The problems of ensuring effective management and forming competitiveness of industrial enter-prises are relevant regardless of the conditions for conducting business activities. The fact is that the competitiveness of business structures in modern conditions is not ensured by simply owning factors of production (labor, capital, land), and even entrepreneurial talent is not currently a source of obtaining stable or exclusive competitive advantages. In order to obtain sustainable or exclusive competitive advantages that constitute strategic competitiveness, the business structure needs to have an intellectual (educational) component of development, including the production and implementation of innovations, as well as readiness for changes. Subject of research. On the basis of innovative foresight, ensuring the competitiveness of business structures of the production industry is a set of organizational, managerial and economic relations that arise in the process of formation. Purpose and objectives of the study. Development of proposals to improve the competitiveness of business structures based on innovative foresight. A number of theoretical, methodological and practical issues related to the formation and implementation of a strategy for managing the innovative development of entrepreneurial structures based on innovative foresight remain insufficiently studied and require further development of rules for its creation and functioning. At the same time, despite a detailed description of the problems of strategic management of innovative deve-lopment of business structures, the research of foreign scientists was carried out in relation to the relatively stable conditions of the economy of developed countries, the practical application of the mechanisms proposed by them in the conditions of the Kazakh economy requires mandatory revision, taking into account the specifics of the modern economy and industry.

Effective economic activity of any enterprise, regardless of size, is an important factor in the economic and social development of the country's economy, improving the welfare and quality of life of the population, increasing the GDP of the state and the like. To succeed in business today, entrepreneurs need to be flexible and have good planning and organization skills. The growing uncertainty and variability of the external environment require entrepreneurs and managers to be highly competent in setting up business structures. Accordingly, the question arises of determining the ultimate goal of the creation and operation of the business (enterprise), as well as the formation of the terminological field (set of terms), which are used for this purpose. The purpose of the article is to deepen the study of the problem of assessing the success of entrepreneurship and ways to increase the success of small and medium-sized businesses. The relevance of the article lies in the need to disclose the content of the concept of "enterprise success", which is an integral qualitative characteristic of the state of the enterprise, reflects the presence of competitive advantages and the potential for further development. The article describes the characteristics of the concept of "enterprise success" through the systematization of the definition of the concept by other authors and highlighting the key aspects of focusing attention. The methodological approaches to assessing the success of the business of various scientists are highlighted and their developments are analyzed. Theoretical research methods have been applied to form new hypotheses regarding the definition and analysis of academic performance. The result of the study was the selection and meaningful disclosure of the most important criteria for the success of an enterprise, including measures of success for both owners and consumers and partners / investors. A “portrait” of a successful enterprise has been formed.

The aim of the study is to determine the extent and prospects development of market potential of intermediary structures using an example of waterway transport enterprises. Economic liberalization, development of international economic activity, fragmentation and distantness of suppliers and buyers as preconditions for development of intermediary business structures are determined. The main factors hindering the development of intermediary activities are identified, for instance, imperfect regulatory framework, insufficient intermediary’s professionalism, insecurity from intermediaries, low level of responsibility to counterparties, general distrust. Transport companies, in particular, the waterway transport enterprises, are identified as intermediaries that have a significant influence for development of individual economic agents and economic systems. Prospects for the development of sustainable mutually beneficial economic relations or the mutual benefit, the availability of effective information flow, a clear definition of roles, rights and obligations of the involved parties, mutual coordination of behaviour of intermediary structures and clients defined as the main conditions for development of effective interaction of intermediary structures of water transport and clients. In the matter of further studies, attention should be paid to improvement of strengthening mechanism for the responsibility of intermediary structures and clients.

В Німеччині,Великобританії, США саме на таких організаціях лежать функції зліцензійного забезпечення господарської діяльності, що пов’язана зістворенням будівель та споруд, проведенням професійної атестації.Проаналізовано, що у Франції головний регуляторний орган –Міністерство будівництва, транспорту й туризму. Його діяльністьполягає у вивченні кон’юнктури, прогнозуванні, консультуванні місцевихорганів, наданні субсидій та кредитів організаціям (для реалізаціїбудівельних програм). Зроблено висновок, що міжнародний досвідпідтверджує загальну тенденцію розвинених країн – роздержавлення всфері управління будівництвом й передача більшості владноуправлінських функцій саморегулюючим організаціям. The article is devoted to the definition of the peculiarities of the formationof the structure of the state mechanism of legal regulation of social andeconomic relations in construction in the countries of the European Union. It isrevealed that in the states of Western Europe consciously transferred part ofthe functions of regulatory and legal regulation of socio-economic relations inthe construction of the non-state sector. In Germany, the United Kingdom, andthe United States, such organizations have the functions of licensing businessactivities related to the construction of buildings and constructions,professional certification. It is analyzed that in the France the main regulatorybody is the Ministry of Construction, Transport and Tourism. His activityconsists in studying the situation, forecasting, advising local authorities,granting subsidies and loans to organizations (for the implementation ofconstruction programs). It was concluded that international experienceconfirms the general trend of developed countries – denationalization of themanagement of construction and the transfer of most power and managementfunctions to self-regulatory organizations.

The US foreign policy serves as an example for other countries, as it is one of the most developed countries in the world. For a better understanding of the features of contemporary foreign policy, the preconditions for its formation are determined. The history of the United States of America has been analyzed, which has inevitably influenced the formation of its current foreign policy and geostrategy. The political system of the country is defined as one of the direct factors influencing the formation of foreign policy. It is revealed that the very political preconditions create the legal basis for the existence and development of foreign policy, and therefore their study is very important for a deeper understanding of the vectors, principles and means of implementing the modern foreign policy of any state, namely, the United States. The internal economic situation, structure and development of the country’s economy, as well as problems and challenges on the way to the development of the national economy that are directly relevant for defining the functions, priorities and directions of foreign policy are considered. After all, it is the economy that is one of the most important factors shaping the foreign economic strategy of the state, which is an important factor in the formation of foreign economic relations and politics in general. It is proved that the geopolitical situation is the main factor for the definition of foreign policy vectors of the state. The geographic and geopolitical location of the state, in this case, the United States, defines the directions and vectors of the foreign policy of the state. The article explores all the factors and preconditions for the formation of US foreign policy during the presidency of Bill Clinton and his predecessors.

Approaches and definition of the civil society phenomenon in the context of comprehension and interconnection with institution of tourism are generalized. The carried out analysis results in to conclusion that civil society is a sphere of society endowed with principle supremacy over the state, acts independently within its legal field, but at the same time interacts with it. In particular, tourism makes it possible to implement effectively the principles of equality, non-discrimination of human and civil rights and freedoms, to realize the values of civil society and the need for its sustainable development. Civil society is viewed through the system of connections, relationships and interactions of society members, which is formed as a result of their self-organization for self-preservation in order to protect and completely realize their interests and rights. Tourism is developing as a system that affects the quality and meaning of people's lives, by creating opportunities for them to soak up the history, culture, customs, and values in order to deepen the dialogue of civilizations, to achieve mutual understanding between countries and people. In addition, tourism refers to the tertiary sector of the economy, which in the economically developed countries has the largest number of employees and is growing at the fastest pace since it interacts with the largest number of other economy sectors and accelerates the growth of the latter. The set of social institutions and practices are created and functioning to spread the relevant values and virtues, which include the institution of tourism in particular. It is proved that one of the conditions for civil society existence is the availability of effective social institutions of the state created and functioning for spreading the relevant values and virtues. Such institutions include the institution of tourism, which activities are aimed at structuring and coordinating economic relations in order to ensure their effectiveness, achieving major socio-political goals, reducing uncertainty in relations, reaching unity and consensus, promoting conflict resolution and overcoming contradictions in economy.

The article is devoted to the issues of periphery and peripheralization of the spatial development of Russia, a significant part of the territory of which has experienced the negative direction of social and economic development during the transition to a market economy and continues to undergo it at the present time. The article discusses the theoretical approaches of Russian and foreign authors to the definition of the concepts of «periphery», «peripheralization of space». Based on the use of methods of comparative analysis and systematization, the authors identified six main approaches of researchers to the definition of the concept of «periphery»: positional, functional, problem, generative-translational, social, subjective, and also revealed the content and peculiarity of each approach. The authors highlighted such basic properties of the periphery as diverse remoteness, economic degradation and social marginalization, poly-scale character, migration outflow, ubiquity and relativity, weak involvement in global economic relations. A system of indicators characterizing the periphery in accordance with the selected approaches is proposed. On the basis of the conducted research, it was concluded that the spatial development of individual centers of Russia is taking place with the spatial degradation of its most part, which significantly actualizes the question of the future of the Russian periphery and its impact on the spatial development of the country as a whole. Due to the weakness of its own potential, the Russian periphery cannot act as an independent attractor of socio-economic development and requires strengthening state regulation measures based on the competitive advantages of each territory.

The article is aimed at analyzing the interpretation of the concept of «competitiveness» and defining the importance of attracting the attention of enterprises to this topic. The relevance of the problem of increasing the competitiveness of enterprises is determined not only by the needs of domestic development and life support of the country, but also by those profound changes that are taking place in the modern system of international economic relations, directed towards forming a new international division of labor and a new mechanism for the distribution of the global incomes. Never before in the history of international relations has the phenomenon of competitiveness acquired such actual importance as it does nowadays. Ukraine faces the issue of sustainable economic development, characterized by increased adaptability to environmental changes, as well as the availability of favorable conditions for functioning with a constant increase of competitive advantages. The line between the competitiveness of firms, industries and the competitiveness of the country is extremely conditional. One of the most globalized markets today is the market of machine-building products, which often determines the international competitiveness of the country and its role on the world stage. In this aspect, the issues of formation of competitive advantages of domestic enterprises on international markets as the basis of their long-term presence in these markets become particularly relevant. Having analyzed the theoretical principles of the concept of international competitiveness, it was determined that there is currently no generally accepted definition of the content and understanding of this category. Enterprises should understand that the concepts of «competition» and «competitiveness» are not interchangeable. Companies need to assess the level of international competitiveness in order to understand the state of affairs and take adequate measures if the level of international competitiveness is unsatisfactory. Thus, finding points of growth of the level of international competitiveness and influencing them is a critically necessary condition for the effective activity of an enterprise in the modern world.

The article examines development trends of the world economy that is faced with a number of chronic and new problems impeding stable economic growth and sustainable inclusive development. This requires the implementation of a number of measures aimed at solving these problems on a supranational, global level. It is also necessary to encourage trade and investments and to support fair globalization geared towards sustainable comprehensive development. The author notes that Mongolia is well-paced to move into a group of highly developed countries, since it has rich natural resources, a young population, a developed infrastructure in the sphere of education and healthcare and, moreover, is located between two great countries - Russia and China (which form a new world center for economic development - BRICS). All of the above-mentioned can ensure the realization of its competitive advantages.
