У статті обґрунтовано поняття злочинності у фінансово-економічній сфері та запро­поновано структуру системи злочинів, які доцільно віднести до злочинів у фінансово-економічній сфері. Доведено, що злочинність у фінансово-економічній сфері являє собою сукупність однорідних протиправних, суспільно небезпечних, корисливих, таких, що спричиняють істотну матеріальну шкоду внаслідок посягань на встановлений порядок управління економічними процесами, економічний розвиток держави, стан фінансової безпеки діянь, за які передбачено кримінальну відповідальність. Запропоновано віднести до таких злочинів: злочини проти власності; злочини у сфері господарської діяльності; інші злочини економічного характеру.   The concept of crime in financial and economic sphere is grounded and the structure of system of crimes, which should be attributed to the crimes in financial and economic sphere is proposed in the article. There proved that the crime in financial and economic sphere represents a set of acts which are: homogeneous illegal, socially dangerous, selfish, such that cause substantial material damage as a result of infringements of the established order of management of economic processes, economic development of the state, the financial security, for which criminal responsibility is contemplated. There proposed to attribute to such crimes: crimes against property, crimes in sphere of economic activity; other crimes of an economic nature.

One of the main criteria for economic development is the size of the public debt and its dynamics. The article considers the impact of public debt on the financial security of Ukraine. The views of scientists on the essence of public debt and financial security of the state are substantiated. An analysis of the dynamics and structure of public debt of Ukraine for 2014-2019. It is proved that one of the main criteria for economic development is the size of public debt and its dynamics. State budget deficit, attracting and using loans to cover it have led to the formation and significant growth of public debt in Ukraine. The volume of public debt indicates an increase in the debt security of the state, which is a component of financial security. Therefore, the issue of the impact of public debt on the financial security of Ukraine is becoming increasingly relevant. The constant growth and large amounts of debt make it necessary to study it, which will have a positive impact on economic processes that will ensure the stability of the financial system and enhance its security.

The article investigates the possibilities of using the means of state regulation of the economy in modern Ukraine in the conditions of crisis phenomena and challenges. Among the most negative threats to the domestic economy are military aggression by Russia, the prevailing depressive business climate in the society, high levels of shadowing and corrupt schemes in economic activity, critical external debt, excessive scale and rate of loss of human capital, inconsistency of public administration and society's expectations, and in addition, the global pandemic COVID-19. The need to strengthen state influence on the domestic economy up to the use of certain elements of economic dictatorship has been clarified. The necessity of an economic dictatorship in Ukraine, i.e. the imposition of a state of economic emergency, is caused by a too long and devastating crisis that covers all spheres of society – economic, social and political and can lead to social upheaval. In the transition period, it would allow in a relatively short time to improve the structure of national production, which would contribute to its competitiveness, economic growth. After all, economic methods of state regulation and the use of market mechanisms aimed at changing the structure of production will give results only after a long period and will be accompanied by further growth of unemployment and declining economic indicators. The main tools of state influence on economic processes have been identified, namely: development of anti-crisis measures; strengthening the country's defense capabilities through the development of the military-industrial complex; forecasting and planning of economic development; control and influence on financial markets; fight against shadowing, corruption, negatives of oligarchization; control over foreign economic activity; guaranteeing the interests of external and internal investors; investing in the economy; development of various forms of public-private partnership; promoting the economic development of the regions of Ukraine. Emphasis has been placed on the positive role of centralized state regulation of the Ukrainian economy in the face of threats and challenges for the formation of civilized market relations. Tight economic policy of the state will allow directing the activities of all business structures in the legal field in order to form a real market. Only the state is able to unite the efforts of all branches of the state governance in order to develop and implement a new economic policy aimed at forming a market economy in the interests of society as a whole.

The purpose of the article is to analyse the current state of the economy, to consider the positive and negative tendencies that stand in the way of further economic growth, and to determine on this basis an effective strategy of economic development in the innovation sphere. The subject of scientific research is innovative approaches in the economic sphere. Methodology. Based on the scientific literature analysis of the current economic situation, strategic priorities and goals of economic development were determined, as well as the dialectical method, method of scientific abstraction, methods of system analysis were used. The results of the research showed that there are a number of key economic problems that slow down the development of the national economy for the implementation of international experience in the development of the national economy. At the same time, Ukraine is trying to overcome the negative trends of the economic crisis by carrying out reforms and adopting appropriate strategies for joining the EU. It has now been found that a complex structural transformation of the economy is needed in order to increase the specific gravity of the high-tech and innovative sectors. Practical implications. The complex analyses of the state and the determinant tendencies of economic development according to the threats and risks including the crisis processes in the modern world were carried out. Determination of the basic principles for formulating and implementing economic development strategy based on coordination of strategic priorities and strategic goals of the EU and the necessity to reform the economic sector in order to develop longterm economic spheres. Value/originality. The realized research revealed the state of development of the economic system, as well as further development of identifying perspective trends of the economy, was received.

Социальные вызовы и экономика - для всех это те проблемы, которые должны решаться государством совместно с предпринимательским сообществом в приоритетном порядке, чтобы обеспечить устойчивый экономический рост в отраслях агропромышленного и рыбохозяйственного комплексов. Анализ процессов социально-экономического развития страны необходимо рассматривать с учетом накопленных экономических дисбалансов, технологических изменений, инноваций и собственно внешнего шока неэкономической природы - пандемии коронавируса, который спровоцировал запуск разносторонних кризисных явлений, затрагивающий все стороны жизни общества. Чтобы изменить устоявшуюся тенденцию либеральной модели развития экономки, необходимо, чтобы роль государства при переходе к новой модели развития была усилена, что обусловлено необходимостью сохранения продовольственной безопасности и целостности территории Российской Федерации. Для стимулирования инновационной и инвестиционной деятельности, повышения технико-технологического уровня производства необходимо в рамках принятых программных документов выделять основные приоритеты и необходимые для этих направлений ресурсы, осуществляя постоянный мониторинг принимаемых решений. Выстраивание новой системы государственного управления для реализации программных документов в сфере развития АПК и рыбохозяйственного комплекса станет гарантией достижения поставленных государством целей в установленные сроки. Social challenges and the economy - for all these are the problems that must be addressed by the state together with the business community as a priority in order to ensure sustainable economic growth in the agricultural and fishery sectors. The analysis of the processes of the country's socio-economic development should be considered taking into account the accumulated economic imbalances, technological changes, innovations and the actual external shock of a non-economic nature - the coronavirus pandemic, which triggered the launch of various crisis phenomena affecting all aspects of society. In order to change the established trend of the liberal model of economic development, it is necessary that the role of the state in the transition to a new development model be strengthened, which is due to the need to preserve food security and the integrity of the territory of the Russian Federation. To stimulate innovation and investment activities, to increase the technical and technological level of production, it is necessary, within the framework of the adopted program documents, to allocate the main priorities and the resources necessary for these areas, carrying out constant monitoring of the decisions made. Building a new system of public administration for the implementation of program documents in the development of the agro-industrial complex and the fishery complex will guarantee the achievement of the goals set by the state in a timely manner.

In recent years in our country the steady tendency to increase of authority of the state in the sphere of business and strengthening of economic security is observed. The state finds new opportunities of effective counteraction of crime in the economic sphere, including by means of liberalization and a humanization of the criminal legislation. Among the main acts aimed at the improvement of criminal law, can be called the Federal law of December 7, 2011 No. 420-FZ “On Amendments to the Criminal Code of the Russian Federation and Certain Legislative Acts of the Russian Federation” which provides the special basis of release from criminal liability for commission of crimes in the sphere of economic activity. The specified basis is fixed in the new Article 761 “Exemption from criminal liability in cases of crimes in the sphere of economic activity” of the Criminal Code of the Russian Federation. In the explanatory note to this document it is noted that “such addition of the criminal law is caused by the necessity of its further humanization and counteraction to abuses in the field of investigation of economic crimes”. In the article mentioned Article 761 thoroughly analyzed in conformity with the requirements of the legal techniques and modern economic realities. The special attention is paid to the conditions of release from criminal responsibility provided for in second part of Article 761, given their critical assessment. It seems to the author that the legislator, providing special possibility of the exemption from criminal liability in cases of crimes in the sphere of economic activity had departed from the constitutional principle of equality of citizens before the law and court, having allowed thereby an inequality between the persons who have committed a crime.

The current paper features the peculiarities of colonization of the Kolosovsky district of the Omsk region in the 16th – early 20th centuries. The author integrally approaches the study of this process, analyzing the main ways of settling and economic development of the area. Considerable attention is paid to the factors that conditioned the process of development of the territory. The formation of the rural settlement network of the district, in many ways, was determined by the vectors of state policy, in particular, the policy of resettlement of peasants from the country's low-land regions. Favorable geographical and climatic conditions, the presence of the river artery made the territory of the Kolosovsky district attractive for settlers, who both established their own settlements and settled in old-timer villages. The history of the region is considered in the mainstream of the history of the state, taking territorial features into account. The article outlines the stages of development of the territory, characterizes each of them, by emphasizing the economic activity development. The author gives specific dates for the formation of villages, analyzing the available foundation versions.

This article presents an algorithm of economic development of state, focused on finding the optimal direction of foreign economic activity in the context of ensuring economic security of region. The developed mechanism makes it possible to take into account the gravitational affiliation of states on the basis of the created integral indicator of the strength of economic gravity. Based on a theoretical assessment of the variability of the paths of economic development, a conclusion is made about the effectiveness of bilateralism in the context of global economic instability. In the process of building macroeconomic policy, the state assesses the bilateral and multilateral aspects of economic activity. The multifactorial nature of economic activity forms the multitasking of country's economic development. Accordingly, solving economic problems requires a systematic approach. The main stages of the algorithm for choosing the path of economic development of the state: 1. Choosing a direction of economy optimization. 2. Assessment of the foreign policy position of the state, on the basis of which the choice of bilateral or international path is made. 3. Evaluation of bilateral optimization in accordance with the state of the economy. Bilateral optimization is carried out depending on the economic gravity of states, which determines the type of interaction of elements. When assessing the current level of bilateral economic relations and the formation of prospects for cooperation, it is necessary to use the index of economic gravity of countries, which takes into account a level of trade gravity of countries, an indicator of distance dependence between countries, a measure of political calm and an indicator of monetary and financial proximity of countries. The developed mechanism of economic actions of the state provides for the existence of an economic and political choice of the vector of economic development, taking into account the state national strategy. Reflecting systemic inversely proportional relationship between the rate of economic growth and country's economic sovereignty, the algorithm is focused on overcoming systemic interstate imbalances in the world economy.

The article examines the directions of the country’s foreign trade balancing, taking into account the development vector of Ukraine’s investment potential. The author analyzed the balance of payments of the state and the strategy formation to reduce the balance of payments deficit and improving of the state of investment activity. Today, attention is growing to the importance not only of the country’s balance of payments, but also to the international investment position. One of the areas of government policy which can create conditions for economic development is the balance of payments and the transition to the surplus trade. That is why, in the context of internationalization of economic relations, the effective use of resources and investment potential of the country get crucial place. The main strategic goal of public policy should be the development vector of foreign economic activity of the country, with an effective policy to support domestic enterprisers, export orientation and high value-added production. The processes of economic development led to the expansion of international exchange of goods and services and as a result of the rapid growth of trade processes require the country to have strong global state, taking into account macroeconomic regulation. The previous analysis of current trends in the development of Ukraine’s foreign economic activity, including investment activity, gives grounds to assert that Ukraine is an active participant in global investment processes. The author approved that the key aspect which can change the negative trend towards the trade deficit is the country’s active export activity, import substitution of commodity positions, as well as the development of industries specializing in the production of high value-added products. Therefore, measures of state regulation direct to developing investment opportunities in Ukraine should be aimed to: analysis of the existing economy, taking into account, the foreign economic activity of the country; import substitution; domestic market development, export expansion. The article analyzes the structure of the balance of payments, the dynamics of trade turnover, investment performance and international trade. The author also proposed measures to improve the balance of payments of Ukraine by taking into account the trends of Ukraine’s foreign economic activity, increasing investment attractiveness and realizing Ukraine’s investment opportunities.

Purpose. The study’s purpose is a socio-economic analysis of the Zakarpattia region’s current state of development to determine the factors that affect the current situation and priority areas for improving the territorial organization Zakarpattia region, which will ensure sustainable regional development. Design/methodology/approach. In the article, the authors used the literature review method to identify the state of research on socio-economic development of the regions of Ukraine and to justify the importance of separate consideration of the dynamics of macroeconomic indicators. As a result of the analysis of scientific literature sources on the issue of socio-economic development of the Carpathian region of Ukraine, it was revealed that empirical studies of statistical data are insufficiently presented. Based on the comparative method, system analysis, and synthesis, the leading statistical indicators of the Zakarpattia region are studied: gross regional product (GRP), inflation, the economic activity of the population, unemployment, level of consumer prices, capital investments, foreign economic activity, household expenditures, level of wages and incomes of the people for 2007–2019, the dynamics of which reflects two crisis periods: 2008 and 2014–2015. Economic development dynamics in conditions of political instability and rapid changes in the external environment show positive macroeconomic changes reflected in GDP growth, wage growth, increasing exports, and the excess of exports over imports. Findings. The hypothesis that the focus of achieving the most efficient use of the region’s potential and its balanced development is possible only based on coordination of economic, social, and environmental interests, both at the regional and national levels. In particular, the study of GRP of the Zakarpattia region during 2007–2019 shows a stable growth of the area's nominal GRP. However, the real GRP at the same time, although fluctuating abruptly and in general, remains virtually unchanged. A study of the share of the Zakarpattia region’s economically active population in the structure of the economically active population of Ukraine allows us to conclude that it has changed unevenly and has tended to decrease. The border location of the Zakarpattia region facilitated emigration. In 2020, the share of the economically active population was declining, and unemployment is rising due to the loss of many people of their jobs due to the pandemic, which directly impacts reducing real and nominal GRP. Today’s economic recovery is taking place without significant changes in domestic enterprises’ quantitative structure by industry and is not accompanied by an increase in foreign investment. Practical implications. The results of this research are of interest to scientists and students of educational institutions, employees of research institutions that study the development trends of the regions of Ukraine. Besides, the results can help employees of public authorities of the Zakarpattia region shape the area’s development strategy. Originality/value. This study highlights the strengthening of globalization processes at the present stage of development of our state puts before its regions the main requirement – to maintain and streng then the positive growth of vital socio-economic indicators through the introduction of administrative, legal, tax, financial and other measures in the interests of the population and the state as a whole. The main factors influencing the socio-economic development of the Zakarpattia region are identified. Thus, based on the analysis, we can conclude that the Zakarpattia region’s socio-economic development will depend on the dynamics of production and consumption and improve the results of foreign economic activity. Priority areas for improving the Zakarpattia region’s territorial organization, which will ensure regional development sustainability, have been identified. The unique geopolitical location of Zakarpattia region and its agricultural orientation and tourism are decisive factors in overcoming crises and reviving its socio-economic development.

Trade both internal and external is considered as an engine of growth. Economic development is not complete without trade and commerce. Kautilya’s arthshastra considers trade as the third pillar of economic activity. Trade was controlled by the state. He lays down the commercial policy of the state for the promotion maintenance of internal and foreign trade and for economic development. This paper examines Kautilya’s thinking related to trade and commerce and its relevance in present context. After agriculture and cattle rearing trade was the third most important constituent of the economy of the Kautilyan state. A large part of trading was done by the state and strict control was observed on the private trade. Increasing revenue from trade and welfare of the people was primary objective of the state.
