Community empowerment programs to tackle pulmonary TB have never been implemented in South Tapanuli Regency, North Sumatra Province, Indonesia. Difficulties in designing interventions related to the socio-cultural community are one of the reasons. This study aims to understand people's perceptions of pulmonary TB health and disease and understand how the community prevents pulmonary TB. Qualitative research was carried out through focus group discussions and in-depth interviews. Participants were chosen purposively based on socioeconomic status, community / religious / adat leaders, and community health center officials, and government health officials. Data were analyzed using content analysis. The results of the analysis summarize the eight categories of statements that most often appear, namely: (1) Pulmonary TB is a dangerous disease; (2) the causes of pulmonary TB disease; (3) stigma related to pulmonary TB; (4) pulmonary TB treatment; (5) prevention of pulmonary TB; (6) information sources; (7) the role of community / religious / adat leaders; and (8) community action patterns. These eight categories are grouped into three domain structures, namely: (1) people's perception of pulmonary TB disease; (2) how to prevent pulmonary TB; and (3) health promotion strategies. The theme of deliberation, consensus, cooperation, and harmony that is identical to Dalihan Na Tolu's philosophy emerged as the perception of the people of South Tapanuli towards pulmonary TB disease.

The study examines the role of socio-economic factors in conflict in the San community of Platfontein. This article’s analysis is based on the primary data collected from individual interviews and focused group discussions conducted in 2013 and 2014. It reveals that socioeconomic factors are both the cause of the conflict and serve as remedies for the conflict. The causes date back to the historical displacement and dispossession of land the community faced. The San community is highly dependent on the limited income of a few veterans while the vast majority is unemployed. The lack of skills and limited command of the dominant language in the community makes them less able to compete for jobs. The community’s economic hardships are increased by the dependency syndrome shown by the adults, who tend towards job-seeking rather than job creation and self-reliance. The economic hardship has become one formidable cause of conflict in the community. A concerted effort is needed to change the attitude of the community so that it becomes entrepreneurial and independent. One factor that erodes unity within the San community is that the leadership does not work closely with the people – a situation that increases the likelihood of conflict. The efforts undertaken to empower the San community and lift them out of poverty are very limited. The conflict between !Xun and Khwe is attributed to the divisive political rule adopted during the apartheid regime in South Africa. Comparative economic asymmetries between !Xun and Khwe are also causes of conflict. Furthermore, the widening of social distance, along with competition for jobs and housing, increases the tensions and divisions between the !Xun and Khwe communities. The cause of conflict between the San community and other communities is also associated with unemployment and unfair treatment. Socio-economic factors are valuable ingredients in the process of conflict resolution and healing the emotional problems of the conflicting parties.

Ideas that have an impact on social change must be communicated to the community. As objects, they not only know about the changes that have occurred, but they must also support and be involved so that they become part of the changes. People have always assumed that innovation always ends with the adoption of an innovation that is conveyed to them. So according to this assumption, it is as if the diffusion of innovation only focuses on spreading innovation programs or ideas to the community and only sees innovation as new ideas, ideas, methods, or products in the perspective of development communication. This study aims to find out how the innovation and development of used goods business occurred in Pengadang Village and to find out how the role of communication in the diffusion of secondhand goods business innovation occurred in Pengadang Village. Moral and political are two things that cannot be separated. The marriage of a regent in Garut regency, Indonesia, with an underage girl eventually leads to community action, where people demand the regent to resign from his position as a regional head. It was not even four days of marriage the regent had divorced his young wife via a short message from his own mobile phone. Therefore, the people of Garut suddenly expressed their wrath through a large-scale demonstration which pushedthe Local House of Representative immediately to process the regent’s removal. This research utilized a qualitative approach with a case-study method, the data in this research relied on the practice of in-depth interviews, observations, and documentaries. This research succeeded to observe that the general factor which underlying the action of demonstration in Garut which demanded the resignation of the regent was caused by the political climate change of democratization in the national level which also impacted Garut Regency. The national politicalclimate change increased the unconventional public participation in Garut and provided political sphere for non-state actors to establish political-involvement balance between state actors and non-state actors themselves. In other hand, the specific underlying factor on this case is the regent’s behavior which was judged as the act of dishonorable humiliation on women’s dignity, especially his speech in some national television channels. The power of this study lies on its novelty, filling in lubrication and study originality, towards the moral and ethical behavior as the new object on Social Movement.

ABSTRACTThis article highlighted the role and policies of the government and its staff in carrying out the tasks or functions of community empowerment, including identifying the supporting and hindering factors in the community empowerment process. Community empowerment also has several principles in its implementation, namely awareness of the community, providing education and training, organizing, developing strengths, and developing dynamics (decisions in the hands of the community itself). Community empowerment is focused on various aspects related to people's lives as a nation's society, namely empowerment in the fields of education, economy, socio-culture, psychology, and politics in the era of the digital economy. Through literature studies and qualitative approaches aimed to examine and interpret the events related to policies and the role of government, then compare to Islamic governments in the past. In the era of Amirul Mukminin bin Al-Khattab as the second caliph, he ran the government firmly but was very sensitive to his people. The policies, that he issued, were for the benefit of the people, not only Muslims but also all citizens who live in the authority of Umar's caliphate. These policies in community empowerment during Umar's time should be interpreted in the current context. The era is known as the digital age, of course, it needs to modify the policies of the previous era so that they can be relevant and able to be implemented in real terms.
