Contributing to Sustainable Development Goals and Agenda 2030 is a shared objective of all institutions and people. The challenges differ according to the characteristics of every context. In developing countries, strongly dependent on the agricultural sector, agricultural supply chains are recognized as crucial for economic growth and enablers for livelihood improvement. Moreover, sustainable development issues are correlated and can meet in agricultural supply chains. For several decades, parallel to decision-makers, the research community has elaborated sustainability assessment tools. Such tools evolved to fit with actuality, but it is challenging to find decision-making support tools for sustainable development adequate in agricultural supply chains and developing countries contexts. There is a necessity to define evidence-based tools and exhaustive analytical frameworks according to sustainability multidimensionality and strategical tradeoffs necessity. The VCA4D method aims to go beyond the limits of previous methods. It proposes a combination of multidisciplinary analytical tools applied empirically to analyze agricultural supply chains in their context. It provides evidence-based analytical results allowing to identify enablers for strategic sustainable and inclusive interventions. However, to even better meet contextual exhaustiveness’s expectations and indicators’ robustness to lead to relevant interventions, we should insist on a stricter framing of contextual data collection processes.

Aim. The presented study aims to substantiate a structural model for developing a sustainable development strategy in agricultural production, making allowance for changes in the level of impact of environmental factors.Tasks. The authors determine the reasons why the Russian agro-industrial complex (AIC) is lagging; identify the specific aspects of forming a strategy for the sustainable development of regional AICs; formulate urgent problems of sustainable development for the agri-food sector of the Russian economy at the federal, regional, and enterprise levels.Methods. This study uses a reasonable and objective approach to the problem of applying strategic management as a foundation for the sustainable development of agricultural production based on the knowledge of the laws of development of socio-ecological and economic systems and a study of multidirectional factors of the external and internal environment. The methodological basis for the sustainable development of agricultural production includes the concept of sustainable development as a priority at the macroeconomic level; strategy as a planning tool based on consistency with programs implemented at the federal, regional and municipal levels of public administration; methods and tools of strategic management at AIC enterprises.Results. The key aspects of the institutional-synergetic approach to the sustainable development of the AIC include the need to coordinate all factors by forming coherent goals not only among economic and financial institutions, but also for technopolises that combine scientific, industrial, financial, and entrepreneurial capital into one system cluster structure. The authors formulate the stages of implementing a strategy for the sustainable development of regional AICs, making it possible to come up with measures aimed at reorganizing the structure of the agricultural sector and to overcome the negative manifestations of crises in the Russian economy, thus minimizing their consequences.Conclusions. During the development of a strategy for the sustainable development of regional AICs, a multiplicative effect arises, making it possible to activate innovation policy and boost the development of other sectors of the economy, improving the population’s quality of life. When developing a strategy at the microeconomic level, it is necessary to make allowance for the specifics of the industry and the mission of a modern agro-industrial enterprise and to focus on solving problems formulated based on the trinity of goals of social, environmental, and economic long-term sustainable development.

This paper analysed policy correlates of agricultural production and agricultural production sustainability outcomes in Ghana and Nigeria. It underscores the influence of political systems and international development agendas as correlates of agricultural production and agricultural production sustainability outcomes. This is to the extent of providing evidence policy on agricultural production and agricultural production sustainability outcomes. Ghana and Nigeria have comparable farming/agricultural system and policy environment. Data used for the analyses spanned five decades. Trends analysis and inferential statistics were employed. The results revealed that policy correlates can contribute to the current discourse in sustainable development agenda and to resolving the dilemma of agricultural policy implementation for sustainable agricultural development, especially in Ghana and Nigeria. The findings reinforce the need for appropriate policies in transforming the agricultural sector while ensuring sustainable development outcomes.

The purpose of the article is to highlight the conceptual understanding of the cluster as an innovative organizational and economic form of production in the system of sustainable development on the example of the agricultural sector and substantiate the scientific basis for ensuring its implementation at the regional level. Research methods. When carrying out the research, a set of general scientific methods and techniques was used; monographic - in the study of domestic and foreign publications and the above-mentioned problems; a systematic approach based on the principles of systems analysis and synthesis - to substantiate the relationship between sustainable development, the efficiency of agricultural production and the cluster model; abstract-logical - for the theoretical generalization of research results and determination of measures to ensure the implementation of the cluster model of agricultural development; economic analysis - to study the efficiency of agricultural production. Research results. The essence of the cluster in modern economic theory in the context of the concept of sustainable development has been studied and analyzed. Globalization, climate change and the aggravation of socio-economic and environmental problems in many countries of the world necessitate the search for new models of economic development. It has been established that one of the most optimal organizational and economic forms of effective agricultural production in the system of sustainable development is clusters. On the example of the Kirovograd region, a scientifically grounded regional model of the development of agro-clusters in the agro-industrial complex. Scientific novelty. Based on the synthesis of scientific theories of cluster and sustainable development, further study of theoretical and methodological approaches to the definition of the essence of clusters as a promising organizational and economic form of effective agricultural production in the system of sustainable development was obtained. Practical significance. The research results will find practical use in substantiating regional strategies for the development of agro-industrial production. They can be used in educational and educational programs, when providing consulting services for the creation of projects of agricultural clusters and in further scientific research.

A theoretical and methodological study was carried out to determine the need and features of developing a matrix of food industry capacity for making management decisions in the formation of sustainable development of agroecosystems, which will increase the operational efficiency of companies and food security of the country. The paper uses the following research methods: historical – in the process of studying modern views on understanding the importance of the agricultural sector for the economy; system analysis – when building a model of innovative business improvement. Methods of comparison and analysis of trends – the study of trends in the agricultural sector of Ukraine with the identification of important areas for improving their activities. Methods of financial analysis – for the analytical assessment of financial and economic activities of the investigated enterprises; forecasting methods – to substantiate the expected results of implementing the author's proposals in management practice. It is proposed to take into account the significant difference in the technology of their processing and production (number of advanced technologies used per 100 thousand people). The paper reveals the dependence of production technologies in agriculture on natural and weather conditions (share of technological innovation costs, %). Criteria for innovation skills in the development of agricultural engineering were proposed. The criteria were determined, which were divided into development groups. The tools for constructing a matrix of food industry capacity were substantiated. Note that for each indicator, the optimal value was determined taking into account the sensitivity factor and the rating of enterprises, which determined their place in the matrix. In the course of the study and the matrix of innovative development, the proposed technology was tested at leading domestic enterprises

Abstract. It is determined that ensuring food security and healthy nutrition for the growing population of the planet will remain a challenge for the world community. The global dominants and tendencies of development of agro-production activity within the global market of agro-food products are analyzed. The grouping of leading countries with a highly innovative agro-industrial sector, which is formed taking into account the goals of sustainable development based on the construction of a clustering model using the K-Means algorithm is done. Their experience of formation of the state policy directed for support of innovative transformations of agrarian and industrial complex is generalized and recommendations on implementation of their best achievements in the domestic agricultural sector are offered. The aim of the work is a comprehensive assessment of innovative transformations taking place in the agricultural sector in the context of the challenges of global sustainable development. The task of the research is to determine the most successful group of countries in terms of implementation of intensification of production activities, the effectiveness of innovation policy and the ability to meet the demand for food, taking into account the requirements of sustainable development; providing recommendations for the modernization of agricultural production of domestic producers. The article is devoted to the analysis of the essence of the intellectual content of green growth in the framework of the global course of mankind for sustainable development. The gradual transition in scientific works from information economy and knowledge economy to intellectual economy, which is characterized by directing human intellectual activity to environmentally friendly activities aimed at achieving global goals of sustainable development, has been analyzed. It has been noted that the intellectual economy is the foundation of green growth and the importance of knowledge, skills, theoretical and practical competencies, creativity, which act as a driver of development of green sectors of the economy has been highlighted. It has been determined that there are nine types of human capital, of which the intellectual plays a leading role at the present stage of development of socio-economic processes. In the conditions of building a green economy, capital acquires green features, which is manifested through green intellectual capital, the main components of which are green human capital, green organizational capital and green relational capital. The interaction of green human and green organizational capital forms green relational capital, which is expressed in the form of green jobs, inclusiveness and gender equality. It has been noted that in the long run the development of green intellectual capital leads to the effect of decoupling, which is manifested in the gap between indicators of economic prosperity and environmental degradation. That is why strategies for the development of green intellectual capital should be the basis for the development of countries around the world to achieve global goals of sustainable development in terms of green growth.

Introduction. The article is devoted to the problems of agricultural development as a basis for ensuring food security in Ukraine. Food security is one of the important components of economic security, which creates a basis for further progress and development of the state. Achieving food security is one of the Global Goals for Sustainable Development by 2030, set by the UN to member countries at the Summit on Sustainable Development. The purpose of the article is to reveal the problems and prospects for the development of the agricultural sector in the context of ensuring food security in Ukraine. Results. It has been determined that the contribution of agricultural production to the GDP in Ukraine is quite significant. According to the results of 2018, 89% of agricultural enterprises have received a profit. The consumption of main types of food products by the population of Ukraine is less than the scientifically substantiated norms, namely: the actual consumption of meat is 64% of the norm; milk and dairy products – 52%; eggs – 94.8%; fish – 59%; fruits, berries and grapes – 53%. At the same time, there is a steady increase in the share of agricultural products in the structure of exports (in 2019 – 44.2%). According to the Global Food Security Index, Ukraine does not have the best positions and yields not only to all European countries, but also to those countries to which it exports food. Conclusions. Ukraine occupies the 76th out of 112 positions in the 2019 Global Food Security Index. Problems that pose potential threats to food security are acute, particularly, the lack of balance in the diet of Ukrainians. Due to the products of animal origin, the caloric value of the diet is provided only by 28% at the optimal level of 55%. The share of the population’s expenditures on food products is unacceptably high: more than half of the total aggregate expenditures, which is higher than the similar indicators of the EU countries by 3-5 times. The increase in agricultural production should take place in compliance with environmental norms and international food quality standards.
