This article was written with the aim of discussing the situation of the people who live on the borders of the Unitary State of the Republic of Indonesia, which are classified as far from the reach of the government regarding justice and justice. The lack of concern for the conditions of life in the border region is a rebellion which has an effect on the sense or spirit of people's nationalism towards their own homeland. The method used in this article is a case study type qualitative approach. This article explains the definition of justice obtained from accountable sources and in this article discusses the conditions and situations of the people who live in the border area as a measure for the realization of equitable justice and justice. This article can later be used as a reference in realizing the welfare and justice of communities in border areas.

GrandDesign pengelolaan wilayah perbatasan tersebut sangat terkait erat dengan upayapercepatan pembangunan ekonomi, sosial, budaya, pertahanan dan keamanan yangdi arahkan kepada peningkatan kesejahteraan masyarakat di wilayah perbatasan.Kompleksitas permasalahan di wilayah perbatasan dan memerlukan penyelesaiandengan cara komperhensif adalah Aspek Batas Wilayah Negara, Aspek Ekonomi,Aspek Sosial-budaya, Aspek Pertahanan dan Keamanan, Aspek Sumberdaya Alam danLingkungan, Aspek Kelembagaan dan Capacity Building. Tujuan utama pengelolaanperbatasan, yakni; (1) Menjaga integrasi NKRI sebagai amanat konstitusi, (2)Membangun kawasan perbatasan secara berimbang, terpadu, dan komprehensifuntuk kesejahteraan rakyat; (3) Mengukuhkan kapasitas Indonesia di wilayahperbatasan dalam konteks persaingan global. Grand Design Pembangunan kawasanperbatasan dalam implementasi selama ini belum dilakukan secara terpadu denganmengintegrasikan seluruh sektor, sehingga tujuan diatas belum tercapai secarakeseluruhan. The problems' complexity requiresa complete solution that includes the State Boundary Aspects, Economic Aspects, Sociocultural Aspects, Defense and Security Aspects, Natural Resources, and Environmental Aspects, Institutional Aspects, and Capacity Building. The main objectives of border management, namely: (1) Maintaining the integration of the Republic of Indonesia as a constitutional mandate; (2) Building a balanced, integrated and comprehensive border area for the people's welfare; (3) Strengthening Indonesia's capacity in border areas in the context of global competition. Grand Design Development of the border region in the implementation has not carried out by integrating all sectors, so the objectives have not yet achieved. This study discusses Perdasus 23 Year 2008 about individual and communal rights of customary law society over the land through a case study in Jayapura and Biak Numfor. The special local regulation (Perdasus) is a part of the efforts to secure the customary society or the indigenous people of Papua. The aim of this study is to identify how far Perdasus 23 Year 2008 has been implemented in Jayapura and Biak Numfor. The study applies qualitative approach which data is collected through observations, interviews, and content analysis of related documents. The result of this study shows that Perdasus 23 Year 2008 is not implemented thoroughly. Although the regulation is not normatively implemented, it has been practically implemented through the initiatives of Jayapura and Biak Numfor government to carry out conflict resolution program in each region. In doing so, the government of Jayapura has done the communal right mapping of Port Numbay people, while the government of Biak Numfor issues a local regulation (Perbup) about the strategy of land conflict resolution by encouraging of the involvement of customary role and legitimation in the region. Eventhough these activities are not conducted in accordance with Perdasus 23 Year 2008, Jayapura has performed four substances of the “Perdasus”: research, mapping, management and identification, and land conflict resolution. Meanwhile, Biak Numfor regency has performed two substances: communal land management and land conflict resolution though they only fulfill some aspects of these substances when performing research and mapping. There are three aspects affecting the implementation of Perdasus in Jayapura and Biak Numfor. First, ineffective communication both from the policy maker to the policy implementer and from policy implementer to the people that causes confusion to the society regarding the policy. Second, the existing paradigm of local people who still believe that customary law is more powerful than civil law. Last but not the least is Government’s initiative to do an activity to protect the communal right of indigenous people of Papua.

This research aims to describe the accuracy in the distribution of social assistance during Covid-19 to the people of Gampong Sapik and Air Berudang. It uses a case study with a qualitative approach. Data collection was carried out by observation, interview, and analysis using thematic techniques. The distribution of social assistance has received a positive response from the community because it can help the economy of residents in the midst of the Covid-19 pandemic, even though there are several polemics that have occurred due to incorrect data used and several other obstacles. Based on the Decree of the Minister of Social Affairs of the Republic of Indonesia Number 54 / HUK / 2020 regarding the Implementation of Basic Food Social Assistance and Social Cash Assistance in Handling the Impact of Corona Virus Disease 2019 (Covid-19), the Government realizes social assistance to people affected by Covid-19 which involves the Central Government, regional governments and heads of villages in distributing it to the community.

Pembangunan di daerah perbatasan (terdepan) kini menjadi salah satu perhatian pemerintah. Sehubungan dengan hal ini, Kementerian Pendidikan dan Kebudayaan bertekad mewujudkan wilayah perbatasan menjadi halaman depan Negara RI melalui pembangunan pendidikan. Untuk mensukseskan program tersebut, Pustekkom sesuai tusinya pada akhir tahun 2012 memberikan bantuan TIK ke sejumlah sekolah yang berada di daerah perbatasan berikut pelatihan pemanfaatannya untuk pembelajaran. Permasalahannya apakah para siswa, guru maupun kepala sekolah memberikan tanggapan yang positif terhadap bantuan tersebut, karena secanggih apapun TIK yang diberikan tidak akan ada manfaatnya jika tidak direspon secara positif kususnya oleh para siswa, guru dan kepala sekolah. Penelitian ini bertujuan untuk mengetahui respon para siswa, guru, kepala sekolah, orang tua siswa dan tokoh masyarakat di daerah perbatasan RI-Malaysia terhadap bantuan TIK untuk pembelajaran yang mereka terima. Pengumpulan data dilakukan dengan menyebarkan kuesioner, observasi,diskusi terfokus dan dokumentasi, data dianalisis secara deskriptif. Hasil penelitian menunjukkan bahwa baik kepala sekolah, guru, siswa, dan tokoh masyarakat pada umumnya memberikan respon (tanggapan) positif. Selain itu keberadaan TIK di sekolah ternyata mampu meningkatkan motivasi belajar siswa dan memotivasi guru untuk memperbaharui cara mengajarnya. Oleh karenanya disarankan agar bantuan TIK untuk pembelajaran berikut pelatihan pemanfaatannya diperluas ke sekolah-sekolah lain yang ada di daerah perbatasan.Development in the border areas, now has become priority of the government development program. Related to that priority, The Ministry of Education and Culture is committed to realize the border region to be the front yard of The Republic of Indonesia through educational development. To succeed the program, according to the duties and responsibility. Pustekkom (ICT Center for Education) since in late of 2012, provide assistance a number facilities of ICT for learning to some schools were located in border areas training utilization of ICT for learning. The problem are the student, teachers and principals responded positively to the ICT for learning. Because, the sophisticated of ICT became useless if there is no positive respond from the students, teachers and principals. This study aimed to determine the response of the students, teachers, principal, parents and community leaders in the border area between Indonesia and Malaysia to support ICT for learning. Data was collected by distributing questionnaires, observation, focused group discussion and documentation. Data were analyzed descriptively. The results showed that both principals, teachers, students, and community leaders respond positively. Besides that, ICT can improve student motivation for learning and also motivate teachers to renew their teaching strategy. Therefore it is suggested that the ICT for learning support and the training should be extended to other schools in border areas.

Unlicensed gold mining (PETI) is rife in the community, especially entrepreneurs / capital owners since the last ten years in Merangin Regency. Lack of awareness of negative impacts is a problem that needs serious attention from the government. There are miners who come from outside and from the community itself. Even though PETI is difficult to overcome, many of the people who own the land have processed it to be planted with rice again. In other places or areas in Indonesia, many ex-PETI lands cannot be planted with rice anymore because they have already contaminated with mercury. Due to the fact that many ex-PETI lands have been re-processed into paddy fields in Merangin Regency, a research was conducted which took place in Pangkalan Jambu District. The reason for choosing Pangkalan Jambu sub-district as the research location is because in this sub-district the largest area of ​​land in Merangin Regency is being mined by the community. The research was conducted with a case study qualitative approach with data collection techniques, observation, interviews and documentation. The purpose of this study was to examine the processing of ex-PETI rice fields into reclamation. The results of the study concluded that the reclamation activity was carried out after several landowners tried to plant rice on the ex-PETI land which was successful and did not encounter any significant obstacles. Starting from here, other residents did the same thing and it turns out that it continues to grow until now. As the reason why rice plants can thrive, it turns out that in this place the miners do not use mercury when mining. Previously, the area of productive rice fields was 1202 ha and now, of the eight villages, the number of rice fields that have been reproducing (reclaimed) is 139 ha. There are 804 ha of rice fields damaged by PETI and there are 259 ha of land that are not damaged but have not yet operated or have not recovered and need to be reclaimed again.

The purpose of this article is to find out the response behind the policy implementation carried out by the government. The policy referred to is the Regulation of the Minister of Education and Culture of the Republic of Indonesia Number 9 of 2020. This article is the result of research conducted. The research was conducted using a qualitative approach. The design used is a case study. Some data on the opinions of non-formal education managers in Padang were obtained through distributed questionnaires. Several other data were obtained through interviews with informants. The results of this study indicate that education practitioners in Padang are not ready and do not support policy implementation. The reason behind the response is practitioners' distrust of the changes planned by the government. Managers are pessimistic about the successful implementation of this policy. This happens because every policy change that has existed so far has had no significant impact.

Kulon Progo Regency is one of the districts that has many innovations, one of which is community empowerment in collaboration with a modern shop abbreviated as the shop name owned by the people (tomira). This research was motivated by the achievements of the Kulon Progo district government in carrying out development and innovation in the development of the Kulon Progo region by fully involving the Kulon Progo district community through community empowerment. This initiative was taken by the government of Kulon Progo Regency to improve community empowerment and protect the people of Kulon Progo Regency from various economic threats. Considering that in the past few years many modern shops have mushroomed in each district/city, so this is what makes Kulon Progo Regency move quickly to empower the community by collaborating between MSMEs or cooperative with modern shops. This study uses a qualitative method which case study approach. With the empowerment that has been done, the original products of Kulon Progo Regency or local products can be traded in modern stores so that local products in Kulon Progo Regency can compete with national products in these modern stores. The existence of such cooperation will indirectly improve the image of Kulon Progo Regency and lift the original products of Kulon Progo Regency. The lifting of the original products of Kulon Progo Regency will have a positive impact on the community, where indirectly the economy of the community will increase so that there will be prosperity for the community. Kabupaten Kulon Progo adalah salah satu kabupaten yang memiliki banyak inovasi, salah satunya adalah pemberdayaan masyarakat bekerja sama dengan toko modern disingkat nama toko yang dimiliki oleh masyarakat (tomira). Penelitian ini dilatarbelakangi oleh pencapaian pemerintah kabupaten Kulon Progo dalam melakukan pengembangan dan inovasi dalam pengembangan wilayah Kulon Progo dengan melibatkan sepenuhnya masyarakat kabupaten Kulon Progo melalui pemberdayaan masyarakat. Inisiatif ini diambil oleh pemerintah Kabupaten Kulon Progo untuk meningkatkan pemberdayaan masyarakat dan melindungi masyarakat Kabupaten Kulon Progo dari berbagai ancaman ekonomi. Menimbang bahwa dalam beberapa tahun terakhir banyak toko-toko modern telah menjamur di setiap kabupaten/kota, jadi inilah yang membuat Kabupaten Kulon Progo bergerak cepat untuk memberdayakan masyarakat dengan berkolaborasi antara UMKM atau bekerjasama dengan toko-toko modern. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus, dengan metode yang digunakan adalah dokumentasi. Dengan pemberdayaan yang telah dilakukan, produk asli Kabupaten Kulon Progo atau produk lokal dapat diperdagangkan di toko modern sehingga produk lokal di Kabupaten Kulon Progo dapat bersaing dengan produk nasional di toko modern ini. Adanya kerjasama tersebut secara tidak langsung akan meningkatkan citra Kabupaten Kulon Progo dan mengangkat produk asli Kabupaten Kulon Progo. Pencabutan produk asli Kabupaten Kulon Progo akan berdampak positif bagi masyarakat, di mana secara tidak langsung perekonomian masyarakat akan meningkat sehingga akan ada kesejahteraan bagi masyarakat.

Border areas, is one of affected area on COVID_19 this present. Many of people cn not go out as usually, adding almost each country has to implement their territorial limitation (lockdown policy) to minimalize this virus spreading. One of Malaysia State, where very close and get direct border with Indonesia. This research took place at Sanggau District, Entikong, Gun Tembawang Village.The research approach used is qualitative, using data collection methods in the form of interviews, observations, and documentation supported by interviews with the theoretical approach to the negative and positive aspects on policy implementation. Research results, The results stated that the lockdown activities of Malaysia which were affected by the corona virus outbreak needed to be carried out in an effort to minimize the spread of the virus outbreak. Although of course it has a negative impact on the country's economic structure, social issues and other sector. In implementing this lockdown, there is a need for cooperation between the government and the community as well as an agreement with neighboring countries in terms of the mobility of residents closest to each other's territory on exemptions in order to realize social welfare and public health without limiting the origin of the state, religion, community and profession. AbstractAccreditation is one of the governments to improve the quality of education. Likewise, to ensure the quality of education at the PAUD and PNF levels, the government held an accreditation program. However, it still has issues that need to be resolved. This study aims to identify and describe the problems of accreditation and quality mapping in the Education Office of Kulonprogo Regency. This research uses a qualitative approach and type of case study research. Based on the results of this research, in mapping the quality of accreditation in PAUD and PNF in Kulonprogo Regency, the first activity carried out was to conduct a quality mapping analysis of each institution. And the results show that the average standard kindergarten, KB, Pos PAUD, LPK and PKBM institutions that must be supervised strictly is the standard of financing. After conducting the analysis, a workshop was conducted with the Dikpora and all PAUD and PNF heads. Keywords: Quality mapping, accreditation, PAUD, PNF.

The results of this study indicate: (1) Characteristics of waste in Pakraman Padangtegal Village consisted of 83.88% organic waste, 7.24% plastic waste, 4.42% paper waste, 2.22% bottle waste, glass waste at 1.28% and metal waste at 0.96%; (2) public perception in waste management in Pakraman Village, Padangtegal that most of the people in Pakraman Village, Padangtegal, already know about the definition of waste and the danger of waste if it is not managed properly. Besides that the community also knows the difference between organic and inorganic waste so that the process of sorting waste in the place provided can run well, and the community's perception of waste management services has gone well with the transportation of waste twice a day; (3) the participation of the Pakraman Padangtegal Village community in waste management has played a role in various stages of waste management, starting from the sorting, garbage collection and garbage disposal, which complies with waste regulations and maintains the quality of the environment in Padangtegal Pakraman Village. The participation of the tourism industry in the process of waste management in Pakraman Village, Padangtegal, can be seen as being involved in the process of sorting waste and paying monthly fees and waste fees. The community participation in the waste management process is to help the government to socialize the waste management process by carrying out waste collection activities every week and provide a place for the waste management process. Suggestions in this study are that waste managers will immediately add facilities and infrastructure for waste transportation and accelerate the expansion of waste management in the village of Pakraman Padangtegal.   Keywords: Waste Management System, Pakraman Village
