The aim of this Research is to find out the headmaster's role in implementing quality education management in primary school (SDN) Gunung Keling, Meureubo district, Aceh Barat Regency, to find out what constraints the principal faces in implementing quality management of education in primary school (SDN) Gunung Keling, Meureubo district, Aceh Barat regency. The study used a qualitative approach. This type of Research is descriptive (descriptive research). Research time is on August 8 to 27, 2018. His data collection techniques such as: observation methods, interview methods and documentation methods. The research data to be analyzed in this study is the role of the headmaster in implementing education quality management in primary school of Gunung Keling, Meureubo district, Aceh Barat regency, namely: the role of the headmaster as Educator, Manager, Administrator, Supervisor, Leader and Motivator. What obstacles faced by headmaster in implementing education quality management in primary school of Gunung Keling, Meureubo district, Aceh Barat regency, seen from the results of the study are: to overcome the obstacles to improving teacher quality carried out is to continuously carry out communication and educational quality culture campaigns for teachers who are still low on awareness and in overcoming the lack of teaching staff for permanent subjects, the school requests teachers to work through the Aceh Barat district Education Office.

The article is devoted to the study of the quality management system of education in a modern school. In researching this direction, the author relies on the main characteristics of the quality that education must correspond to. Attention is focused on what should be the criteria in solving the problem of education quality. It is concluded that the teacher today has lost the role of a person transferring knowledge, who acts by authoritarian or totalitarian methods, trying to give as much factual information as possible. A teacher today is a mentor who guides and organises educational and upbringing work with students at school. Consequently, the quality of education is aimed at meeting the public demand for the formation of a personality that is ready to actively respond to permanent changes in the social environment and the challenges that education faces today.

The main key to quality education management is how to carry out good and quality education to give birth to a generation of people who have potential, abilities, talents that grow and develop in all areas of life so that they are able to compete globally. For the implementation of quality education (quality), quality organizational management is also needed, one of which is by implementing Total Quality Management. Efforts to standardize quality and guarantee the implementation of higher education must meet quality standards in an effort to maintain and improve the quality of education nationally. In general, the definition of quality assurance in higher education is: The process of establishing and fulfilling education quality standards consistently and continuously so that customers get satisfaction. The process to ensure that the quality of graduates is in accordance with the specified/promised competencies so that quality can be consistently maintained and continuously improved.

This research is a study of qualitative descriptive. It was carried out at the Jepara Bumi Kartini Primary School. The instrument technique used to collect the data is by interviewing, observing and documentation. The prominent resources is headschool respon, teachers, employees,committee, and the organization of management in primary school of Unggulan Terpadu Bumi Kartini, that collected by essay document, video record/audio tape/MP3 and documetation.  The data analysis was carried out at the preliminary study stage, data development and validation stages.The results of the study showed that the application of integrated quality management based on multiple intellegence in the Primary School of Unggulan Bumi Kartini of Jepara Kartini was more aim towards mathematical logical intelligence. Several efforts can be done to implement integreted quality management based on multiple intellegence in other intelligences is by synergizing in the form of good management governance including the availability of human resources, availability of facilities and infrastructure, a conducive environment, updated curriculum, as well as the role of school committees and society participation in implementing integrated quality management based on multiple intellegence, so as to improve the quality of students who will ultimately create excellent schools.

describe the implementation of an integrated quality management component consisting of the quality of services provided by the school, human resources in teaching, the school environment, and learning process  in SLB YPAC Pangkalpinang.               The method used in this study, namely by using a naturalistic qualitative approach. Data collection is done through observation, interviews, and documentation. The subjects of this study include the principal, teachers, employees, and students. The validity of the data is done by triangulation, and deeper observation. Analysis of the data used is the interactive analysis model of Miles and Huberman through data collection, data reduction, data presentation, and conclusion drawing.              The results showed that: (a) the quality of services to students in SLB YPAC Pangkalpinang had met good service standards. This can be seen from the services in the form of facilities and infrastructure which are quite complete in schools; (b) the quality of human resources in the education process shows good teacher resources. This can be seen from the teacher data which shows that the teaching staff at SLB YPAC Pangkalpinang 95% of educators with S1 qualifications in the field of education; (c) the quality of the environment in SLB YPAC Pangkalpinang is already good. This can be seen from the very strategic location of the school because the location of the school is in the middle of the city so that it is easily accessible by the community; (d) the quality of the learning process carried out by teachers at Pangkal Pinang YPAC SLB is good. This can be seen from the realization of the form of activities through learning planning by preparing lesson plans for each subject, then implementing learning, which includes strategies and methods used by teachers in delivering learning material, and evaluation of learning. Keywords: Integrated quality management, student achievement     ABSTRAK Tujuan dalam melaksanakan penelitian ini  adalah untuk melihat pelaksanaan serta mendeskripsikan implementasi  komponen Manajemen Mutu Terpadu yang terdiri dari kualitas layanan yang diberikan sekolah, sumber daya manusia dalam mengajar, lingkungan sekolah, dan proses pembelajaran di SLB YPAC Pangkalpinang. Metode yang digunakan dalam penelitian ini, yaitu dengan menggunakan pendekatan kualitatif naturalistik. Pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Subyek penelitian ini antara lain kepala sekolah, guru, pegawai, dan peserta didik. keabsahan data dilakukan dengan triangulasi, dan pengamatan yang lebih mendalam. Analisis data yang digunakan adalah model analisis interaktif Miles dan Huberman melalui kegiatan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa: (a) mutu layanan terhadap peserta didik di SLB YPAC Pangkalpinang sudah memenuhi standar layanan yang baik. Hal ini dilihat dari layanan yang berupa fasilitas sarana dan prasarana yang sudah cukup lengkap di sekolah; (b) mutu sumber daya manusia dalam proses pendidikan menunjukkan sumber daya guru yang baik. Hal ini dapat dilihat dari data guru yang menunjukkan bahwa tenaga pengajar di SLB YPAC Pangkalpinang 95% pendidik berkualifikasi S1 bidang kependidikan; (c) mutu lingkungan yang ada di SLB YPAC Pangkalpinang sudah baik. Hal ini terlihat dari letak sekolah yang sangat strategis karena lokasi sekolah yang berada di tengah kota sehingga mudah dijangkau oleh masyarakat; (d) mutu proses pembelajaran yang dilakukan oleh guru di SLB YPAC Pangkalpinang sudah baik. Hal ini dapat dilihat dari realisasi bentuk kegiatan melalui perencanaan pembelajaran dengan menyusun RPP setiap mata pelajaran, kemudian pelaksanaan pembelajaran, yang meliputi strategi dan metode yang digunakan guru dalam menyampaikan materi pembelajaran, dan evaluasi pembelajaran.

This paper discusses the importance of the students ‘character building in the level of primary school/Islamic elementary school to face the globalization and information era. Education is the process of determining the nation’s character. Good or bad character of the nation in the future will be determined by the present quality of education. Building the character through Tahfidzul Quran learning approach is expected to be the main foundation to improve the degree and prestige of learners as the asset of the nation. This study aimed to describe the process of Tahfidzul Quran learning which included planning, organizing, doing action and monitoring the important role of learning itself to build the learners’ character, especially in Madrasah Ibtidaiyah Istiqomah Sambas Purbalingga.

RESEARCH OBJECTIVE: The problem of introducing expert examination of education management is relevant and pressing for Ukraine in the context of assessment of education quality at all levels. The purpose of the article is to substantiate the effectiveness of the model of training experts in the field of education on the basis of educology at Borys Grinchenko Kyiv University. THE RESEARCH PROBLEM AND METHODS: When processing the obtained empirical data, statistical methods were used to compare the indicators of the Master’s student survey before and after the course of educology according to Pearson’s criteria, Fisher’s test, and the Mann-Whitney-U test Venn diagram. THE PROCESS OF ARGUMENTATION: Training experts in the field of education is based on the model: 1) mastering the basics of educology and its components; 2) mastering the methodology of the examination and the ethical standards of its implementation; and 3) mastering the specifics of the educational segment which is subject to expert examination. RESEARCH RESULTS: The study confirms the efficiency of the developed model of experts’ training in the field of education. Educology provides the system, purposefulness and effectiveness for such training. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The results of the study provide an opportunity to see the feasibility of the first level of the model, which involves mastering the basics of educology; the second level, which is aimed at mastering the components of the educational program, which reveal the methodology and specifics of expert activities; and the third level, which makes it possible to differentiate the suggested directions of such training, namely: measuring and monitoring the quality of education, education management, educational economics, and educational law

This study examines the role of human resource management in improving the quality of educators. This research uses a qualitative approach with case study. This research site is in MTs Nu Ma'arif Kemiri, Purworejo Regency. The data collection technique used by researchers is interview observation. In this study, the object of research is the Role of Human Resources to Achieve Workforce Quality in MTs Nu Ma'arif Kemiri. Research data collection using descriptive observation, interview or qualitative methods. This interview observation study was conducted by lecturers and students of Islamic Education Management Study Program with student WK in MTs Nu Ma'arifKemiri. This activity aims to observe the Quality of Human Resources Workers conducted by MTs Nu Ma'arif Kemiri.

Research background: Despite a fairly long tradition of measuring students’ assessment of the quality of obtained university education, there are still many unresolved issues in this area. The aim of the study: to theoretically substantiate the concept of a profile of graduates’ satisfaction with university educational programs including several parameters. The satisfaction profile serves as a criterion of the quality of education, at the same time reflecting students’ subjective assessment of the learning outcomes received at the university that they correlate with their expectations at the stage of admission. The concept is proposed in association with the monitoring of university graduates’ satisfaction with educational programs developed and tested as part of the research work at the Russian State Social University. Methods: graduate satisfaction is assessed using quantitative (questionnaires, the results of which are processed in SPSS) and qualitative (interviews) research methods. The proposed and tested method for the assessment of university graduates’ satisfaction with educational programs can serve as a basis for the development of university systems for monitoring graduates’ satisfaction with educational programs and education quality management and the satisfaction profile can become a universal criterion of education quality assessment not only in Russian but also in foreign universities. Results and novelty: The novelty and significance of the study results lie in the fact that the rating of educational process factors significant for graduates’ satisfaction provides information that can be used for successfully placing the direction of training in the market of educational services. Moreover, two ratings of the importance of the identified factors are constructed. The first one reflects the respondents’ direct assessment that can be used in advertising and information campaigns in the market of educational services. The second rating shows indirect assessment providing a more adequate image of the real impact of various factors on graduates’ satisfaction with educational programs; the results of this rating can be used in the intra-university quality management.

This paper will describe the Education Policy in Indonesia, explain the meaning of policy, policy function, direction and characteristics of policies implemented in the implementation of regional autonomy. The approach used in this presentation is descriptive in nature with reference to the current law, the writings of education experts and appropriate theories. This presentation is expected to provide a brief overview of Education Policy in Indonesia which can then be used as a basis for more in-depth and comprehensive research. adjustments and changes with developments occurred in the era of society 5.0. Community involvement and increasing the role of schools is a necessity in education management so that the quality of graduates is better. School-Based Management (SBM) is one of the efforts to increase the role of schools and the surrounding community (stakeholders). The implementation of regional autonomy requires changes and adjustments so that the education process is more democratic, pays attention to diversity, regional and student needs and encourages increased community participation.

PurposeThe first goal of the article was to examine how the perception of the role and scope of operation of maintenance services in the enterprise changes, depending on whether the company has an integrated management system (IMS), only a quality management system implemented in accordance with ISO 9001 and in the absence of a formal, certified management system. The second goal was to propose a model for assessing the quality of maintenance service functioning in enterprise with IMS implemented.Design/methodology/approachThe author's experience of over 1,000 audits in enterprises in various industries: food, automotive, construction, petrochemical, electronic and so on was used in the work. The audits were carried out in three types of companies: which had IMSs (800 audits), which only had a system implementation certificate ISO 9001 (140 audits) and without any standardized management system implemented (so-called second-party audits, commissioned by the client of the audited company.FindingsThe most important conclusion is – the role of UR services in enterprises with the implemented IMS is much broader and goes beyond the classic framework for planning, implementation and settlement of maintenance and repair work. Maintenance is understood more broadly and includes in its scope also the safety of people and the environment, the efficiency of production and consumption of utilities as well as the quality of products and services. Maintenance issues include not only strictly technical aspects but also economic, logistic, legal and organizational and management aspects.Practical implicationsResearch shows that enterprises, especially those with high technical and organizational culture, should not treat management systems as costs, but as a driving force for the implementation of new technologies, new organizational solutions and the development of employees' competences.Social implicationsBroad views on stakeholders of maintenance services (including employees, their families, control institutions) and their requirements make enterprises begin to see the need to maintain the so-called lifetime balance, as well as the safety and comfort of work of employees of these services.Originality/valueThe author did not find in literature any reports on studies of the impact of formal, certified management systems on the quality of maintenance services; this article shows that this impact is large and, above all, positive; with such a broad understanding of the role of maintenance, there is a need to develop a common platform for such seemingly distant concepts as machine technical condition or fatigue life versus cost accounting and quality management.
