scholarly journals DEMAND FOR WORKERS IN WHOLESALE AND RETAIL TRADE: DEVELOPMENT AND STAFF TURNOVER

The article analyzes the demand trends for workers in the field of wholesale and retail trade; repair of motor vehicles and motorcycles. Analysis of the data of the State Employment Service proves the constant demand for trade and repair workers. The share of vacancies in this area of economic activity in January-February 2021 was 14.0%, which corresponds to the second position after demand in the processing industry (18.8%). Staff turnover in the field of wholesale and retail trade; repair of motor vehicles and motorcycles exceeds the norm and reaches 51.7% and this trend has been observed in recent years. However, as our research shows, this is caused not so much by economic development as by staff turnover in this area of economic activity and professional group. The conditionality of the increased demand for workers within this sphere of economic activity is investigated. In the process of research it was found that the formation of demand is significantly influenced by staff turnover. To reduce staff turnover, attention should be paid to the level of wages and working conditions, social package, career opportunities, opportunities to receive a bonus for years of service, measures to form and maintain the social culture of the organization, and so on. The negative consequences of increased turnover in trade and services are low levels of productivity and labor organization, reduced responsibility in the performance of work and deteriorating quality of service delivery. Therefore, in order for the sphere of trade and services to promote economic development, it is necessary to think about the organization of labor in accordance with the principles of decent work. Strategic development of wholesale and retail trade; repair of vehicles and motorcycles requires the introduction of measures to retain staff in organizations through a management system, staff motivation, which is based on the principles of social responsibility, which will increase the use of labor potential, taking into account the interests of both employer and employee to increase competitiveness and the formation of a rational demand for workers in this area, which will help ensure the stability of the labor market.

The article analyzes the level of socio-economic development of the Black Sea region, which is determined by the structure of the economy, which has a direct impact on the dominance of a particular type of economic activity. A statistical analysis of the structure of the economy of the Black Sea region on the basis of grouped data by type of economic activity for the period 2013-2019 by indicators: the number of enterprises; number of employees at enterprises; pre-tax financial results; volume of sold products (goods, services) of enterprises. The rating assessment of types of economic activity of the regions of the Black Sea region according to the structure of the Classifier of Types of Economic Activity in 2019 is constructed. The priority types of economic activity of the regions of the region are revealed. Particular attention is paid to cost indicators that characterize the volume of production and income of enterprises in the region, the definition of factors that affect the development of each activity in the region. This is necessary because the description of the structure of the region's economy for each of these indicators will be different, and this necessitates a comparison of the structure of the economy of regions located in the same natural and climatic conditions, similar in historical development with the same administrative-territorial division. The results of the structural analysis showed that the dominant classifiers of economic activity in the Black Sea region are agriculture, forestry and fisheries; wholesale and retail trade and repair of motor vehicles and motorcycles; industry; transport, warehousing, postal and courier activities. At the same time, a significant share of agriculture, forestry and fisheries in Mykolayiv and Kherson oblasts significantly exceeds the rest in terms of the number of enterprises in the industry and employees. Kherson region is also significantly distinguished by the financial results of enterprises in the region, which receive income from agriculture at the level of 67.7%. In the Odessa region, the transport industry prevails, namely logistics and warehousing. Thus, it can be argued that the Black Sea region has significant development potential in priority areas.

The article analyzes the consequences of the spread of coronavirus infection on the world economy. The high degree of infection and the rapid spread of COVID-19 caused the quarantine of certain cities and regions of the world, and since March 2020, the borders between the countries have been completely closed. This situation, naturally, could not but affect the global economic activity. The crisis caused by the pandemic has led to the fact that the leaders of the countries were forced to first of all pay attention to health problems and seriously reduce funding in other sectors of the economy. The forced self-isolation regime of the population affected all spheres of life, without exception, large and medium, and, especially, small business suffered. The sectors of the economy most affected by the coronavirus pandemic include: air and road transportation, the leisure and entertainment industry, fitness and sports, tourism, hospitality, catering, the education system, the organization of conferences and exhibitions, the provision of personal services to the population, dentistry, retail trade in non-food products, the media and the production of printed materials, etc. Statistical data on the number of cases of new coronavirus infection by country (as well as those who recovered and died from it) are today not so much of a medical nature as evidence of a deepening global economic crisis. The decline in production volumes on a global scale entails a reduction in the global consumption of most types of industrial raw materials and energy carriers. According to analysts’ forecasts, the possibility of a quick return to the previous economic activity is not foreseen, negative processes may continue for the next several years. The COVID-19 pandemic is a serious test of the readiness of the world economy to effectively resolve global problems, overcome the negative consequences of the spread of the virus and focus on those positive opportunities, the development of which can lead to economic growth in the long term. One of these promising areas of economic development is the further digitalization of society, the development of new digital technologies.

It has been proposed to use the analysis method of the operating environment to assess the effectiveness of small agricultural enterprises based on the two input factors characteristics (resources) – labor costs of enterprises, the cost of equity and the resultant factor – the volume of sales. Coefficients of coverage by volume of sold products (goods, works, services) of own capital cost and labor costs for small agricultural enterprises by types of economic activity have been calculated, which allowed types of economic activity rating by small enterprises by coefficients of coverage of sold products (goods, works, services) cost of capital, labor costs and financial results. It has been proved that the activity of small agricultural enterprises among all other types of economic activity has the highest rating on the coefficients of coverage of sold products (goods, works, services) of labor costs, but the lowest on the coefficients of coverage of sold products (goods, works, services) capital, despite the fact that the amount of profit is inferior only to economic entities engaged in wholesale and retail trade; repair of motor vehicles and motorcycles. Using the coefficients values of coverage of the sold products volume (goods, works, services), the cost of equity and labor costs, built an environment for small agricultural enterprises, which allowed to form a line of technical efficiency: (agriculture, forestry and fisheries-wholesale and retail trade; repair motor vehicles and motorcycles-information and telecommunications-education) and on the basis of the position of agriculture, forestry and fisheries to find a new position by designing a line with the position of inefficient economic activity (Activities in the field of administrative and support services). It has been outlined the possibility of optimizing the activities of small agricultural enterprises by increasing the volume of sold products (goods, works, services) and reducing costs, which will improve the financial result (will increase profits).

The purpose of the article is to study the essence, causes and consequences of hidden entrepreneurship in Ukraine. The shadowing of economic activity hinders the development of the country’s competitiveness, complicates integration into the European community, negatively affects the growth of social living standards of the population. In Ukraine, there is no single approach to the interpretation of the concept of “hidden entrepreneurship”. In most approaches, this phenomenon is associated with illegal business. In some studies, hidden entrepreneurship is associated with the shadow economy. This creates discrepancies in the indicators of the level of the shadow economy in Ukraine’s GDP, which distorts the reflection of the real state of threat to the effective development of the economy. The problems of shadowing economic activity have been studied for a long time. At the same time, deepening the understanding of the causal links between hidden entrepreneurship and the prospects of economic development in modern Ukraine requires more detail. The methodological basis of this work is the synthesis of general scientific methods of theoretical and empirical research (method of cognition, analysis and synthesis, generalization and systematization of information). Results. One of the main parameters of hidden entrepreneurship is the focus on the conscious reflection of performance. Thus, informal economic activity, which is mainly related to housekeeping, small services, irregular work, etc., acquires signs of deliberate concealment as a result of legal production and sale of unregistered goods and services. Carrying out economic operations prohibited by law turns economic activity into illegal or criminal. Thus, each subsequent type of hidden business receives additional characteristics regarding the legality of economic transactions. We identify four main groups of reasons for the emergence of hidden entrepreneurship: economic, socio-political, administrative, moral and ethical, psychological reasons. Hidden entrepreneurship provides employment to the part of the country’s population that has no sources of income (pensioners, pregnant women, people with no work experience, youth, minors, etc.). In addition, hidden business goods and services are affordable for socially vulnerable groups, partially reducing the social tensions that exist in society. Practical implications. Given that the level of the shadow sector in Ukraine is quite high (over 30% of GDP) now, its impact on economic development is negative. Therefore, identifying the root causes, as well as awareness of the negative consequences of further development of hidden entrepreneurship for the national economy should become the foundation for the transformation of the institutional environment in the country. Understanding these implications will identify the most promising ways to reduce the level of the shadow economy and promote the use of the positive effects of hidden entrepreneurship to develop the necessary incentives for entrepreneurs. Value/originality. The use of comprehensive analysis allows to identify the main problems of hidden entrepreneurship, taking into account the specifics of its manifestation in modern conditions.


The article is devoted to the study of the analysis of the causes and consequences of financial imbalances in the economy of the regions. The purpose of the paper is to analyze the causes and consequences of financial imbalanced in the region's economy, to consider scenarios for the development of financial imbalanced, and to identify the main goals of the development of financial imbalanced and ways to achieve them. The object of the study is a certain system of indicators on the analysis of financial imbalances in the regions of Ukraine. The theoretical and methodological basis of the research is the diagnosis of indicators of financial imbalances in the economy of regions that characterize the economic development of the region's economy, namely: the number of economic entities, the volume of sales of goods (goods, services) of economic entities; the volume of retail trade, the volume of foreign trade in goods, the index of capital investments, the index of industrial products, the index of construction products, the consumer price index both in Ukraine and regions for 2013-2017 years. Based on the results of the assessment, the reasons for the financial imbalancees that arose in Ukraine during the crisis phenomena from 2014 were substantiated, an analysis of the causes of these imbalances and their forms and the impact on the stability of the financial system of the regions and the economy of the state as a whole is necessary not only to overcome the consequences of the current crisis , but also for counteracting possible crisis phenomena in the future. Scientific novelty consists in systematizing a certain number of indicators for the analysis of financial imbalances in the region's economy, and their influence on the development of regions and Ukraine as a whole is considered. The main ways to determine the causes and consequences of the planned regional economic policy, which takes into account the specifics of regions in the most important industries and aimed at solving problems that impede economic development. Along with this, the reasons and consequences of financial imbalanced in the region's economy are substantiated, as well as criteria for assessing the effectiveness of indicators that directly affect financial imbalanced in the economy of Ukraine and regions in particular. Conclusions: trends and prospects for the development of financial imbalanced in the regional economy are very important for the regions, which contributes to the formation of a balanced structure of the regional economy. Thus, the stability of the economic development of financial imbalanced implies the existence of unity, autonomy and integrity.

The influence of the shadow economy on the development of trade in the regions of Ukraine is investigated. The factors that reduce the utilization efficiency of trade capacity in the socio-economic development of Ukrainian regions are identified. The principal factors of expansion of the shadow economy in the trade sphere of Ukrainian regions are outlined. These include substantial fiscal burden on business, presence of regulatory problems, high level of markets monopolization, weak economic growth, population poverty, poor competences of local governments. The main negative consequences of shadow trade for the economy of numerous regions of Ukraine are considered, in particular the reduced innovative capacity of economic development, spread of corruption, deformation of business culture, decrease of goods quality and consumers’ safety, distortion of market information, impossibility of timely and adequate activity from public administration and local governments. Three probable effects from reducing the efficiency of utilization of the capacity of socio-economic development in Ukrainian regions because of shadowing in the trade sphere are described, namely the financial losses of state and local budgets caused by the decrease of tax payments, growing unemployment and illegal labor, and the shortage of business profits due to worsening investment climate and declining value of assets of trading companies. Proposals for prospective directions of the de-shadowing of the trade sphere are substantiated. Mechanisms for increasing the efficiency of utilization of trade capacity in the socio-economic development of Ukrainian regions are outlined. The priority means of solving existing problems include normalization of the status of an individual entrepreneur in the trade sphere; modernization of wholesale and retail trade infrastructure; creating the right conditions for the spread of e-commerce and non-cash payments for purchased goods.

The article provides a statistical analysis of the structure of socio-economic phenomena and processes in the North-West region of Ukraine. The analysis of the structure of the economy of the North-West region was carried out on the basis of grouped data by type of economic activity as of 2019 according to indicators: number of enterprises; the number of employees employed at enterprises; financial results before tax; the volume of products (goods, services) sold by enterprises. A rating assessment of the types of economic activity of the regions of the North-West region was built according to the structure of the KVED in 2019. The priority types of economic activity of the regions of the region have been identified. The results of the structural analysis showed that the dominant KVED sectors in the Northwest region are wholesale and retail trade and repair of motor vehicles and motorcycles; industry; agriculture, forestry and fisheries.

Introduction. A mathematical model is presented for assigning protection objects to certain risk categories in the field of fire safety. The model is based on the concepts of the probability of adverse effects of fires causing harm (damage) of various extent and severity to the life or health of citizens, and the acceptable risk of harm (damage) from fires. Goals and objectives. The purpose of the study is to develop the procedure for assigning protection objects to a certain category of risk of harm (damage) based on estimates of the probability of fires with the corresponding severity consequences, to determine the acceptable level of risk of harm (damage) due to the fires, to calculate and develop numerical values of criteria for assigning objects of protection to the appropriate risk categories. Methods. The boundaries of the intervals corresponding to certain risk categories are determined by dividing the logarithmic scale of severity of adverse effects of fires into equal segments. Classification methods are used to assign objects of protection to a specific risk category. Results and discussion. Based on the level of severity of potential negative consequences of a fire, risk categories were determined for groups of protection objects that are homogeneous by type of economic activity and by functional fire hazard classes. The risk category for each individual object of protection is proposed to be determined using the so-called index of "identification of a controlled person" within a group of objects that are homogeneous by type of economic activity and class of functional fire hazard. Depending on the risk category, the periodicity of planned control and supervision measures in relation to the specific object of protection under consideration is determined, taking into account its socio-economic characteristics and the state of compliance with fire safety requirements by the controlled person. Conclusions. To develop criteria for classifying protection objects that are homogeneous in terms of economic activity and functional fire hazard classes, the probability of negative consequences of fires, that are causing harm (damage) of various extent and severity to the life or health of citizens, and the acceptable risk of causing harm (damage) as a result of fires, is used. The risk category for each individual object of protection is determined taking into account socio-economic characteristics of the object that affect the level of ensuring its fire safety, as well as the criteriaof integrity of the subordinate person that characterize the probability of non-compliance with mandatory fire safety requirements at the object of protection. Calculations are made and numerical values of criteria for assigning protection objects that are homogeneous in terms of economic activity and functional fire hazard classes to a certain category of risk are proposed. One of the main criteria for economic development is the size of the public debt and its dynamics. The article considers the impact of public debt on the financial security of Ukraine. The views of scientists on the essence of public debt and financial security of the state are substantiated. An analysis of the dynamics and structure of public debt of Ukraine for 2014-2019. It is proved that one of the main criteria for economic development is the size of public debt and its dynamics. State budget deficit, attracting and using loans to cover it have led to the formation and significant growth of public debt in Ukraine. The volume of public debt indicates an increase in the debt security of the state, which is a component of financial security. Therefore, the issue of the impact of public debt on the financial security of Ukraine is becoming increasingly relevant. The constant growth and large amounts of debt make it necessary to study it, which will have a positive impact on economic processes that will ensure the stability of the financial system and enhance its security.
