The low competency of employees in the management of regional property in the West Java Provincial Government is a challenge for the West Java Province's Human Resource Development Agency (BPSDM) in developing apparatus competencies through education and training. The research aims to find out how much influence the policy instruments (policy instrument) and policy implementation (policy implementation) have in developing employee competencies through the technical training curriculum for regional property management. This study uses descriptive analysis with a qualitative approach. The data was explored in the form of the implementation of the technical training curriculum for the management of regional property held at the Human Resources Development Agency (BPSDM) of West Java Province in 2018. Data and information collection methods were carried out through observation, interviews, and document review. The results of the study show that there were errors in policy instruments (policy instruments) and policy implementation in determining the technical training curriculum for the management of regional property. Policy instruments through the establishment of curriculum (learning objectives, training courses, media and learning methods) and policy implementation through the implementation of curriculum (teaching and learning process and assessment) have not been oriented to competency requirements in accordance with training competency/employee position standards. competency of education and training graduates is not optimal.Keywords: Development of competency-based, profesional, competency-based curriculum

Corruptions in Indonesia are found in the public service sector. Bandung Education Training Center is a Training Center for the Ministry of Religion in the West Java Province which serves the public in the education and training sector. The purpose of this study was to describe the corruption perceptions by participants in training services at Bandung Education and Training Center. The research methodology used is descriptive quantitative analysis, using survey methods by processing data using the index formula. The research population was all training participants who have participated in training in Bandung Education and Training Center, the research sample was 545 respondents spread across 27 cities in West Java Province. The results of the study were that all training participants received the same education and training services, in all types of training that were followed, education technical training, religious technical training, and administrative technical training. The corruption perceptions of training participants in training services at Bandung Education and Training Center were on the corruption perception index of 4.32, meaning that the training services at Bandung Education and Training Center were in very good qualifications which did not indicate corruption Key Word: Perception, corruption, training services

The purpose of this study is to describe and analyze the implementation of education and training will be undertaken by the office of the Department of Mines and Energy of Kutai Barat in improving the performance of employees. As well as what are the constraints faced by the office of the Department of Mines and Energy of Kutai Barat in improving the performance of employees. The study concluded that the implementation of education and training for the State Civil Apparatus in the West Kutai Distamben left entirely to BKD appoint competent agency organizes. While this type of education and training undertaken by Education and Training Structural and Functional Education and Technical Training. While the material is given in the process of education and training adjusted based on the level that followed.

The purpose of this study was to determine the impact of widyaiswara competencies, changes in curriculum and infrastructure to training participants' satisfaction in the Human Resources Development Agency of West Java Province. In this study all the training participants of PIM III in the Human Resources Development Agency budget for 2017 and 2018 amounted to 370 people. The total sample is 192 people, the sampling technique uses the stratified random sampling method. The location of this study is in BPSDM, West Java Province, located on Jl. Colonel Maturi KM 3.5 No. 11, West Java. The analysis technique uses Partial Least Square (PLS) Software. The results showed that the widyaiswara's competence had a significant impact on participant satisfaction. Changes in education and training curriculum have a significant impact on participant satisfaction. Education and training infrastructure facilities have a significant impact on participants' satisfaction in education and training. Widyaiswara's competencies, curriculum changes and infrastructure facilities had an impact on the satisfaction of Diklatpim III participants in the Human Resources Development Agency of West Java Province. In general, this study concluded that the new pattern of education and leadership training according to the Head of Regulation of the State Administration Agency Number 19 of 2015 received positive responses from training participants and mentors, such as direct supervisors of participants in building high performance in institutions and training participants.Keywords : widyaiswara competence, curriculum change, facilities and infrastructure, training participants satisfaction

The purpose of this study was to determine the improvement of the competence of teachers of Islamic Religious Education at Special School Characteristics (PAI-BP SDLB) through the training of substantive technical education and training for Islamic Primary Education teachers in the regional office of the West Java provincial ministry of religion. Substantive technical training is the implementation of the teaching and learning process in order to improve the competence of PAI-BP SDLB teacher teachers as Civil Servants in the regional office of the West Java provincial Religion ministry. Professional teachers are competent teachers namely competence, pedagogic, personality, social and professional. The Bandung Diversity Education and Training Center has duties and responsibilities in terms of continuing professional development of teachers who are sustainable in the hope that the professionalism of PAI-BP SDLB Teachers will increase. The research method used is a quantitative method, the meaning is a research that is attempted to take or observe problems systematically and accurately regarding the facts and properties of certain objects. also uses survey methods, which is a method used to gather information in the form of opinions from a large number of people on certain topics or issues that aim to find out the general description of the characteristics of the population also trying to collect, describe and analyze data that are basically quantitative. From the results of research that has been done to improve the competency of PAI-BP SDLB Teachers experience improvement especially in understanding the deepening of the material and learning strategies to reach 80%, meaning that there are still 20% of training participants who still need to improve their competence.  Keywords: school is extraordinary, competent, professional.

Effectiveness of Education and Training in Increasing Auditor Performance at the Lamongan Regency Inspectorate of East Java Province. This study aims to find out and analyze education and training to be the driving factors for improving the performance of auditors at the Inspectorate of Lamongan Regency, East Java Province. The researcher used a qualitative descriptive method with an inductive approach. The conclusion of this study is the effectiveness of education and training carried out through technical training programs held by the Lamongan District Inspectorate and the implementation of functional training and technical training outside which aims to improve the performance of the Lamongan District Inspectorate auditors, including being effective. This can be understood from the results of the overall study through interviewing the author with sources and direct observations. The indicators of effectiveness of auditor participation to carry out technical training carried out by the Inspectorate and functional training and technical training held outside of stating that, every implementation. Education and training can have a positive impact on the auditor of the Lamongan District Inspectorate in improving performance to carry out their duties and functions as internal government supervisors.

Balai Diklat Industri Regional – I Medan us one of technical executive unitaries in education and training sector is responsible for center for Industrial Education and Training of the Ministry of Industry. Since Regulation number 22 year 1999 for local autonomy is legalized and then has been changed to regulation number 32 year 2003, there are many changes in the structure of organization including reposition and substitution of functionaries and officials in industrial service institution. Due to the reposition, there are many officials still do not have enough technical substantive knowledge about industry sector as their aquip to do their dutter. In order to repair this condition, technical training needs to be done. It aims to synchronize perception between the older and the newer ones. The purpose of this research is to look for and analyze the effect of Technical Training and motivation of alumnae’s work in Balai Diklat Industri Regional I Medan. Hypothesis of the research is Technical Training and motivation affect alumnae’s work in Balai Diklat Industri Regional I Medan. Method use in taking the samples is by using Slovin Formulation in which from 179 populations about 124 samples are taken. Hypothesis is tested by using compound linear regressive analysis. It is held by doing simultaneous test (f test) and partial Test (t test). Both of tests have purpose to know the effect of independent variable to dependent variable on relieance level 95% or ? = 0,005. The result of analysis shows that Technical Training and motivation have simultaneous and significant effect to work motivation of alumnae in Balai Diklat Industri Regional I Medan. The significant level is 0.000. Determinant Coefficient (R2) of independent variable to dependent variable is about 59,3 % and the rest (40,7 %) is affected by another variable that is not used in this research. The result of t test (partial test) shows every independent variable used has significant effect to its dependent variable. Technical Training variable has real effect to the work with significant effect to the work 0.01 with significant level 0,000 smaller than 0,005 (5%).

This study aims to analyze and evaluate the context, input, process, and product of a substantive technical training program for preparing lesson plans for Madrasah Ibtidaiyah teachers. The study used a qualitative approach with the CIPP evaluation model (context, input, process, and product). The results showed that; first, the context dimension states that the implementation of education and training is by the legal basis for working; second, the input dimension includes the availability of reliable resources, adequate facilities, and infrastructure and financing borne by the government, so that its implementation can be carried out properly; third, the dimension of the process which includes the implementation of programs that are by the predetermined plans and designs; fourth, the product dimension where the teacher already understands the specified competencies.

Internationally, vocational education and training (VET) is intended to fulfil important economic and social objectives. There is, however, a concerning discourse relating to funding, esteem, reputation and quality, and questions have been raised about whether social mobility aspirations of the sector’s students are achieved or achievable. This paper argues that rather than resulting from deficiency or fault of VET, these issues are, instead, manifestations of the sector’s structural oppression. Further, unless this oppression is recognised and addressed as an underlying cause, VET’s troubles will remain. While acknowledging the claim may be contentious, the paper applies Freirean philosophy and contemporary critical social theory to examine the case of Australian VET, identifying the oppressive structures and policies which have progressively rendered the sector powerless and lacking the autonomy needed to enact positive and necessary change. It expounds upon Australian VET’s vulnerability to neoliberal educational reform along with the impact of competency based education and training (CBE/T), its reductionist curriculum, and the de-professionalisation of VET, its teachers and the vocations it serves, before proposing that any further reforms must be led from within the sector itself. While the paper focuses on Australian VET, its examination will likely hold meaning elsewhere.
