The directions of development of innovative process, one of the key factors of development of agriculture - introduction of tools of digitalization applied in Kazakhstan are considered. It is noted that initially digitalization was actively introduced in animal husbandry due to the fact that the main share of animals was concentrated in a private farmstead, which had significant risks in the organization of veterinary safety, complexity in carrying out complex veterinary measures. The use of information systems AgroStrea, which allows to collect a large amount of data of different variations of technologies, varieties, crops, is presented to determine the best performance. An important task facing the state is the implementation of international requirements and norms of the EAEU to ensure the control of food safety of products delivered to Kazakhstan from third countries and exported from the country to other States. This will allow to realize the domestic export potential of branches and spheres of agriculture, which will change the volume of production, will contribute to a significant increase in the technological development of agriculture in Kazakhstan. The activity of "AgroStream" LLP, which is the developer of the methodology of transformation and implementation of information systems, is considered. It is noted that the use of the new module of IP "AgroStream – "AgroMap" mobile application will allow to organize the effective work of agronomists. Informatization of production, operation, management and services in agriculture with the introduction of digital technologies is aimed at transforming the model of agricultural turnover, stimulating the development of industrial parks and electronic trade in agricultural products.

The paper studies the factors of secular stagnation. Key factors of long-term slowdown in economic growth include the slowdown of technological development, aging population, human capital accumulation limits, high public debt, creative destruction process violation etc. The authors analyze key theoretical aspects of long-term stagnation and study the impact of these factors on Japanies economy. The authors conclude that most of the factors have significant influence on the Japanese economy for recent decades, but they cannot explain all dynamics. For Russia, on the contrary, we do not see any grounds for considering the decline in the economy since 2013 as an episode of secular stagnation.

The aim of the study is to find solutions aimed at the formation of optimal conditions for the creation and functioning of reclamation parks on the territory of existing institutions for reclamation subordinated to the Ministry of agriculture of Russia, through the establishment and justification of the necessary list of functions and powers of their management companies. The comparative analysis of the concept of creation of agricultural parks and the documents regulating functioning of agro-industrial parks is carried out. In addition, the studies were conducted in the context of Federal programs and other legislative acts of the Russian Federation. The analysis of regulatory documentation and scientific developments in the field of agro-industrial sector allowed to compare and make informed decisions on the formation of functions and powers of the management companies of reclamation parks. The formed materials will allow to organize highly effective work of the management companies of recreational parks, by endowing the latter with the necessary functions and powers, without burdening them with unnecessary functions that are not within their competence. Thus formation of functions and powers providing competitive level of activity of reclamation parks needs to be carried out on the basis of functions and powers of the industrial and agroindustrial parks regulated by the current legislation. The formed substantiations will allow to accelerate decision-making processes in the field of powers and functions of managing companies of reclamation parks by legislative and Executive authorities, and thus will contribute to more rapid development of the reclamation complex of the Russian Federation, and as a consequence of the implementation of Federal programs and other legislative acts aimed at the development of agriculture and import substitution in this area.

China entered a new era, and the construction of an ecological civilization and green development has been raised to a new strategic height. As the lifeblood of the national economy, industrial parks significantly contribute to economic growth. However, they also generate significant pollution, damaging the ecological environment. It is urgent to ecologically transform traditional industrial parks. This requires identifying methods to correctly and objectively evaluate the ecological level of industrial parks, and provide ecological construction proposals for the government and industrial parks. In this study, the comprehensive evaluation weight was determined by introducing a variation coefficient and an Attribute Hierarchy Model (AHM). The ecological level of four representative eco-industrial parks was then quantitatively evaluated using a grey multi-level evaluation method. The ecological construction level of the four industrial parks was as follows. The Tianjin Economic-Technological Development Area (TEDA) was rated at a “very good” level; and the Suzhou industrial park, Dalian economic and technological development zone, and Fushun mining group were rated at a “good” level. Six dimensions were studied. Of these, policy management had the highest weight, and the total weight of policy management and economic development approached 50%. The result shows that industrial parks can attract innovative enterprises and talents through the policy guidance of local government to improve the level of green innovation technology and cleaner production technology. Then, the ecological level of the industrial parks will be improved. This study enriched the theory and practice of ecological evaluation of industrial parks and provided a reference for the ecological construction of traditional industrial parks.

At the present stage of the development of the construction industry, based on the principles of sustainable development, special attention should be paid to the formation of construction waste. Reserves for improving the level of efficiency of waste management can be found in the application of modern information technologies and their adaptation to resource-saving problems. The use of information systems is advisable at all stages of the life cycle of a building. Today, the technology of building information modeling (BIM) is actively developing, which can significantly reduce the amount of waste generation in construction. This is possible with its implementation at the design stage, in order to avoid irrational design decisions, collisions, etc. Information systems for data transmission allow rapid exchange of information between project participants, promptly warn about changes in space-planning decisions, materials, structures and equipment. At the stage of operation, in the presence of the information model of the building, it is possible to create a planning system for the organization of works of major overhaul or reconstruction. This article also proposes a description of the functions that an information system must have aimed at coordinating the management of construction waste in the region.
