The Family Hope Program (PKH) is a conditional social assistance program for very poor families aimed at improving the quality of life and well-being. PKH is considered to provide direct benefits to help with education and health costs, but it has not yet affected social economic status. PKH implementation is considered not on target, giving rise to potential conflicts, and other technical problems. Central Java Province is the region that has the second highest poverty rate in Indonesia, and a very large number of PKH recipients. This study aims to: 1) Describe the implementation of PKH in Central Java; 2) Analyze community attitudes towards the implementation of PKH in Central Java; 3) Formulating the concept of PKH renewal desired by the community. This study used mixed method approach (qualitative and quantitative). This reseacrh conducted in 15 districts with the highest poverty rate in Central Java. Informants involved in this study were the recipient of the handler, PKH assistant, village officials, and local government officials. Data collection instruments are questionnaires, FGDs, and interview guides. Data analysis with an interactive model developed by Miles and Huberman, which includes data reduction, data display, and data verification. The conclusions of this study are: 1) The implementation of PKH in Central Java in terms of procedures and managerial aspects is considered good, but the program targets are not appropriate because of invalid data, amounting to 21.54 percent of PKH recipients are not poor, and only 13.99 percent of PKH recipients are poor and 26,21 percent very poor. 2) The community feels the benefits of PKH to ease their living expenses and if possible increase the amount, on the other hand there are still many poor families who have not received assistance to cause conflict and suspicion. 3) The renewal of PKH needed is to have a dimension of sustainability, involving the community in program planning, as well as educating the poor to be empowered and productive. The recommendations of this study are: 1) updating data integrated with population data, as well as collaboration between village, district/city, and provincial governments; 2) education for the community to escape poverty and submit correct data. 3) increasing training activities, increasing competitiveness and productivity. 4) local governments contribute to the addition quota of PKH recipients and companion staff.

This paper elaborates some appropriate policies regarding regional poverty reduction in Central Java province. This research estimates a poverty model based on a set of panel data comprising 29 regencies and six cities from 2011 to 2016. A fixed-effect model presents that poverty rate has a negative association with regional economic growth, minimum wage level, number of unemployment, and the quality of human resources. The higher number of population significantly decreases poverty rate in each region. Also, this study indicates that there is more poverty rate in the eastern region than that in the west region.  Moreover, the percentage of the poverty rate in regencies remains higher than the level in the cities. Overall, these results indicate that the local governments have successfully managed the poverty issues in among regencies and cities. This research finds that local governments are on the right way in their public policies in the development process. For more effective in poverty reduction, the local governments in the eastern region have to improve their human resources quality.

Yogyakarta is a city and the capital of Yogyakarta Special Region in Java, Indonesia. It is renowned as a center of tourism, education and culture. Yogyakarta is one of the foremost cultural centers of Java. This region is located at the foot of the active merapi vulcano. Yogyakarta is often called the main gateway to the Central Java as where it is geographically located. It stretches from Mount Merapi to the Indian Ocean. This province is one of the most densely populated areas of Indonesia. Yogyakarta is popular tourist destination in indonesia after Bali. These have attracted large number of visitors from across Indonesia and abroad to the city. This status makes Yogyakarta is one of the most heterogeneus cities in Indonesia. In edition, Yogyakarta has attracted large number of people to reside in this city for business. One of these comers is small entrepreneurs with their market munchies enterprise (specially a traditional snack trader). This business is one of famous business in Yogyakarta, we will find rows of pavement vendors selling market munchies. The students and tourists are their main target customers. Market munchies enterprise is part of small and medium enterprises SMEs as livelihood activities. SMEs has an important role in economic growth of Indonesia. Therefore, it is very important to develop and strengthen the micro enterprise empowerment. Micro enterprise empowerment is one of strategy to reduce the poverty rate in Indonesia. Major challenger in implement this program are that micro entrepreneurs are conventional and have satisfied with their revenue. It is very important to develop a comprehensive and sustainable micro enterprise empowerment which consist of strengthen the quality of human resources, maximize the government’s roles, empower the enterprise capital and strengthen the partnership and autonomous. Micro enterprise autonomy will contribute to the economic and investment climate. This will lead to establish an accountable enterprise both for the micro enterprise and customers which at the end will strengthen the development of the micro enterprise in Yogyakarta.Keyword: micro entreprise, human resources, government roles, capital, partnership and autonomous.

The actualization of the results of financial decentralization in Ukraine as part of the reform of decentralization of power and the development of proposals for its improvement is explained by the fact that a clear division of functions, powers and financial resources between national and regional levels is the basis for the well-being of our citizens. opportunities for its sustainable socio- economic development on a democratic basis. It is noted that financial decentralization is a process of giving authority to mobilize revenues and expenditures of local governments in order to increase the effectiveness of the implementation of these powers and better management of community budgets. It is established that unlike traditional entrepreneurship, which focuses on profit generation, the purpose of social entrepreneurship is to create and accumulate social capital. Abroad, social enterprises operate successfully in the fields of education, the environment, human rights, poverty reduction and health care, and their development and dissemination is one way to improve the living conditions of citizens. A similar mission is entrusted to local governments, which allows us to consider the revival of social entrepreneurship as an important element in improving self-government policy. It is determined that in modern conditions social entrepreneurship is one of the tools to ensure the ability of the local community to provide its members with an appropriate level of education, culture, health, housing and communal services, social protection, etc., as well as plan and implement programs efficient use of available natural and human resources, investment and infrastructural support of territorial communities. Due to financial decentralization, local governments have received additional resources that can be used to create economic incentives to promote social entrepreneurship in small and medium-sized businesses at the community level.

Nepal is one of the least developed but high remittances recipient countries in the world. Nepal received remittance from US$ 8.1 billion in 2016 and it is ranked 23rd among the remittance receiving countries in the world. Remittance income is one of the major sources of capital formation in the context of Nepal. It is directly related with the labour migration in a country which in return enhances foreign employment. Remittances have become a major contributing factor to increasing household income as well as country’s GDP. About 30 percent of Nepal’s GDP comes in the form of remittance money which is sent home by Nepalese working abroad and it helps to reduce country’s poverty rate. Poverty reduction took place in Nepal from 42 percent (1995/96) to 25.2 percent (2010/11). Nepal’s remittance recipients reached 31.5 percent GDP in 2015. The total amount of remittance in the country is 259 billion and among which 20 percent is internal sources, 11 percent from India and 69 percent from Gulf countries. Remittance received by the households is mainly used for daily consumption (79 percent) and remaining other purposes. Moreover, Nepal’s economic status mostly depends on remittance received which is therefore migration driven economy.

Justice that has not existed and is apparent among the disabilities in Indonesia is very large and spread in the archipelago is very large, making the issue of equality is a very important thing especially with the publication of the Disability Act No. 8 of 2016 at the beginning of that year. Only a few provinces that understand properly and well on open and potential issues and issues will affect other areas including the increasingly growing number of elderly people in Indonesia due to the increasing welfare of the people. The government of DKI Jakarta, including the most concerned with disability, from the beginning has set a bold step to defend things related to disability, including local governments in Solo, Bali, Makassar and several other areas. Leprosy belonging to the disability community has a very tough marginalization, the disability that arises from leprosy quite a lot, reaches ten percent more and covers the poor areas of Indonesia, such as Nusa Tenggara Timur, Papua, South Sulawesi Provinces and even East Java and West Java and Central Java Provinces. If we compare again with the ASEAN countries we also do not miss the moment in ratifying the CRPD (Convention of Rights for People with Disability) into the Law of Disability No. 8 of 2016 which, although already published but still get rejections in some sections because do not provide proper empowerment and rights equality. The struggle is long and must be continued to build equal rights in all areas, not only health and welfare but also in the right of the right to receive continuous inclusive education.

Waste is generated by various day to day human activities. Adopting improper waste handling and disposal methods can harm the well-being of public and environment. Waste management creates new opportunities for entrepreneurs in terms of social causes and it affects the economic structure and economic status of any country. One of the new approaches in waste management and income generation is Social entrepreneurship. But in Bharat i.e. India the young entrepreneurs have a dearth of consciousness towards social entrepreneurship. This paper discusses the status of solid waste management in India and Government initiatives for managing Solid Waste at Dharamshala. The main objectives of study are 1) to check awareness of people in managing solid waste at Dharamsala 2) and how to convert the plastic waste into theme based parks as skilled initiative for entrepreneurs at tourist spots in Himachal Pradesh. The paper thus explores the scope for entrepreneurs in waste management. The study reveals that Solid waste management concept attracted the attention of government around 1970s. But till now we believe in filling the waste in the ground or putting them in the dustbin. Government of India has created few acts and rules on waste management which are listed in this paper. Through this study it is revealed that people of Dharamshala welcome to the construction of themed parks made from plastic bottles. Majority of these people believe in separating waste at home and according to them conditions of waste disposal at Dharamshala are not very good. There is a positive correlation between people’s opinion of constructing theme parks and using plastic bottles in park’s construction. Study believes that the quantity of plastic waste in our country is endless which creates lot scope and opportunity to the social entrepreneurs.

BACKGROUND Any delays in language development may affect learning, profoundly influencing personal, social, and professional trajectories. The effectiveness of the Sign 4 Big Feelings (S4BF) intervention was investigated by measuring change in early years outcomes after a three month period. OBJECTIVE To determine whether Early Years Outcomes (EYOs) significantly improve (beyond typical expected development), if children’s wellbeing improves after the S4BF intervention period, and if there are differences between boys and girls in any progress made. METHODS An evaluation of S4BF was conducted with 111 preschool age children in early years settings in Luton, United Kingdom. Listening, speaking, understanding, and managing feelings and behaviour, in addition to Leuven well-being scales were used in a quasi-experimental study design to measure outcomes pre- and postintervention. RESULTS Statistically and clinically significant differences were found for each of the seven pre- and post measures taken: words understood and spoken, well-being scores, and the four EYO domains. Gender differences were negligible in all analyses undertaken. CONCLUSIONS Children of all abilities may benefit considerably from S4BF, but a language-based intervention of this nature may be transformational for children who are behind developmentally, with EAL needs or of lower socio-economic status. AbstractAchieving the Sustainable Development Goals (SDGs) is a long-term task, which puts forward high requirements on the sustainability of related policies and actions. Using the text analysis method, we analyze the China National Sustainable Communities (CNSCs) policy implemented over 30 years and its effects on achieving SDGs. We find that the national government needs to understand the scope of sustainable development more comprehensively, the sustained actions can produce positive effects under the right goals. The SDGs selection of local governments is affected by local development levels and resource conditions, regions with better economic foundations tend to focus on SDGs on human well-being, regions with weaker foundations show priority to basic SDGs on the economic development, infrastructures and industrialization.

Place-based policies refer to government efforts to enhance the economic performance of an area within its jurisdiction. Applying various difference in differences strategies, this study evaluates the neighborhood effects of a place-based policy—the Economic Development Priority Areas (EDPA) of Atlanta, Georgia, USA. Since the census block groups are locally defined and the boundaries may change over time, we defined the neighborhoods by creating a set of 0.25-mile- diameter circles evenly distributed across Atlanta, and used the created buffers as the comparison unit. The empirical estimates showed that EDPA designation significantly reduced poverty rate and increased housing price of EDPA neighborhoods but had no beneficial effects on population size and employment rate. The heterogeneous analysis with respect to different initial economic status of the neighborhoods showed a relative larger and significant effect of EDPA designation on low-income neighborhoods. The increasing labor demand induced by EDPA designation in low-income neighborhoods attracted more population to migrate in and put upward pressure on housing prices. The estimation results are robust when replacing the 0.25-mile-diameter circle neighborhoods with 0.5-mile-diameter circle neighborhoods. Although we found some positive effects of the EDPA program in Atlanta, it would be misguided to assume similar effects occur in other areas implementing place-based policies.
