2021 year has become time for drawing the bottom line under the achievements in the field of culture and science for 30 years of independence of Kazakhstan. The high level of modern cultural potential, rich cultural heritage have become one of the leading factors in the formation of a positive image of Kazakhstan as a country with a distinctive culture and spiritual traditions that go deep into history. Creative personalities, public policy and private organizations contribute to the development and promotion of Kazakhstan’s art in the world, which invariably arouses interest of the world community. However, a problem of the popularization of Kazakh music, art, film and theater art is still relevant. In addition to examples of achievements and successful cases of Kazakhstan’s culture, in this article the authors try to consider the problem from the point of view of management in culture and show importance of the position of an art manager in the modern world of arts. To implement this issue, the authors studied publications on the achievements of various types of arts in recent years and also took into account reaction of domestic and foreign audiences to cultural products and projects from this area. This article lists specific achievements in the field of academic art. As the analysis of publications on this topic has shown, most of them were implemented by cultural figures in the last decade of independence of the republic. At the forefront is the question of the consistency and well-coordinated interaction of cultural management with the creative component of the academic sphere of art in Kazakhstan. And the most striking examples of successful cases of such interaction are given as well. This study has analytical value and can be presented at seminars and conferences as a demonstration of examples of achievements for reporting presentations in the year of the celebration of the thirtieth anniversary of Kazakhstan's independence.

The article considers the new time; new conditions demanded the immediate and radical revision, both the general methodology and specific methods and techniques of teaching of foreign languages. These new conditions and its prompt entry into the world community, reckless gallops of politics, economy, culture, ideology, mixture and movement of the people and languages, change of the relations between Kazakhstan citizens and foreigners, absolutely new purposes of communication—all these set the new tasks in the theory and practice of teaching of foreign language. The sudden and radical change of social life of our country, its "opening" and entry into the world community returned languages to life, making them a real means of different kinds of communication - the number of which is increasing day by day along with the growth of scientific and technical facilities of communication.     Keywords: Crossroads of cultures; Lifestyle; Socio-cultural competence; Tolerance

Most cities in Germany regularly publish a booklet called the Mietspiegel. It basically contains a verbal description of an expert system. It allows the calculation of the estimated fair rent for a flat. By hand, one may need a weekend to do this task. With our computerized version, the Munich Rent Advisor, the user just fills in a form in a few minutes, and the rent is calculated immediately. We also extended the functionality and applicability of the Mietspiegel so that the user need not answer all questions on the form. The key to computing with partial information using high-level programming was to use constraint logic programming. We rely on the Internet, and more specifically the World Wide Web, to provide this service to a broad user group, the citizens of Munich and the people who are planning to move to Munich. To process the answers from the questionnaire and return its result, we wrote a small simple stable special-purpose web server directly in ECLiPSe. More than 10,000 people have used our service in the last three years. This article describes the experiences in implementing and using the Munich Rent Advisor. Our results suggest that logic programming with constraints can be an important ingredient in intelligent internet systems.

Al-Azhar in its development, not only as a place to study religion or shelter for the poor, even al-Azhar is also a unifying place for the people in the struggle to free Egypt from colonialism. The specialty of al-Azhar is not only skilled in producing quality scholars, but it also builds world civilization in two ways, namely the personality possessed by al-Azhar itself, and through its graduates who bring change to the world community. Al-Azhar not only becomes history, but witnesses and carves history in the wonders of the world of education and civilization. And the existence of al-Azhar is clear evidence that Islam is a religion that cares about education, health, arts, and other general sciences.

International trade is part of macroeconomics that specifically discusses the relationship between a country and another country in allocatingresources or production factors available in each country. The existence of international economic and trade relations is very useful in order to achieve theprosperity of the world community. Efforts to increase efficiency in the utilization of world production factors as a whole are the targets of international economic and trade activities.

1. Plutella maculipennis, Curt., a widespread Lepidopterous pest of Brassica was introduced into New Zealand about sixty years ago. In most countries a high degree of natural control is maintained, but in New Zealand the moth population is permanently maintained at a high level. Investigation showed that in New Zealand there were no natural enemies of importance, while in other areas these are constantly associated with Plutella.2. The distribution of the moth throughout the world is exceedingly wide, but in England it only occasionally reaches pest proportions.3. Preliminary work indicated that two Campoplegines, Angitia cerophaga and A. fenestralis, constantly parasitized large numbers of the Plutella larvae. Initial efforts were devoted to collecting and breeding a large supply of these in England for introduction into New Zealand as controlling agents.4. From several thousand specimens of Plutella, fourteen species of parasites were recovered, of which eight were hyperparasites. The only parasites which were numerically important were the two parasites, Angitia cerophaga and A. fenestralis. Their efficiency is not impaired to any appreciable extent by hyperparasites. A key showing the diagnostic differences of the parasites and hyperparasites of Plutella is given.5. These two species of Angitia are commonly recorded as parasites of Plutella throughout the world, although under different names. A large quantity was bred in the laboratory and despatched to New Zealand after overcoming certain difficulties connected with transport. It appears that both species of parasite must overwinter in other hosts than Plutella.6. Certain experiments were performed in an endeavour to assess some of the effects of climate. The upper limiting temperature of Plutella is approximately 40°C. and the lower limit for breeding purposes about 10°C. All stages of the moth can survive short periods of cold greater than 10°C., but it is believed that hibernation is normally accomplished in the adult stage. As the immature stages of the moth live in a specialised microclimate of high humidity, changes in the moisture content of the general atmosphere have little effect. Rain, if appearing at certain critical times in the life-cycle, may be a controlling agent.7. The most favourable areas for multiplication of the moth appear to be in the sub-tropics and warmer temperate zones. It is suggested that Plutella originated in the Mediteranean region.8. Even in the cooler temperate countries the climate would allow an indefinite increase in the moth. It is believed that an effective check on this multiplication is supplied by parasites.9. As the climate of England and New Zealand are essentially similar there is reason to suppose that the introduction of parasites from the former country will lead to eventual control being obtained in New Zealand.

This paper discussed the increasing danger of population explosion in Nigeria and its implication to available food supply and social infrastructures. The objective of the paper is to show that over population is the reason for high level of illiteracy, wide spread unemployment, poverty and violent crime. The study reveals that with the rate of population increase in Nigeria if nothing is done, time will come when it will result to environmental hazards, malnutrition and other infectious diseases. It observed that while other countries of the world like China and India with increasing rate of population like Nigeria are making serious efforts through Laws and legislation to combat this population increase. The Nigerian leaders are not putting any effort to fight this menace rather what is taking centre stage in Nigeria is this issue of corruption and embezzlement of government funds. The paper was of the opinion that this attitude of our leaders is what has resulted to unemployment armed robbery, kidnapping, underdevelopment and crises of killing and marginalization.  It concluded by suggesting a way forward which includes reduction in early marriages which leads to increase in child bearing, corruption and poverty. Finally, it recommended that the government should encourage the people to do away with outdated customs and traditions which make it possible for people lay more emphasis on male children to the extent that unless they have male children, they will not be satisfied.  DOI: https://doi.org/10.5281/zenodo.3382455
