scholarly journals IMPROVEMENT OF ASSESSMENT METHODS FOR THE VACANT POSITIONS OF PUBLIC OFFICERS

The article investigates the theoretical and methodological foundations and the organizational and legal aspect of the selection and recruitment for holding public service positions in Ukraine, taking into account modern trends. The basic concepts «selection of personnels», «recruitment of personnels», «personnel assessment» and its importance for the effective functioning of public services are considered. The key methods and principles of personnel assessment popular in Ukraine and abroad were analyzed. The last publications the decision of this problem is examined in which are considered. The current legal framework regulating personnel issues for civil service positions and the competition procedure are analyzed. Application of modern methods of selection and recruitment of personnels is offered on government service. It is well-proven that a selection and recruitment of personnels is a difficult multistage and multidimensional process. Quality of realization of this process depends on introduction of control the system by quality of personnel. A selection of personnels is the process of search, selection and recruitment of workers on vacant positions and workplaces. The basic methods of search of personnels are certain, modern approaches of their selection are rotined. The necessary condition of high-quality selection of civil servant is an analysis of process of search and selection of candidates. The process of selection must engulf all of the stages of estimation of personnel during holding a competition, beginning from a serve announcements on vacant position to the decision-making by a commission in relation to the choice of applicant on position of civil servant. Possibility of the use of modern methods of selection and selection of personnels, in-use in the conditions of inert economy is well-proven, in activity of organs of public power. At the use of different methods of estimation of personnel criteria must be taken into account which activity of civil servant is determined on. In obedience to criteria, estimations must be realistic and to assume the certain measure of estimation of competence.

Today, less attention has been paid to x-ray studies of animals in connection with the advent of more modern methods. At the same time, the quality of radiopaque substances decreased, which is reflected in this article. The Omnipack, Urografin, Visipack, Barium sulfate, Iodipamide, Bilignost and Biligrafin used in radiopaque contrast studies in most cases did not reveal the hepatobiliary system. Only the last two drugs gave satisfactory results. The complexity of the X-ray examination of the biliary system in cats and dogs lies in the features of the location of the extrahepatic bile ducts and the condition of the intestine, the size of the liver, its structure, echogenicity, the state of the vessels and surrounding organs. In this work, we took into account the anatomical variants of the development and location of organs in animals, which may complicate the study or evaluation of the data obtained. These included changes in the contours, shape, location of the gallbladder and its filling. The results obtained were compared with the available general species standards, taking into account the possible individual characteristics of each animal. Other studied drugs gave satisfactory results with an overall assessment of the abdominal organs, but we preferred Omnipack. Survey radiography provides a large amount of information with the correct selection of radiopaque substances.

Development of a multistep indicator-based approach (MIBA) for the assessment of environmental quality of harbours. – ICES Journal of Marine Science, 65: 1436–1441. Environmental pollution in harbours can have detrimental effects on the port, its users, and the surrounding environment. Despite these risks, the Italian legal framework for marine environmental quality does not apply to harbours and marinas, so monitoring is not mandatory. With the aim of supporting environmentally sound management, we propose an indicator-based protocol to assess the environmental quality of harbours through the development of a flexible and site-specific multistep indicator-based approach (MIBA), which gives special consideration to local features. MIBA comprises three steps: (1) development of a simple tool for harbour-specific identification of vulnerable areas and for designing monitoring schemes; (2) selection of suitable environmental quality indicators of different levels of complexity and applicability to the typologies of risks involved; and (3) development of a user-friendly interpretation scheme based on categorical risk values and a visualization code. The approach has been tested in two case studies in marinas located in the Ligurian Sea (Italy).

The peculiarities of candidates’ selection for work in the State Criminal and Executive Service of Ukraine are considered in the article. The statutory regulations that determine the requirements for applicants to serve in the SCES of Ukraine, among which the leading place is occupied by the Law of Ukraine “On the SCES of Ukraine” and the Law of Ukraine “On National Police” are analyzed. The advantages and disadvantages in the functioning of the domestic system of requirements for candidates for work in the SCES of Ukraine are revealed. Enough attention is paid to the Ukrainian and foreign approaches to the staffing of the Penitentiary System. The standard of requirements for candidates for employment in the Penitentiary System, enshrined in international legal acts, is analyzed, as well as the requirements for candidates for employment in such countries as Germany, Switzerland, Iceland, Austria, Canada and Denmark, which are not typical for the Ukrainian Penitentiary System, are considered and analyzed. In order to improve the current legislation governing the selection of persons to the SCES of Ukraine, the article provides a comparative analysis of the procedure for staffing foreign and Ukrainian penitentiary bodies and institutions, as well as the requirements for candidates for the SCES of Ukraine and foreign Penitentiary Systems. Due to this, promising approaches to improving the quality of staffing of the Penitentiary System of Ukraine are revealed and the feasibility of using foreign experience in recruiting for the penitentiary system of Ukraine is substantiated, as well as the changes to current legislation setting requirements for candidates for SCES of Ukraine are proposed. At the same time, it is emphasized that borrowing positive foreign experience of completing penitentiary positions requires amendments to the current legislation of Ukraine, as well as synchronization with the peculiarities of the Ukrainian Penitentiary System by creating a pilot project in order to actually test the results of world analysis, monitoring and tracking the changes, on the basis of which it will be possible to make further decisions. The expediency of creating a separate statutory regulation, the purpose of which is to regulate the procedure for passing the military medical commission exclusively by candidates for service in the SCES of Ukraine and junior enlisted as well as the command staff of the SCES of Ukraine, is substantiated. Purpose – The purpose of paper is to investigate the dissatisfaction and what specifically prompts multi-owned housing owners to change their body corporate management provider. Globally there has been a substantial growth reported in the number of residents living in multi-owned housing in recent years. There is increasing evidence that residents in these developments are experiencing dissatisfaction and frustration especially with the service received from their body corporate management company. Design/methodology/approach – The paper includes a review of both the body corporate literature and customer switching literature which serves to inform the research. The investigation takes the form of a qualitative study comprising eight in-depth one-to-one interviews with residential body corporate owners who have recently switched to an alternative body corporate management provider. Findings – The dissatisfaction experienced by body corporate owners leading them to change management companies bears a close similarity to the retail banking industry. The interviews record highly emotive responses from interviewees and the desire for an improved quality of service and better value for money from their service provider. These findings allow a deeper understanding of the outcome of studies that have been carried out previously in England and New Zealand. Practical implications – The findings will assist directors of body corporate companies, property management and real-estate companies to understand the needs and wants of their clients and may also benefit property developers in their selection of a body corporate management company and legislators in providing a suitable legal framework. Originality/value – This paper provides in-depth insights into switching behaviour within the context of body corporate management companies which has not before been published within academic journals.

RESUMENEl éxito del devenir de nuestras comunidades dependerá en gran medida de cómo nuestra sociedad organice el aprendizaje, integre el conocimiento, y promueva la sabiduría colectiva y la acción a través de las generaciones. Tanto es así, que el principal objetivo de esta comunicación es el de revisar diferentes estudios del campo intergeneracional, cuyo análisis nos permita determinar qué intervenciones poseen mayor rigor y control, de cara a ser implementadas o actuar como base durante el desarrollo de futuros programas. Para ello, hemos llevado a cabo la búsqueda y selección de aquellos artículos publicados durante los últimos 5 años, que han sido recogidos por las principales revistas arbitradas e indexadas. La gran mayoría de los estudios revisados se centran en el ámbito de la educación o la salud, contribuyendo a una mejora del comportamiento social y de la calidad de vida de los participantes. No obstante, debido a que se obvian otras muchas variables y aspectos fundamentales de toda relación intergeneracional, y dado que se han encontrado importantes sesgos y diferencias en la metodología y forma de proceder de los diferentes estudios, creemos oportuno continuar con esta labor de investigación. Durante la realización de este estudio hemos sido beneficiarios de una de las ayudas destinadas a financiar la contratación predoctoral de personal investigador, concedida a A. So much so, that the main objective of this paper is to review different studies of intergenerational field, whose analysis will allow us to determine which interventions have a greater rigor and control, in order to be implemented or act as a basis for the development of future programs. To do this, we have carried out the search and selection of those articles published over the last five years, which have been collected by major refereed and indexed journals. The vast majority of the studies reviewed focus on education or health, contributing to improve social behavior and quality of life of the participants. However, as many variables and fundamental aspects of any intergenerational relationship have been obviated, and given that there are significant biases and differences in methodology and procedures from different studies, we wish to continue this research. During this study we have been recipients of an aid to finance the hiring predoctoral research staff, issued to A. Canedo by JCyL, co-financed by the European Social Fund, and led by JN García (EDU / 1083/2013 , 2013).Keywords: intergenerational relations, intergenerational programs, intergenerational education.

Este trabajo tiene el propósito analizar de manera crítica la pertinencia de la etnografía como alternativa de trabajo de titulación de grado, lo cual está contemplado en el Reglamento de Régimen Académico 2013, emitido por el Consejo de Educación Superior, CES. La selección de la etnografía como método de trabajo investigativo, permitirá a los estudiantes fortalecer las habilidades investigativas y desarrollar sus competencias en contextos reales de servicio a la comunidad. La propuesta tiene como antecedente experiencias de investigación cualitativa aplicada en Proyectos Académicos Institucionales realizados en sectores vulnerables del cantón Milagro, Ecuador, en los años 2012 y 2013. Se aplicaron técnicas como la observación participante, entrevista informal y análisis de documentos, técnicas que van de la mano con la etnografía. El propósito principal fue establecer las causas de la escasa participación de los pobladores y su nivel de involucramiento en el proceso educativo de sus hijos, vinculado a una necesidad de incidir el mejoramiento de la calidad educativa y la calidad de vida. Con la experiencia investigativa y el conocimiento del marco legal se aspira demostrar la factibilidad de intervención de la etnografía en problemas socioeducativos, y su factible utilización como una alternativa de titulación de Grado en Carreras de Educación. AbstractThis paper aims to critically analyze the relevance of ethnography as an alternative work for degree qualification, which is referred to in the Regulation of the Academic Regime 2013, issued by the Higher Education Council, CES. The selection of ethnography as a method of research work will enable students to strengthen the research skills and develop their skills in real contexts of community service. The proposal has been preceded by experiences of qualitative research that were conducted in Institutional Academic Projects in vulnerable sectors of Milagro city, Ecuador, in 2012 and 2013. In that draft some techniques were applied such as participant observation, informal interview, and document analysis, these techniques go hand in hand with ethnography. The main purpose was to establish the causes of the low participation of people and their level of involvement in the educational process of their children, linked to a need to influence the improvement of the educational quality and quality of life. With research expertise and knowledge of the legal framework, it is expected to demonstrate the feasibility of intervention ethnography in socio-educational problems and the possible use as an alternative for Degree qualification in Education.

Importance. Substantiation of the importance of the labor activity of minors for the accumulation of hu-man capital in the context of digitalization. Objectives. Investigate the state of the labor market in the Russian Federation and identify the share of minors in it; determine the areas of employment of minors; to carry out a comparative analysis of legislative norms that establish restrictions and allow types of activities of minors; to define a list of measures to ensure the interest of employers in the use of minors' labor. Methods. The study was based on the data of economic calculations and sociological studies carried out in 2017–2021, as well as an analysis of the legal framework governing the labor activity of minors. A systematic and integrated approach in the course of the research made it possible to identify trends in the modern labor market and understand how to address the issue of increasing interest on the part of employers in hiring minors. Results. The analysis carried out by the authors showed that the decline in the population at the age of 15–19 is a factor in the development of a shortage of resources in the labor market in the future, accordingly, this requires an “outstripping” model of personnel training for the economy. Expansion of «competent» tools that minimize the clash of interests of the parties and ensure the «safety» of the minor will improve the quality of human capital and ensure sustainable economic growth. Conclusions and Relevance. In a rapidly changing world, the priority direction of the professionalization of minors is to ensure, including legal, the student's self-selection of the range of available professional tra-jectories, learning along their own trajectories and self-realization within the chosen direction. To increase the interest of employers in hiring minors, it is necessary to form a range of permissive measures of state policy, including measures of economic support for the employer.

The article discusses the reasonsfor an expert to participate in legal proceedings. The gnoseological reason for that consists of the bad quality of materials subject to examination that renders the examination either completely impossible or compromises objective, reasoned and reliable assessment of the findings. The procedural reason consists ofa proscription for an expert to collect evidence himself or herself. The author investigates into the ways of how an expert can participate in legal proceedings. If the defense invites an expert to participate in the proceedings, then it is recommended that his or her involvement should be in the presence of attesting witnesses and recorded in the protocol. In the course of the legal proceedings an expert has the following tasks: adding initial data, acquiring new initial data, understanding the situation of the incident, acquiring new objects to be studied, including samples for examination. An expert’s participation in legal proceedings differs from the participation of a specialist or an examination on the scene of the incident. The author describes the tasks that an expert solves in the course of legal proceedings, the peculiarities ofan investigation experiment practices, the selection of samples for an examination, inspection, interrogation.
