The article considers the influence of education on the formation of a qualitative component of human capital in rural areas. The current state of educational training of the rural population is being assessed. The main root causes of the low share of residents of rural settlements with higher education have been identified. It is proved that the low level of prestige of agricultural work is almost the main factor that prevents young people from choosing agricultural education and stimulates them after graduation - to work in other sectors of the economy. It is established that the relatively low educational level of the rural population of Ukraine is due not only to limited access to general secondary and higher education, but also to the constant migration losses of the most active part of young people who go to cities for higher education and try to stay there. An assessment of the current state of scientific work of institutions of higher education in agriculture. The root causes of low activity in attracting private investment in the development of innovative products have been identified. It is established that the current financial support of innovation in higher education institutions does not correspond to the real possibilities of their scientific potential. This situation limits the development and effectiveness of innovation, as well as the prospects for its commercialization. On the basis of generalization of foreign and domestic experience of higher education institutions of agrarian profile the forms of development of public-private partnership of higher education institution with agrarian business are offered. The root causes of the reluctance of scientists of higher education institutions to engage in the development of innovative products for the needs of business entities in the field of agribusiness have been clarified. In order to form an entrepreneurial environment in agricultural universities, it is necessary to create conditions under which scientists will have the opportunity to develop innovative projects based on infrastructure support, namely: jobs, expert advice, opportunities to communicate with the business community. In the university - is the formation of a single educational research and innovation space, which will involve departments, research laboratories and small innovative enterprises created with the participation of scientists of the departments, as well as students, graduate students and doctoral students. The necessity of forming a system of intensive human education on the basis of mass retraining both at the expense of personal human resources and at the expense of social investments of business groups is substantiated, which will allow to support the continuous process of "lifelong learning". This literature review article aims to present the current state of the higher education in Guerrero and Oaxaca, Mexico, so that to show the limited access for the young indigenous population and its relationship to poverty. The issue being addressed is of significance since both Mexican states have an average of schooling below the national average: the human development index in Guerrero is 0.679, and in Oaxaca it is 0.681, two of the lowest indexes in the country. By implementing some tools of descriptive statistics and information about the latest school cycles (2013-2014 and 2014-2015), we found that half of youth population in these two states lives in rural areas, one-fourth are speakers of an indigenous language, and only slightly more than ten per cent of indigenous young people over 18 years old belong to the total enrollment of higher education.

The aim of the article is to analyse the significance of farming and agriculture in the lives of young rural university graduates in Poland. Their educational and professional choices are discussed. How many of them graduated from agricultural higher education institutions and agricultural disciplines? Do such decisions translate into taking up farming after having completed the studies? What are the reasons that young people with higher education living in rural areas may be or may not be interested in farming? Another objective is to identify the main factors potentially “pulling” them towards agriculture and those “pushing” them out of this sector. The article is based on 92 in-depth interviews with university graduates aged 25–34 and 27 in-depth interviews with competent local informants conducted in ten purposely selected rural municipalities across Poland. The results show that farming and agriculture are more present in young university graduates than their educational and professional choices suggest. However, the interviews reflect the dominance of the modernisation paradigm shaping the perceptions of farmers and agriculture in Poland.

The author considers the questions relating to the formation of lawyers’ professional traits from the point of view of the significance which human capital and investment in this capital hold in contemporary times. It follows from the analyses, which were carried out, that the dire need for taking up actions with the aim to shape lawyers appears one of the most vital tasks. This requires taking into account visible trends in the changing job market. Another aspect results from the need for multilevel qualifications and conditions behind lawyers’ actions and their decisions. Thus, colleges of higher education which educate prospective lawyers, as well as lawyers’ corporations, are confronted by challenges of forming, in young people, features that are indispensable for them to be valuable lawyers and not only executors of simple activities. The author points to the fact that lawyers need shaping because, among others, during their whole social lives and realization of professional tasks their personality traits and potential related to communication will constantly manifest through accepting and following or rejecting and opposing values, principles, reflexions, empathy, sensitivity, the farthest-fetched imagination, objectivism, cooperation, dialogue, distancing themselves from political disputes, etc. Students of the art of law should be characterized by a changed mentality, new vision of law – service to man, and realization of standards of law, as well as perception of the importance of knowledge, skills, attitudes and competences.

The article discusses the current state of professional training of engineers, in particular, electronics engineers in Ukrainian higher education institutions (HEIs) and explores best practices from US HEIs. The research outlines the features of professional training of electronics engineers and recent changes in Ukrainian HEIs. Such challenges for Ukrainian HEIs as lack of collaboration between higher education and science with industry, R&D cost reduction for HEIs, and downsizing the research and academic staff, the disparity between the available quality of human capital training and the demanded are addressed. The study attempts to identify successful practices of US HEIs professional training of engineers in order to suggest potential improvements in education, research, and innovation for training electronics engineers in Ukraine.

There are following prerequisites outlined in this article: worldwide democratization trend; complexity of structures of social systems; growing needs in human capital development; autonomy of national higher education institutions; civilizational problem of Ukraine in national elite. Conceptual problems on a road to real democracy in higher education institutions were actualized and analyzed. Determined and characterized three models of higher education institutions activities based on the level of democratization needs of their social environment as: negative, neutral and favorable.

The purpose of looking at Indian universities in a comparative perspective is obviously to locate it among higher education institutions across the world and to identify its strengths and weaknesses in the advancement of learning and research. In doing so, one can discern the directions for reform in order to put the university system in a competitive advantage for an emerging knowledge society. This chapter looks at the current state of universities in India and highlights the initiatives under way for change and proposes required policy changes.

This article investigates the role of higher education in the economic development of the country. The research aims to investigate the theoretical and methodological basis of the role of higher education and human capital in economic growth, evaluate the current state of higher education within pandemic COVID-19, and develop scientifically and applied recommendations to strengthen capacity and improve the competitiveness of human capital in the developing countries. An analysis of the existing researches and debates is made. We defined the state of higher education in Kazakhstan and considered the changes in education within the context of COVID-19. We made multiple correlations and regression analysis based on the education coverage index and GDP(mln KZT), where defined the moderate correlation between two variables. Statistical data is studied in a period from 2000 to 2019. This paper contributes to the literature by fulfilling a theory of human capital development in the knowledge economy, revealing the relational mechanism between higher education, sustainable development, and the economic boundary of this relationship. It also contributes to the further understanding of the role of higher education in economic development. This study result implies to strengthen capacity and improve the competitiveness of human capital, draft human capital development policy. Keywords: SDG; COVID-19, human capital, higher education

Purpose The manuscript reflects on the future of higher education from an emerging country perspective. The authors specifically answer how new education policies, ranking and accreditation are impacting the current state of Indian higher education institutions (IHEIs) and how IHEIs can cultivate their path towards positioning themselves internationally. This study aims to bring together existing scenarios and to serve as a springboard for future research and applications. Design/methodology/approach The manuscript is designed and executed as a conceptual study exploring the current state and prospects for IHEIs. The study synthesizes the concepts of positioning strategies in context to IHEIs. A conceptual diagram integrating existing concepts from marketing, total quality management and business education is created to understand the phenomenon among the IHEIs stakeholders. Findings The authors found that IHEIs started showing their international presence yet they are facing various challenges (government bureaucracy; international salary standards; global student population; and cultural sensitivity). The authors also found that the positioning problem is not a one-time attempt; the complexity of higher education is a “wicked problem” and, hence needs to be evaluated, changed and executed continuously. The manuscript offers relevant information to IHEIs leaders and stakeholders to improve on their international positioning strategies and proposes avenues for future research. Originality/value The study outlines future development and positioning strategic plans that IHEIs may consider and reflect in their strategic plan. The conceptual diagram on achieving successful international positioning and problem areas is expected to act as a guidebook for the key decision-makers. The focus is on distinguishing the imperatives, creating a key guide for meeting immediate requirements, allotting assets prudently to update their international presence. The study will provide IHEIs with a new lease of life in the future.

The article presents the results of the sociological survey of the young rural population of the Republic of Kalmykia on the problems of migration. The study analyzes the main goals and directions of the migration of young people. The results of the survey showed that the basic factors of the migration from rural areas are low level salaries, lack of work places, undeveloped infrastructure. The low level of social conditions is also one of the factors of migration of young people. The majority of the respondents plan to live in metropolises of Russia. No one of the respondents wants to live in a rural area. Thus, the analysis of the survey results showed that for young rural population the main channel for mobility is migration. It is important to note that rural area settlements have low level of attractiveness and prestige among contemporary young people which is due to low quality and level of life and the lack of preconditions for implementing life plans and strategies of the young people of the region.
