of government recommendations to reduce virus transmission) COVID-19 pandemic.ResultsThere were significant reductions in total physical activity (−259 METs/week, P = 0.02), as a result of a ∼17.0 % reduction in walking (−30.8 min/week, P = 0.004) and ∼41.8 % reduction in vigorous-intensity activity (−29.6 min/week, P < 0.001). Sedentary behavior also increased (2.24 h/week, P < 0.001; 1.07 h/week days, P < 0.001; and 1.54 h/weekend days, P < 0.001). However, no significant change occurred in moderate-intensity physical activity, and HRQL domains and facets, except for an improvement in environment domain.ConclusionHome confinement due to COVID-19 pandemic decreased levels of physical activity and increased levels of sedentary behavior in previously active older women who participated in an educational program. However, there were no significant changes in HRQL. These results suggest that educational programs promoting healthy behaviors may attenuate the impact of home confinement in older women.

The article considers the specifics of designing educational programs in higher education. When planning the educational results, it is important to develop all components of the educational program of each undergraduate and graduate course. The structure, content and the conditions for implementation of the educational program should guarantee the expected quality of graduate training according to the requirements of the Federal Educational Standards of Higher Education and the employers’ demands, as well as consider the starting opportunities of freshman students.

Background: The study presents a methodology for the hygienic assessment of school educational programs from the point of view of safety for the health of students and of effectiveness in improving the quality of education. The aim of the study was a hygienic assessment of educational programs in primary schools. Methods and Results: The study involved primary school students (n=245) aged between 8 and 9.5 years: 120 children studying under the “Planet of knowledge” program (Group 1) and 125 children studying under the “Primary school of the XXI century” program (Group 2). The hygienic factors are studied using the methodology of assessing the intensity of educational work and the conditions of the organization of the educational process. The obtained data are compared with the main criteria of the state of children’s neuropsychological development. We found that the program “Primary school of the XXI century” is characterized by the intensity of educational work (2.7±0.13 points) and approaches to the third degree, according to the criterion of intellectual loads. In contrast, the program “Planet of knowledge” is characterized by a lower intensity of educational work – 2.1±0.08 points (P=0.000) . The indicators of sensory and emotional intensity of educational work under the program “Primary school of the XXI century” were also statistically higher. Conclusions: - The high intensity of educational work does not ensure high rates and levels of intellectual development and mental performance of children. - The hygienic assessment of children’s educational activities should include a comprehensive hygienic examination of the educational program and the means used in the process of its implementation. - An educational program may be allowed to be used in educational organizations only after a hygienic examination of its application in the educational process.

The article highlights and analyzes the features of restaurant services as components of the commodity management of enterprises in the restaurant industry. In particular, the features of services in a global sense (immateriality, impossibility of storage, inseparability from the source and inconsistency of quality), as well as the special characteristics of the specific services of the restaurant business (indivisibility, intangibility, fragility, heterogeneity, the local nature of the restaurant industry, the presence of material objects in the restaurant services, a differentiated level of quality and cost, heterogeneity in terms of meeting the needs of customers of a restaurant enterprise, customiza- tion, subjective perception by a client depending on individual characteristics, preferences and consumer attitudes, as well as influencing factors, publicity of the provision of services of restaurant enterprises). In the course of the re- search, the definitions of the terms "restaurant industry", "restaurant service" are described and analyzed from the point of view of leading specialists in the field of management of restaurant enterprises, as well as the legislation of Ukraine. To highlight the features of the commodity management of restaurant services, studies of service classifications were carried out and groups of services from various classifications were distinguished. Knowledge and competent consideration of the characteristics of services, as carriers of the characteristics of the group to which they relate, increases the efficiency of commodity management of enterprises providing services, and restaurant enterprises, in partic- ular. The functions of restaurant enterprises are also highlighted: production and service. The components and features of accounting for the level of quality of restaurant services, a full list of services of restaurant enterprises related to the provision of food products to customers of the restaurant business have been determined. The results of such a study make it possible to efficiently spend re- sources, maximize the volume of provision of restaurant services and competently promote them among representatives of target markets of restaurant enterprises.

The essay presents the author's subjective perception of a number of state institutions’ activities regarding their implementation of the directives of the Decree of the President of Ukraine «On the Development of Sociological Science» dated 25.04.2001 for twenty years from the date of its publication. The author's subjective point of view, in particular, is a consequence of the fact that he was a member of the working group on the development of this decree, and the beginning of the 21st century was a time when the Ukrainian society, state, political, public figures, scientists were expecting the decisive development of various spheres of life. However, in fact, these expectations met with latent resistance from shadow structures, the essence of which was to avoid publicly disclosing their intentions through science and education. So, because of the Ministry of Education and Science order No. 642 of July 9, 2009 «On the organization of the study of humanitarian disciplines at the free choice of the student», the active part of youth, namely students was given a very narrowed way of social development understanding; primarily it have happened in technical universities, where the members of executive branch of the power will have been taught en masse. It is when the financial interests are embodied through the implementation of large-scale technical and economic projects, for example, the construction of highways, and not the protection of public health. However, in the leading universities, where sociologists have been taught, the initiative of teachers to show their will to improve the quality of the students’ preparing and evaluation does not subside.

The aim of the study. The article is devoted to determining the influence of political and socio-economic factors on the process of external evaluation of the quality of higher education at the university. The main factors that motivate a thorough analysis of the educational environment are described both from the point of view of the participants in this process and from the point of view of auditors, independent institutions. The analysis of external factors is the first stage of creating an effective strategy for the advanced development of the educational institution and ensuring its financial stability. Methodology. The use of PESTEL-analysis as a tool for assessing the impact of external factors on the quality of education is substantiated. The list of criteria (indicators) of external assessment of the quality of educational programs is presented and the use of these criteria for the creation of effective mechanisms of maintenance of the quality of higher education in HEI is offered. Results. When considering the relationship “state – independent quality assessment agencies” input parameters are factors of external influence, system parameters – financial performance indicators, management parameters – regulatory framework and criteria for assessing the quality of educational programs, output parameters – recommendations for building an internal quality assurance system education in HEI. Among the political factors of influence can be identified both destabilizing and positive factors on the quality assurance system of free economic zones. Destabilizing factors provoke a constructive response from NAQA in the form of development and active implementation of the regulatory framework in the activities to ensure the quality of education. Practical meaning. The criteria for the external evaluation of the educational program and the activities of the NAQA in terms of improving the national regulatory framework respond to the economic challenges facing the quality assurance system of education. In response to social challenges, the system of external evaluation of the quality of education becomes more “flexible” and prone to a variety of methods for solving problems. Prospects for further research. The analysis of all these factors, as well as the tools to influence these factors, developed by the NAQA, should be the basis of the strategy for the development of free economic relations and regulations on the development of quality assurance in education. The creation of a tool of technological influence on the analyzed factors by the management of the HEI determines the prospects for further research.
