This study aims to determine the improvement of the quality of village apparatus in order to strengthen the implementation of development in Ilotidea Village, Tilango District, Gorontalo Regency. The research method used qualitative descriptive method. Data obtained through interviews, observation and documentation. The sample used in this study were 25 respondents from the total population of 50 respondents. The results of the research show several findings are: First, the quality of village apparatus is still not optimal or still very need to be improved. Secondly, the ability, willingness and potential of the village apparatus and the impacts and approaches of governance and the implementation of development have not been maximized because human resources are still limited.

Construction of the mosque not only pay attention to the physical building, but also must be optimized pemakmurannya. Efforts to raise the quality of life can be achieved by improving the Human Resources (HR) to carry out economic and social activities based mosques. This paper discusses How do standards of living and the mosque's role in public life, and how the role of the mosque in the village of Wonosasi improve people's lives, District Tapango, Polman. This study uses qualitative descriptive method, since it attempts to find the mosque's role in improving the welfare of the ummah. Research is needed to understand the organization's activities (mosque) in accordance with the wishes and needs of society.

Based on preliminary studies in Air Saga Village, the problems faced by villages to form BUM Desa are lack of ability to map village potentials, it is difficulty to find human resources who will manage BUM Desa, lack of understanding to start establishing BUM Desa, and lack of ability to compile BUM Desa administration.  These problems must be addressed immediately by conducting research activities aimed at formulating management strategies for the formation of BUM Desa, especially in Air Saga Village. The research method uses qualitative methods with the following steps: (1) conducting observations to obtain information about the potential of the village, (2) conducting interviews with village heads and BPD, (3) conducting FGD. The collected data were analyzed using qualitative descriptive techniques. The results showed that an aggressive strategy is the right strategy to form a BUM Desa in Air Saga Village, Tanjungpandan District, Belitung Regency. The implementation of the strategy for establishing BUM Desa must involve village facilitators and be evaluated in each of its activities

The aimed of this study was to analyze the management of Boonpring Ecotourism by Village Owned Enterprises (BUMDes) in order to increase income of the village (PADes). This study uses a case study design with a qualitative descriptive method. Qualitative data obtained by conducting in depth interviews, observations and documentation. The informants in this study were the Head of village, the Head of BUMDes, staff and community. Data reduction, data presentation, trianggulation and conclusion are data analysis  used in this study. The results of the study stated that the management of Boonpring Ecotourism had been carried out well by the Village-Owned Enterprises (BUMDes) of Sanan Kerto in accordance with the cooperative, participatory, transparent, accountable, and sustainable principles. Good management of Boonpring Ecotourism is expected to increase Income of village in a sustainable manner by exploring the potential of villages through the tourism sector even though there are obstacles in the application of participatory principles, namely the quality of Human Resources (HR) that need to be trained.Keywords: Management Principles; tourismp; BUMDes; Income of Village. AbstrakTujuan dari penelitian ini adalah untuk menganalisis pengelolaan Ekowisata Boonpring oleh Badan Usaha Milik Desa (BUMDes) dalam rangka meningkatkan pendapatan desa (PADes). Penelitian ini menggunakan desain studi kasus dengan metode deskriptif kualitatif. Data kualitatif diperoleh dengan melakukan wawancara secara mendalam, observasi dan dokumentasi. Informan dalam penelitian ini adalah Kepala Desa, kepala BUMDes, karyawan, dan masyarakat. Reduksi data, penyajian data, trianggulasi dan penarikan kesimpulan merupakan analisis data yang digunakan dalam penelitian ini. Hasil penelitian menyatakan pengelolaan Ekowisata Boonpring sudah dilakukan dengan baik oleh Badan Usaha Milik Desa (BUMDes) Sanan kerto sesuai dengan prinsip kooperatif, partisipatif, emansipatif, transparan, akuntable, dan sustainable. Pengelolaan Ekowisata Boonpring yang baik diharapkan dapat meningkatkan Pendapatan Asli Desa secara berkelanjutan dengan menggali potensi desa melalui sektor pariwisata walaupun ada kendala dalam penerapan prinsip partisipatif yaitu kualitas Sumber Daya Manusia (SDM) yang perlu dilatih.Kata Kunci: Prinsip Pengelolaan, wisata, BUMDes, PADes.

Starting in 2010 the Government of Yogyakarta, according to regional regulation about parking and levy on the edge of public street parking. This policy expected to increase parking levy’s revenues, more secure services and convenient parking, and traffic flows smoothly. This research used qualitative descriptive method. This research analyzed qualitative indicators of quality of service: 1) tangible 2) reliability; 3) transaparant and 4) security. This research found that public street parking less well and yet according to the wishes of the community. This is because the layout of the parking spaces are not in place that interfere with the capacity of highways and disrupting the pedestrian capacity. Then the rates charged by parking operator which do not comply with official rates. Human resources of Transportastion Department that monitor directly into the field just a pick up that add up to 12 people to keep an eye on the parking lot 900 people outside the parking operators so ineffective, so that a parking lot of cheating.Keywords: Parking Service Quality, Parking Space, Lack of Human Resource.

The problems that often arise in village development are the low of welfare and quality of people’s life in the village; lack of desire of the stakeholders to accelerate the development itself; as well as village governance that requires adjustment to the mandate of Law Number 14 of 2014 concerning Villages. Therefore, village development needs to have proper planning and management, so the village can be developed properly. In this case, there is a need for sustainable planning and development that fit of planning and programs that have been prepared in order to optimize the potential of natural resources, human resources, and science and technology. By matching and combining the three components, it is hoped that these three aspects can run well. and can be sustainable. The method used in this research was descriptive qualitative research method. The expected objectives of this research were to find out the existing development programs in Sungai Kakap village, investigate what facilities are available there, and community empowerment programs implemented. It was also to find out the social changes that have occurred in Sungai Kakap village due to the development that occurred there.

<p><em>                         </em></p><p><em>The quality of human resources is very influential on the achievement of school vision and mission. Determination of the quality of human resources in schools can be known from the recruitment management of educators. Therefore the purpose of this study is to know the recruitment management of educators in SDN Sinduadi 1. The research method used is qualitative descriptive. The results show that schools perform the required job analysis, determine recruitment strategies such as announcement of new teacher vacancies within the internal scope and use appropriate sources, techniques and recruitment methods. Implementation of recruitment, this school never made an announcement in the mass media only dilingkup internal to the teacher staff. Selection is done by the principal by way of file selection and then followed by interview. After that, the principal decides who the teacher will receive. The conclusion of this research is the management of recruitment of educator at SDN Sinduadi 1 is still less coordinated.</em></p>

This study focuses on the issue of the formation of noble morals in MAN 2 Bandung City and MAN 2 Bandung Regency. This research uses a qualitative approach with a qualitative descriptive method. In this study, it discusses how the management system for the formation of noble morals in educational units, especially in MAN 2 Bandung City and MAN 2 Bandung Regency responds to new challenges in this era of globalization which have resulted in many decreases in the quality of human resources, especially related to embedded moral decadence. in students. Besides, it discusses various environmental influences that affect the implementation of the noble character formation program and various problems that arise from the noble character formation program along with the solutions to its solutions. This research shows that the managerial system for the formation of noble morals in the education unit has implemented management principles through the stages of planning, implementing, monitoring, and evaluating every noble character formation program with various advantages and limited resources. This stage is an effort to reduce the increasing level of moral decadence. The many influences and problems that arise are taken into consideration in formulating various strategies as solutions to these problems.

The Indonesian Nation is part of the world community that has to participate in realizing a good government to support in the competition in the current era of globalization. Ministerial Regulation No. 113 of 2014 on the management of village finances. As referred to in Article 5 of the Minister of Home Affairs Number 113 of 2014 on preparing and implementing polices on the management of the Village Revenue and Expenditure Budget. Budget revenue and village spending is one of the things that must be considered to realize good governance in the village. The purpose of this study is to find out whether the implementation of revenue and expenditure budget policies runs well in accordance with Ministerial Regulation number 113 of 2014, and any constraints faced in implementing the policy of the village income and expenditure budget. The method used is qualitative descriptive method that is analyzing how the implementation of Village Revenue and Expenditure budget policy from planning to accountability. The result of the research show that the implementation of Village Revenue and Expenditure Budget policy in Lowian Village is good enough and has been in accordance with Ministerial Regulation No. 113 Year 2014 on the management of village finances but the problem is on the external side where the trees are located next to the road and plots of land owned by citizens, as well as village officials who still do not really understand the technical reporting making. General Store is one of the important sections in Hotels that are included in accounting Deparment. The general store is a storage place for all operational items of the hotel. Each hotel makes its own eforts to keep the inventory of the hotel which will become the guest necessities. This research aims to know what eforts are made to maintain the quality of hotel operational goods through the role of general store section at The Phoenix Hotel Yogyakarta. Is in accordance with the standard or does not give special treatment to the operational goods (ignored). The research method used is qualitative descriptive method by collecting data through interview. Interviews were conducted with general store staf, cost control staf, and trainee of food beverage at The Phoenix Hotel Yogyakarta. The results of the research show that The Hotel Phoenix Yogyakarta made positive eforts that can reduce damage to goods stored in the general store and always ensure the goods that come to the guests in good condition, so that guests will feel satisfied.

This study examines the task of village heads in carrying out their duties in Aur Kuning Village, Kampar Kiri Hulu Subdistrict, as agreed in the Regulation of the Minister of State for Administrative Reform Number: 13 of 2009 concerning Guidelines for Improving the Quality of Public Services, Rights, Duties and Obligations of Village Heads in accordance with the provisions of Law Number 6 of 2014 concerning Villages. Article 26 The Village Head who organizes the Village Government, implements Village Development, Village community development, and empoweres the Village community. The design of this study uses a qualitative descriptive method that will discuss and review secondary data related to documents relating to the Village Head in the Task Process in Aur Kuning Village, Kampar Kiri Hulu Subdistrict. In addition, so that the research objectives can involve researchers also using primary data as a result of interviews with research informants, namely: Village Chief Aur Kuning, Secretary of Desa Aur Kuning, Village Staff of Aur Kuning and Community of Desa Aur Kuning. The Village Head in Aur Kuning Village, Kampar Kiri District has been effective in the context of development. His job was as the head of Aur Kuning Village, Kampar Kiri District
