ECOLOGICAL AND ECONOMIC JUSTIFICATION OF THE INVESTMENTS’ EFFICIENCY IN THE INTEGRATED DEVELOPMENT OF TERRITORIES

"Intensive human economic activity has led to decrese in the natural resource potential of territories and qualitative changes in the natural environment surrounding a person: a violation of the spatial and functional structure of natural systems, a decrease in the biological diversity of flora and fauna, a deterioration in the quality of water and land resources, a decrease in the ecological and economic sustainability of technical and natural systems and the quality of human life. Ensuring the sustainable functioning and development of territories is possible due to the complex arrangement of the territory (scientific organisation of the territory). It is the optimisation of the land using structure that will restore disturbed ecosystems to standard values, increase biological diversity, environmental sustainability and economic efficiency of landscapes. One of the limiting factors in the implementation of this measure is the lack of an effective mechanism for assessing the effectiveness of investments in land development. All this indicates the need to develop proposals for the development of methodological approaches to assessing the environmental and economic efficiency of investments in land development, taking into account the shortcomings that we identified when analyzing existing approaches to assessing the effectiveness of investment projects of social significance. At the same time, it should be noted that ensuring sustainable development of territories is impossible with the existing nature-intensive concept of economic development. A new approach to solving this problem is needed, which should: • be based on a deep study of socio-economic and environmental problems, a retrospective analysis of the state of landscapes and a long-term forecast of the expected consequences of the impact of human activity on the state of individual components of the considered territory and the landscape as a whole; • it aims to ensure the socio-economic and environmental safety of Russia. The рurpose is to develop proposals for the development of a methodological approach to assessing the environmental and economic efficiency of investments in the integrated development of territories which are aimed at ensuring the socio-economic and environmental security of Russia."

The article is about the influence of economic factors on the health quality of the population as a public benefit. Health of the individual has an important role in national economy, both in processes of formation of public health, and in reproduction of quality of a manpower. The review of the indicators of evaluation test of health of the population applied in the Russian practice is given in article. Health of the population and economy of the state have close interrelation and interdependence: not only the economy influences health of the population, but also health of the population affects the economy of the state. The technique allowing to assess economic damages from loss of health on the basis of which economic losses from mortality of the population at working-age in Siberian Federal District are estimated is presented. The economic three-level model of health upgrading of the population allows to reveal paths of health upgrading for improvement of economy in the country is developed. The three-level model reflects preventive character with obligatory selection of the measures accompanying achievement of the main task – to upgrade the population health as the public benefit and to increase the level of economy.

The impact of occupation on health and access to health care is a significant issue for the state, health sector and citizens of Palestine, who struggle with difficulties related to an enduring sociopolitical stalemate. The study presents narratives from the field, conceptually exploring if and how occupation affects health and access to health care and how the situation is tackled by Palestinians in general and by health system actors specifically. A grounded theory approach analyzing in-depth interviews with health staff and field memos was used, with semi-quantification of emerging concepts through surveys of Hebron students that assessed health-related quality of life and health literacy with psychometric instruments (SF36 and GSE) and assumed health determinants. One key theme in the data analysis was isolation as a result of multiple barriers, including the wall and checkpoints, imprisonment and violence, which have an impact on determinants of health and quality of life in Palestine. In the survey 54% (n=90) were affected by such factors of occupation. Barriers affect access to health care, especially in rural areas. Mentally and materially breaking free from barriers of occupation seems to be a common task in all levels of Palestinian society. Achieving this goal requires different counter strategies and tactics. Presently, Palestine depends on ad hoc coping strategies, including the use of mobile clinics. Other ways to cope emerged in the data as well. Results from this mixed-methods study suggest that isolation is a main concern for Palestinians, resulting from barriers in policies of occupation that affect health and access to health care. Another concept emerging from the analysis was tactics and strategies against occupation in society.

Recently, more and more often urban abandoned and depressed spaces that were previously used as industrial facilities or temporarily used are becoming the sphere of architectural and landscape transformations. These territories can occupy a significant part of the city. This paper examines the features of the formation of urban planning systems, as well as the impact of depressed spaces on the quality of the urban environment. This paper studies such depressed spaces as abandoned industrial areas and objects of unfinished construction. The paper assesses the impact of depressed spaces, identifies criteria that reflect the nature, scale and features of their impact on the environment, on the safety and quality of the urban environment, as well as their role in the structure of the city as a whole. The principles and features of the formation of such urban depressed spaces, as well as the patterns of their development are revealed. The features of the formation of open public space of urban systems, as well as ways of transforming depressed spaces, aimed at increasing their social significance, integrating them into the general urban development, and improving the ecological and social situation are considered. The paper concludes that the problem of restoration of depressed spaces is very important and urgent today. The creation of a continuous urban tissue is impossible without the reorganization of such spaces, as well as the creation of an integral compositional, functional and communication urban planning system.

The Russian language, as the state language, is given an honorable and important role, uniting all nationalities together. For its mission to serve the unity, solidarity, and mutual understanding of all the peoples of Russia, a mandatory national educational program has been approved, operating throughout the territory of the Russian Federation. The present article is dealing with the problem of mastering the Russian language. The goal of the research is to study the etiology and specifics of writing disorders in primary school children studying at general education school and to develop differentiated strategies for teaching pupils with various manifestations of dysgraphia. Methods used during the preparation of the article included theoretical research, such as learning, generalization, analysis, synthesis, axiomatics, as well as empirical techniques, namely, observation and comparison. Results and novelty of the research consist of clarifying information about the state of the problem of writing disorders in contemporary schoolchildren, updating scientific ideas about the contingent of primary school children in need of correctional assistance from specialists; applying an interdisciplinary approach to the study of the etiology, mechanisms, causes, and specifics of various manifestations of dysgraphia in primary general school children; supplementing the scientific data on the impact of didactogenia on the quality of learning writing and the formation of dysgraphia in pupils with difficulties in the assimilation of the program learning material on the Russian language; as well developing high-performance speech technologies for the early detection and elimination of violations of written language and difficulties in learning academic courses of the Russian language.

This paper sheds light on a grand new park that has been inaugurated in Cairo on March 25'", 2005. The park is just one element of a far-reaching urban renewal scheme which seeks to restore a slum of Islamic Cairo where many cultural assets and monuments exist. The ambitious project, which has galvanized the nation, has drawn on the resources of international, national and local agencies in addition to grassroots organizations. Upon completion, the integrated development project is envisaged to rehabilitate many dwellings, monuments and urban spaces, in addition to creating employment, drawing droves of tourists and improving the quality of life in its vicinity. Thus, the impact of the project will most certainly fulfill some of the Millennium Development Goals (MDGs) set forth by the UN at the tum of the century.

Objective: This study evaluates the quality of educational standards in the colleges of pharmacy in the State of Libya using FIP-QA framework which is made of five sections representing the five pillars of quality, namely: context, structure, process, outcomes and impact. Method: A questionnaire was constructed based on the indicators in each section of the framework. Answers were collected by distributing the questionnaire to eight colleges of pharmacy at public universities. Results: 42 out of 50 professors completed the questionnaire. Most participants believe that the context, structure and process of pharmaceutical education in Libya require significant improvement in order to comply with international standards. Conclusions: Since the impact of pharmacy education depends on the previous pillars, it is clear that the current curricula are inefficacious in producing graduates who have the competencies to exercise patient-centred roles, and to address the limitations in providing pharmaceutical care-related services.

This article expands Akhil Gupta’s (1995, American Ethnologist, 22(2), 375–402) thesis of ‘blurred boundaries’ between ‘the state’ and ‘society’ in South Asia to incorporate the impact of historic labour migrations, which complicate established conceptions of the state in Bangladesh. Based on ethnographic fieldwork in an area of high migration to the UK, the article draws attention to a class of transnational politicians, and their intra-class conflicts of interest, in shaping local-level politics. The article supports Faguet’s (2017, Modern Asian Studies 51(6), 1668–94) contention that the decentralisation of local government has led to the emergence of vernacularised political economies that operate in the shadow of the state, which are also intrinsically facilitated by it. It suggests that state actors appropriate symbols, offices and resources, together with traditional authority and kinship dynamics, to create an idiosyncratic polity. Aspiration towards power that might lead to the occupation of state offices are determined by either the aspirant’s status as a British citizen (Londoni) or through intimate social and economic connections to Britain through kinship (gushti) networks. The article thus makes a broader contribution to the existing literature on the anthropology of the state, transnational politics and the nexus of power, money and migration in postcolonial contexts.

AbstractThis paper investigates the outcomes of integrated health care model in terms of its economic efficiency and quality. The quality refers to subjective assessments of a patient, measured by a satisfaction indicator, as well as to the health benefits to a patient, measured by health status.A systematic literature review has been applied to study the results of care coordination. The author performed the ordered analysis of existing research evidence, based on peer-reviewed literature available on health science and business databases.The model of integrated health care delivery seemed to have positive effects on the quality of care. This encompasses mainly the quality of life, functional status, health outcomes, and process outcomes. The equal positive impact of integrated health programmes on economic efficiency has not been revealed. Only 15% of the effects reported in the reviews have been significant.The work contributes to the worldwide debate dedicated to the impact of integrated health care programmes. The gathered research evidence concerning positive influence on costs remains unclear. It might require further investigations. The work also revealed some significant gaps that are prevalent in the field of standardized instruments of measurement referring to integration outcomes, including quality and efficiency over time at levels of the system, programme, provider, and patient.

The issue of academic mobility is one of the most important global challenges during the digitalization of education. In particular, it is important to identify methods and tools that meet international requirements. The issue of increasing the effectiveness of the organizational mechanism of academic mobility is acute in the law “On Education in the Russian Federation.” The main goal is to increase academic mobility and efficiency of mobility in the labor market. The article analyzes the state of development of academic mobility, defines the essence of this period, identifies the types and objectives of academic mobility. The author considers the weaknesses of the documents regulating the problem of a substantiates the necessity and expediency of the development of academic mobility in terms of the impact on the country's economy, and in terms of improving the quality of education.
