Increased trade and economic cooperation between countries includes inter-state agreements on trade facilitation and the promotion of a wide range of cooperation. In the face of current global challenges, cooperation among countries is taking, inter alia, forms of integration processes, significantly transforming the established system of foreign economic relations and including in the agenda issues that are outside the traditional economic discourse. The environmental dimension of economic policy has become one of the cornerstones in determining conformity with the best international practices of trade policy and its incorporation into the rules of economic spaces. The inclusion of Ukraine in the European Single Economic Area under the Association Agreement and the introduction of the European Green Deal require a review of the environmental aspects of trade policy. Addressing this issue demands, inter alia, the development of incentives for green export flows in the context of integration processes. The aim of the article is to define the determinative the role of environmental factors in the formulation of policies to promote green exports in the context of European integration. The formation of economic systems based on the principles of sustainable development has generated a list of risks and challenges that have influenced national governments and the global community to rethink traditional frameworks and incentives, transforming structural and sectoral policies and programmes. In the face of increasing environmental concerns and their impact on the quality of future generations life, the implementation of the European Green Deal could potentially serve as a model for emulation and implementation in the partner countries of the European Union, including Ukraine through close socio-economic and political inter-state relations. One of the biggest challenges for the national economy is the timely and adaptive introduction of appropriate long-term economic policies that will increase the competitiveness of green goods and services in the European market. Further research should focus on the development of enabling measures and tools to support the technological upgrading of environmental exporters and the removal of barriers to increase their presence in new markets.

The article describes the peculiarities of the formation and implementation of state policy for the development of various branches and spheres in the context of European integration of Ukraine. The degree of effectiveness of the Association Agreement between Ukraine and the European Union in various branches and spheres has been determined. The problematic aspects and contradictions of the state policy of development of various branches and spheres in the context of the implementation of the Association Agreement are highlighted. The ways of transformation of the state policy of development of various branches and spheres in the conditions of European integration of Ukraine are determined.

This article presents important steps and achievements accomplished by the Republic of Moldova towards integration, by analysing its collaboration with the European Union.  The development of relations with the EU is the priority goal that Moldova strives for, which means not only economic, but also political and cultural integration.  The first steps of the Republic of Moldova towards the EU were encouraging.  After years of isolation, this process was difficult and required a lot of efforts.  This is due to many reasons, the most important of which are Russia's political and economic pressure, theunresolved issue in Transnistria, the ideological and geopolitical schisms of the population, some of which see their future with Russia, and the other part with Europe.  Despite the existing problems, cooperation with the EU has yielded tangible results: the EU-Moldova Association Agreement has been signed, the visa regime has been abolished and financial support for the socioeconomic and public sectors is provided.  Moldova, for its part, is making great efforts to form a single political, economic and cultural educational space with the EU, which supports its efforts in the process of European integration.  Its speed and success largely depend on the country itself, its economic and political development.  A strong statepolicymaking aimed at strengthening reforms and stimulating the transition to a market economy in accordance with the international principles is inherent in the future development of Moldova. The article is devoted to the research of the latest approaches to providing of environmental management in Ukraine on the way to European integration. Based on the research, the necessity of introducing new approaches to providing of environmental management in Ukraine as one of the most important directions of European integration processes in Ukraine as a whole has been substantiated. The ways of improvement of separate directions of ecological management are offered, which are considered in the article through the prism of separate functions of ecological management and are considered innovative, in particular, for Ukraine. The European aspirations of Ukraine in the environmental sphere have been argued by the norms of the recently adopted Association Agreement between Ukraine, on the one hand, and the European Union, the European Atomic Energy Community and their member states, on the other. The prospective directions of introduction of the mentioned approaches in the modern practice of public administration of Ukraine, given the high environmental risks and threats faced by the entire world community, are indicated. Keywords: environmental management, public management of the environmental sphere, new approaches to providing of environmental management, eurointegration, European integration processes in the environmental sphere.

Abstract. The article deals with the wide range of mechanisms in support of civil society institutions–government interaction in the context of developing and implementing European integration reforms in Ukraine. The authors identified 6 strategic documents and 20 areas of reform related to the process of European integration, as well as the key issues concerning implementation of the Association Agreement between Ukraine and the EU. The authors conclude that positive trends are visible in recent decades in the institutional development of Ukrainian civil society, which has become a driving force of the country’s European integration aspirations. In this setting, civil society institutions (CSIs) work with government agencies, engage in informal advocacy, conduct monitoring policies, perform and publish policy analysis and recommendations, and work with and lobby international agencies and other actors.

The shadow economy has been an integral part of society since the beginning of economic relations. With each stage of society’s development, it becomes an increasing problem and has more and more destructive consequences. Shadow processes pose a significant threat to the national economy of Ukraine. Besides, this problem is a marker of unresolved issues in the marketplace and its governance structure, as each question has its cause. That is why addressing the shadow economy is such an essential step in improving the country’s economic situation in difficult times of crisis. It is clear that the complete overcoming of shadowing processes is a perfect idea, but still, control over this phenomenon must be of high quality. The primary purpose of the study is to highlight the main factors of shadowing for the active form of tools to combat the shadow economy. During the review of the material, a causal relationship was structured and identified by the topic, and a method for normalizing the shadow economy was developed. It has been found that the shadow economy is the result, a specific socio-economic response to incorrect economic policies. It is also established that the tax burden is one of the leading factors in the transition of part of the company’s activities into the shadows. Improper distribution of the tax burden significantly reduces the competitiveness of small and medium-sized businesses in the goods and services market. It is also concluded that the shadow economy is a particular shock absorber of social inequality, namely the large gap between the poor and the wealthy. Hence, the shadow economy provides lower-priced goods that are more affordable for the poor. It has also been found that corruption also plays a massive role in this issue. It provokes the shadow economy as an effect on social and legal inequality and often the inability of the enterprise to survive without ties to the administrative apparatus. The shadow economy is a reaction to imperfect antitrust policies, where small businesses are less competitive and often cannot enter the market at all. Methods for stabilizing the level of the country’s shadow economy have also been developed and proposed.

Key words: trademark, series of signs, dominant element, originality, resolution The article, based on the analysis of the doctrine of intellectual property law,legislation of Ukraine, law enforcement practice, examines the state and prospects ofproviding legal protection of a series of trademarks. To overcome the existing gap inthe legislation of Ukraine, the need to amend the Law of Ukraine «On Protection ofRights to Marks for Goods and Services» is justified. It is proposed to define «a seriesof marks as a set of trademarks belonging to one owner of interdependent rights, interconnected by the presence of the same dominant verbal, figurative or combined element,having phonetic and semantic similarity, and may also bear minor graphic differencesthat do not change the essence of the trademarks. The lack of definition ofthe term «dominant element» in the legislation is emphasized. Based on the provisionsof the philosophy and doctrine of intellectual property law, the dominant elementmeans the smallest indivisible component of the trademark, which is originaland not descriptive. Based on this, its main features are distinguished: originalityand indivisibility.It is proved that the same position of the dominant element in the structure of allsigns is necessary to create a stable image of consumers in relation to a particularproduct and its manufacturer. Examples of court decisions on recognition or refusal toprovide legal protection to trademarks are given.In the context of reforming the legislation of Ukraine in terms of its approximation toEU legislation and the development of relevant case law, which must meet Europeanstandards, the expediency of using the legal positions of such a leading democratic courtas the European Court of Justice is justified. Attention is drawn to the fact that the decisionof the ECJ is not a source of law for resolving disputes of this category by the courtsof Ukraine. At the same time, they are a source of harmonious interpretation of the nationallegislation of Ukraine in accordance with the established standards of the legalsystem of the European Union. It is proved that this conclusion is consistent with thepurpose and objectives to be solved in the country in the process of implementing the provisionsof the Association Agreement in the legislation of Ukraine. Proposals are formulatedto improve the quality of legislation in the field of IP law.

Traditionally the phenomenon of the European integration towards South East Europe is regarded starting from the XXI century. The explanation for such a periodization are resolution of the open conflicts on the territory of the former Yugoslavia and implementation of the complex EU strategy for the region. Starting point of the majority of researches is the year of 2003 when the EU Agenda for the Western Balkans was started in Thessaloniki. The topic of EEC-Yugoslavia relations, SFRY having been first socialist country to institutionalize its trade and economic relations with Brussels, are unfairly ignored in domestic and foreign scientific literature. It is regarded solely as a chronological period of trade agreements. Nevertheless, this issue is of fundamental importance for understanding the current neighborhood of the European Union. The main thesis the author proves is that in the 1960s and 1980s as it is the case nowadays, the main imperative of Brussels' policy towards the Balkans was to prevent Moscow from increasing its influence. This led to the formation of a very specific format of relations with Belgrade and was one of the reasons why the economic crisis in Yugoslavia became extreme and its economy irreformable. In addition, at a later and structurally much more complicated stage of relations between the countries of the former Yugoslavia and the European Union the specificity and main components of relations of the Cold War period did not fundamentally change. As for the policy of so-called containment of the external actors one could see that besides Moscow, we can speak about similar attitude of the EU towards China. It makes it possible to consider the EU policy towards the countries of the former Yugoslavia in the paradigm of neoclassical realism, rather than in the paradigm of traditional liberal European integration approaches which allows us to unite neorealists elements with the specifics of internal processes, including the modernization of institutes, relations between society and state, types of political leadership.

On the basis of a wide range of documents from the European Union and Czech Republic, the article analyses preconditions, main stage and consequences of the integration with the EU, the features of the Czech integration model, its legislative basis and institutional mechanism. The author emphasizes that the transition into a full-fledge EU member in May 2004 was the result of a long, complicated and painful process of the «European Come Back», which started in the early 1990’s and allowed the state’s government to solve a number of problems. In particular, the author argues that the Czech government managed to have improved the macroeconomic situation, to accelerate structural reforms and to adapt the national legislation to the EU legislative system. The Czech experience proves that the EU membership may have both advantages and disadvantages. The article draws special attention to the results and consequences of the Czech EU membership. Numerous facts provided in the paper allow to evaluate the state’s gains from the integration processes and to emphasize the key trends, main challenges and new opportunities for the country. Last but not least, the article studies the causes of multivariance and discrepancy of the European integration prospects, the low level of trust among the Czechs towards the EU, stable strengthening of European skepticism, the factors that had an impact on the results of the last parliamentary and presidential elections of 2017 and 2018 respectively.

This research analyses the economic policies peculiarities of the “historical right” governments of the Kingdom of Italy from the first stage of the unification of this country into a single nation state and rise of the “historical right” governments to power till the transfer of power to the “historical left”. It also specifies the main directions of economic reforms in a certain period of time and their impact on the further development of the state. The research establishes that the liberal economic model for country’s development chosen by its leadership at the very beginning allowed to quickly create the domestic market of goods and services, establish fruitful foreign economic relations with the greatest economic powers of that time and attract foreign investments into the Kingdom, promoting the development of the Kingdom’s agricultural sector and accumulating a substantial capital within the country. However, given the significant economic backwardness of the states of the Apennine peninsula before the unification and the actual abolition of customs barriers in trade with more powerful European countries after 1861, it had a negative impact on the country’s weak industry and deepened the distortion of development along the north-south line. The undeniable achievement of the "historical right" governments in the fiscal policy was the overcoming of the huge deficit of the state budget before 1876.

Este artigo tem como objetivo investigar em que medida a política comercial brasileira esteve permeável às pressões domésticas exercidas pela Coalizão Empresarial Brasileira - CEB ao longo das negociações comerciais entre o Mercosul e a União Europeia. Sustenta-se a hipótese de que a participação desse grupo esteve condicionada à sua contribuição técnica, enquanto sua influência política foi limitada pela autonomia decisória do Ministério das Relações Exteriores. Para testar essa hipótese, foram analisadas 83 propostas presentes em documento publicado pela CEB, classificadas em técnicas ou “posicionais” e comparadas com o resultado do acordo, disponibilizado pelo Itamaraty. Os resultados apontam para alto grau de permeabilidade de propostas técnicas (X=0,75), frente ao baixo grau de permeabilidade de propostas “posicionais” (X=0,38). No entanto, para inferir sobre a relação desse resultado com a autonomia decisória do Ministério das Relações Exteriores, seria necessário um aprofundamento da investigação por meio de métodos qualitativos como o process tracing. Palavras-chave: Participação empresarial; permeabilidade; política comercial.ABSTRACT This article aims to investigate the extent to which Brazilian trade policy was permeable to domestic pressures conducted by the Brazilian Business Coalition - CEB during trade negotiations between Mercosur and the European Union. The hypothesis holds that this group's participation was conditioned to its technical contribution, while its political influence was limited by the decision-making autonomy of the Ministry of Foreign Affairs. To test this hypothesis, 83 proposals present in a document published by CEB were classified as technical or “positional” and compared with the result of the agreement, published by Itamaraty. The results point to a high degree of permeability of technical proposals (X = 0.75), compared to the low degree of “positional” proposals (X = 0.38).
