Roadside parking makes a large contribution to local revenue if managed properly. However, in its implementation, there have been many practices of "illegal parking" which have made the management very bad and caused losses to the parking users. Thus, government collaboration in parking management is important to involve all relevant stakeholders involved as a whole, forming cooperation, both in consensus and in decision making. This study focuses on-street parking management strategy from a collaborative governance perspective. This study used a descriptive qualitative method with the research location in the city of Semarang. Data collection was carried out through in-depth interviews with related agencies, apart from observing and documenting. From observations in the field, the researchers found that the Semarang City Government has not performed its function optimally as the main pillar in determining policies related to parking management. For this reason, a management strategy with a government collaboration concept approach that involves several stakeholders is needed to solve the parking problem collectively. With the concept of collaborative governance, it will reduce irregularities and monopolies in the implementation of parking management.

One source of Regional Original Revenue is local taxes, regional levies and other legitimate local revenue management. Regional levies consist of 3 types of retribution, namely general service retribution, business service retribution and certain licensing retribution. Market’s levies is one type of regional retribution that is included in general retribution whose collection must be in accordance with the existing operational procedure standards to support the realization of its acceptance. This study aims to determine the mechanism of market’s levies collection and the level of effectiveness of market’s levies in the city of Bitung. The research method used is qualitative descriptive analysis, by analyzing the collection mechanism and the effectiveness of market’s levies. The results of the study show that the mechanism of collection of retribution is in accordance with the existing SOP and the achievement of its effectiveness is effective with an average level of 87.13%. Bitung city government can be better able to approach marketers for example by socializing market’s levies regulations so that later can also support the realization of  levies revenue.Keywords : Market’s Levies, Collection Mechanisms and Effectiveness

This study describes the psychographic profile and the use of media by the visitors of the Surabaya Zoo from the millennial age group, which is between 19 s.d. 40 years old. This age generation is the result of demographic bonuses for groups or generations born between the 1980s and 2000s, with characteristics that reflect the transition between the previous generation (baby boomers) and afterwards (gene Z) in terms of lifestyle and media use. This difference is partly due to a shift in communication technology that also affects their media consumption patterns. The characteristics of millennials are identified by special behavior, being protected, confident, group oriented, conventional, resistant to pressure and pursuing achievement. Surabaya Zoo which is a local tourism destination that is officially managed by the Surabaya City Government is required to contribute to the local revenue of the City of Surabaya. The breakthrough that has been done targeting the Millennial generation that tends to be individually oriented is to provide a Selfie park and offer activities that attract the interest of visitors. This program has increased the number of KBS visitors from year to year. By employing survey methods and measuring VALS (Values And Life Style) and frequency of media use by respondents, the results obtained that the psychographic profile of KBS visitors can be categorized tend to be Principle Oriented, whose lifestyle is characterized by: having spiritual values, not thinking about prestige, like learning something new, have a traditional mindset, and do a fixed routine for a long time. With this profile, the main expectation of millennial for the availability of information at the Surabaya Zoo is information about animals, instead of the need for selfies.Keywords: psychographic profile, millennial, media use

<p><em>Retribution is an important source of Regional Budget Revenue (PAD) in the city of Makassar. The budget charged by the Makassar City Government to the PD. Makassar Raya Market.</em></p><em>This study aims to evaluate the management system of market levies and the contribution of market levies to increase Makassar City's Regional Original Income (PAD) and to formulate a more appropriate market levy management system to maximize PD revenue. Makassar Raya Market, Makassar City. The data used in this study are secondary in the form of documents and records related to market retribution income, and primary data in the form of daily reports of the recipient's cash-holding assistant as well as collection reports and proof of deposit of the recipient's treasurer into cash through the City Regional Development Bank (BPD). Makassar. The results of the study show that local revenue from market levies is in a very effective category, this is indicated by an average value of 100.28%, and Pasat Levies have a very large influence and contribution to Local Ownership in Makassar City, this can be shown by the average value of the contribution is 102.25%, while the growth rate of market levies explains that the growth rate with an average value is 9.69 which indicates the unsuccessful category The growth rate of market levies explains that the growth rate with an average value is 9.69 which indicates the unsuccessful category.</em>

This research will further explore the practice of Good Financial Goverance (GFD), with case studies on the partnership process that took place between the city government of Makassar with PT.GMTD in managing the finances for the participation of local government capital. The research will focus on actor relationships taking place between actors involved in capital partnerships as a recipe offered by Good Financial Governance. The research used qualitative method with researcher location in Makassar South Sulawesi, Indonesia.The main argument of this study is to question the claims of Good Financial Governance, which relies on economic development issues and good financial governance by opening investment shells and the involvement of actors outside the government. For this study, the claim is completely wrong. The results of this study found that good financial governance actually gave birth to a new problem that is Exclusivity Actors. Exclusivity of actors as a consequence of the unequal amount of capital on actors involved in Good Financial Governance. Street-level bureaucrats set the terms for policy implementation and often operate under limited oversight. In American elections, poll workers are the street-level bureaucrats tasked with implementing a jurisdiction’s laws for verifying voter eligibility. Using in-depth interviews with 24 poll workers from the city of Chicago, this article assesses how poll workers make decisions about voter eligibility under Illinois’ signature-matching law. Respondents discussed a range of considerations used when they examine voter eligibility. The evidence I present suggests they rely on personal perspectives and experiences in their evaluations. Respondents also offered a range of responses for how they would proceed in the instance of a mismatching signature—including requesting voters provide identification even though it is not a requirement in Illinois unless a voter is challenged. Broadly, these results illustrate how poll workers’ subjective interpretations of election law shape their decisions and can lead to idiosyncratic applications of election law.

ABSTRACT The study aims to find out how the city government implementation developent of depok in an effort to boost the public economy according to article 33 of 1945 of Islamic studies. The writer wants to know some factors that are an impediment and success in the Depok city’s efforts to boost the economy is good. The method of research is using a qualitative method, as for this research instrument is an interview, observation, documentation, a printed purpose associated with the title of the thesis that then gained a validity of the data. From the data gathered on the results of the study above. Thus the write concluded that the separate town of Depok from the town of Bogor was in the economic structure, development, transportation, education, natural resources and human resources and technology can flourish well. The decision-making process that took place at desa adat (indigenous village) involved many actors and stakeholders from various elements of the community, to achieve a common goal. This research highlights the linkages of indigenous collaborative governance among actors involved in the decision-making process at Balinese Desa Adat, Indonesia. This research has, thus, discovered how indigenous collaborative governance was linked to the decision-making process and linked to the implementation of local governance, especially in the implementation of Adat in Bali Province. This study emphasizes the extensive use of public administration literature about collaborative governance and the decision-making process. Additionally, in-depth interviews and live experience in desa adat were conducted, as it is aimed to explore and understand more about the case. The result provided aligned with the conceptual framework because all of the actual implementation of the decision-making process at Desa Adat Peliatan met the criteria or indicators of collaborative governance. It showed that there was an involvement of indigenous collaborative governance in the process of decision-making at the desa adat level. The practical implication, in this case, is that collaboration matters in the decision-making process involving various elements of society with diverse interests.

Joint movement for poverty and unemployment reduction through harmonization of the economy, education, ecosystems and community ethos, or abbreviated Gerbang Hebat of the Semarang City Government, which was pursued in Semarang City has achieved a significant poverty reduction effort of at least 1.5% per year in accordance with the RJMD target of Semarang City in 2016-2021. The Semarang City Government in implementing the Gerbang Hebat Program joins hands with all stakeholders, namely BUMN, BUMD, Banking, Business, Private Sector, State and Private Universities, NGOs and community organizations to jointly make efforts to improve community welfare. Based on this, this study analyzes the implementation of the Gerbang Hebat program by observing the phenomenon of the implementation of program policies, namely the driving and inhibiting factors in the implementation of the Gerbang Hebat program in an effort to create an intelligent community in the city of Semarang. The approach used is a descriptive qualitative method where data collection uses interviews, observation, and documentation studies. The results of this study are the presentation of a valid, accurate, right on target, objective, and up to date database where name-based address and potential and area are still a challenge and monitoring and evaluation when the program is completed. In addition, community participation has an important role in realizing digital-based community governance. This is to ensure that activities are in accordance with the needs of the community, and ensure that these activities are sustainable activities and can lead the community towards independence.

Many areas in Indonesia region still have social problems such as poverty, education, and health. The problem requires the local government to conduct communication strategies by increasing regional revenues through tourism. One of the regional efforts is to attract tourists visiting, through the city branding program. This article seeks to analyze the slogan Impressive Probolinggo is related to the tourism communication strategy of the Probolinggo City Government. The data was collected through interviews with City Government institutions, community leaders, and tourist visitors in 2018. The data was analyzed using an interactive qualitative method from Miles Huberman. The results showed that the slogan Impressive Probolinggo City became a city branding the Probolinggo City Government to attract tourists. The slogan is executed through a communication strategy that includes core and field communicators, worth of mouth-based messages, diverse media platforms, and involves community engagement. The government needs to improve socialization and design a more creative and innovative communication strategy so that the tourism potential in Probolinggo city develops sustainably.

<span><em>The purpose of this study was to analyze institutional capacity the </em><span><em>PEW Group Members, and analyzing institutional performance, and formulate </em><span><em>strategies and institutional capacity building programs in the PEW Group of </em><span><em>local economic development in the city of Yogyakarta. The method used in this </em><span><em>study is a qualitative method. Data collection techniques used are: observation</em><span><em>, documentation studies, in-depth interviews, and questionnaires. Assessment </em><span><em>strategies in the analysis of this problem using the Logical Framework Analysis </em><span><em>. Repayment rates in Sub Pringgokusuman PEW group 76% (25 groups) are </em><span><em>classified as current, 12% classified as substandard, and there are 4 groups (</em><span><em>12%) were classified as jammed. Judging from the direction of development of </em><span><em>the group based on the performance aspects of the organization, administration, </em><span><em>financing, production and rooting business. There are 18 (54.55%) groups were </em><span><em>included in the growth category, and 15 (45.45%) group included in the category </em><span><em>of development, while the group in the category are not independent. Formulation </em><span><em>of institutional capacity strengthening program group includes: 1) Improvement </em><span><em>Skills Productive Economic Business Members, 2) Strengthening Institutions </em><span><em>Norm, 3) Administrative Arrangement group, and 4) Increased Capital to expand </em><span><em>cooperative network.</em></span></span></span></span></span></span></span></span></span></span></span></span></span></span></span></span></span><br /></span>
