scholarly journals Formation of the Information Resource Management System of Enterprises Under the New Digital Economy

New conditions of operation require the introduction of revolutionary and creative directions for the sustainable development of modern enterprises. The development of IT technologies, the transition to innovation and technological development is the basis for the emergence of a new format for the existence of an economic system - a new digital economy, which is qualitatively different from the classical economy, based on the use of the potential of human knowledge and the trends of vector-innovative development. The article deals with the problem of using information resources to form the basis of innovative development of business entities in the new digital economy, which is quite relevant and requires further development. The new digital economy, as a process of formation and development of the world economy in the conditions of introduction of scientific achievements and creative knowledge, has its advantages and disadvantages, which are considered in the article. The authors consider the basic components of the new digital economy: information and communication technologies, education (fundamental and production of innovations); intellectual services (all types of business consulting, information mediation, marketing services, analytics, etc.). The main element of the formation of a new digital economy is the use of information resources, which are the result of the interaction of the processes of functioning and automation of information systems in all spheres of functioning of market players. Each enterprise uses a large array of information resources in its activities. The authors classify the information resources of the enterprise. In modern conditions of functioning the effective methodology of quantitative and qualitative assessment and forecasting of information resources needs has not been fully developed and tested, but it is possible to outline and scientifically substantiate the process of managing information resources by studying the information needs of the enterprise. In the work of the authorities, the system of information resources management was formed as the basis of the new digital economy. In the course of economic activity, enterprises use technical tools to work with information resources, the amount of automation, the type and intensity of which is characterized by the essence of specific information technology. Digital technologies have changed the relationship between the society and business entities, taxpayers and the state. Ceteris paribus, the ability to effectively manage financial flows and make administrative decisions depends on the correct and established interaction between the state and taxpayers. This study aims to form and develop a taxpayer’s understanding of the digital age with all its features and opportunities for information and communication technologies, including mathematical modeling methods that form the basis of the digital economy for building and sustaining business development, improving the systemic vision of business processes. The research hypothesis is that the further development of economic entities management in the digital context, as well as the coordination of these entities’ interests, is possible only in the partnership of the key economic participants, with the taxpayer at the forefront. That will allow identifying the areas for improving tax trajectories. Using polynomial approximation, the authors have obtained the models of tax trajectories of companies that allow predicting tax burden. The data for approximations are obtained using the previously constructed mathematical model of the optimal tax path. The main input data of the model are fixed assets and human resources, the totality of which form the production function. The analysis of the transformation of tax paths shows ways for achieving a balance of interests between both the state and the taxpayers. Finding this balance will help to overcome the crisis of confidence in the authorities, the development of adaptability and creativity of Russian society to new tax changes. A number of parameters determines the scale of this task. They include the complexity of the object of study, the long-term and multi-aspect nature of the impact which modeling the digital economy has on adaptation to the new digital realities of the state and taxpayers, as well as the absence of significant analogues of the solution to this problem in global and Russian economics.

This investigation seeks to address two issues: first, to discover if there is evidence that university students in foundational language courses need information resources to support their language learning and second, if such evidence exists, what the specific information resource needs might be and how important those resources are to students’ language learning. After engaging in a year of foreign language study, the author used the evidence gathered to develop and conduct a survey of the user needs of language students at the Self Access Centre (CAADI) of the University of Guanajuato, Mexico. Results of the survey supported the personal learning experiences of the author. Over 80% of students surveyed reported using the information resources in the CAADI at least once a week with general grammar books, course text books and films being reported as the most important resources. This investigation provides a starting point for research in to the collection development practices of academic libraries supporting the learning of foreign languages. By examining the information needs of one population, evidence has been provided that these students do indeed need information resources to support their language learning. The study suggests specific resource types that could be important for these users.

The scientific and practical relevance, timeliness and practical and applied relevance of the selected research topics are empirically substantiated by the processes of sustainable development of world labour markets, improving the quality of human resources, increasing the importance of scientific and educational activities, acquiring unique competencies, knowledge and skills by workers of modern business entities, deepening specialization and differentiation of science-intensive enterprises, permanent scientific and technological progress and acceleration of the pace of formation of industrial-industrial clusters and venture business. The theoretical and practical goals of the publication are to study the socio-economic mechanisms for solving the theoretical and practical-applied problems of sustainable innovative development of the industrial economy and the implementation of science-intensive projects characterized by high production and economic uncertainty and significant socio-economic risk, which are not amenable to formalization. The theoretical and methodological basis of the publication was the scientific works of domestic and foreign scientists-researchers of socio-economic algorithms for the development of domestic and world economies of industry, as well as venture business. Scientific novelty lies in the critical rethinking of such a constructive and creative result of the venture business as the formation of public-private partnerships and the author’s interpretation of strategically significant science-intensive segments of the industrial economy (telecommunication technologies, medicine, microbiology, production of substitute products, innovative energy trends, the search for alternative sources of energy supply, etc. etc.). The practical significance of the results obtained lies in the comparative characteristics of the American and Eurasian strategies for the innovative development of industry, as well as the empirical argumentation of their socio-economic advantages and disadvantages. The article reveals a reduction in costs and a regression of transactions between production and economic services of American companies, savings due to the narrow focus of scientific and production processes with a simultaneous absence of material incentives for labour activity and the occurrence of costs due to the regulation of labour functions of workers. The use of a progressive system of remuneration of labour and bonuses to personnel of Eurasian companies has been established in the context of a simultaneous increase in resource and raw materials and monetary costs and the liberalization of in-house management, which are of priority importance for the formation of a strategy for the development of the Russian industrial economy

Numerous Information and Communication Technologies (ICTs) applications have been developed in irrigated agriculture. While there are studies focusing on ICTs impacts at the farm level, no research deals with this issue at the Water Authority (WA) level where ICTs can support strategic decisions on land and water allocation. The present study aims to design a theoretical model to estimate economic benefits from the ICT-informed decision process of water management in agriculture. Specifically, the study analyzes the motivations driving a case study WA using ICTs to support strategic management decisions involving risky choices. Results show that the WA under investigation has potentialities to save water and to implement adaptation strategies to climate change. Higher benefits from ICTs are attainable in areas with limited water availability and where the WA can effectively manage land allocation and control water delivery volumes. The study concludes that ICTs might have a disruptive potential in fulfilling WA’s specific information needs, but there is still a need to improve their accuracy due to the risk surrounding the decisions at stake.

Introduction. Information systems play an important role in increasing the efficiency of enterprises and supply chains, which is associated with their stability. Information systems are focused on "integration of information technology solutions and business processes to satisfy the information needs of enterprises. Information systems are not only formed by the combination of information and communication technologies, but also the way people interact with these technologies to support business processes. In this sense, well-functioning information systems are particular types of working systems in which people or machines perform processes and activities that use resources to produce specific products or services for consumers. Information systems for business operations management are a pyramid of systems that integrate transaction processing systems at the bottom to management systems, decision support systems, and executive systems at the top, and support decision making at each part of the supply chain. Purpose. To study the features of the use of information systems tools for automation of business processes of the enterprise, highlighting the advantages and disadvantages of their application. Method. During the research, taking into account the purpose and objectives, general scientific and specific research methods were used. Among them: the method of scientific abstraction – in the systematization of the theoretical foundations of the use of information systems in enterprises, the method of system-structural analysis – in determining the features of information systems used to automate business processes; method of logical generalization – in the study of problems of application of information systems in enterprises; method of analysis and synthesis. Results. The importance of application of information technologies at automation of business processes of the enterprise is investigated in the article. The definition of information technologies is given. The list of advantages of use of information technologies in enterprise management is defined. Examples of programs used in the field of relationships with partners are given. Practical relevance. Due to the growing attention to the stable development of enterprises, the study aims to understand the role that information systems play in the automation of business processes. The potential of information systems for increasing the capacity to make management decisions and increasing productivity through the implementation of systems of corporate resources is important.

The article reflects the issues of digitalization of the Russian economy at the present stage of its development. Itpresents an analysis of the Program Digital economy of the Russian Federation, which is based on the goals, solving problems, performing sales activities of digitalization, timing, and key directions of the state policy of Russia in the formation of conditions for the functioning and development of the digital economy. Thearticle shows that the circulation of information in digital form is the main factor of social production, improving the quality of life of the population, developing the competitiveness of state, ensuring national sovereignty and sustainable economic growth of state. The implementation of this Program requires high-quality interaction between the state, business and science, since its implementation requires the formation of at least a dozen leading national companies high-tech industrial enterprises that develop end-to-end technologies and manage digital platforms, which will carry out their activities on world markets and form a strategic ecosystem, research structures and leading industry enterprises that ensure the systematic development of the digital economy of Russia. The Program implementation indicators show that the effectiveness of innovation development in theindustrial sector of digitalization determines the creation of future markets, allowing industrial enterprises to create the image of the future of the regions, to carry out complex innovative activities. The relevance of theimplementation of the State Program Digital Economy of the Russian Federation, which includes the processes of innovative development of the region on the basis of NTI, is that digitalization and the creation of innovations, allows enterprises to gain leadership among similar manufacturers, producing products with asignificant degree of knowledge intensity, forming new product and technology markets. Digital technologies and innovative development of the region on the basis of NTI is the creation of a network integration grouping of the industrial complex on the basis of an innovative ecosystem. A significant result of this study is the formation of a model of the innovation ecosystem of the region based on NTI. The model shows that the development of NTI startups is carried out with the help of the regional infrastructure of innovation support, the main element of which is the innovative regional clusters representing the regional ecosystem of innovation support. The main importance in the ecosystem is played by the network connections of participants in innovation activities and their organizational and technological capabilities (points of industrial technological growth and development). Thepaper reflects that the implementation of the Program for creating a digital society based on STI to create new markets and technologies is based on the development of innovative activity of the economic systems of theregion. In the proposed model of the ecosystem of digitalization of the region, the author has developed analgorithm for evaluating the effectiveness of its activities.

ObjectivesTo understand stakeholders’ views regarding the content and design of paediatric clinical trial multimedia websites. To describe how this knowledge informed the development of the multimedia websites.DesignQualitative study comprising two rounds of interviews or focus groups, with thematic analysis of interview transcripts.ParticipantsSixty-two people (21 children and young people with long-term health conditions, 24 parents and 17 professionals).SettingOne UK children’s hospital and one UK Young Persons’ Advisory Group.ResultsWhen asked what was important in deciding whether to join a trial, children, young people and parents prioritised information about what participation would involve, what the trial was testing, potential benefits and risks of participation and knowing they could leave the trial if they later changed their minds. Young people and parents trusted trial teams to follow regulatory and quality requirements and therefore did not think such information was a priority for the websites, although logos of trusted organisations could lend credibility. Professionals largely concurred with these views. Children and young people advised on the importance of designing the multimedia website to ensure its appearance, tone and wording suited the intended audience and on using animated characters to facilitate children’s engagement.ConclusionsOur study provides insights into the information that families value when deciding about healthcare trial participation. It provides guidance on the design of information resources to appeal to children and young people, while also being acceptable to parents and professionals who are often gatekeepers of children’s access to information. Our findings will be of use to others developing similar multimedia websites. We report specific information needs and new visual preferences that are not usually addressed in printed trial information. The introduction of electronic means of communication in the management processes of the enterprise has led to a sharp increase in the number of information messages. There was a redistribution of working time in favor of solving information problems. As a result, information technology leads to negative effects and losses. The purpose of the study is to develop guidelines for improving the information support of the industrial enterprise on the basis of evaluation and management of information resources. It is proposed to evaluate the information resources of the enterprise in a pragmatic approach (qualitative assessment) for three groups of indicators – effectiveness, security and adequacy of information. Effectiveness is determined by the level of satisfaction of information needs and the ability to give the target effect. Security shows the level of automation, the state of use of information infrastructure, information literacy of staff, and financial security of information resources. Sufficiency is due to indicators of information quality, timeliness of receipt and use of information resources, the use of information models and a variety of sources of information resources. The method of calculation of the integrated indicator which allows to receive complex representation at once about all system of information maintenance of the enterprise is offered. Reflecting the efficiency of attracting and using information resources, the integrated indicator can serve as a signal indicator of the feasibility of updating information and modernizing the information system. When forming the list of signs it is necessary to consider that the qualitative sign can be presented by a set of equivalent nominations which are the list of possible names of quality. In this case, each nomination of a qualitative feature is placed in accordance with the quantitative value of the transformation function depending on the desirability scale. The transformation of partial indicators is proposed to be carried out by the geometric mean method. In addition to the method of forming an integrated indicator of evaluation of information resources, the expediency of using the method of analysis of hierarchies for making management decisions on the formation of the information system of the enterprise is substantiated. Thus, the method of integrated evaluation allows you to synthesize indicators of effectiveness, security and adequacy of information resources of the enterprise and on this basis to form the optimal structure and amount of information that takes into account economic needs and increases productivity.
