Abstract. The purpose of the work is to justify the impact of potential changes in the concept of territorial management and organizational mechanisms for regulating socio-economic processes arising from the Strategy for Spatial Development of Russia for the period up to 2025 on the prospects for the functioning of rural territories. Methodology and methods. In the course of research based on the dialectical method of cognition, systemic and evolutionary approaches, general scientific methods (analysis and synthesis, induction and deduction) and special methods (comparative-historical, expert and abstract-logical) were used; official information sources were analysed: legislative acts of the Russian Federation and regulatory legal documents of the Government of Russia; materials from Rosstat and a number of analytical research centres; studied the works of Russian and foreign scientists on spatial development. Results. Based on the application of the provisions of general economic theory, theories of economic zoning and interregional economic interaction, new theories and concepts of regional development, the current state and possible prospects for increasing the participation of rural territories in interregional and interstate economic cooperation, improving their infrastructure support were studied; justified options for more active involvement of rural populations in economic and entrepreneurial activities. Scientific novelty consists in considering the potential opportunities and relevant directions of rural development in order to increase their contribution to overall economic growth; systematization of organizational and economic measures of state regulation (including the most acceptable methods and tools for modern dynamically changing internal and external conditions), and preparation of recommendations for competent authorities at the regional and municipal levels, the practical use of which will create the basis for improving the financial and economic management mechanism spatial development.

The historical analysis of the development of national forms of economy has been carried out. It has been determined that the most economically advantageous for society, vital, rational, socio-ecological-economic forms of economy are peasant economies and farms. The methodological basis of the study as to the identification of rational and effective forms of economy are general scientific methods, including methods of historical analysis, generalization, comparison, analysis and synthesis, methods of expert evaluation, graphical method. In the course of the research, the methods of historical analysis, generalization, analysis and synthesis were used in carrying out a retrospective analysis, in particular the research of scientific opinion on the effectiveness of such forms of economy as peasants and farms and the impact of land reform on their development; the method of expert evaluation in the survey of peasants and representatives from the administration of Radomyshl region of Zhytomyr oblast to determine their opinion – how the land reform will affect on the development of peasants and farms; graphical method for constructing tables and graphs. The study of the world experience in agriculture confirmed that the development of the farm model as a priority model of economy in agriculture is possible only with the active support of a state, as an institution that regulates land use through administrative and economic measures and provides legislation through limitation of purchase of land and the potential withdrawal of this land from agricultural circulation, and also involves the implementation of targeted programs through the financing of individual activity. An important function of state regulation is the conservation of the agricultural land fund. In developed countries, there are some restrictions on the land market to prevent latifundia. It is substantiated that in the course of land reform, the agrarian policy should be focused on preventing the creation of latifundia with large land tenure, as well as on the support, protection and development of peasant economies and farms as viable forms.

The purpose of the research is to identify the main trends and also a model for businesses during COVID-19 pandemic. We focuse on the study of the results of state regulation of business under pandemic conditions and the related global economic crisis. The impact of a number of anti-crisis measures implemented by the Government to support small and medium businesses is studied. The problems of development and survival of enterprises in a down economy are identified and the solutions are suggested. The measures taken by the government to prevent wave of bankruptcies during the pandemic are analyzed. The scenario problems facing the business in the context of COVID-19 crisis are identified. In addition to examining the effect of COVID-19 on small and medium-sized businesses, this article also suggests operational steps to overcome this critical situation.

Events associated with growing suburbanisation and transport infrastructure lead to changes in the use of rural land reaching further and further from the central city. The present research focuses on the impact of the location of the municipality of Skawina and the functioning of its rural areas in the impact zone of Kraków. The first step to determine the transformations in the municipality of Skawina caused by the growth of Kraków and its suburban zone was to investigate the internal conditions in the municipality, such as its spatial development or functional structure, and external conditions such as its demographic transformations. Next, the development of the settlement structure in recent years and land management changes were investigated. The paper focuses on the introduction of typical urban features and functions into rural areas to identify the transformations and their dynamics. The status of the space was diagnosed by interpreting the map documentation for the administrative boundaries of the municipality of Skawina, regarding the presentation of the spatial development in 2006 and in 2014 to 2016, by verifying the existing planning documentation, and by visiting the site. The conclusions can be the basis for guidelines to protect the traditional rural and cultural landscape near Kraków.

Abstract: There are many factors behind why Indonesian people do not like literature, so the impact is the lack of interest in reading in Indonesia, especially in rural areas. Introducing the library as a means of information which is an absolute necessity of the community in the information age needs to be done. Awareness of the importance of this library should be fostered since childhood, therefore the thing that needs to be done is to provide adequate facilities / good for children's libraries. But before moving in that direction, the children's soul must be understood and what kind of information is needed by the children. Therefore it is necessary for the active involvement of various parties such as parents, teachers and the government to foster interest in reading early on by introducing the library early on. However, it is difficult to expect children and adolescents to come to the library without any precise effort and resources pull from the library itself. The lack of attention to the elements intended to extend the reading interest of Indonesian people, especially for people in rural areas.Keywords: Library, Early ChildhoodAbstrak : Banyak faktor yang melatarbelakangi mengapa masyarakat Indonesia kurang suka ke pustaka, maka dampaknya adalah kurangnya minat baca di Indonesia khusus lagi bagian pedesaan. Memperkenalkan  perpustakaan sebagai salah satu sarana informasi yang merupakan kebutuhan mutlak masyarakat dalam era informasi perlu dilakukan. Kesadaran akan pentingnya perpustakaan ini memang sebaiknya dipupuk sejak kecil, oleh karena itu hal yang perlu dilakukan adalah menyediakan fasilitas yang memadai/baik untuk perpustakaan anak-anak. Akan tetapi sebelum melangkah ke arah itu, harus pula dipahami jiwa anak-anak tersebut dan informasi yang seperti apa yang dibutuhkan oleh anak-anak. Oleh karena itu perlu adanya keterlibatan secara aktif dari berbagai pihak seperti orangtua, guru dan pemerintah untuk menumbuhkan minat baca sejak dini dengan memperkenalkan perpustakaan sejak dini.Akan tetapi, sulit mengharapkan anak-anak dan remaja untuk datang ke perpustakaan tanpa ada upaya yang jitu dan daya tarik dari perpustakaan itu sendiri. Kurangnya perhatian elemen-elemen  yang dimaksudkan memperpanjang daya minat baca masyarakat Indonesia, khusus bagi masyarakat yang ada di pedesaan.Kata kunci : Perpustakaan, Anak Usia Dini

Studies were conducted to determine the impact of structural factors on the profitability of agricultural production in the Altai Krai. It was revealed that the largest amplitude of structural fluctuations per unit of specific weight of production was observed for the products of sheep, beet, beekeeping, pig breeding. The decrease in the size of production in sheep farming is associated with the liquidation of unprofitable activities, in pig farming – with the bankruptcy of credited pig complexes. The influence of structural and qualitative indicators on the profitability of agricultural enterprises in the whole region and its natural and economic zones is shown. The directions of formation of the mechanism of balanced (proportional) development of agriculture related to the need to improve state regulation of agricultural development, the mechanism of adaptation of commodity producers to changes in external conditions are summarized.

This paper analyses the effects of privatisation and deregulation of the Dar es Salaam transport system. It starts with an account of the decline of the government-owned transport company and the first opening of the market to private buses in 1983. The analysis then moves to the progressive deregulation of the sector and its impact on transport supply. Competition between private operators in the oversupplied market manifests itself in non-compliance with safety rules, and inefficiencies in the fare structures. Labour relations with the private sector are then examined to illustrate the logic of the market. The results of a questionnaire answered by 668 workers suggest that the reaction of casual workers to exploitative conditions of employment characterises many aspects of the operation of the transport system. The impact of deregulation is therefore most clearly to be seen in the nature of labour relations within the sector, and it is argued that there is a need for state regulation to monitor and enforce conditions of employment within the private sector if service provision is to be improved.

Purpose This paper aims to explore an alternative approach to regulation for addressing governance problems relating to director and executive remuneration in publicly listed firms. The author investigates the development of hybrid regulatory framework, composed of state regulation and self-regulation, for remuneration governance in Australia. Design/methodology/approach The synthesis of constructs borrowed from agency and institutional theories and its contextual analysis examines the effectiveness of formal (state regulation) and informal (self-regulation) institutions for the development of a hybrid of regulation. Thereafter, the author examines the impact of hybrid regulation on remuneration disclosure behavior in Australia. Findings The author finds that improvement in disclosure is primarily driven by the establishment of remuneration committees and separate role of chief executive officer (CEO) and chairperson but weakened by the presence of CEO at remuneration committee and presence of remuneration consultant. Originality/value Global crises have called for greater transparency and protection of investors through state regulation alone. However, corporate governance, being a social practice that is shaped by diverse interests, calls for a holistic approach. A useful contribution of this study is that through an in-depth examination into the stages and actors of the government interventions involving the balancing of tension between conflicting forces, it provides insights for developing an effective regulatory hybrid which has greater acceptance for corporate governance. In conclusion, it implies the significance of priming the social arena through active engagement of diverse market forces prior to introducing state regulation.

Purpose The purpose of this paper is to discuss the transnational entrepreneurial activities of Colombian emigrants to the USA in the context of the Colombian government’s policies and initiatives aimed at encouraging and facilitating emigrants’ transnational entrepreneurship. It examines the profile of Colombian emigrants, the entrepreneurial transnational activities they pursue and the actual and potential role of the government in instigating and shaping these activities. Design/methodology/approach The paper analyzes data obtained from focus groups with migrant families and interviews with governmental officials and an expert researcher. It also evaluates secondary data sources relevant to the subject of the paper. Findings The impact of transnational activities of Colombian migrants upon Colombian economy and society is much lower compared with the activities of migrants in other countries and with the potential these activities could have for contributing to the economic development of Colombia. Possible causes of this include: the specific characteristics of the Colombian emigrant and entrepreneur profile, the fragmentation of transnational networks of the migrants and the lack of governmental strategies to support the development of transnational activities of migrants. Originality/value The paper contributes to the debates on emigrant–state relation through offering an analysis of migrant entrepreneurship, technology and knowledge transfer and investment activities of Colombian emigrants in the home country. It also provides recommendations for policy action and concrete government programs that might encourage greater involvement of Colombian migrants in high value-adding activities that could benefit the country’s development.

For mankind, war always brings heavy devastation to people and property. In general, pandemic diseases are a factor causing mass death and much greater socio-economic devastation than war. Updating current news and analysis and synthesis initially shows that globalization has made the Covid-19 pandemic spread rapidly worldwide, unprecedented in history. At the same time, the Covid-19 pandemic had a strong impact on people's lives. This study aims to project the impact scenarios of the Covid-19 pandemic on the Vietnamese economy and provide some policy recommendations to limit negative economic impacts. The results of the study indicate that: (i) Q2 GDP growth of Vietnam is forecast to be around 2.0% over the same period and will even decline if a bad scenario occurs; (ii) If the pandemic is prolonged, the impact on the economy in general and the business sector, in particular, will be very serious. We recommend the government build a variety of economic policy scenarios ranging from short (support) to long term (rescue) to cope with the pandemic situation in Vietnam and other countries worldwide. The proposed policy solutions need to consider the delay in the issuance and implementation process to ensure timeliness and efficiency.
