This study describes the psychographic profile and the use of media by the visitors of the Surabaya Zoo from the millennial age group, which is between 19 s.d. 40 years old. This age generation is the result of demographic bonuses for groups or generations born between the 1980s and 2000s, with characteristics that reflect the transition between the previous generation (baby boomers) and afterwards (gene Z) in terms of lifestyle and media use. This difference is partly due to a shift in communication technology that also affects their media consumption patterns. The characteristics of millennials are identified by special behavior, being protected, confident, group oriented, conventional, resistant to pressure and pursuing achievement. Surabaya Zoo which is a local tourism destination that is officially managed by the Surabaya City Government is required to contribute to the local revenue of the City of Surabaya. The breakthrough that has been done targeting the Millennial generation that tends to be individually oriented is to provide a Selfie park and offer activities that attract the interest of visitors. This program has increased the number of KBS visitors from year to year. By employing survey methods and measuring VALS (Values And Life Style) and frequency of media use by respondents, the results obtained that the psychographic profile of KBS visitors can be categorized tend to be Principle Oriented, whose lifestyle is characterized by: having spiritual values, not thinking about prestige, like learning something new, have a traditional mindset, and do a fixed routine for a long time. With this profile, the main expectation of millennial for the availability of information at the Surabaya Zoo is information about animals, instead of the need for selfies.Keywords: psychographic profile, millennial, media use

One source of Regional Original Revenue is local taxes, regional levies and other legitimate local revenue management. Regional levies consist of 3 types of retribution, namely general service retribution, business service retribution and certain licensing retribution. Market’s levies is one type of regional retribution that is included in general retribution whose collection must be in accordance with the existing operational procedure standards to support the realization of its acceptance. This study aims to determine the mechanism of market’s levies collection and the level of effectiveness of market’s levies in the city of Bitung. The research method used is qualitative descriptive analysis, by analyzing the collection mechanism and the effectiveness of market’s levies. The results of the study show that the mechanism of collection of retribution is in accordance with the existing SOP and the achievement of its effectiveness is effective with an average level of 87.13%. Bitung city government can be better able to approach marketers for example by socializing market’s levies regulations so that later can also support the realization of  levies revenue.Keywords : Market’s Levies, Collection Mechanisms and Effectiveness

<p><em>Retribution is an important source of Regional Budget Revenue (PAD) in the city of Makassar. The budget charged by the Makassar City Government to the PD. Makassar Raya Market.</em></p><em>This study aims to evaluate the management system of market levies and the contribution of market levies to increase Makassar City's Regional Original Income (PAD) and to formulate a more appropriate market levy management system to maximize PD revenue. Makassar Raya Market, Makassar City. The data used in this study are secondary in the form of documents and records related to market retribution income, and primary data in the form of daily reports of the recipient's cash-holding assistant as well as collection reports and proof of deposit of the recipient's treasurer into cash through the City Regional Development Bank (BPD). Makassar. The results of the study show that local revenue from market levies is in a very effective category, this is indicated by an average value of 100.28%, and Pasat Levies have a very large influence and contribution to Local Ownership in Makassar City, this can be shown by the average value of the contribution is 102.25%, while the growth rate of market levies explains that the growth rate with an average value is 9.69 which indicates the unsuccessful category The growth rate of market levies explains that the growth rate with an average value is 9.69 which indicates the unsuccessful category.</em>

This study is entitled "Implementation of Gampong Online in Lhokseumawe City". Where the strengthening of information and communication technology is still considered a luxurious facility and requires very large costs, so only a small part of the village government has obtained it. The wide gap between the size of the budget needs and the limited budget that can be provided gives rise to budget allocations that lead to physical activities for the development of rural infrastructure alone without looking at the increasingly rapid technological developments and increasing the capacity of village apparatus resources to support the current government system. both in the administrative system, public services as well as on matters relating to community business development. This study aims to see and describe the implementation of technology to present online gampongs with basic information and communication technology training activities for gampong governments in Lhokseumawe City. A descriptive qualitative approach with observation and documentation data collection techniques has been carried out in this study with field assessments in 3 (three) Gampongs in the Lhokseumawe city area to see the application of technology, determine strategy, socialize and provide information and communication technology introduction materials. The results of the study found that training for 3 (three) gampongs in the Lhokseumawe city government, namely Gampong Hagu Barat Laot, Gampong Hagu Teungoh and Gampong Hagu Selatan, had provided an understanding and awareness of the importance of using information and communication technology in gampong government for the smooth running of public services, public relations and public relations. internal organization as well as improving the business of the village community in the field of technology, where technology can help the village government connect with the city government and the village community online.

The military's involvement in power and land ownership often leads to conflicts, both vertically and horizontally. According to the Agrarian Reform Consortium's records in 2020, agrarian conflicts involving military personnel during the Covid-19 pandemic were relatively stagnant. This paper aims to explore the conflict between the TNI Akmil Magelang and the Magelang City Government. The method used in this study uses a descriptive qualitative approach. Data collection techniques in this study using observation and documentation techniques and processing research data using the stages of data presentation, verification, and concluding. This study uses Pondy's (1967) theory regarding the stages of conflict as an analytical tool. The results show that the military conflict over land control with the city government has occurred since 1985. However, this conflict has not yet found common ground. The peak of the conflict occurred in mid-August 2020 when the TNI put up a sign at the mayor's office complex. The TNI gave an ultimatum to the Magelang City Government to leave or compensate for land assets. The development of the conflict is currently heading towards conflict resolution. However, it does not mean that in the end the conflict resolution can be found. This departs from the historical record where this conflict has been going on for a long time, and various parties as mediators are involved. However, the conflict continues to roll on and at any time can explode again in public.

Abstrak Teknologi Informasi bisa di lakukan dengan berbagai cara, salah satunya yaitu melalui internet yang bisa digunakan dimanapun dan kapanpun menggunakan jaringan internet. Pemerintah Kota Kediri melalui Dinas Kependudukan dan Pencatatan Sipil mengeluarkan pelayanan administrasi kependudukan yang dikembangkan dengan berbasis Sistem Informasi Administrasi Kependudukan (SIAK), mengeluarkan program melalui media aplikasi online yaitu Sistem Administrasi Kependudukan Berbasis Teknologi Informasi (SAKTI). Kota Kediri memiliki fungsi teknologi informasi dan komunikasi yang berperan penting dalam masyarakat dan lebih strategis. Berdasarkan Undang-Undang Nomor 24 Tahun 2013 tentang Pengelolaan Kependudukan. Pelayanan harus dilaksanakan dengan benar dan cepat agar masyarakat puas dengan pelayanan. Berdasarkan uraian tersebut, maka tujuan penelitian ini adalah Mengetahui Pelayanan Publik melalui Aplikasi Sistem Administrasi Kependudukan Berbasis Teknologi Informasi (SAKTI) di Kelurahan Semampir. Kata Kunci: Teknologi Informasi; Pelayanan Administrasi Kependudukan; Kepuasan Masyarakat. Abstract Information technology can be done in various ways, one of which is through the internet which can be used anywhere and anytime using the internet network. The Kediri City Government through the Department of Population and Civil Registration issued population administration services which were developed based on the Population Administration Information System (SIAK), issued programs through online application media, namely the Information Technology-Based Population Administration System (SAKTI). The city of Kediri has the function of information and communication technology which plays an important role in society and is more strategic. Based on Law Number 24 of 2013 concerning Population Management. Services must be carried out correctly and quickly so that people are satisfied with the service. Roadside parking makes a large contribution to local revenue if managed properly. However, in its implementation, there have been many practices of "illegal parking" which have made the management very bad and caused losses to the parking users. Thus, government collaboration in parking management is important to involve all relevant stakeholders involved as a whole, forming cooperation, both in consensus and in decision making. This study focuses on-street parking management strategy from a collaborative governance perspective. This study used a descriptive qualitative method with the research location in the city of Semarang. Data collection was carried out through in-depth interviews with related agencies, apart from observing and documenting. From observations in the field, the researchers found that the Semarang City Government has not performed its function optimally as the main pillar in determining policies related to parking management. For this reason, a management strategy with a government collaboration concept approach that involves several stakeholders is needed to solve the parking problem collectively. With the concept of collaborative governance, it will reduce irregularities and monopolies in the implementation of parking management.

The article deals with the activity of the provincial presence for urban affairs — the body that establishes administrative supervision over the activities of city self-government bodies in the 70s and 90s of the XIX century. The study is based on the positions of pre-revolutionary lawyers who consider and analyze innovations in the Urban statute of 1870 and changes that occurred in 1892. First of all, it is worth noting that in post-reform Russia, the provincial presence for urban affairs was created to streamline the work on administrative control over city self-government bodies. Its organization was due to the need to oversee the correctness and legality of their rulings, as well as the desire to speed up the resolution of many cases that had previously often lain for a long time in the departments of the Governing Senate. The presence was mainly assigned to the functions of the administrative court, whose decisions were often not final. Based on archival materials of the post-reform period, the practice of administrative supervision concerning city self-government bodies is analyzed. Special attention is paid to the consideration of complaints from members of the city government on various grounds. After the city counter-reform, which resulted in the adoption of the new Urban statute, the provincial presence for city affairs was merged with the provincial presence for land affairs. This was done to simplify the work since the specifics of the activities of these bodies were almost the same. Thus, after combining the two presences into one, the new organization has the opportunity to monitor and analyze the most important issues related to the interests of the entire province. As a result, it was revealed that the activity of the provincial presence for urban affairs is also determined to an important extent by the public function.

 Tujuan dari penelitian ini adalah untuk mengetahui kewenangan Pemerintah Kota Banjarmasin terkait pengaturan tempat pemakaman bukan umum (alkah) di Kota Banjarmasin berdasarkan Peraturan Daerah Nomor 7 Tahun 2014 tentang pemakaman dan juga untuk mengetahui status izin terkait pemakaman bukan umum (alkah) berdasarkan Peraturan Daerah Nomor 7 Tahun 2014 tentang pemakaman. Metode penelitian ini memakai penelitian hukum normatif yaitu penelitian yang didasarkan pada bahan hukum yang diperoleh dengan mencoba untuk menganalisis permasalahan hukum yang ada melalui perundang-undangan, literatur, dan bahan lainnya yang bersangkutan dengan masalah yang dikaji. Penelitian ini bersifat deskriptif analitis. Menurut hasil dari penelitian ini menunjukkan bahwa : Pertama, kewenangan Pemerintah Kota Banjarmasin yaitu mengajukan rancangan Perda, menetapkan Perda yang telah mendapat persetujuan bersama DPRD dalam hal ini Pemerintah Kota Banjarmasin telah mengajukan rancangan Perda dan menetapkan Perda yang telah mendapatkan persetujuan DPRD dan terbitlah Peraturan Daerah Nomor 7 Tahun 2014 tentang Pemakaman di Kota Banjarmasin. Kedua, status izin terkait pemakaman bukan umum (alkah), pada dasarnya tidak ada izinnya, bukan hanya izin tanah lahan alkah saja, tidak ada surat menyuratnya juga. Karena tempat pemakaman bukan umum(alkah) tersebut telah ada sejak lama, sudah turun temurun. Jadi, terkait tempat pemakaman bukan umum (alkah) tersebut, apabila sekarang ini ada yang ingin membuat tempat pemakaman bukan umum (alkah) sudah tidak di perbolehkan. Karena, Pemerintah Daerah Kota Banjarmasin telah menyediakan tempat pemakaman yang dijelaskan pada Pasal 4 dan 5 Peraturan Daerah Kota Banjarmasin Nomor 7 tahun 2014 tentang Pemakaman.Kata Kunci: Pengaturan, Alkah, Pemakaman The purpose of this study is to determine the authority of the Banjarmasin City Government related to the regulation of non-public burial sites in the city of Banjarmasin based on Regional Regulation Number 7 of 2014 concerning funerals and also to determine the status of permits relating to non-public cemetery (alkah) based on Regional Regulation Number 7 2014 about funerals. This research method uses normative legal research that is research based on legal material obtained by trying to analyze existing legal problems through legislation, literature, and other materials concerned with the problem being examined. This research is analytical descriptive.According to the results of this study indicate that: First, the authority of the Banjarmasin City Government is to submit a draft Perda, stipulating a Perda that has been approved by the DPRD in this case the Banjarmasin City Government has submitted a draft Perda and stipulating a Perda that has obtained DPRD approval and the issuance of Regional Regulation Number 7 of 2014 concerning Funerals in the City of Banjarmasin. Secondly, the status of permits relating to burial is not public (alkah), basically there is no permit, not only land permits but also no correspondence. Because burial places are not public (alkah) has been around for a long time, has been passed down for generations. So, related to the burial place is not public (alkah), if at present there is someone who wants to make a burial place not public (alkah) is no longer allowed. Because, the Banjarmasin City Government has provided a burial place as described in Articles 4 and 5 of Banjarmasin City Regulation No. 7 of 2014 concerning Funerals.Keywords: Arrangement, Alkah, Funeral

This article discusses the struggles of urban social movements for a de-neoliberalisation of housing policies in Poulantzian terms as a “condensation of the relationship of forces”. Drawing on an empirical analysis of the “Berliner Mietenvolksentscheid” (Berlin rent referendum), which was partially successful in forcing the city government of Berlin to adopt a more progressive housing policy, the article argues that urban social movements have the capacity to challenge neoliberal housing regimes. However, the specific materiality of the state apparatus and its strategic selectivity both limit the scope of intervention for social movements aiming at empowerment and non-hierarchical decision-making.

Yarım aşırı aşan bir geçmişe sahip Almanya’ya göç olgusu beraberinde önemli bir edebi birikimi (Migrantenliteratur) de getirmiştir. Farklı adlandırmalar ile anılan bu edebi birikim, kendi içinde de farklı renkleri de barındıran bir özelliğe sahiptir. Edebi yazını besleyen en önemli kaynaklardan biri toplumdur. Yazarın içinde yaşadığı toplumsal yapı ve problemler üstü kapalı veya açık bir şekilde onun yazılarına yansımaktadır. Bu bağlamda araştırma, 50’li yaşlarında Almanya’ya giden ve ömrünün sonuna kadar orada yaşayan, birçok edebi ve düşünsel çalışması ile Türk edebiyatında önemli bir isim olan Fakir Baykurt’un “Koca Ren” ve Yüksek Fırınlar” adlı romanları ile birlikte Duisburg Üçlemesi’nin son kitabı olan “Yarım Ekmek” romanında ele aldığı konu ve roman kahramanları üzerinden din ve gelenek olgusu sosyolojik bir yaklaşımla ele alınmaktadır. Toplumcu-gerçekçi çizgide yer alan yazarın, uzun yıllar yaşadığı Türkiye’deki siyasi ve ideolojik geçmişi bu romanda kullandığı dil ve kurguladığı kahramanlarda kendini göstermektedir. Romanda Almanya’nın Duisburg şehrinde yaşayan Türklerin yeni kültürel ortamda yaşadıkları çatışma, kültürel şok, arada kalmışlık, iki kültürlülük temaları ön plandadır. Yazar romanda sadece Almanya’daki Türkleri ele almamakta, aynı zamanda Türkiye ile hatta başka ülkeler ile de ilişkilendirmeler yaparak bireysel ve toplumsal konuları ele almaktadır. Araştırmada, romanda yer alan dini ve geleneksel unsurlar sosyolojik olarak analiz edilmiştir. Genel anlamda bir göç romanı olma özelliği yanında Yarım Ekmek romanında dini, siyasi ve ideolojik birçok yorum ve tartışma söz konusudur. Romandaki bu veriler, inanç, ritüel, siyaset ve toplumsal boyutlarda kategorize edilerek ele alınmıştır.  ENGLISH ABSTRACTReligion and identity reflections in literature of immigrant: Religion and Tradition in Fakir Baykurt’s novel Yarım EkmekThe immigration fact which has nearly half century in Germany have brought a significant literal accumulation (Migrantenliteratur) in its wake. This literal accumulation, which is named as several denominations, has a feature including different colours in itself. One of the most important source snourishing literature is society. Societal structure and problems that the writer lives inside, directly or indirectly reflect on his/her compositions. In this context, the matter of religion and tradition by way of the issue and fictious characters in the novel of Fakir Baykurt who went to Germany in her 50’s and lived in there till his death and who is a considerable name in Turkish literature with his several literal and intellectual workings; “Yarım Ekmek” which is the third novel of Duisburg Trilogy with “Koca Ren” and “Yüksek Fırınlar” are discussed sociologically in the study. The political and ideological past of the socialist realist lined writer in Turkey where he spent his life for a long time, manifest itself on the speech and fictious characters of novel. In the novel, themes of new Turks’ conflict, cultural shock, being in the middle, bi culturalism in their new cultural nature in Duisburg which is the city they live in. The writer not only deals with Turks in Germany but also personal and social subjects via comparing them to Turkey and even other countries. In the study, religious and traditional elements analyzed sociologically. Besides the speciality of being a migration novel in general, there are a lot of religious, political and ideological interpretations and discussions in the novel. These datum in the novel are examinated in the context of belief, ritual, politics and social categorisation.
