With the enactment of the Education System Act no 20 of 2003 (better known as the Sisdiknas Act), the State has determined that educational institutions should have a legal umbrella in the form of a legal entity, or better known as the Legal Entity Education. This article describes the conflicted genesis of the Museum Istiqlal, the history of  the creation of the collection, and the state of the institution relative to other Indonesian museums. It emphasizes both  positive developments underway and the historical problems facing the institution. Above all, it focuses on the role the museum was originally intended to serve for the Indonesian Muslim public sphere and the significant potential the museum has to better serve that mission in the national and international sphere. In short, the article emphasizes that in the context of the Government of Indonesia’s current four year plan to revive the museum sector, the problems and opportunities presented at the Museum Istiqlal are symptomatic of endemic national challenges for both the museum and the education sector.

In 2011, the government of Bangladesh began an investigation into the financial dealings of the Grameen Bank that won the Nobel Peace Prize in 2006. This disciplining of a world-renowned institution and its founder by the state reconfigures the altered relationship between the state and NGOs in Bangladesh. This article investigates this about-face between the state and NGOs from the 1990s, when their relationship was characterized as ‘partners in development’, to the late 2000s when the state saw the leading NGOs and their leaders as potential political adversaries. In Bangladesh, the former relationship of a weak state vis-à-vis the powerful, western-funded NGO has been recalibrated. Under the present condition of authoritarian rule, the state is willing to accept the role of the NGO as a development actor but not as a political contender. This article examines this shifting relationship between the state and NGOs.

The defining role of analytical research of personnel training processes for the transport industry is indicated. In particular, the possibility of using the vicious Knall’s circles to identify problems in the development of transport education is investigated. The traditional functionality of the Knall’s circles has been expanded to the study of the mechanisms of positive development of the research object. Two types of models for describing these processes are proposed and analyzed, taking into account both additive and multiplicative effects of development. Using concrete examples, the methodology for constructing various types of process models, selecting the optimal type of model and predicting development is shown. A systematic approach to the study of transport education is also proposed to be implemented using the tools of cenological analysis, which takes into account all participants in the personnel training system in the industry. The scientific and educational values of transport education allow us to determine the completeness and stability of the educational system, the direction of development (degradation, positive development of the system), the role and place of an individual educational institution in the personnel training system. The cytological study is illustrated by the example of the analysis of the results of the activities of branch railway universities. Scientific and educational self-regulating organizations for training specialists for the regional transport system are considered as one of the mechanisms for managing transport education. It is proposed to create self-regulating organizations of personnel training that regulate the activities of educational institutions, both among themselves and with consumers of educational services.
