The article discusses the innovative development of the poles, as well as monitoring a comprehensive assessment of the innovative activities of the regions. This study indicates that increased innovation activity provides economic growth. "Growth points", which should be understood as a company, "the effect of enthusiasm, form the "development zone" in the region or country. From single-valued and high-time to the basics of unpolished theory, the theory of polar poles (PRT) is derived. By the middle of the great part, in regional economy the theory of the polar poles – this concept, the theoretic object of the duality of the divergence of the differentiation of the duality of the duality of the duality in the market of products In keeping with this concept, the mid-region is characterized by the propagating (dynamically divisive, diverging) propulsion. It stimulates the dilatation of the dilapidated territory, in the opposite direction, in accordance with the instructions of the addictive, addictive and obsessive persons, presiding over the polar pole of the border, with a higher concentration in the subordinate area of the recital zone. The article emphasizes that Ukrainian government must choose the way of widespread innovation and building a competitive state. Increasing the competitiveness of Ukraine is possible only providing the establishing of innovative development mechanisms and technological improvement of the national economy. The main obstacles of Ukraine's transition to an innovative model of development have been identified. Innovation processes in the economy have not gained significant scale, the number of enterprises implementing innovations is decreasing every year and today is 12-14 %, which is 3-4 times less than in innovative economies countries. It is concluded that the intensive development of innovation in modern conditions provides a basis for sustainable economic growth, which provides an opportunity to argue about the innovative type of economic development in contrast to the stagnant, evolutionary, extensive. The course for innovative development in Ukraine determines the transition of the economy to a new qualitative state. It is proved that in the current crisis situation in Ukraine, there is a problem to develop a model of sustainable economic growth, the solution of which will be the basis for a qualitatively new type of economic development. The qualitative characteristic of innovative economy and principles of its full-fledged effective functioning are resulted. The current system and level of financing of innovation activity in Ukraine, which requires both qualitative and quantitative changes, introduction of state and non-state financial methods aimed at intensification of innovation activity are analyzed. The necessity of transition to the innovative economy has been substantiated, which will give an opportunity not only to bring Ukraine's economy out of crisis, but also to accelerate economic growth, which will ensure further stable socio-economic development of society. A conceptual model of innovative economic development is proposed. The role of State innovation policy in Ukraine is defined, which would ensure the creation of socio-economic, organizational and legal conditions for the effective reproduction, development and use of the scientific and technical potential of the country.

Raising of economic efficiency and sustainability of the national agroindustrial production in conditions of fast development of science, machinery and technology, high market competition, and integration processes expansion is largely conditioned by development activation, implementation and investment support of innovations. Enough attention is paid to the issues of sustainability, innovative development and investment activity in modern economic literature. At the same time, the problem of investment support for sustainable innovative development of agroindustrial complex is still studied poorly, which makes scientific research in this field relevant. Based on brief retrospective analysis, an improved understanding of the sustainable development of the agroindustrial complex, as well as in the context of its components, is proposed in the paper. It is shown that the basis for sustainable agroindustrial complex development in modern conditions is the increase of innovative activity at all the management levels. As a result of the study, a list of the main regulatory and legal acts regulating the issues of innovation activity and the privileges and incentives established by them for business entities, including agrarian ones, were systematized. The main problems preventing activation of innovative development of agroindustrial production are listed. In order to solve these problems the authors within the research framework developed a concept of investment support for sustainable innovative development of the agrarian sector, which includes eight interrelated consecutive blocks. Implementation of the proposed concept will contribute to more complete involvement of potential financing sources and their effective use in the investment activities, thereby ensuring competitiveness of the national agroindustrial complex and its sustainable development, considering interests of the current and future generations.

The study is aimed at determining the oscillators of crisis manifestations when the Russian economy tries to make transition to the path for accelerating technological development and forming an innovative economy. Short-term cycles were determined in the development of the Russian economy from 1995 to the first half of 2020 through the Fourier spectral analysis. Using the Granger test, causal relationships between the leading indicators of the economic crisis and the real GDP index in Russia were identified and substantiated. They reflect the influence of the key rate dynamics on the volume of lending, savings, investments, the yield on securities and the exchange rate; volumes of bank loans per the share of non-performing and bad loans and innovative development of the economy. Based on the constructed neural models of the oscillator influence on the level of real GDP in Russia, it was determined that the rapid growth of bank and mortgage lending, the devaluation of the ruble, a decreased volume of gross foreign investment and the level of innovative development predetermine crisis manifestations in the national economy. The lags of the influence of changes in the leading indicators of the economic crisis on the development of the economy were calculated. The results obtained can contribute to the effectiveness of the anti-crisis regulation strategy in Russia. They can serve as a basis for increasing the efficiency of long-term innovative development and creating appropriate conditions for increasing the scientific and technological potential of the country.

The subject of the study is to substantiate classifications of the factors of innovation development of the industry: according to the priority, traditional, barrier, according to the hierarchical level of innovation, the nature of supply demand for innovation, the peculiarity of the influence of factors on the market environment, the influence of factors on innovation localization, importance of innovations, the effect of innovation, nature of the impact, the power of influence, the type of competition, and other classifications of factors of innovation development of the industry. The need to intensify the development of Ukrainian industry in an innovative way requires the identification of the impact on these processes of various factors. To group these influences, the assessment of these factors should be done in the context of separate classes. For this purpose, it is necessary to develop a classification of innovative factors of industrial development. The purpose of the paper is to investigate and systematize the defining conditions for the activation of innovative development in the industrial sphere. The following methods were used in the work: dialectical method of scientific knowledge, analysis and synthesis, comparative, as well as the method of data generalization. It is proved that the complex non-use of these classifications for the substantiation of innovative development of the industry will improve the quality of planning and forecasting documentation and provisions of industrial policy. The applied meaning arising from the criteria for the classification of factors is based on their specific spatiotemporal and situational application, in particular, in conditions of imperfect competition. The classification of innovative factors of industrial development according to their priority is given. In this classification, the priority is determined by the importance and relevance of innovative industry development tasks on the basis of conclusions made as a result of the literature review. Summarizing the factors of innovation development in the barrier classification allows us to distinguish three aggregated groups of factors: socio-political and managerial, socio-economic, and financial. Our socio-economic analysis of innovative development factors of industry also allowed us to identify the following their classification attributes: the hierarchical level of innovation implementation, the character of demand for innovation, the nature of the impact on the market environment, the type of impact, the time horizon of action, impact on the area of innovation localization, the economic essence of innovation, the nature of the significance of innovation, innovation effect, the nature of effective impact, the power of influence, the type of competition.
