Abstract. Within the framework of a set of measures for the implementation of the national project on small and medium-sized enterprises and support for individual entrepreneurial initiative in accordance with the Decree of the President of the Russian Federation on national goals and strategic development tasks, the importance of involving citizens in independent production activities is reflected. In this regard, Federal Law No. 422-FL of 27 November 2018 (hereinafter referred to as the Law) initiated a tax experiment to establish a new special tax regime “Tax on Professional Income” (hereinafter referred to as the TPI). The purpose of the study is to determine the economic impact of the new tool on the involvement in economic turnover of such a form of self-employment in rural areas as personal subsidiary farms of citizens. Tasks: 1) using the deductive method of theoretical research to analyze the effect of the experiment on the application of the new special tax regime on the territory of Russia; 2) to consider in practical situations the options for applying the TPI for self-employed citizens; 3) systematize data on the calculation of naps in the form of a model that has theoretical and practical significance for the involvement of private subsidiary farms (hereinafter referred to as PSF) in an organized market. Research methods: deduction, axiomatic, analysis, synthesis, comparison, experiment, measurement. The scientific novelty and results is that according to the Law, a new target group is allocated – self-employed citizens who indicate services in different fields of activity. In agriculture, it is also necessary to direct the activities of PSF that sell their own products to an organized market. Results. In order to help improve financial literacy with the support of self-employed entrepreneurs, a comparative analysis of deductions for the calculation of professional income tax was conducted. Algorithms for calculating naps have been developed, which are the basis for considering practical situations. A model has been compiled that systematizes the procedure for applying the TPI for self-employed citizens.

The purpose of the article is to analyze the future state of legal issues connected to the use of digital assets after the adoption of the Federal Law “On digital financial assets, digital currency...” in the Russian Federation. Results: The main areas of application are highlighted for digital financial assets in the form of shares on blockchain and digital bills of exchange. The authors conclude that the new Law introduces significant restrictions, but at the same time opens up certain opportunities for business development in operations with digital financial assets. It is seen that the terminology used in the Law does not always correspond to the concepts and standards established in international legal and business practice. Practical significance: Recommendations made in this article may be useful in practice for the exchange operator of digital financial assets, the operator of the information system, and other subjects working in the innovative infrastructure when planning activities in the field of regulation of the Law and in dealing directly with digital financial assets. To harmonize activities with digital financial assets, the legislator and the regulator, represented by the Bank of Russia, can also use the practice-oriented approaches described by the authors.

La vinculación entre la familia y la escuela es esencial para la educación de los estudiantes de cualquier institución educativa. Entre sus funciones más importantes se ubica, la prevención de las posibles conductas desviadas en el ámbito escolar. El presente estudio aborda el comportamiento de la función prevención y solución de problemas de la orientación familiar, desde el análisis de riesgo; al caracterizar su estado actual y proponer una estrategia para el perfeccionamiento de la orientación familiar, para ello se utilizaron fundamentalmente métodos teóricos de investigación como el método hipotético deductivo, la abstracción científica, el método comparativo, el enfoque sistémico estructural funcional y en calidad de complemento, el diagnóstico. Ellos permitieron arribar a los resultados que presentamos, el estudio es descriptivo y causal. Específicamente el análisis toma como estudio de caso las familias de los estudiantes de la unidad educativa “Cecilia Velázquez Murillo” de la ciudad de Jipijapa en el Ecuador. Among its most important functions is the prevention of possible deviant behaviors in the school environment. The present study addresses the behavior of the prevention and problem solving function of family counseling, from the risk analysis; by characterizing their current state and proposing a strategy for the improvement of family orientation, fundamentally theoretical research methods such as the hypothetical deductive method, scientific abstraction, the comparative method, the functional structural systemic approach and as a complement were used., the diagnosis. They allowed us to arrive at the results we present, the study is descriptive and causal. Specifically, the analysis takes as case study the families of the students of the educational unit "Cecilia Velázquez Murillo" of the city of Jipijapa in Ecuador. The subject of this article is the problems of the nature, essence and purpose of prosecutorial activity. The purpose of the article is to study and justify the role of the human rights function in prosecutorial activities in the concept of a modern legal state. At the heart of prosecutorial activity is the implementation of the main function of the Prosecutor’s office – its rights and freedoms, their protection. This means that any type (branch) of Prosecutor's supervision is permeated with human rights content in relation to a citizen, society, or the state. This is confirmed by the fact that the Federal law “On the Prosecutor's office of the Russian Federation” establishes an independent type of Prosecutor's supervision-supervision over the observance of human and civil rights and freedoms. It is argued that the legislation enshrines the human rights activities of the Prosecutor's office as its most important function. It is proposed to add this to the Law “On the Prosecutor's office of the Russian Federation”.

Rwanda’s Land Policy Reform promotes agri-business and encourages self-employment. This paper aims to analyze the situation from a self-employment perspective when dealing with expropriation risk in rural areas. In this study, we conducted a structured survey addressed to 63 domestic units, complemented by focus groups of 47 participants from Kimonyi Sector. The binary logistic regression analysis revealed that having job alternatives, men heading domestic units, literacy skills in English, and owning land lease certificates (p < 0.05) are positively and significantly related to awareness of land expropriation risk. The decision of the head of the domestic unit to practice the main activity under self-employment status is positively influenced by owning a land lease certificate, number of plots, and French skills, while skills in English and a domestic unit’s size have a positive and significant influence on involvement in a second activity as self-employed. Information on expropriation risk has no significant effect on self-employment. The domestic unit survey revealed that 34.9% of the heads of domestic units only have one job, 47.6% have at least two jobs in their everyday life, 12.7% have a minimum of three jobs, and 4.8% are inactive. The focus group synthesis exposed the limits to self-employment ability and facilities.

This paper aims to identify effective mechanisms for government poverty alleviation measures based on the livelihood sustainability of farm households in Southern Shaanxi province, China. The paper utilizes data from 414 farm households, collected through field observations and in-depth interviews in 24 rural communes in Qinba Mountain Area of Shaanxi province, China. Using theoretical research methods and employing the sustainable livelihood approach (SLA) framework, this paper analyzes poverty alleviation measures as well as the impact of varied capital availability on sustainable livelihood. The study shows that developing local industries and governmental financial support improve the sustainable livelihood of farmers and eradicate absolute poverty. The findings of this study further indicate that there is a positive correlation between poverty alleviation measures and natural and social capital for sustainable livelihood. The paper provides empirical and quantitative evidence on alleviation of poverty, and the findings will help improve the sustainability of livelihood capability of farming households. This study suggests impactful approaches to stabilizing mechanisms for poverty alleviation in rural areas over the longer term.

The purpose of the article is to make conceptual assessments of the implementation of the principles of inclusive rural areas development with the participation of agroholding integrated formations. Research methods. In the course of the research a number of general scientific and special methods were used, in particular: system-structural analysis and synthesis as the main methodological tool (in the analysis of directions of social responsibility and inclusive development of agroholding integrated formations); monographic (in determining the essence and methodological assessment of the role of agroholding integrated formations as integrated structures in the inclusive development of Ukraine's economy); extrapolations (with substantiation of potential and possibilities of strengthening of inclusive orientation in development of agroholding integrated formations for the future). Research results. The methodological context of inclusiveness in the effects of management in the agricultural sector of the economy in the formation of the concept of sustainability is outlined. Institutional and organizational-economic characteristics are revealed and priority roles of agroholding integrated formations in realization of principles of inclusive development of rural territories are identified. The emphasis on the direction of development of agroholding integrated formations on realization of projects of socially responsible management which will consider features of development of rural territories is defined as effective and methodically expedient. Emergence of microfinance facilities has raised self-employment opportunities for the disadvantaged group. There are many small and micro entrepreneurs who have started their business with funding support from microfinance agencies. Though this increased funding resource has increased the number of businesses that are started by entrepreneurs in rural areas, another important fact is that all these new businesses are not necessarily successful. In Malwa region of Madhya Pradesh (MP), only 20 per cent of businesses funded by microfinance agencies are profitable. There are multiple reasons behind this lack of success of microenterprises. There are paucity of information in selection of right opportunity, absence of technical assistance, lack of business knowledge and marketing and finance skills, which are few of them. This is an alarming sign for funding agencies as higher failure rate of microenterprises bound to jeopardize, the sustainability of the microfinance in long term and retard the development of region. This research conducted on microenterprises of Malwa region of MP tries to identify the specific training needs of microfinance clients. Further, this research tries to evaluate empirically what are the potential and sustainable microbusiness opportunities, which can be started and run by people of disadvantage groups. Empirical findings through a survey designed on a sample of 54 microenterprises of eight villages of Malwa region show that any microbusiness having higher ratio of working capital to fixed capital investment are successful in Malwa region. Also, it is found that the most important training need of these enterprises is in the field of ‘managing finance’ for small business.

As per rules, the Savings practice of Government salaried people is mandatory up to a stipulated amount of monthly salary. According to GPF, EPF and NPS Rules, a predetermined amount is deducted by the employer at source for the future wellbeing of the concerned employee and invest to GPF, EPF, NPS, etc. In addition to these mandatory savings, employees can save their money to other savings instruments according to their capability and other conditions. As most of the government employees in Unakoti district of Tripura are working with small designations and salaries, they are not able to save more in addition to mandatory savings. Fixed Pay Employee (FPE), Contract Base Worker (CBW), Per Time Worker (PTW), Monthly Pay Worker (MPW), Daily Rate Worker (DRW) are the working conditions where employees get less amount of salary in comparison to regular employees. Under these conditions, their savings rate is also low in comparison to other employees. Other Sources of income, spouse job, dependency ratio, age, literacy level, educational qualification and availability of savings instruments nearby employees are an important aspect for better understanding of savings improvement in the District. The present study entitled “Savings behavior of Government Salaried People in Unakoti District of Tripura” is an empirical study based on primary data and secondary data. The study reveals that the savings rate of salaried people in Unakoti District of Tripura is growing slowly. Financial literacy, reduction of dependency ratio by employment generation programs, Massive awareness program and availability of savings instruments in the rural areas may make a vigorous savings environment in Unakoti District of Tripura.
