The Indonesian Nation is part of the world community that has to participate in realizing a good government to support in the competition in the current era of globalization. Ministerial Regulation No. 113 of 2014 on the management of village finances. As referred to in Article 5 of the Minister of Home Affairs Number 113 of 2014 on preparing and implementing polices on the management of the Village Revenue and Expenditure Budget. Budget revenue and village spending is one of the things that must be considered to realize good governance in the village. The purpose of this study is to find out whether the implementation of revenue and expenditure budget policies runs well in accordance with Ministerial Regulation number 113 of 2014, and any constraints faced in implementing the policy of the village income and expenditure budget. The method used is qualitative descriptive method that is analyzing how the implementation of Village Revenue and Expenditure budget policy from planning to accountability. The result of the research show that the implementation of Village Revenue and Expenditure Budget policy in Lowian Village is good enough and has been in accordance with Ministerial Regulation No. 113 Year 2014 on the management of village finances but the problem is on the external side where the trees are located next to the road and plots of land owned by citizens, as well as village officials who still do not really understand the technical reporting making. Village income and expenditure budget is one of the things that must be considered to realize good governance in the village. The purpose of this study is to analyze the adequacy of the accounting system implementation of APBDes organized by the Kopandakan I village government and whether it is in accordance with the Minister of Home Affairs No. 113 of 2014 on the management of village finances. The method used in this research is qualitative descriptive that is analyze the adequacy of accounting system implementation of APBDes. The results of the research show that 1) Internal control in terms of producing transaction evidence executed by Kopandakan I village government has been running quite well, 2) Recording of APBDes implementation in Kopandakan I village has been done well 3) Reallocation Report of Implementation of APBDes in Kopandakan Village I has been in accordance with Permendagri Number 113 Year 2014; but village officials have problems in the process of implementing APBDes in this case tax cutting activities but directly in consultation with the tax office.Keywords : Accounting system, implementation, APBDes

This study aims to determine the improvement of the quality of village apparatus in order to strengthen the implementation of development in Ilotidea Village, Tilango District, Gorontalo Regency. The research method used qualitative descriptive method. Data obtained through interviews, observation and documentation. The sample used in this study were 25 respondents from the total population of 50 respondents. The results of the research show several findings are: First, the quality of village apparatus is still not optimal or still very need to be improved. Secondly, the ability, willingness and potential of the village apparatus and the impacts and approaches of governance and the implementation of development have not been maximized because human resources are still limited.

The implementation of good governance became a major requirement to realize people aspirations in achieving the regional goals of country. Therefore, it is not excessive when the implementation of good governance became an indication of realization in democratization as an effort to restore the regional sovereignty in a country. In order to realize a better village and able to protect well, the society needed good governance figure. The governance is a hope and an opportunity to realize a prosperous and sovereign life through the management citizens’ freedom and equality. The aim of this research is to know how the implementation of good governance in village funds management with sharia perspective. Based on that background, this research was conducted with the title “The Implementation of Good Governance in Village Fund Management with Sharia Perspective at Mliriprowpo Village Tarik Sub district Sidoarjo”. These research used qualitative descriptive method. The location of the research placed at Mliriprowo village Tarik sub district in Sidoarjo. The data sources were obtained from several informants, that is, the village head, the village secretary, the head of general affairs and the head of village financial affairs. The techniques of data collection were interview and documentation. The data analysis used is to describe the properly conditions, analyzed, evaluated, recorded process, and withdrew of conclusion. The result of this research showed that good governance in 2017 based on general perspective in terms of economical, efficient, effective, transparent and accountable as a reference seen from the planned, implemented, administration, reported, accountability, guided and supervised as well as good governance with sharia perspective in terms of shiddiq, amanah, tabliq, and fathonah were already well. However, the governance needed an evaluation, mentoring and guidance in the implementation of development that was not being spread evenly. That evaluation used to resolve the problems which occurred during the execution of development took place.

ABSTRAK Direvisinya Undang-Undang Desa No. 6/2014 menjadi harapan banyak warga desa, khususnya untuk menjadi institusi mandiri dalam mengelola sumber daya milik desa. Namun banyak kalangan yang meragukan sumber daya manusia desa mampu untuk memenuhi amanat undang-undang tersebut. Menariknya, dari sekian banyak permasalahan implementasi UU Desa, juga tidak sedikit desa yang berhasil berkat otonomi yang diberikan peraturan baru tersebut. Dalam studi fenomenologi ini, peneliti mencoba menggali keberhasilan Desa Dlingo, Bantul, Daerah Isitimea Yogyakarta yang dulunya menjadi desa terpuruk dan kini menjadi desa percontohan dalam pengelolaan dan tata kelola desa. Gagasan ideologi dan pandangan Lurah Dlingo tentang pembangunan desa kemudian dapat digali oleh peneliti. Dalam Pembangunan organisasi, termasuk pemerintahan desa, memahami konsep modern seperti New Public Management atau Good government Governance saja tidak cukup. Bagi beliau tidak hanya soal sistem dan strukturyang perlu dibenahi, tetapi upaya membangikitkan jiwa dan semangat masayarakat desa untuk berdikari (berdiri di atas kaki sendiri) dan saling bergotong-royong adalah yang paling fundamental. Beliau menambahkan, membangun desa adalah membangkitkan kesadaran dan semangat warga desa bahwa mereka ada untuk “benar-benar ada” di tanahnya sendiri, bukan menjadi obyek pembangunan, yang kadang tidak mampu menghadirkan keadilan. Kata kunci: Undang-Undang Desa; Pengelolaan; Tata Kelola; Fenomenologis; Berdikari ABSTRACT The revision of Village Government Law no. 6/2014 is the hope of many villagers, especially to become an independent institution in managing the village's resources. However, many people doubting that human resources in village are able to fulfill the mandate of the law. Interestingly, from the many problems of implementation of the Village Law, there are several villages are successful due to the autonomy given. In this phenomenology study, researcher tried to explore the success of Dlingo Village, Bantul, Daerah Isitimea Yogyakarta which used to be a slumped village where now become role model village in village management and governance. The idea of Dlingo Village ideology and views on village development can then be explored by researcher. In the development of organizations, including village administrations, understanding modern concepts such as New Public Management or Good Governance is not enough. For him it is not just about systems and structures that need to be addressed, but the effort to inculcate the spirit of the village community to be “berdikari” (autonomous) is the most fundamental. He explains that build the village is raising awareness and spirit of the villagers to understand that they exist have to be "really exist" in their own land, rather than being the object of development, which sometimes could not bring justice. The aimed of this study was to analyze the management of Boonpring Ecotourism by Village Owned Enterprises (BUMDes) in order to increase income of the village (PADes). This study uses a case study design with a qualitative descriptive method. Qualitative data obtained by conducting in depth interviews, observations and documentation. The informants in this study were the Head of village, the Head of BUMDes, staff and community. Data reduction, data presentation, trianggulation and conclusion are data analysis  used in this study. The results of the study stated that the management of Boonpring Ecotourism had been carried out well by the Village-Owned Enterprises (BUMDes) of Sanan Kerto in accordance with the cooperative, participatory, transparent, accountable, and sustainable principles. Good management of Boonpring Ecotourism is expected to increase Income of village in a sustainable manner by exploring the potential of villages through the tourism sector even though there are obstacles in the application of participatory principles, namely the quality of Human Resources (HR) that need to be trained.Keywords: Management Principles; tourismp; BUMDes; Income of Village. AbstrakTujuan dari penelitian ini adalah untuk menganalisis pengelolaan Ekowisata Boonpring oleh Badan Usaha Milik Desa (BUMDes) dalam rangka meningkatkan pendapatan desa (PADes). Penelitian ini menggunakan desain studi kasus dengan metode deskriptif kualitatif. Data kualitatif diperoleh dengan melakukan wawancara secara mendalam, observasi dan dokumentasi. Informan dalam penelitian ini adalah Kepala Desa, kepala BUMDes, karyawan, dan masyarakat. Reduksi data, penyajian data, trianggulasi dan penarikan kesimpulan merupakan analisis data yang digunakan dalam penelitian ini. Hasil penelitian menyatakan pengelolaan Ekowisata Boonpring sudah dilakukan dengan baik oleh Badan Usaha Milik Desa (BUMDes) Sanan kerto sesuai dengan prinsip kooperatif, partisipatif, emansipatif, transparan, akuntable, dan sustainable. Pengelolaan Ekowisata Boonpring yang baik diharapkan dapat meningkatkan Pendapatan Asli Desa secara berkelanjutan dengan menggali potensi desa melalui sektor pariwisata walaupun ada kendala dalam penerapan prinsip partisipatif yaitu kualitas Sumber Daya Manusia (SDM) yang perlu dilatih.Kata Kunci: Prinsip Pengelolaan, wisata, BUMDes, PADes.

Penglipuran Traditional Village is a traditional landscape that places the element of nature as the basic concept of its design and has a local wisdom form of sustainable architecture. The village is located in Bali, at a distance of 45 km from Denpasar and 5 km from Bangli. This research is done by qualitative descriptive method and with case study approach. The purpose of this research is to find out the local wisdom of sustainable architecture applied in Penglipuran Village, as a foundation to study Balinese traditional architecture. Penglipuran village as a settlement has a spatial pattern which is divided into 3 (three) spatial divisions based on Tri Mandala concept consisting of: 1) Main Mandala (Pura); 2) Madya Mandala (Residence); 3) Nista Mandala (Tomb). Traditional House Penglipuran Bali is a form of cultural mindset of ancestors Penglipuran people of a region with a good and uphold the ancestral customs and strive to maintain the order well, neatly organized conceptual and sustainable nature and the environment.

The rapid growth of billboards that are used as a medium of communication and marketing of products and services, one of which is caused by increasing community needs and development of technology & information. The rapid growth must be responded to well by the Semarang City Government so that strategic points for regional income can be maximized while maximizing spatial planning efforts in Semarang City. Based on this, the research itself aims to formulate a billboard structuring policy in the city of Semarang by using a qualitative descriptive method. The formulation efforts were carried out through several analysis points which resulted in each building function and land use affecting the provisions relating to billboards and the development of advertisement plots on private land to be controlled because they were related to environmental aesthetics, road benefits and road space could also be used for advertising and information media provided that they get permission from the road organizer according to their authority.

Leadership often associated with certain age, gender, or race that causes someone considered not good enough to be promoted in a particular position, even in this era it is still prevents women from becoming leaders, even though they have a huge opportunity to be able to practice being a leader. So there is a difficulty of finding cadres who "voluntarily" are willing to be nominated to lead at the Regional level. The aim of this research are to explore the indicator of women leadership; strengths – weaknesses – opportunities – challenges of women to become a leader; and to build women leadership character in socio-religious organization the Catholic Woman of the Republic of Indonesia   South Kalimantan region. Using qualitative descriptive method. Data collected through open-ended questions with competent informants, exploring internal-external factors using SWOC analysis, building leadership character refers to the Malcolm Baldrige criteria on leadership. The result of the research show that women have difficulty in managing their time and priorities between family-career-organizations, so they ignore many opportunities that they can actually get.The expected leadership indicators are: must be able to develop the organization, have a sense of responsibility, discipline, effective communication,  willing to serve,  assertive, authoritative, good personality.

AbstrakTulisan ini mendeskripsikan sistem kepercayaan asli komunitas adat Kajang yang dikenal dengan istilah Patuntung yang bersumber dari kepercayaan leluhur bercirikan animisme dan dinamisme. Pada awalnya sistem kepercayaan Patuntung adalah sebuah agama adat, berasal dari kata tuntungi berarti sumber kebenaran. Kepercayaan Patuntung pada dasarnya memiliki keyakinan dan pandangan tentang Tuhan (Turi’e A’ra’na), alam dan manusia. Dalam praktiknya, ajaran Patuntung yang mengkiblatkan diri pada Pasang ri Kajang yaitu pesan-pesan, firman, wasiat, amanat dari Sang Pencipta. Seluruh interaksi dalam kehidupan komunitas adat Kajang mengharuskan pola hidup yang sederhana (tallasa kamase-masea), menghindari sikap berlebih-lebihan, memperlakukan makhluk-makhluk di sekelilingnya dengan bersahaja, dan apa adanya. Isi Pasang ri Kajang merupakan himpunan dari sejumlah sistem kehidupan, meliputi sistem kepercayaan, sistem ritus dan sejumlah norma sosial, yang sarat dengan pesan-pesan moral yang luhur dan ajaran-ajaran kebijaksanaan. Tujuan penelitian ini untuk mengungkapkan sistem kepercayaan komunitas adat Kajang yang tertuang dalam Pasang. Penelitian ini dilaksanakan di Desa Tanah Towa, Kabupaten Bulukumba, Provinsi Sulawesi-Selatan. Penelitian ini menggunakan metode kualitatif-deskriptif. Pengumpulan data dilakukan melalui teknik pengamatan dan wawancara kepada beberapa tokoh masyarakat dan warga komunitas adat. AbstractThis paper describes the belief system of indigenous peoples of Kajang known as Patuntung which is derived from ancestral beliefs characterized by animism and dynamism. At first Patuntung belief system is an indigenous religion, derived from the word tuntungi which means source of truth. Belief system of Patuntung basically has a belief and view of God (Turi'e A'ra'na), mother nature and humankind. In practice the teachings of Patuntung direct itself to Pasang ri Kajang namely messages and words from the Creator. The whole interaction in the lives of indigenous community of Kajang requires a simple lifestyle (tallasa kamase-masea), avoiding exaggerated attitude, and being gentle to every creature around him. The contents of Pasang ri Kajang are a set of living systems, including the system of beliefs, rites and a system of social norms, which are laden with messages of morality and wisdom teachings. The purpose of this study is to reveal the belief systems of indigenous community of Kajang that is contained in the Pasang. This research was conducted in the village of Tanah Towa, Bulukumba, the Province of South Sulawesi. The author conducted a qualitative-descriptive method. Data were collected through observation and interview to several community leaders and the members of the community as well.

Figurative language is language that uses various kinds of figures. Figurative language is a form of using language in the form of a comparison or parable. This research analyze figurative language in Coldplay's song lyrics. The data source is taken from all song lyrics of Parachutes album by Coldplay. The purposes of this research are: (1) to describe the types of figurative language found in Coldplay song lyrics, (2) to explain the meaning of figurative language contained in the selected song lyrics, and (3) to find out the types of figurative language is dominantly used in Coldplay song lyrics. This research uses qualitative descriptive method. The data analysis of this research is to follow the following steps: selecting songs that contain figurative language, identifying types of figurative language by reading carefully, classifying types of figurative language from the data, and making conclusions. The results of this research show that the total number of figurative languages used in the lyrics of the song parachutes Coldplay is 35 types of figurative language. Which consists of: 2 simile, 3 repetition, 9 metaphor, 8 hyperbole, and 13 rhetoric. The type of figurative language most dominantly is rhetoric.
