The introduction of electronic means of communication in the management processes of the enterprise has led to a sharp increase in the number of information messages. There was a redistribution of working time in favor of solving information problems. As a result, information technology leads to negative effects and losses. The purpose of the study is to develop guidelines for improving the information support of the industrial enterprise on the basis of evaluation and management of information resources. It is proposed to evaluate the information resources of the enterprise in a pragmatic approach (qualitative assessment) for three groups of indicators – effectiveness, security and adequacy of information. Effectiveness is determined by the level of satisfaction of information needs and the ability to give the target effect. Security shows the level of automation, the state of use of information infrastructure, information literacy of staff, and financial security of information resources. Sufficiency is due to indicators of information quality, timeliness of receipt and use of information resources, the use of information models and a variety of sources of information resources. The method of calculation of the integrated indicator which allows to receive complex representation at once about all system of information maintenance of the enterprise is offered. Reflecting the efficiency of attracting and using information resources, the integrated indicator can serve as a signal indicator of the feasibility of updating information and modernizing the information system. When forming the list of signs it is necessary to consider that the qualitative sign can be presented by a set of equivalent nominations which are the list of possible names of quality. In this case, each nomination of a qualitative feature is placed in accordance with the quantitative value of the transformation function depending on the desirability scale. The transformation of partial indicators is proposed to be carried out by the geometric mean method. In addition to the method of forming an integrated indicator of evaluation of information resources, the expediency of using the method of analysis of hierarchies for making management decisions on the formation of the information system of the enterprise is substantiated. Thus, the method of integrated evaluation allows you to synthesize indicators of effectiveness, security and adequacy of information resources of the enterprise and on this basis to form the optimal structure and amount of information that takes into account economic needs and increases productivity.

Volunteering is actively developing in the Russian Federation and around the world. Society that takes part in volunteer projects has a high level of civic identity, morality and forms humanistic values among young people. Volunteer movement is a tool to reduce the level of antisocial and extremist behaviour.Approximately 15% of the population of the Russian Federation is involved in volunteering activities at the present time. Thanks to the volunteer organizations created in educational institutions, the government creates positive image of a volunteer. At the same time, there is a problem of public distrust in this type of activity due to the lack of awareness of volunteer organizations and their projects. Organizers of the volunteer movement face the problem of lack of information about volunteering that entails the difficulties in setting goals and objectives of the volunteer organization. It is necessary to identify the information needs of volunteers, as well as to create an information field where they can meet these needs.There is no resource with comprehensive information about volunteering activity in Russia. Information needs of participants in such type of projects cannot be fully met. The main source of information is the portal “Volunteers of Russia”. It allows you to get e-book of a volunteer, register a volunteer organization, create an event and apply for participation in an existing project. However, the system has a number of factors that make it difficult to keep accurate records of volunteer activities; it is more designed to attract attention to projects.In 2018—2019, the study was conducted using the online survey (questionnaire). The survey involved volunteers (451 respondents) and their leaders (43 respondents) of the St. Petersburg Volunteer Movement “Our Future is in Our Hands”. The purpose of the study was to identify the information needs of volunteers and their managers. The survey results led to the conclusions: the availability of information resources on volunteering is not too high; the most interesting information is related to the experience of implementing volunteer activities, project development and management, the development of supra-professional skills. Volunteers prefer to use electronic documents.It is necessary to develop special programs and organize training courses on the formation of information culture of volunteers, to create a wider range of information resources for volunteers. One of the possibilities is to create a unified public resource that reflects different aspects of volunteering activities. It is important to form a comprehensive information support for volunteers.

Modern wide development of science and technology causes the growth of information needs in all branches of human development. At present, there are all opportunities to increase information security by combining sources of information into a single system. At the same time, when merging, specific difficulties and features emerge, which together make it difficult to implement the proposed solutions. The paper considers the peculiarity of combining different types of radar stations into a single information system. Errors of measurements of separate parameters and their influence on system characteristics are considered. Options for solving the problems that have arisen are proposed.

Over the past decade, the issue of uncontrolled growth of unsystematic information in Internet has remained acute for the scientific community. The problem of finding relevant information related to the distribution and autonomy of scientific information resources remains. A priority in the field of centralized access to the key scientifically significant sources of information is the creation of a united information space (UIS). The study aims to identify the main models to form systems integrating distributed information resources, and as a result to determine the structure of UIS formation in a research library. Two models were considered and analyzed in the study: a meta-aggregator and an integrated electronic library. During the analysis, elements, structure and a set of functions for users and employees of a research library are revealed for each model. The study allowed the drawing of the following conclusions:• The choice of a model for the UIS formation depends mostly on the formulation of tasks, the solution of which is the purpose of creating a system, as well as on the technological potential of the organizations involved in the process.•Multifunctionality of the system allows simultaneous use of the above-mentioned formation models.• Adding the element of interactivity to the structure of UIS of the research library will allow timely monitoring of changes in the information needs of scientists, reduction of time, labor and financial costs of both the library and a user. The article presents the criteria for choosing a model. For the first time the optimal effective structure of the UIS in the research library is described.

Currently, without the effective information support of scientific research and the educational process, the innovative development of higher education isn’t possible. But the databases of leading publishers such as Springer Nature, Wiley, Elsevier, Oxford University Press and others are very expensive for universities in developing countries and countries with economies in transition. It is necessary to conduct researches to analyze the demand for digital information resources of publishers to determine the most popular sources for each university. The article is devoted to the results of research on the demand for electronic scientific and educational resources in 63 universities of Uzbekistan, as well as their impact on publication activity. Interviewed more than 1200 respondents from among doctoral students, applicants for academic degrees, teachers and researchers. Based on the results of the survey, the most frequently used sources of information for scientific research, problems they face when writing scientific articles, and information resources they often use are identified. Such researches were conducted in the republic for the first time. The results of the survey made it possible to get a clear picture of the state of information support of universities, to develop recommendations to improve of acquisition funds of academic libraries, on organizing and conducting thematic trainings for doctoral students, teachers, and researchers.

Information seeking is a fluid and situation dependent activity where a seeker’s actions are influenced by access to information, perceived quality, and trust in the information source. The situation is more intense if the information seeker is a physically disabled person. This demands a call for a regular study and development of information system and management of information services for persons with disability The University of Delhi has more than 1200 students and teachers with disabilities in its various colleges and departments. Very little is known about the techniques employed by them when looking for information, what kinds of source formats they prefer to use and how these sources are used, what barriers they confront, how they feel about the process, and how they can be helped to better exploit the information resources available to them. This chapter investigates and finds the answers to the above questions by using survey methods of research. It also incorporates the use of information and assistive technology for information sought by the physically challenged students and teachers.

The article describes the results of the study of information needs of students in the formation of the electronic educational environment of the Kazan State Institute of Culture.  The study aims to solve the following problems: identify and evaluate the attitude of students to the use of new information technologies in the educational process; define the range of sources of information used by students; to evaluate the degree and effectiveness of using various elements of the electronic educational environment of the institute. The methodological base of the study was a systematic approach as a direction of the methodology of scientific knowledge, which is based on the consideration of the object of study as a system. This study uses empirical research methods, in particular survey and comparison methods, as well as analysis of publications and regulatory documents. Studying the information needs of students to optimize their information support system, intensify their activities in mastering the basic educational program and improve the quality of training of future specialists.

New conditions of operation require the introduction of revolutionary and creative directions for the sustainable development of modern enterprises. The development of IT technologies, the transition to innovation and technological development is the basis for the emergence of a new format for the existence of an economic system - a new digital economy, which is qualitatively different from the classical economy, based on the use of the potential of human knowledge and the trends of vector-innovative development. The article deals with the problem of using information resources to form the basis of innovative development of business entities in the new digital economy, which is quite relevant and requires further development. The new digital economy, as a process of formation and development of the world economy in the conditions of introduction of scientific achievements and creative knowledge, has its advantages and disadvantages, which are considered in the article. The authors consider the basic components of the new digital economy: information and communication technologies, education (fundamental and production of innovations); intellectual services (all types of business consulting, information mediation, marketing services, analytics, etc.). The main element of the formation of a new digital economy is the use of information resources, which are the result of the interaction of the processes of functioning and automation of information systems in all spheres of functioning of market players. Each enterprise uses a large array of information resources in its activities. The authors classify the information resources of the enterprise. In modern conditions of functioning the effective methodology of quantitative and qualitative assessment and forecasting of information resources needs has not been fully developed and tested, but it is possible to outline and scientifically substantiate the process of managing information resources by studying the information needs of the enterprise. In the work of the authorities, the system of information resources management was formed as the basis of the new digital economy. Abstract This review aims to answer the following questions: (1) how knowledgeable are adolescent girls in low- and middle-income countries (LMIC) about menstruation and how prepared are they for reaching menarche, (2) who are their sources of information regarding menstruation, (3) how well do the adults around them respond to their information needs, (4) what negative health and social effects do adolescents experience as a result of menstruation, and (5) how do adolescents respond when they experience these negative effects and what practices do they develop as a result? Using a structured search strategy, articles that investigate young girls’ preparedness for menarche, knowledge of menstruation, and practices surrounding menstrual hygiene in LMIC were identified. A total of 81 studies published in peer-reviewed journals between the years 2000 and 2015 that describe the experiences of adolescent girls from 25 different countries were included. Adolescent girls in LMIC are often uninformed and unprepared for menarche. Information is primarily obtained from mothers and other female family members who are not necessarily well equipped to fill gaps in girls’ knowledge. Exclusion and shame lead to misconceptions and unhygienic practices during menstruation. Rather than seek medical consultation, girls tend to miss school, self-medicate, and refrain from social interaction. Also problematic is that relatives and teachers are often not prepared to respond to the needs of girls. LMIC must recognize that lack of preparation, knowledge, and poor practices surrounding menstruation are key impediments not only to girls’ education, but also to self-confidence and personal development. In addition to investment in private latrines with clean water for girls in both schools and communities, countries must consider how to improve the provision of knowledge and understanding and how to better respond to the needs of adolescent girls.

The present article is devoted to identifying the sources and gathering information system in the process of prosecutorial supervision over the implementation of laws on combating corruption. On the basis of the content of the legal acts regulating the activities of designated prosecutors in the field of supervision over the implementation of laws on combating corruption as well as the application thereof, and also statistics, the author undertakes to study the information component of the activities of prosecutors in the field in question. The definition and classification are based on the information used in this area by supervisory agencies. The author analyzed the powers of prosecutors in the field in question. Special attention is given to the existing restrictions established for the methods of working with the information that is accessible to prosecutors. The author specifies the causes which give rise to liability for breach of such requirements. The article also contains a number of recommendations relating to the collection and identification of sources of information in the exercise of prosecutorial supervision over the implementation of laws on combating corruption. The conclusion is that the achievement of positive results in supervisory activities in this area is impossible without the high-quality information and analytical support for the activities of the prosecutor.
