Aim of the Research. To investigate the feasibility of a national bank gene pool of the state biodiversity establishing as a separate element of the system of biosafety and biosecurity in the context of countering threats to the biological nature of Ukraine's national security. Materials and Methods. International and domestic legislation, scientific publications, materials of scientific and practical conferences on the conservation of the biodiversity gene pool — the development of these documents and articles became the basis of the study. The following methods were used: hermeneutic for the analysis of cited scientific works, the given legislative acts, explanation of concepts and terms concerning genetic resources of biodiversity; systematic analysis of funding sources in the creation of a bank for the conservation of the biodiversity gene pool as an element of biosafety and biosecurity in the national security system of Ukraine and the system of public management methods for biodiversity conservation, as well as logical and formal economic methods. Results and Discussion. The article examines the expediency of creating a national bank of the gene pool of biodiversity of the state as a separate element of the biosafety system and biosecurity in the context of counteracting biological threats to the national security of Ukraine. It is noted that the establishment of the National Bank of the Biodiversity Gene Fund of Ukraine will allow effective safe and economic management of genetic resources of biodiversity both domestically and internationally in accordance with the Nagoya Protocol to regulate access to genetic resources and share benefits, including financial. The main innovative tools for preserving the biodiversity of the state are considered. Possibilities of introduction of innovative tools of biodiversity conservation and implementation of the best foreign experience in Ukraine are investigated. Conclusions. It is advisable to create National Bank of the State Biodiversity Gene Fund as a separate element of the biosafety and biosecurity system in the context of counteracting biological threats to the national security of Ukraine. It is proposed to legislate its creation by including it in the draft Law of Ukraine “On biosafety and biosecurity”. The authors of this article analysed doctrinal provisions, as well as Ukrainian constitutional legal practice. The social component of the system of functions of the modern state was studied. The present article analyses the activities of states where an intellectual, political, and practical breakthrough was made in solving the problem of state functions in the context of socio-economic reform. Attention is drawn to the specifics of the implementation of social activities of the Ukrainian state. The methodological framework of this study includes the main general scientific methods, namely socio-economic methods and techniques of the empirical level of cognition, the method of systematic analysis of numerous theoretical provisions on positive law, historical and statistical methods, the method of comparisons and analogies, generalisation methods, an analytical review of the available scientific publications on the subject under study. Furthermore, scientific methods in the field of legal science were also employed, such as normative-logical, comparative legal, historical legal. It was concluded that a social state is a state whose policy has a priority social orientation, which is expressed in the appropriate service of civil society by the state, the creation of necessary and sufficient conditions for the realisation of economic, social, and cultural human rights, the guarantee of its social protection and social security, based on the socio-economic capabilities of the state based on the principles of justice, proportionality, and a harmonious combination (balance) of public and human interests

The paper presents the results of the analysis of scientific publications in order to identify heliogeophysical interactions and their impact on the state of biospheric processes. It is demonstrated that small disturbances in the biological environment lead to global process-es with little predictable consequences that radically change politics, economics and public health. These processes pose a serious threat to national and economic security. The studies have shown that the Earth's ionosphere is a complex dynamic system, the state of which is de-termined not only by the parameters of the atmosphere itself, but also by variations in helium and geomagnetic factors. Investigation of interrelated processes in the lower and upper lay-ers of the atmosphere is one of the priority geophysical and meteorological tasks. Key words: solar activity, heliogeophysical interactions; the Earth's magnetic field; interplanetary field; annual variations; cosmic rays.

Keywords: defense capability, intellectual property, regulatory support The conceptual issues of the legislation of Ukraine,which determine the state policy in the field of national security and defence, regardingthe settlement of issues related to ensuring the state defence capabilities are considered.The scientific publications on actual questions in this sphere concerningproblems and prospects of increase of defence capability of Ukraine are analysed.The role of intellectual property in all components of Ukraine's defence system hasbeen studied, and it has been noted that unresolved problems in the field of intellectualproperty management pose an increasing threat to Ukraine's national security.The importance of ensuring the protection of intellectual property in the process ofimplementing measures to improve the defence capabilities of the state and the needto improve legislation in this area is defined. Recommendations for improving the regulatory framework for national securityand defence in order to address the problematic issues of intellectual property in thisarea are submitted.State defence capability is the ability of state to defend itself in the event of armedaggression or armed conflict. It consists of material and immaterial elements and is aset of military, economic, social and moral and political potential in the field of defenceand appropriate conditions for its implementation.Resolving the issues of reforming not only the Armed Forces of Ukraine, but firstthe entire state, modernization and rearmament of the Ukrainian army has become avital necessity. Only the solution of this issue will allow to raise the defence capabilityof our state to the proper level for the preservation of independent Ukraine.Ensuring the military security of Ukraine largely depends on equipping the ArmedForces of Ukraine with modern types and models of weapons and military equipment,developed on the basis of intellectual property rights.It is the military-technical sphere where the objects of intellectual property rightsbelonging to the sphere of national security and defence are created, and the state isobliged to ensure their protection. This will increase the competitiveness of the domesticdefence industry and make claims impossible for anyone in the mass productionof weapons and military equipment for their own needs and for exports, which directlyaffects defence capabilities.And this requires proper protection of intellectual property rights both in theprocess of own production of weapons and military equipment, as well as in militarytechnicalcooperation.

Modern animal husbandry in Ukraine is an integral part of the market economy and is based on the use of advanced production technologies and not a large number of highly productive domestic or foreign breeds of farm animals. It has been established that the progress of the livestock industry is not possible without determining the changes that occur with breeds and livestock of breeding animals in the subjects of breeding business. It is well known that only breeding animals are able to display high genetic potential for productivity and to pass it on to offspring. Understanding of the state of the breeds is necessary to forecast product volumes that are consistent with country safety, and to determine the populations that need to be preserved or restored in the context of the global problem of wildlife biodiversity conservation. The purpose of the work was to identify the species and breeds of farm animals that have formed the livestock sector of Ukraine at the beginning of the third millennium, and to identify changes that have occurred with the genetic resources of farm animals and to identify the breeds most vulnerable to the number of females under control. Analysis of the state of dairy and combined dairy and meat breeds in the breeding herds of Ukraine made it possible to conclude that as of January 1, 2019, compared to the beginning of 2002, the number of cows in Ayrshire, Angler, Lebedyn, Simmental, Ukrainian Red-and-White Dairy, Ukrainian Black-and-White Dairy, Polish Red and Red Steppe decreased breeds. The increase in the number of cows occurs among the Ukrainian Whiteheaded, Holstein and Swiss breeds. Breeding herds for breeding cattle of Carpathian Brown, Ukrainian Brown Dairy  breeds and Pintsgow are not functioning. The endangered include Angler, Ukrainian Whiteheaded, Ukrainian Brown Dairy and Polish Red breeds. A comparative analysis of the number of cows of beef breeds in the subjects of breeding business of Ukraine in the dynamics of 2002–2019 indicates the preservation of all breeds, except for pentiges. In 2019, compared to 2002, cows increased in herds of Aberdeen-Angus breed, Hereford, Limousine, Southern Beef, Polissian Beef, Light Aquitan, Ukrainian Gray and Charolais. A significant decrease in the number of cows in Volinian Beef breed, the Znamensk type of Polissian Beef, Simmental Beef and Ukarainian Beef. The few in Ukraine at this stage include Hereford, Light Aquitan and Ukrainian Beef. The state of pig breeding in the breeding farms on 01.01.2019 indicates the disappearance of breeding herds in which pigs of English selection Large White breed, Large Black and Myrgorod breeds were breed. At present, only Large White breeds and Landrace pigs can be competitive in numbers, and the rest should be considered non-numerical. Sheep breeding, which is represented in Ukraine by the largest number of breeds and breed types, did not have any breeding herds in 2019, where in previous years bred Askanian Fine-Fleece breed, Askanian type of Black-Headed sheep with crossbred fleece, Olibs, North-Caucasian, Polwars, caucasian the Kharkiv type of the Ukrainian Meat-Fleece breed, the Tsigai breed and its two types, as well as the multi-breed type of the Karakul breed. Simultaneously with the disappearance of the above breeds new breeds or types appeared, among them: Bukovyna type of Askanian Meat-Fleece breed with crossbred fleece, Merinolandshaft, Dniprovian Meat  (Dnipropetrovsk type), Romanivska. The smallest number of breeding queens of falcon and dark-headed Latvian breeds was established. The changes that took place in the field of horse breeding of Ukraine during 2002–2019 relate to the creation and elimination of breeding herds in which horses were bred by Budyonnivska, Russian Heavy Draft and French Trotter breeds. No information is available in the State Register of Breeding Herds about the Gutsul and Torian breeds, as well as the Shetland Pony, may be regarded as the disappearance of these breeding herds. In 2019, compared to 2002, the number of mares of Newolexandrian Heavy Draft, Orlov Trotter, Russian Trotter, Trakenian, Ukrainian Saddle and Thoroughbred Saddle horse breeds declined significantly. The gene pool of horses has expanded only due to the Hanover breed. Analysis of the status of other species and breeds of farm animals is not optimistic and indicates a decrease in the number of females and, consequently, a decrease in the gene pool of these breeds.Without the introduction of effective state conservation and support programs, as well as policy changes in the agricultural sector, Ukraine will continue to reduce livestock of agricultural animals, especially domestic autochthonous or local breeds, continuing the sad tradition of the world in reducing breed biodiversity.

Purpose. The aim of the article is to research the topical problems of the current state of wages in Ukraine, identification of the primary causes of low wages and determination of ways of their solution. Methodology of research. Methodological basis for the study was the scientific methods of cognition, based on a systematic approach to solving the tasks. A number of general and special scientific methods of research is used to achieve this goal and to obtain the results of the research: dialectical; monographic (when working on scientific publications); systematic analysis (when examining the state of wages in Ukraine); method of analogies and comparisons (in the study of minimum wages of EU countries); comprehensive analysis (in formulating conclusions and proposals for solving problems) and others. Findings. The problematic issues of the current state of wages in Ukraine are investigated. The optimal ways of solving the problem of wages in our state, among which are the following: study of the leading Western experience; active participation of the state in the regulation of remuneration; improving the tariff system and normalization of labour; increase part of wages in the cost products (through wage deduction); reducing the amount of arrears of wages and salaries, etc. Originality. Complex approach to solving problematic wages of workers in our state, which allowed highlighting the possibility of qualitative improvement of its condition and creating a basis for increasing the interest of employees to high-performance work in the near future, is used in the article. Practical value. These suggestions will provide an opportunity to overcome the problems of the current state of wages in Ukraine. Breeding of new domestic varieties of economically useful plants for different purposes (food, fodder, technical, medicinal, decorative, etc.) is the basis for food, environmental and social security of the republic population. Therefore, preservation, study, mobilization and rational use of genetic resources in the context of global climate change and steady increase of anthropogenic pressure on nature is a planetary problem. The welfare and life of the present and future generations of mankind depends on successful solution of this problem. The paper presents history in chronicles of genetic resources preservation in the Republic of Belarus – from conception of this trend to the present day. Particular attention is paid to the presentation of the results obtained by the implementing organizations of the State Program “Plant Gene Pool” over a 17-year period (2000-2017), including 11 academic institutions and 2 higher educational institutions of the republic. The contribution of each organization to the national genetic bank formation is reflected. Basic, active, working, field, double, target, indicative, core and training collections of the main resource crops, economically significant crops and forest-forming species were formed by their efforts. The largest and most valuable genetic collections of 7 implementing organizations are included in the State Register of Scientific Objects, which constitute the national treasure of the Republic. These collections are a source of valuable genetic material and, at the same time, they are successfully used in scientific, environmental, educational and other programs. Currently, genetic collections in general include over 78,300.00 specimens belonging to 1,680.00 species of crop plants and their wild relatives. 1,016.00 varieties of crop plants were created based on them. The paper also reflects the main approaches and perspectives of preservation and rational use of the plant gene pool. Sophisticated and time-consuming processes of genetic collections formation in modern hard economic and regional natural conditions, taking into account the results of similar studies of other states, will serve as a scientific and information basis for increasing efficiency and improving work in this direction. In practical terms, the high level of species, variety and form biological diversity of genetic collections serves as a guarantee for their efficient use in crop production and selection as sources and donors of valuable genetic material.

The article is devoted to the analysis of scientific approaches to the interpretation of the concepts of "state regulation", "state regulation of banking", "banking regulation" and the measures on which the state regulation of banking is based. An analysis of the scientific literature in various fields allows us to conclude that scholars ambiguously interpret the term "state regulation of banking." Most often, state regulation of banking is seen as a system of measures by which the state through authorized bodies regulates the activities of banks. The domestic legislator considers the concept of "banking regulation" as one of the functions of the National Bank of Ukraine, which is to create a system of norms governing the activities of banks, determine the general principles of banking, banking supervision, liability for violations of banking legislation. The main purpose of banking regulation is security and financial stability of the banking system, protection of the interests of depositors and creditors. The importance of state regulation of banking as an integral part of public policy is emphasized. Effective state regulation of banking activities should ensure stable and uninterrupted operation of the banking system, guarantee the provision of quality services by banks to depositors and borrowers and protect their interests. Preventive and protective measures on which the state regulation of banking activity in Ukraine is based are considered. Preventive measures should be implemented through the approval of mandatory regulations. The application of protective measures should provide protection against the already threatening situation for the bank. Attention is also paid to the forms in which state regulation of banks by the National Bank is carried out. Such forms are administrative regulation and indicative regulation.

  In this article theoretical and еmpirical analysis of social security are conducted. Ways of the optimization social security are argumented. The author notes that significant transformation processes are taking place in the country. They affect the state of security. It is noted that with the development of scientific and technological progress the number of threats and dangers does not decrease. At the same time, the essence of the phenomenon of "danger" is revealed. Empirical studies have been carried out on the basis of an analysis of problems related to ensuring the necessary safety of people. It is established that in recent times organized crime, including cybercrime, has spread widely in Ukraine. It has a negative impact on ensuring national security and sustainable development. A number of factors have been singled out. They are a potential threat to national security. Groups of possible dangers are determined. Summarizing the opinions of scientists, the essence of the concept of "social security" is characterized. It is emphasized that its state is influenced by the level of economic development, the effectiveness of social policy of the state and state regulation of social development. The authors have grounded the formation of national and social security, have proved that sustainable development is connected with the observance of social standards; have considered the development and implementation of a balanced social and environmental and economic policy. This policy would involve active use of the latest production technologies, minimizing the amount of harmful emissions to the environment, strengthening the role of the state in solving social and economic problems and sustainable development.
