The main principles and conditions of structural reform in the industry have been formulated. The main models of management of the railway complex, principles and features of the organization of suburban railway communication in different countries have been characterized. Statistical data on suburban rail transport on the infrastructure of JSC «Russian Railways», confirming their importance and significance for the Russian Federation, have been adduced. The economic results of the activity of domestic suburban passenger companies have been considered. The shortcomings of the existing methodology for assessing the financial condition of suburban passenger companies have been indicated. The proposals to improve the current methods of calculations taking into account the conditions of prospective development of companies have been given. The scheme of scientific and methodical approach to the analysis of economic condition of the suburban passenger companies, including set of procedures of calculated and analytical character, has been offered.

Over the last few years, there has been a clear increase in interest in rail transport among local authorities, especially the agglomeration rail. A particular emphasis in this respect is being observed in large agglomerations and the surrounding suburban areas, where transport problems are becoming increasingly frequent. The fact that the number of passengers of agglomeration and regional railways in Poland is growing gives a positive overtone to the issue in question. The project of creating a system of Suburban Rail in the Podkarpackie Voivodeship is to significantly affect the development of the region. A reduction in commute time, the improvement of the transport offer and the increase in the accessibility to rail transport in Rzeszów area and thus the improvement of mobility of the society are some of the advantages of the investment. The project will encompass municipalities located within railway lines running from Dębica to Przeworsk and from Kolbuszowa to Strzyżów. The aim of the article is to present general assumptions of the project and to estimate the benefits resulting from the project for the region and its inhabitants. The research methodology and data sources consist mainly of an analysis of the documents concerning the Feasibility Study for the project The Construction of Suburban Rail obtained from the Marshal's Office in Rzeszów, with particular emphasis on Stage II - A marketing analysis of investment variants and Stage III – A technical analysis of all investment variants of the project together with cost estimation. The basis of the study also included research of the subject literature and interviews with the people responsible for project implementation. Keywords: Suburban Rail; regional development; railway transport; Podkarpackie voivodeship

The problems and the tasks of land provision for construction of transport facilities which are recognized as «public need» are analyzed in the article. The study also illustrates the peculiarities of Ukraine in the development of transport and the importance of road and rail transport for the economy. The specifics of the construction of road and railway transport objects consist of their large lengths and the need for a huge number of land plots of private property to be bought. In the article, the method construction of transport facilities with land compulsory purchase is proposed. This method is based on the generalized foreign experience on compulsory purchase and Ukrainian legal regulations and existing practice of transport facilities construction in urban condition and natural environment.

Rail transport is a dynamic and progressive process. It is important that the requirements of individual carriers be meet as efficiently as possible in accordance with the current train schedule. In the case of extraordinariness situations (delay, reconstructions activities, different routing of a train, etc.), which affect the fulfilment of train schedule, are applying so called “operational traffic management according to the applicable internal regulations”. In the event of the occurrence of these extraordinary situations, it is necessary to compile a written injunction in order to inform the train drivers about these extraordinary circumstances. The introduction of an electronic injunction system causes the opposite effect in selected situations, such as rapid, accurate, and effective delivering this paper injunction. The article focuses on the current problem of introducing a new information system for the compilation and creation of written injunctions in relation to selected types of injunctions and situations in the railway transport.

The article presents an outline of the law governing railway transport in comparison with the regulations for road transport. The comparison shows that railway entrepreneurs are much more encumbered with legal obligations than road carriers, which in part is due to the specificity of this branch of transport. The essential constraints to the competitiveness of railway transport relate to the cost of access to railway infrastructure and its condition. The article also points out the faulty legislation, disadvantageous to both modes of transport, and attempts to determine the impact of legal solutions for the development of rail transport.

At present, the system of ensuring economic security of the agrarian sector of Ukraine is not effective enough. This is primarily due to the fact that at the state level, there are no clear national decisions on ensuring the economic safety of the agrarian sector. The study established that development of economic safety system for the agrarian sector should take into account its resistance to external and internal factors, which could lead to systemic crisis in the agrarian sector development. In this regard, the category of the agrarian sector’s economic safety can be interpreted as the state of agrarian economy sector protection from all kinds of threats, which enables it to form and implement its own economic policy in the field of regulation and stimulation of the agrarian sector development in the indicative limits established by the state, as well as to provide economic stability and the ability of the agrarian sector to reproduce and develop. The strategic goal of building a comprehensive system of agrarian sector economic safety is to create the necessary conditions for the development of agrarian sector enterprises and to provide economic stability and territory socio-economic development stability. In order to achieve this goal, a task tree and an algorithm for building an integrated system of Ukrainian agrarian sector economic safety have been developed.

This paper aims to present the role railway transport plays in European Union and in Romania. The importance of this mode of transport is shortly put to the reader forefronts, while at the same time there is presented its share in land transport market. Road transport has its advantages, but its market share cannot be motivated only by market considerations; there are other factors which put this type of transport on a predominant position. The advantages of rail transport are presented face-to-face with road transport especially for passengers’ transport, how railway transport can gain a greater share in land transport market, and how it can contribute to create the conditions of a more sustainable future.

Abstract The quality of the transport process in railway transport depends on the compliance of the timetable. Delays in rail transport are due to various reasons. One of the common factors is also failures in the stations or track interlocking systems. In the article is published the results of the performed simulation of failures of interlocking systems in the conditions of the transport laboratory at the Department of Railway Transport. The research was part of a student project solved at the University of Zilina.

Due to the reliability standard set during the design and even when it reaches orexceeds the standard service life of more than 90 % of locomotives, railway transport continues toperform its functions. Many years of experience in the operation of locomotives confirm thecorrectness of the norms laid down in the standards for their design to the design loads andindicators of dynamics and strength of load-bearing structures: the standard stock ratio (2) ensurestheir operation during the service life.(25 ... 30 years) In many countries, as part of the extension of the service life of TRS at onetime had to solve complex scientific and applied problems. For example, most recently in Europeancountries, rolling stock depreciation was up to 65% of service life. In the interaction of TRSproducers and users, the concept of repair and modernization of TRS at the facilities ofmanufacturers was adopted, and the amount of modernization depended on customer requirements. After the modernization of the extension of the service life of TRS, it could be used on certainsections of the railway or in other types of work: economic, export, shunting. In our country, thelong-term operation of the TRS of a small number of series led to the fact that the rolling stock wasalmost not renewed and the problem of extending the service life was not solved. Now difficultpolitical and environmental factors have led to the fact that after some time it will be dangerous touse rail transport. As the world and domestic experience of TRS operation shows, urgent changes inall links of the industry and operation are necessary. The resource of TRS put in production allowsto keep and maneuver in a choice of strategy of management of the maintenance of TRS. Inconnection with the aging of rolling stock and the development of the assigned service life arerelevant to the study of the original and residual resources of the structure. To do this, thestandards must be clarified and supplemented on the basis of accumulated operating experienceand taking into account modern knowledge to assess and ensure the necessary durability and safetyof operation of vehicles. Based on this, the topic of changing the system of extending the service lifeis relevant. The article considers the concept of general approaches to extending the service life oflocomotives.
