The potential extent of the waters in Indonesia does not guarantee the welfare of the community. Precisely for people living in coastal areas, accessibility to the utilization of coastal resources is still low due to high poverty rates, lack of education, and a culture of market access that focuses on household management. Related to that, this article was written with the aim of identifying the level of welfare and empowerment of coastal communities in Meranti Islands Regency. Based on literature studies, the characteristics of coastal communities are unique but unproductive, resulting in marginalization and low economic levels of coastal communities. The results of this article show that coastal communities need systematic efforts to urge dimensional change through empowerment as an approach to achieve the goals of development of prosperous, fair and prosperous communities as well as strategies that can be used in empowerment. Coastal community empowerment is carried out by paying attention to indicators of coastal community welfare and factors of needs, income, challenges and potential resources (SW0T Analysis) owned by coastal communities in Meranti Islands Regency. Through the results of this literature, information will be obtained on characteristics, identification of welfare levels and strategies of coastal community empowerment approaches. The sources of information in this article are collected from various reference sources such as journals, books with related studies, websites such as Google search, google scholar and scimago as well as some articles derived from other desktop research. Then the secondary data is analyzed systematically review and identified by analyzing SWOT descriptively from references related to the study that the authors found.

This article attempts to analyze the coastal community empowerment strategy of PT. Antam (Persero) Tbk UBPN Sultra’s CSR program. A company which engages in the mining industry should be aware of the impact caused by its activity. 53% of people living in coastal areas, especially for fisherman communities seen their icome decreased. This research used qualitative descriptive approach to examine the company, local government, yayasanbahari, and coastal communities beneficiaries as its unit analysis while also using data collection techniques such as interviews, observation, and documentation to filter the appropriate data. The sustainable economy-based coastal community empowerment program has been carried out since 2017 in 3 (three) villages in Pomalaa District, Kolaka Regency, Southeast Sulawesi. The findings of this research are: a) there is social jealousy between groups of fisherman due to difference in ethnical identities of Bugis, Bajo, and Makassar tribes. This conflict is known as primordial conflict and can be reduced by the creation of trust via interaction between YayasanBahari and coastal communities; b) there is class conflict between the boss and labor fisherman. The interaction between the two is known as the patron-client relationship that has lasted for a long time and has prevent the coastal communities to become self-sustaining.

Abstract A strategic step on food security was directed by president to the Ministry of Defence. Coastal communities are key actors in the realization of the blue economy and are the determinants of the successful implementation of Indonesia’s policy to becoming the Global Maritime Fulcrum. There are ten provinces on Sumatera which have marine coastal areas with abundant fishery potential. However, that potential has not been fully utilized. This article aims to review opportunities and strategies in realizing the blue economy by empowering coastal communities in the Sumatra. The method was a qualitative exploratory method with SWOT and combined with SSM analysis. The data sources were obtained through secondary data from literature studies, comparisons through multi institutions data. The study found that community empowerment can be done by considering the potential of fishery resources and the community’s interest in managing the fisheries sub-sector. The development of national food barns should be focused on the Blue Economy sector and can be started through the Sumatra region. Stakeholder synergy can be integrated in fostering, supervising and mobilizing coastal communities in supporting their welfare.

The purpose of this study is to explain 1. How is the process of empowering coastal communities in utilizing the funds of the Government of Indonesia and the International Fund for Agriculture Development (IFAD) in District Merauke; 2. To get a model that can explain factor factors that influence the implementation of coastal community empowerment that is environmentally sustainable and sustainable. The method used in this research is a qualitative research. Research is undertaken by direct observation, literature observation, data collection, interviews, and FDG with parties or agencies that have been involved with the Coastal Community Development Project (CCDP), such as the Marine and Fisheries Service of District Merauke, and the District Merauke fishery community. The result of this research: 1) The model of economic empowerment of coastal communities has encouraged people to use environmentally friendly and sustainable fishing gear. 2) The main factors affecting the successful implementation of coastal community empowerment include: (a) Resource, (b) ability, community, (d) commitment, (e) market (market) f) innovation (innovation) and (g) Participation (participatory).

This research generally using qualitative descriptive method with inductive approach. This research aims to help the government of Parepare city in order to improve the welfare society of coastal areas through several strategic steps include the development of empowerment Fish Landing Base (PPI) with the adequate support facilities; provision of social assistance in the form of capital that is stimulus and the development of housing industry; construction of small ports and a small dock for marine products mobilization; provision of training, socialization and improvement of marine information systems to the fishermen; provision of such assistance repressive fishing gear, life jackets and government rice reserves; development and institutional strengthening of cooperatives; also supporting of the implementation of the rules and regulations that support the community in improving the well-being of coastal communities. There are some problems in the process coastal community empowerment in Parepare city are lack of awareness of the public to follow the procedures that exist in the base of the fish; still lack electricity carrying capacity; instability quantity of seaweed production and fluctuations in production volumes; limitations of the ship and the limited means of fishing tools; low quality of human resources fishermen; people still use traditional methods and improvise in the marketing of creative marine industry; KUD-shifting function as an auxiliary Fishermen fishing capital; and still have a few rules of regulations that impede the implementation of coastal communities to thrive. The aims of this research is to mapping the information literacy of the coastal community in Semarang. The mapping consists of the availability and absorption of sources of information, the pattern of society in using information and access to sources of information, and regulatory support for the city government. The second objective is to conduct information literacy mapping on women's groups in coastal communities, related to information on women's empowerment programs from the Semarang city government. In this study, there were four aspects that were mapped. The first aspect is planning activities, implementation activities, benefit taking, and evaluation. The research design used in this study is sequential exploratory, which is collecting and analyzing qualitative data then collecting and analyzing quantitative data. The research design used in this study is sequential exploratory, which consist of collecting and analyzing qualitative data followed by collecting and analyzing quantitative data. Data for this research collected in Mangunharjo Coastal Village, in Tugu City District, Semarang. Data collection is done through a focus group discussion and questionnaires, random sampling interview, and observation. The data analysis technique is done by combining quantitative analysis of data obtained from questionnaires and qualitative data analysis for data obtained from observations and, library study for mapping models. The results showed that the culture of information literacy in coastal communities in the study locations was good. In the first aspect, the availability and the use of information sources at the research location, it shows low score. Whereas in the second aspect, community activities in using information and access to sources of information, shows a bad condition. And in the third aspect, Semarang government regulation support for information literacy programs shows a good condition. Furthermore, the results of research information literacy in terms of women's empowerment programs, starting from the planning, implementation, benefit taking, and program evaluation phases, are categorized as positive.

Coastal areas are important residential, commercial and industrial areas; but coastal hazards can pose significant threats to these areas. Shoreline/coastal protection elements, both built structures such as breakwaters, seawalls and revetments, as well as natural features such as beaches, reefs and wetlands, are regular features of a coastal community and are important for community safety and development. These protection structures provide a range of resilience to coastal communities. During and after disasters, they help to minimize damages and support recovery; during non-disaster times, the values from shoreline elements shift from the narrow focus on protection. Most coastal communities have limited land and resources and few can dedicate scarce resources solely for protection. Values from shore protection can and should expand to include environmental, economic and social/cultural values. This paper discusses the key aspects of shoreline protection that influence effective community resilience and protection from disasters. This paper also presents ways that the economic, environmental and social/cultural values of shore protection can be evaluated and quantified. It presents the Coastal Community Hazard Protection Resilience (CCHPR) Index for evaluating the resilience capacity to coastal communities from various protection schemes and demonstrates the use of this Index for an urban beach in San Francisco, CA, USA.

Purpose This paper aims to analyze the forfeiture regime under the Malaysian anti-money laundering law. Apart from discussing the relevant provisions, several court cases also were examined to identify the problems which arise in the implementation of such a powerful forfeiture regime. Design/methodology/approach This paper mainly relies on statutes and court cases as its primary sources of information. It is supported by secondary data to justify the analysis. This paper also used analytical descriptive approach to analyze relevant forfeiture provisions from statutes and to examine current court cases regarding the implementation of the forfeiture regime. Findings The Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act (AMLATFPUAA) provides comprehensive procedures for the forfeiture of criminal proceeds. Any limitations of the previous statutory legislations have been addressed, and more importantly, the AMLATFPUAA introduces more powerful and innovative measures that can facilitate the recovery of illegal proceeds from money laundering and any other serious crimes. The AMLATFPUAA also provides avenue for the bona fide third parties to contest the forfeiture order. However, it appears that such right is not easy to be enforced. Originality/value This paper provides an analysis of the forfeiture regime under Malaysian anti-money laundering laws. It is hoped that the content of this paper can provide some insight into this particular area for enforcement authorities, practitioners, academics, policymakers and legal advisers not only in Malaysia but also elsewhere. The findings of this paper also expose any weakness or lacunae in the aspects of application and implementation of the forfeiture regime. Thus, more effective and workable legal solution especially on the issue of civil forfeiture of criminal assets could be considered for further accomplishment.

This study aims to explore village authority in village financial management to realize village governance in accordance with the principles of Good Governance. One of the financing for the Village Government program is the Village Fund Budget (ADD). The research method used is descriptive analysis to get a clear picture by examining secondary data. Secondary data is obtained through literature studies from primary legal materials and secondary legal materials related to regional autonomy in villages in the management of Village Government, particularly with regard to the performance of Village-Owned Enterprises based on Law Number 6 of 2014 concerning Villages. The data obtained from this study were analyzed juridically normative with a statutory approach. The results showed the accountability of the village head in managing village finances. In exercising the power of village financial management, the village head authorizes part of his power to the Village apparatus. (2) The village head as the holder of the village financial management power as referred to in paragraph (1), has the authority to: a. establish policies regarding the implementation of APBDesa; b. determine PTPKD; c. determine the officer who collects village revenue; d. approve expenditures for activities stipulated in APBDesa; and e. take actions that result in spending at the expense of the Village Budget. The factors that become obstacles in Talagasari, namely the lack of information and lack of direction in the distribution of ADD, so that it contributes low to community empowerment.

Purpose: This study sought to assess the determinants of sustainability of donor funded community projects in Garissa County. The study specifically focused on community participation, financial administration, training and leadership and management on sustainability of donor funded community projects in Garissa County. The variables were anchored by the freirean theory, results theory, competency theory and the systems theory.Methodology: The study adopted a descriptive research design and the population included donor funded project managers, donor agencies and project beneficiaries. Mugenda and Mugenda’s sample determination formula to acquire a sample size of 246 respondents. Further, the study employed stratified sampling so as to determine the exact number of respondents from the different categories. Primary data was collected through semi structured questionnaire while secondary data was collected through  desk search techniques from the internet from past scholarly articles. Quantitative data was analysed using a multivariate regression model while qualitative data was analysed using content analysis method.Results: Inferential results revealed a positive and significant relationship between community participation and sustainability of donor funded community projects and also positive and significant association between financial management and sustainability of donor funded community projects in Garissa County.Contribution: The study concluded that an improvement in various indicators of community participation such as donor funded community projects leaders’ vision, community empowerment and community decision-making, programme planning, monitoring and evaluation, leadership and management skills, establishment of linkages between project components, supervision and mobilization of local resources will result to positive and significant effect on sustainability of donor funded community projects in Garissa County. The study also concluded that improvement in some of the indicators that define financial management results to positive and significant effect on sustainability of donor funded community projects in Garissa County.

Illegal, Unreported and Unregulated Fishing is known as a global serious threat and become International major issues. Indonesia, as one of the biggest archipelago countries and Mega Biodiversity that has rich, various, and potential marine resources has succeeded in attracting domestic fisheries and foreign fisheries to commit Illegal, Unreported and Unregulated Fishing (IUU Fishing) practices. This research aims to understand the phenomenon of Illegal, Unreported and Unregulated Fishing in Indonesia and to understand the consequences of IUU Fishing practices to the coastal community and the maritime security state actors. This research finds that IUU Fishing practices have significant and negative impact towards Coastal communities on Economic, Environmental, and Social aspect. Furthermore, IUU Fishing practices has also significant and negative impact on the integrity of Maritime Security State Actors in protecting Indonesian waters.
