Relevance. The current state of rural areas is characterized by poor development of engineering and social infrastructure, low, compared to urban, standard of living, negative forms of migration, natural decline and depopulation of the rural population. Within the framework of state regulation of the process of overcoming the current situation, state support is provided for measures for the development of rural areas put forward on the basis of local initiatives (ofmunicipalities, citizens, professional communities). However, generally accepted scientific recommendations for the formulation of such measures are not currently developed, so the topic of the study is relevant.Methods. The research is based on systematic, dialectical, abstract-logical, and organizational approaches. The object of the study is rural territories, the subject is theoretical and methodological issues related to the formulation of measures for their development.Results. A methodological approach to the formulation of a set of measures for the development of rural areas, taking into account the opportunities provided by the current state programs, is proposed. It includes the following stages: analysis of the state of the rural territory; forecasting the directions and dynamics of its development; determination of objective needs and selection of the most appropriate changes in the properties of the rural territory; formulation of a set of measures and justification of mechanisms for their implementation. In the proposed methodological approach, the rural territory is considered not in isolation, but in a single system of settlement “city — village” based on the use of SWOT and PEST analysis. At the stage of forecasting the directions and dynamics of rural development, a comprehensive use of the normative resource method and the method of extrapolation of time series trends is proposed. The selection of the most appropriate changes in the properties of the rural territory is carried out on the basis of a multi-level approach that allows to identify the problems of rural settlements, individual social groups and rural residents. It is proposed to justify the mechanisms for implementing measures for the development of rural areas based on the resources of municipalities, rural population, private business and state support measures.

The study deals with the formation of a model of sustainable and effective development of agriculture and rural areas as the main task of implementing the State agricultural policy. The relevance of the tasks set by the author lies in considering the living conditions in the countryside as an integrated approach to the country's economy in order to diversify the types of activities in rural areas, create new sources of income. The directions representing a new economic paradigm of rural development in Kazakhstan are justified. The ways of implementing a comprehensive policy are shown, which consists in the partnership of public structures, local governments, public organizations and private sector, so that in the future, rural areas will become the most important socioeconomic and ecological subsystem of society. One of the key issues in the development of a model of modernization of the Kazakh countryside - the methodology for assessing the strategy and taken measures are highlighted. It is noted that monitoring of a wide variety of regional situations in rural settlements is of great scientific importance in creating a reliable and objective basis for developing substantiated measures to improve the quality of life of the rural population and determining priorities. The author states that the implementation of the "Auyl - El besigi" program contributes to the development of support and satellite villages, which have the potential to increase the level of life and well-being of rural residents, modernize the social infrastructure of the SNP JSC "Fund for Financial Support of Agriculture" allocated significant amounts to ensure employment of the rural population. The program condition in the funded projects should be startups, proposals for non-agricultural areas of expansion of activities in rural areas.

The relevance of the study is that the poor quality and fragmentary engineering arrangement of rural settlements negatively affects the demographics of rural areas. The aim of the study is to develop a comprehensive methodology for assessing the impact of the state of engineering infrastructure of rural settlements on the demography of rural territories, which is an integral indicator of the proposed rural population density. The paper proposes a method for a comprehensive assessment of rural areas by the level of development of engineering infrastructure. The composite index of rural engineering infrastructure development aggregates seven private statistical indicators calculated for each region of Russia in 2018 and normalized using the linear scaling method. The main difference between the author’s method and the previously conducted research is the combination of the results of ranking Russian regions by the level of development of engineering infrastructure in rural areas with grouping by the density of the rural population. The novelty of the proposed approach is associated with the formation of two-dimensional groupings of rural areas, where population density is regarded as the primary grouping characteristics, and the level of development of engineering infrastructure as a secondary grouping characteristic that gave the possibility to evaluate the correlation between the level of development of social and engineering infrastructure of rural territories and their people. The results of the correlation analysis indicate a moderate relationship between the density of the rural population and the level of development of engineering infrastructure in rural areas. In practical terms, the typology formed serves as an objective basis for identifying and comparing growth points and priorities for sustainable spatial development of rural territories in the future, which creates prerequisites for the unification of state approaches to strategic planning and management of socio-economic development of rural territories of the Russian Federation and regions. The directions of further research are related to the development of the proposed approach in terms of comprehensive coverage of other components of socio-economic development of rural areas (demography, economy, agriculture, social infrastructure) for a more complete assessment of their impact on the rural population density.

The paper presents an analysis of the existing system of state support for rural social infrastructure for the first time. To address this goal the author studied the state information resources and data base of research of the models of state support for the sustainable development of rural areas. The researcher reveals the limitations of research on this subject (the analysis of Web of science, Scopus, Science Direct, Springer Link, Agris, Russian research data base), formulates the descriptive models of various countries in Europe and North America, and groups them into two basic systems. The tests revealed the main factors of the system of public funding of social infrastructure projects. In general financing the algorithms of support for rural social infrastructure were brought to light, the basis of which is made up by two main groups of countries: those with a support system for large rural settlements, selected on the principle of “driving member” and the countries with a system of grant and loan support for rural communities based on projects and local initiatives. The list of systems is not closed, because the study does not affect the countries of Asia, South America, Africa and Australia, which have their own distinctive features. The limitations in a single database of comparable statistical data about the objects of social and engineering infrastructure in rural areas do not allow to assess the effectiveness of investments. The author comes to the conclusion that single common methodology and standards for the evaluation of all forms of efficiency (economic, social, demographic and environmental) the use of state and interstate programs of support of social and infrastructural projects in rural areas, including a preliminary assessment of the needs in social and engineering facilities are necessary.

Abstract Introduction. Dependence of the rural areas condition on the level of social infrastructure determines necessitates its definition as a priority direction of support from the state. Analysis of the current state of scientific research allows to substantiate the relevance of determining the social infrastructure role in shaping the demographic potential of region rural areas. The purpose of the article is to substantiate the social infrastructure role in shaping the demographic potential of rural areas in the region. Results. The implementation effectiveness of the Law of Ukraine «On the priority of social development of the village and agro-industrial complex in the national economy» is considered. The similarity of the motives between the rural population and the state is determined regarding the invariability of the way of life in the countryside. The social infrastructure development in rural areas makes the transition of the agricultural segment to market conditions cheaper. The ineffectiveness of the normative support for the Ukrainian village development is proved, which is confirmed by the lack of its proper institutional form or inadequate implementation. Measures to provide rural settlements with the necessary infrastructure are presented developed by experts of the National Institute for Strategic Studies. It is argued that improving the village's social infrastructure efficiency will inevitably affect the living standards of the rural population and will help to bring the living conditions in the countryside closer to urban standards. Conclusions. A full and highly organized social infrastructure, along with the availability of high-paying jobs, is an indispensable condition for the formation and development of demographic potential. Due to the current critical state of the social sphere of the village, and beyond it, and other aspects of rural life, it is necessary to implement measures for the development of social infrastructure with appropriate institutional support. The article is devoted to the problems of development of rural territories. Considered topical issues, the reasons for imperfect infrastructure support, analysis and proposed ways to overcome the problems of rural lag in the development of social infrastructure. Various scientific approaches to the interpretation of the concept of social infrastructure have been investigated. The article contains the results of researches of the rural sector of Ukraine in the context of the region – the Kiev region. The functions of the socio-territorial subsystem, which provides functioning of the rural sector, and its connection with the processes of reproduction of the labor force are analyzed. The results of the analysis based on the settlement of the rural population, social conditions of the peasants' life, living conditions and the tendencies of its reproduction are contained. The study of statistical data, allowed to highlight certain changes that arose on the basis of structural changes and dynamics of the rural population of the Kiev region. Are identified regions of the Kiev region, which can be attributed to a group of depressive according to the age category of residents living in them, based on the analysis of natural movement, migration and development prospects of rural settlements. According to the statistics of the natural movement and migration of the rural population, the aging of the nation and high mortality rates are also noted. The list of objects of social purpose is presented, and attention is focused on provision of rural settlements with these objects and networks of engineering infrastructure. An example of the administrative and economic centers of the metropolitan region, analysis and description (distance, number of flights, centers of social services) of the transport accessibility of service centers for non-central villagers has been carried out. The studies allowed to study the network of social infrastructure of rural settlements, as a result of which the areas of commercialization of social sectors, including utilities and engineering infrastructure, were identified. It is proved that infrastructure provision creates preconditions for the socio-economic development of rural areas and the country as a whole. Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.

The tendencies of state regulation of the labor potential of rural territories are revealed, which prove the lack of effective mechanisms of its reproduction. Mechanisms to increase the efficiency of state regulation of the labor potential on rural areas, aimed primarily at creating jobs and the number of people employed in the segment of small and medium-sized business are proposed. Thanks to public-private partnership in this area, it is possible to reduce budget expenditures on the development of social infrastructure.

This article systematizes the legal framework, forms, and volumes of support for agriculture from the federal budget of Russia and the regional budget (on the example of the Tyumen Region). The authors have performed a detailed analysis of the directions of such support for 2016-2019. The historical, economic and social features of the relationship between the state and agriculture are shown. State support for agriculture is objectively necessary, and competent budget planning makes it possible to develop. However, the dominance of direct forms of spending support does not stimulate cost-effective and innovative activities, which in the future can bring the industry to a competitive level. There is very little and irregular support for social forms, the development of farming and other forms of private farming in rural areas. The authors conclude that the policy of state support is sufficiently provided by legislative acts, resolutions and state programs. Many programs are updated, and new versions are adopted even before the previous ones expire. Such strong volatility hurts strategic projects and agricultural initiatives. Less expensive forms of activity-mediation and trade turn profitable. Living conditions in the villages significantly stay behind in quality and opportunities, which leads to the human capital leaving rural areas. The authors propose to pay more attention to the development of indirect forms of support, to stimulate economic activity and small businesses.

Modern conditions for the development of market relations leave a significant imprint on all main aspects of rural life. The socio-economic situation of rural households is dangerously dependent on the fluctuations of various institutions, be it the labor institution, the food market or the production system. Under these conditions, increasing attention is being paid to the development of targeted programs to improve the living standard and the socio-economic situation of the population in rural settlements. The article discusses a methodological approach to assess the living standards of rural settlements in the context of municipal districts of the Saratov region, in particular, the Samoilovsky municipality. Basing on the participatory approach, categories of the rural population are determined by income level and a direct correlation dependence of the demographic situation (birth rate, mortality, migration rate) and the level of rural household income are revealed. The parameters of the resource of patience and the boundaries of the passive expectation for the poor and impoverished layers of the rural population, as well as the prerequisites for the passivity of the able-bodied population to participate in the processes of increasing their own well-being and well-being of others are determined. The conditions and parameters of the property status compelling the activation of the use of internal material and social sources of income are revealed. Three levels of decision-making strategies for improving the financial situation of the family are distinguished: employees, employers (agricultural enterprises and K(F)X), authorities (district administration). As a result, a concept of a decision-making strategy was developed to improve the material situation of households in rural settlements of the Saratov region. The economic factor (the size of wages) has one of the decisive effects on all the demographic processes taking place in society.


with carrying out the decentralization reform public administration mechanisms play an important role in ensuring the comprehensive development of rural areas. Expanding the use of such mechanisms in the sphere of cooperation on the state level will facilitate development and support of small entrepreneurial forms, common use of material and technical basis, emerging new working places, building social infrastructure and engineering communications, providing qualitative services to citizens and preserving rural settlements. The objective of the article is to identify constituents of the comprehensive mechanism of public administration for development of service cooperation of rural areas in Ukraine and to integrate them into a coherent system which would facilitate realization of the state strategies and programmes to achieve the Sustainable Development Goals. The object of the research is a comprehensive mechanism of public administration for development of service cooperation. Research methodology is grounded upon the use of general scientific knowledge methods, in particular, logical and semantic, induction and deduction for formulating definitions, systemic and situational analysis for characterizing constituents of a comprehensive mechanism and identifying their interrelations. Based on the systemic approach it has been defined that comprehensive mechanism is an integrated system which combines interrelated and dependable functioning of legislative, institutional, organisational and economic, financial and credit, information and communication as well as staffing mechanisms in the sphere of developing cooperative movement in the rural localities. It is proved that every mechanism influences its particular direction and is formed at the international, national, regional and local levels based on cooperative values and generalized system of principles. Special attention is paid to the research of international and national legislation to generalize the system of principles of cooperation, intermunicipal cooperation, public authorities and public associations’ functioning, upon which the comprehensive mechanism for public administration of service cooperation development in rural areas of Ukraine is based.
