The peculiarities of candidates’ selection for work in the State Criminal and Executive Service of Ukraine are considered in the article. The statutory regulations that determine the requirements for applicants to serve in the SCES of Ukraine, among which the leading place is occupied by the Law of Ukraine “On the SCES of Ukraine” and the Law of Ukraine “On National Police” are analyzed. The advantages and disadvantages in the functioning of the domestic system of requirements for candidates for work in the SCES of Ukraine are revealed. Enough attention is paid to the Ukrainian and foreign approaches to the staffing of the Penitentiary System. The standard of requirements for candidates for employment in the Penitentiary System, enshrined in international legal acts, is analyzed, as well as the requirements for candidates for employment in such countries as Germany, Switzerland, Iceland, Austria, Canada and Denmark, which are not typical for the Ukrainian Penitentiary System, are considered and analyzed. In order to improve the current legislation governing the selection of persons to the SCES of Ukraine, the article provides a comparative analysis of the procedure for staffing foreign and Ukrainian penitentiary bodies and institutions, as well as the requirements for candidates for the SCES of Ukraine and foreign Penitentiary Systems. Due to this, promising approaches to improving the quality of staffing of the Penitentiary System of Ukraine are revealed and the feasibility of using foreign experience in recruiting for the penitentiary system of Ukraine is substantiated, as well as the changes to current legislation setting requirements for candidates for SCES of Ukraine are proposed. At the same time, it is emphasized that borrowing positive foreign experience of completing penitentiary positions requires amendments to the current legislation of Ukraine, as well as synchronization with the peculiarities of the Ukrainian Penitentiary System by creating a pilot project in order to actually test the results of world analysis, monitoring and tracking the changes, on the basis of which it will be possible to make further decisions. The expediency of creating a separate statutory regulation, the purpose of which is to regulate the procedure for passing the military medical commission exclusively by candidates for service in the SCES of Ukraine and junior enlisted as well as the command staff of the SCES of Ukraine, is substantiated. Since the fall of the ‘New Order’ in 1998, democratic reforms in Indonesia deeply changed the Constitution. The President may be elected only two times. The Presidential and general elections are general, direct, equal, secret polls. The Army reduced control over National Police. The Army lost its dual function, impliing its highest authority in politics and other social and economic issues. Democratic reforms include changes in the award system of Indonesia. Since the Independence, most orders, decorations and medals have been of the military kind. Even those awards, which should have been civilian by their statutes, were often given to the military personnel for particular services to the State. In 2009, then President Susilo Bambang Yudhoyono signed the Law No. 20 ‘About the Titles, Decorations and Awards’ (Tentang Gelar, Tanda Jasa, Dan Tanda Kehormatan). The Act established the division of the orders into civilian and military groups. The civilian orders are higher than military ones. Both groups include seven orders each. The Law instituted two new civilian orders — Bintang Kemanusiaan and Bintang Penegak Demokrasi. The Bintang Kemanusiaan, or the Star of Humanities, has the only class. The Bintang Penegak Demokrasi, or the Star of the Upholder of Democracy, has three classes. Both awards are rewarded to President and Vice-President ex officio. There are no recipients of the Bintang Kemanusiaan, with the exception of Presidents Yudhoyono and Joko Vidodo and their Vice-Presidents. There are still only four recipients of the Bintang Penegak Demokrasi Utama, or first class. The Bintang Kemanusiaan and Bintang Penegak Demokrasi show the highly hierarchic structure of the Indonesian State.

This text addresses the perception of old age in the 21st century. The aim of the article is to draw attention to the issue of the diverse perception of aging and old age. The addressees of the article are employees of social services, NGO activists, the elderly and their caregivers, people who contribute to the environment in which the elderly live, as well as students of medical, social sciences and pedagogical fields of studies. The selection of literature for this study was not accidental, as the authors of selected works are the elite of world gerontology, andragogy, pedagogy, psychology, sociology, whose main area of scientific interest are issues related to old age and the aging process. These include: Aleksander Kamiński, Zofia Szarota, Artur Fabiś, Barbara Szatur-Jawoska, Paul Baltes and others. The article attempts to show old age as a period of heyday and living it in a dignified rather than chronological way. In addition, the advantages and disadvantages and of this period of human life are presented, as wells as recognised examples of good practice, institutional support and non-institutional support.. The text highlights some of the determinants that are characteristic for ageing and old age, such as: successful ageing, graceful ageing and quality of life. Such an approach to the problem helps to reflect more deeply on the issue raised, while helping to exclude metastereotypes and contribute to treating old age as a value. It will also make us reflect on the passage of time and on the last period of life, which does not have to fill us with fear, being scared of the unknown, a sense of helplessness, and for which we should learn and prepare throughout our life. The article also highlights two very important facts that old age cannot be confined, and its limits cannot be defined, as well as the heterogeneity of this social group, which does not allow for the development of a single model of old age, which would become a model used by the sciences dealing with this field of study. Finally, an attempt was made to answer the key question – Can you fall in love with old age?

The article is devoted to the issues of improving the development of staff capacity and human resource management in the National Police of Ukraine. It is analyzed the domestic and foreign experience of personnel management in the police as an important factor in achieving the strict observance of human rights by police, the implementation of their service function, the formation of new motivation of professional development for police, the development of communication skills and other professionally important individual psychological qualities. The purpose of the article, in accordance with a clearly formulated and properly updated thematic problem, is a research of problematic aspects of administrative and legal providing the training for the National Police of Ukraine and ways’ identification of their improvement on the base of analysis of national and international legislation and generalization of its implementation. The new requirements facing law enforcement managers today require the mastering modern approaches to personnel management. In the middle of the world's progressive concepts of police management in democracies is a human, the policeman, who is considered as the greatest value. The effective management systems are focused primarily on professional and personal growth, development of general and special skills of police officers so that they will be maximally used in professional activities, will be useful to society, contribute to the effectiveness of the law enforcement system. Of course, it is extremely difficult to achieve 100% job vacancies, but there are things that the leadership of the Ministry of Internal Affairs and the National Police can do today to solve the problem of staffing. Summarizing the above, it should be noted that the issue of improving staff policy in the police is relevant, as currently there are not clearly such aspects as: professional selection of candidates for police service and holding vacant management positions; motivation, stimulation and personal development of staff. Therefore, in order to fully implement the requirements of the Law of Ukraine “On the National Police of Ukraine” and increase the efficiency of staff management of the National Police, it is advisable to develop Regulations on the Personnel Department of the National Police of Ukraine to regulate staff issues.

Background. The problem of forecasting nonlinear nonstationary processes presented in the form of time series is very relevant, since such series can describe dynamics of the processes in both technical and economic systems. To establish the best model, various metrics are used to assess the quality of forecasts, such as R^2, RMSE, MAE, MAPE. However, in many tasks, when optimizing the model according to the selected criterion, the model becomes worse in relation to another criterion. Therefore it is important to understand which metric must be used to optimize and assess the quality of the forecast in the given task. Objective. The aim of the paper is to develop a criteria base for assessing forecasts of nonlinear nonstationary processes, as well as an approach to choosing a metric in accordance to the specificity of the set forecasting problem. Methods. The paper presents a comparative analysis of the basic metrics for the regression problem, their theoretical and practical meaning, advantages and disadvantages in various cases. New approaches are proposed based on the results of the analysis. Results. Based on the analysis of the selected data, it is shown that by optimizing the model according to the selected criterion, the model becomes worse in relation to another criterion. A criterion basis for assessing forecasts of nonlinear nonstationary processes has been formed, as well as an approach to the selection of a quality criterion in accordance with the specifics of the set forecasting problem. To minimize an absolute error, the RMSE (MSE, R^2) and MAE metrics are analysed and recommended, depending on the need to work with outliers. The RMSLE metric is proposed for solving the problems of minimizing the relative metric, for solving the shown problems of the MAPE metric for this class of problems.  Conclusions. The paper shows the importance of choosing a metric that must be used to optimize and assess the quality of the forecasts in the given task. The obtained criterion base and approach can be used in further research to solve practical prob- lems in modelling and forecasting nonlinear nonstationary processes and to develop new methods or general method for solving such problems.

The article is devoted to the study of the constitutional and legal status and effectiveness of a special type of human rights bodies - collegial (collective) ombudsmen. Since the protection and protection of individual rights is the most important task facing the state bodies of any democratic state, in some of them a model of a collective ombudsman is built into the state and legal reality, which has both undoubted advantages and disadvantages inherent in any collegial body. Based on the analysis of foreign experience, it is established that the collegial ombudsman services have demonstrated sufficient stability in ensuring human rights and proved the necessity of their existence. The collegial form of the ombudsman institution contributes to the development of the main directions of the work of the service and a clear specialization of the ombudsmen, which, in turn, leads to an improvement in the quality of their work.

The selection of regional heads in the perspective of the law is identical to the implementation of the law, as the state of law then every activity should be based on legal regulations as a guide as well as a legal benchmark is not tender an action related to the selection of On the other hand the legislation that regulates the selection of regional heads is relatively numerous and is spread over several statutory regulatory documents. The ideality of the regional head elections is strongly influenced by the level of public law awareness, where one indicator is the knowledge (identification) of the law. If the identification of the legal norm encountered a problem due to a pattern of less efficient legal communication will provide a burden of influence on the level of legal awareness of society which in turn will affect the quality of regional head selection. This article aims to describe how easy it is to know and understand the legal norms of regional head elections in Indonesia. The scope of this writing discredited the high dynamics and widespread the spread of the electoral regulations of the regional head, therefore the methodology used is normative legal research methods with qualitative analysis. One of the modern legal properties is its accurate predicting.  Departing from the teaching, the setting of regional head elections in such a way will cause a domino effect/implication, difficult to identify positive norms, consequently legal knowledge and the understanding of law selection of the head of the Deaarah will be difficult to achieve. This reality causes a level of legal awareness that is expected to be difficult to realize, the awareness of the law is not ideal, will lead to the implementation of the head of the territory is not ideal. Such conditions will potentially encourage the election of regional head candidates who are also not ideal.

The SIM Online service is a program launched by the Indonesian National Police through the National Police Priority Program, namely Promoter. One of them from the program is information technology based services. Sleman Police Resort is one of the Polres being a pilot project in the DIY Regional Police jurisdiction in conducting Online SIM Services which is supported by the SIM Implementation Unit (Satpas). The delivery of public services must meet the service quality requirements in accordance with the objectives of the program. To measure service quality, the authors use service quality indicators, namely reliability (reliability), responsiveness (responsiveness), assurance (assurance), empathy (empathy), and physical evidence (tangible).This study aims to examine and describe the quality of service making Online Driving License (SIM) at the Sleman Police Resort. The research method used is descriptive qualitative. Data collection techniques used were interviews, observation and documentation. Qualitative data analysis techniques are used to analyze the research data.Based on the results of the study, it was obtained that to measure the quality of Online SIM services at the Sleman Police Satpas using 5 (five) dimensions of service quality as follows; First, the Reliabilty dimension, has not been supported by all human resources who have competency certification in managing SIM Online, but there are already Standard Operating Procedures (SOPs) in the SIM Online service. Second, the Responsiveness dimension, the existence of a fast standard time in SIM extension only requires 15 minutes and for a New SIM requires between 75 minutes to 90 minutes according to the type of SIM. In addition to speed, the service is carried out appropriately with the existence of clear costs based on PP No. 60 of 2016. Third, the dimension of Assurance, the knowledge and abilities of Satpas officers in the SIM Online service. Constraints faced in providing online SIM service guarantees are difficult practice exams and many do not pass. Fourth, Empathy dimension, there is full attention and firmness in the presence of queue numbers and arrangements without any favoritism and discrimination in service in SIM Online services. Fifth, Tangible dimension, there is a Satpas building that has not been used optimally because it has only been used for practical tests, internet networks that are often down and offline, and the number of computers and other devices that are not yet proportional to the large number of people in the SIM Online service. While the information media and waiting room are good and complete.From these results it can be concluded that based on 5 (five) dimensions of service quality, in general it has gone well, but there are some things that need to be improved, such as the quality of human resources, optimization of Satpas buildings, addition of internet network bandwidth, addition of computers and review of regulations about practice exams.

In recent years digitalization became a mainstream factor for socio-economic development and improvement of quality of life. The concepts of “smart cities” and “smart tourist destinations” are real consequences of the global urbanization process. Nowadays, digitalization is a privilege for every destination oriented towards young people and innovation initiatives. Intelligent destinations require development of optimal urban management models bound by considerable investments. The current study examines the potential of the Sea capital of Bulgaria – Varna to become a smart tourism destination. The used methodology is based on the selection of three scientific tools – PESTEL analysis, SWOT analysis and Delphi method. The major findings showed that the need of digitalization will become an important feature of the tourist supply in Varna. The city is a fast-growing academic destination and an attractive center for many young people. The tendency to use innovative technologies before and during the stay in a destination, typical for every young person, creates numerous opportunities for Varna. The introduction of ICT in the modern life of the residents and the guests of the city should be done through a precise assessment of the advantages and disadvantages of the digitalization process


The article investigates the theoretical and methodological foundations and the organizational and legal aspect of the selection and recruitment for holding public service positions in Ukraine, taking into account modern trends. The basic concepts «selection of personnels», «recruitment of personnels», «personnel assessment» and its importance for the effective functioning of public services are considered. The key methods and principles of personnel assessment popular in Ukraine and abroad were analyzed. The last publications the decision of this problem is examined in which are considered. The current legal framework regulating personnel issues for civil service positions and the competition procedure are analyzed. Application of modern methods of selection and recruitment of personnels is offered on government service. It is well-proven that a selection and recruitment of personnels is a difficult multistage and multidimensional process. Quality of realization of this process depends on introduction of control the system by quality of personnel. A selection of personnels is the process of search, selection and recruitment of workers on vacant positions and workplaces. The basic methods of search of personnels are certain, modern approaches of their selection are rotined. The necessary condition of high-quality selection of civil servant is an analysis of process of search and selection of candidates. The process of selection must engulf all of the stages of estimation of personnel during holding a competition, beginning from a serve announcements on vacant position to the decision-making by a commission in relation to the choice of applicant on position of civil servant. Possibility of the use of modern methods of selection and selection of personnels, in-use in the conditions of inert economy is well-proven, in activity of organs of public power. At the use of different methods of estimation of personnel criteria must be taken into account which activity of civil servant is determined on. In obedience to criteria, estimations must be realistic and to assume the certain measure of estimation of competence.
