The elaboration of this article aims to show how public policies in Brazilian education had a primary advance in ensuring quality education. However, this advance only occurred on paper, not being verified in its praxi in the national context. This is due to the old policy of interests in not promoting a quality education. This is a retrograde policy that does not meet the Laws in relation to the continued training of basic education teachers for the promotion of knowledge and understanding, aiming to innovate educational methodological practices in order to strengthen the nation, preventing it from being manipulated by those who hold the socio-economic power. Its line of bibliographic qualitative research is, with emphasis on the field of theorists that address such contents and themes. The aim of this article are educators and curious about Brazilian educational public policies and their history of the past that reflects on the present.

The following article, whose nature is descriptive and bibliographic, aims, based on Goal eight of the National Education Plan 2014-2024 (PNE), to identify some indicators for the Countryside Education. For such purpose, we consider the educational reality of the countryside based on: the low schooling of the population; in the negative evolution of the enrollments number in the last few years; and in the circumstances through which the quality benchmark, provided by the Basic Education Development Index (Ideb), has been unproductive to the define public policies aimed for the Countryside Education. Despite the operational difficulties of the educational system to obtain the necessary information for its composition, the results of the last two Ideb, however, already show progress. Based on these indicators, we conclude that some actions aimed at increasing the schooling of the countryside population were undertaken, however, the unequal educational condition among young people living in the countryside and those who live in the urban areas still persists. There is a possibility of fulfilling the goal eight of PNE by 2024, however, this may not mean progress in guaranteeing the countryside population’s rights to an education of quality, but, on the contrary, its reduction.

This article provides a brief history of K–12 education testing in the United States from colonial America to the present. In early America, students were examined orally. After the mid-nineteenth century, written tests replaced oral presentations. In the late nineteenth century, graded schools gradually replaced the single-teacher, one-room schools. In the beginning of the twentieth century, standardized intelligence tests were increasingly used to categorize and promote students. State departments of education have played a larger role in local school funding and policies in the past hundred years. Since the 1960s, the federal government has expanded its involvement in national education while also promoting the role of states. During the past three decades, the federal government and states increased the use of high-stakes national testing with initiatives such as America 2000, Goals 2000, No Child Left Behind, and Every Student Succeeds.

The relevance of the study consists in the fact that pedagogical thought, experience of teaching and upbringing of many generations and of multinational people made it possible to create a modern education system in Russia. An appeal to the pedagogical thought of enlighteners of the past and a critical rethinking of the historical experience of organizing education will contribute to improving the quality of education and achieve better results in educating the young generation. Turning to the history of pedagogical thought and upbringing experience will reveal the pedagogical values that have been forgotten, but are relevant for modern education, which will expand our ideas about the great thinkers of the past. Modern education reforms actualize the need to refer to the past experience of organizing training and education, as well as pedagogical thought, which will prevent numerous mistakes in the education system. The pedagogical thought of the great enlighteners of the past has always been and remains relevant at all times, for their correctness has been proven by time. The pedagogical thought and practice of education during the period of historical changes in Russia in 1920-30-s are of particular relevance. During this period of historical development of social and political life, the education system is also radically changing, which is significant for its great thinkers and educators who are called upon to organize education, instill cultural values in the young generation, and reveal all the wealth and effectiveness of national education. The problem of the research is to study the pedagogical heritage and practical activities of the educators of the early 20th century, in particular, G. Gubaidullin, who left a bright trace in the history of Tatar pedagogical thought. The purpose of the research is to reveal the practical pedagogical activity of the Tatar educator G. Gubaidullin, which was later theoretically generalized and reflected in pedagogical essays. In the course of the research the following methods have been applied: study of archival materials, manuscripts, theoretical literature; comparison of the pedagogical heritage of the past and the modernity; analysis of practical activities and pedagogical heritage of the educator; induction and deduction. The research results and key conclusions are the following: the pedagogical idea and experience of educating the young generation at the beginning of the 20th century have been proposed on the example of creativity and activities of the Tatar educator and teacher G. Gubaidullin for studying pedagogical educational institutions, the history of Pedagogy and education, theory and methods of educational work in the direction of preparation of 44.03.01 «Pedagogical education».

The present work aims to present the obstacles that arise in the educational process in prisons, given the lack of adequate public policies to invest in a quality education for students deprived of liberty. Through the readings carried out it is possible to realize that there has been a chance on the part of the rulers and society for a long time. From the 20th century on, some investments have gradually come up, but we still come across a devalued education, by the rulers and by society. The purpose is to demonstrate that despite the obstacles, it is possible to rescue the history of the inprison and lead him to build a family and return to live in society with dignity. Prison education is a great challenge, but the possibilities are known and even in the face of obstacles we have faced positive results from students who seek knowledge, build knowledge and have an indisputable intelligence. “Prison education” is an important guarantee of a new beginning for a resocialization, because through the classroom it is possible to guarantee students deprived of freedom, dignity, given the spaces of which they are part is of total contempt for life, in the classroom, the imprisoned feel like people again, feel able to face the challenges of life and even resume a healthy life in society. It is worth noting that a good quality education in prisons, avoids rebellions and there is a reduction of penalty for those who attend school. That’s because the Criminal Enforcement Act states that 12 hours of school attendance equateto one day less than time. Education is a right that must be guaranteed to all, as ensures the Law of Guidelines and Bases of National Education, in Article 205, which declares access to education as a right of all, so as to be promoted and encouraged by society, prioritizing the development and preparation of an individual in society, therefore, refers to the student deprived of liberty.

<p><em>The Sarasamuccaya text is the essence of Asta Dasa Parwa abstracted by Bhagawan Wararuci. In the text of Sarasamuccaya there is one of the teachings of Purwakarma, Purwakarma is a deed in the past lifetime. The former act will inevitably be felt by the one who made or did the karma. Karmaphala that determines where and where the human must be lived which is certainly adjusted by the good old deeds in the life of the world. Through the description above, then the formulation of the problems discussed in this study include: 1) Sarasamuccaya text structure, 2) the concept of Purwakarma in Sarasamuccaya text, 3) The philosophical value contained in the concept of Purwakarma in Sarasamuccaya text.</em></p><p><em>The theory used in this research is the theory of hermeneutics and value terori. The hermeneutic theory refers to Ricoeur's opinion that hermeneutical understanding is based on text and utilizes the dichotomy of langue and parole and seeks to position explanations and understanding in an interpretation. Value theory refers to the opinion of Notonagoro that everything that comes from reason (ratio, mind, cipta) is the value of truth, everything that comes from the element of human feeling is the value of good that comes from the element of human will itself, something that comes from trust Or human belief in the creator is a religious value (religion). This type of research is qualitative research using batat technique (reading and recording) and literature study. This research is descriptive that emphasizes the ground of meaning or philosophy.</em></p><form><p><em>The discussion of the overview discusses the history of the Sarasamuccan text, the summary and the importance of studying the Sarasamuccan text. Discussion of the structure of the text discusses the form, structure, and teachings of Purwakarma in the Sarasamuccaya text. Discussion of the concept discusses about the concept of Purwakarma in the review of natural law, the concept of Purwakarma in the influence of Tri Guna, Purwakarma concept in the sense of previous deeds. The topic of the spiritual and cultural formation of the younger generation at all times has been the subject of close comprehension of philosophers, religious scholars, teachers, representatives of many ethnic groups who study it. Each ethnic group developed certain methods of education (training and upbringing) of young people, the formation of its spiritual and cultural appearance. Different cultures: eastern and western, have developed their models, standards of education, spiritual and cultural development, and upbringing, in which both universal and specific ethnonational aspects are present. The article considers the problem of spiritual and moral education of the younger generation of the Republic of Uzbekistan, aimed at reviving national values, improving the system of national education, and educating a harmoniously developed generation in the spirit of patriotism and love for the Motherland. It also reveals the importance of studying the history of Uzbekistan in educating young people in the spirit of the ideology of national independence. The cultural past does not disappear, it persists for generations, works for the present, laying the foundation for the future. The culture of the past is always necessary for modernity, which is experiencing a crisis of spirituality and morality. The present must be compared with the past to select a new trend in cultural development. Turning to the past cultural, intellectual, values allows us to understand the present, find ways to overcome the crisis in culture, associated not only with a drop in the quality of education but also with the spiritual and cultural education of young people, as well as to bridge the gap between the sides of a single cultural and intellectual process. The article examines the ideas of educating the younger generation in the works of such oriental thinkers and educators like Abu Raikhan Beruni, al-Farabi, Ibn Sina, analyzes their philosophical views on education and such vital tasks as finding the meaning of life, researching good and evil, defining the concepts of justice, compassion, etc. The article raises the problems of educating modern youth in the spirit of patriotism based on national traditions.

Ngajeni dalan is a ritual Javanese community in the village of Alabulu, ngajeni dalan itself in the language of Java "ngaji" which means mengaji and "dalan" means the highway. The ngajeni ritual is a history 10 years ago, because the road in the village of Alasbuluh entered the provincial or main road, there were many traffic accidents that happened almost every day and always took casualties. Ngajeni dalan in doing so that the users of the highway survived both on the way to leave and go home also safely back home. Ritual ngajeni dalan has a lot of meaning for each individual, from ritual activities that have been done believe or not many Javanese in particular, feel the benefits or goodness gained, but all returned to the beliefs and beliefs of each human being. In general, this study aims: (1) To know the background of the tradition of "ngajeni dalan", (2) To know the procedures for the implementation of "ngajeni dalan" activities in Java community in Alasbulu village, (3) To give knowledge, ritual gajeni tradition dalan since the past for the wider community in general and for the people who live in the village area Alasbulu Wongsorejo district in particular. This is a qualitative research and data collection using the snow ball technique. And the results of this thesis know that the history of rituals ngajeni dalan originated from tribal Javanese migrants and ritual activities are only done by indigenous Javanese descendants.

Este artigo buscou analisar as relações entre poder local e EJA junto as políticas públicas no município de São João de Meriti/RJ. Percebeu-se a prática história de violação de direitos e de manutenção da relação estado-sociedade baseada no clientelismo, em que é negado o direito à cidade, onde se inscreve o direito à educação. No tocante à EJA verificou-se que a modalidade cumpre um papel potencial na garantia do direito constitucional à educação básica e que há uma relação orgânica e dialética entre o poder local hegemônico do território e a produção da desigualdade social através das políticas públicas elencadas.Palavras-chave: Poder local; EJA; São João de Meriti.Local power and EJA: its relationships with public policies in São João de MeritiABSTRACTThis article sought to analyze the relationship between local power and EJA along with public policies in the municipality of São João de Meriti/RJ. It was noticed the practical history of violation of rights and maintenance of the state-society relationship based on clientelism, in which the full right to the city, where the right to education is inscribed. This document makes a comparative study of two educational reforms in México, the basic education (RIEB) of 2011 and the educational model 2016, which will become active in 2018, when its new plan and curriculum will implement. The objective is to analyze the similarities and differences of these educational standards, both at the structure level and in relation to their main characteristics. For this, 25 criteria and parameters of analysis will be defined, starting from a procedure of sequential character study. This qualitative research is complemented by bibliographic sources concerning on quality education in Mexico, within the reform process that has experienced the sector since the early 90´s.The results reflect that of 25 criteria developed for this research, these normative differ in 6.
