The purpose of this paper is to determine the factors that have stopped the Sister City cooperation between Malang City and Fuqing City in the field of soybean commodity. Fulfilling the need for imported soybeans is important for Malang, because it is well-known for its many ‘Keripik Tempe’ producers or commonly called ‘IKM Tempe’, so that the potential for Fuqing imported soybean is important to be realized. The study used a qualitative descriptive method, and used the Paradiplomacy Concept and the Sister City Concept in explaining the cooperation between Malang City and Fuqing City. The results obtained were the cooperation between sister city Malang City and Fuqing City in the field of soybean commodity which ‘failed’ because soybeans from Fuqing were of lower quality than soybeans imported from United States and had large production losses, so that the IKM Tempe in Malang preferred to use imported United States soybeans and stopped the use of imported Fuqing soybeans. Until now, the two city governments have not been heard meeting to discuss this issue, which makes the city government as a sub-state actor not yet having a strong commitment to this cooperation.

Then, there was a mistake between the content of the policy and the implementation in the field. In addition, there is still a lack of awareness from the public to obey traffic regulations, especially parking and a lack of complete facilities where there are 2 areas that are at the center of congestion, namely Jl Soekarno Hatta and Jl. Mirror Stone Market. So this situation makes the people become a habit and low awareness in conducting parking arrangements in the city of Labuan Bajo. Therefore, through this research it is hoped that the Labuan Bajo City Government will increase the parking area in the shopping and market areas so as not to cause congestion. Street vendors are some of informal sector business actors who are directly related to city government policy. Illegal street vendors as one type of street vendors often get ill-treatment from the city government. It is because in running the business, street vendors occupy public space, such as sidewalks and shoulders, so they are disciplined. Through this phenomena, this study aimed to analyze (1) survival strategy done by street vendors and (2) reasons by street vendors in using public space as a place to trade. Those objectives were further described by employing qualitative descriptive method with data collection technique through interviews and observations. Once the data have been collected, they were analyzed qualitatively interactively. From the research results, it can be concluded. First, being a street vendor for low-level society is the only option and is the most viable way to sustain their lives. Some street vendors do survival strategy in order to meet the needs of everyday life. Second, street vendors use public spaces such as roadsides and sidewalks because (1) there are limitations which make them impossible to occupy locations with obligations to pay, (2) roads and sidewalks are strategic places to peddle merchandise; and (3) lack of attention from government to the needs and welfare of street vendors.
