Purpose. The aim of the article is to research the topical problems of the current state of wages in Ukraine, identification of the primary causes of low wages and determination of ways of their solution. Methodology of research. Methodological basis for the study was the scientific methods of cognition, based on a systematic approach to solving the tasks. A number of general and special scientific methods of research is used to achieve this goal and to obtain the results of the research: dialectical; monographic (when working on scientific publications); systematic analysis (when examining the state of wages in Ukraine); method of analogies and comparisons (in the study of minimum wages of EU countries); comprehensive analysis (in formulating conclusions and proposals for solving problems) and others. Findings. The problematic issues of the current state of wages in Ukraine are investigated. The optimal ways of solving the problem of wages in our state, among which are the following: study of the leading Western experience; active participation of the state in the regulation of remuneration; improving the tariff system and normalization of labour; increase part of wages in the cost products (through wage deduction); reducing the amount of arrears of wages and salaries, etc. Originality. Complex approach to solving problematic wages of workers in our state, which allowed highlighting the possibility of qualitative improvement of its condition and creating a basis for increasing the interest of employees to high-performance work in the near future, is used in the article. Practical value. These suggestions will provide an opportunity to overcome the problems of the current state of wages in Ukraine. The authors of this article analysed doctrinal provisions, as well as Ukrainian constitutional legal practice. The social component of the system of functions of the modern state was studied. The present article analyses the activities of states where an intellectual, political, and practical breakthrough was made in solving the problem of state functions in the context of socio-economic reform. Attention is drawn to the specifics of the implementation of social activities of the Ukrainian state. The methodological framework of this study includes the main general scientific methods, namely socio-economic methods and techniques of the empirical level of cognition, the method of systematic analysis of numerous theoretical provisions on positive law, historical and statistical methods, the method of comparisons and analogies, generalisation methods, an analytical review of the available scientific publications on the subject under study. Furthermore, scientific methods in the field of legal science were also employed, such as normative-logical, comparative legal, historical legal. It was concluded that a social state is a state whose policy has a priority social orientation, which is expressed in the appropriate service of civil society by the state, the creation of necessary and sufficient conditions for the realisation of economic, social, and cultural human rights, the guarantee of its social protection and social security, based on the socio-economic capabilities of the state based on the principles of justice, proportionality, and a harmonious combination (balance) of public and human interests

The purpose of this work is to establish and determine, on the basis of a systematic analysis, the factors influencing the state of food security of the Russian Federation, the problems of legal support of national priorities related to food independence. Qualitative and quantitative characteristics of the current state of food security in the Russian Federation are closely related to the criteria for the development of the socio-economic system of the state. An important condition for the effective implementation of national priorities is the normative regulation of the toolkit of state management impact on the threats and risks of food independence. To understand the essence of these problems and minimize their consequences, the authors substantiate the need to study the indicated problem within the framework of the concept of legal dementia. Legal dementia is a state of compliance by subjects of law with the provisions of the law, which is characterized by non-fulfillment to one degree or another by state bodies not only of their functions, but also by the inability to respond, due to a low level of competence and professionalism, to factors that weaken the effectiveness of legal guarantees.

This article discusses the development, current situation and medium-term prospects of the Russian coal industry. The issues of the specifics of the industry, investment risks, as well as the legal regulation of investments at the present time are highlighted separately. Based on the current legislation, statistical data and scientific publications on the topic under consideration, the author comes to a number of conclusions regarding the current state, prospects, legal regulation and the appropriate type of investment in the coal industry. In the course of the research, the author, in addition to general scientific methods of synthesis and analysis, used such special methods as historical, comparative-legal, formal-legal.

Aim of the Research. To investigate the feasibility of a national bank gene pool of the state biodiversity establishing as a separate element of the system of biosafety and biosecurity in the context of countering threats to the biological nature of Ukraine's national security. Materials and Methods. International and domestic legislation, scientific publications, materials of scientific and practical conferences on the conservation of the biodiversity gene pool — the development of these documents and articles became the basis of the study. The following methods were used: hermeneutic for the analysis of cited scientific works, the given legislative acts, explanation of concepts and terms concerning genetic resources of biodiversity; systematic analysis of funding sources in the creation of a bank for the conservation of the biodiversity gene pool as an element of biosafety and biosecurity in the national security system of Ukraine and the system of public management methods for biodiversity conservation, as well as logical and formal economic methods. Results and Discussion. The article examines the expediency of creating a national bank of the gene pool of biodiversity of the state as a separate element of the biosafety system and biosecurity in the context of counteracting biological threats to the national security of Ukraine. It is noted that the establishment of the National Bank of the Biodiversity Gene Fund of Ukraine will allow effective safe and economic management of genetic resources of biodiversity both domestically and internationally in accordance with the Nagoya Protocol to regulate access to genetic resources and share benefits, including financial. The main innovative tools for preserving the biodiversity of the state are considered. Possibilities of introduction of innovative tools of biodiversity conservation and implementation of the best foreign experience in Ukraine are investigated. Conclusions. It is advisable to create National Bank of the State Biodiversity Gene Fund as a separate element of the biosafety and biosecurity system in the context of counteracting biological threats to the national security of Ukraine. It is proposed to legislate its creation by including it in the draft Law of Ukraine “On biosafety and biosecurity”. The purpose of the article is to make bibliometrical analysis of publications and to characterize the main periods of scientific, scientific-pedagogical, and public activity of Doctor of Historical Sciences, Professor Serhiy Lytvyn. The methodology consists in the use of general scientific methods: analysis, synthesis, logical method, method of visualization of research results. Methods of selection, bibliographic characteristics, grouping, and systematic analysis of scientific publications are used. Scientific novelty. The total number of Serhiy Lytvyn’s publications and works for 1989–2019, including articles, abstracts, other types of publications (monographs, textbooks, manuals, methodical materials, etc.), journalistic works (articles, interviews, resolutions, statements, appeals, prefaces, etc.) are determined. The distribution of the scientist's publications for the specified period is divided into four types: articles, theses, other publications and journalistic works. Bibliometrical analysis was performed on the basis of 328 published works by Serhiy Lytvyn. The main peaks of the scientist's publishing activity by years both in general and by separate types of publications are revealed. The main stages of his scientific and pedagogical activity are singled out, they were determined on the basis of the analysis of publications. The thematic distribution of publications and references is carried out. Conclusions. Biobibliometrical analysis of Serhiy Lytvyn's scientific work and his public activity made it possible to assess the breadth of his scientific interests, publication productivity, citations, thorough contribution to the development of military history, military affairs, petliurology (research of the Petliura issue), history of Ukrainian statehood and culture, record and archival sciences. The productive 30-year path of formation and development of the scientist and his scientific heritage, that includes more than five hundred works and scientific events, the organizer and participant of which he was, allows speaking about Serhiy Lytvyn as a notable colorful and interesting figure of scientific and educational space, historian, source and archivist, well-known petliurologist, researcher of military affairs, military history, history of the national liberation struggle of the Ukrainian people in 1917–1921, teacher, scientist with strong research dominant.

Education plays an essential role in the national economy and is responsible for the formation of qualified and competent human resources that will act in the labour market as a labour force. At the same time, in the conditions of rapid acceleration of socio-cultural and scientific-technical changes, the updating of knowledge and acquired competencies becomes compulsory today. Therefore, there is an unconditional connection between the sphere of socio-labour relations and the field of education. Despite this, today in Ukraine there is an imbalance between these areas, which are oversaturation of the labour market by some professionals (including economic and legal), and lack of others (including labour professions), labour migration, the dissatisfaction of employers with the level of knowledge of graduates, etc. It requires the modernization of the existing situation and the coordination at the state level of the areas of interaction between socio-labour relations and education sector. In this regard, this article is devoted to the justification of the impact of state regulation of education on the development of socio-labour relations in the national economy, which will be carried out by combining the method of principal components and logit modelling in the software STATA 11. To identify the integrated level characterizing the state of socio-labour relations in the national economy of Ukraine, numerous absolute and relative indicators were analyzed, including unemployment and employment levels, labour productivity, wage arrears and its average level, etc. The results obtained suggest an improvement in the socio-labour relations in Ukraine in recent years. Logit modelling allows confirming, as well as comprehensively and individually, the impact of macroeconomic, demographic, migration parameters, and a set of performance characteristics of the education sector on the level of harmonization and convergence of processes in labour markets and educational services. It helps to define the priorities of state intervention in the field of state regulation of education. The set calculations form the basis of further research of authors in the field of the specified problems. The research assessed the HIV/AIDS vulnerability index effects on rural labour productivity of agricultural communities in Cross River State. Using multistage random sampling techniques on infected and non-infected farm households, 308 respondents were sampled and structured questionnaires were administered by trained enumerators with adequate experience in the state. Data were analysed using the fussy set approach to health risk vulnerability, descriptive and correlation analysis to determine vulnerability index, productive labour force and relationship between vulnerability index and productivity of both infected and non-infected rural farmers. The average labour force (18 years and above) for infected households was approximately 3 persons per household as against 4 persons for non-infected farm households. The mean labour productivity for infected farmers was 6715 ton/man day while, the non-infected farmer was 8285 ton/man day, where the difference in productivity was significant. A vulnerability index of 16% was established and the indicators that contributed significantly were; care not to take unscreened blood, care not to touch blood of others, having sex indiscriminately, sharing clipper, reduction in savings, and reduction in number of working hours. Furthermore, 43.97% of infected households and 20.40% of the pooled farmers were found to be highly vulnerable. Also an inverse relationship between labour productivity and vulnerability index was established and data were statistically significant. The researcher recommends special inputs subsidy programme for infected farmers, institutionalization of the HIV/AIDS (public health) desk in the State and federal Ministries of Agriculture and Rural Development.

The article is devoted to the development of the concept of the state to manage its tax risks, based on a systematic approach. The author's concept presupposes the presence of the following elements logically arranged according to the principle "from the general to the particular": 1) mechanisms for managing tax risks, 2) disclosing methodological recommendations, 3) specific proposals for changing legislation. To achieve this goal, the author used general scientific methods (deduction and induction, analysis and synthesis, observation, description, generalization) and private scientific methods of cognition (comparison method, graphical and tabular data presentation methods). We have presented a brief overview of the main tax risks of the Russian Federation in the current economic environment, which are classified in four areas: 1) risks in the field of value added taxation; 2) risks in the field of taxation of profits and income; 3) risks, the source of which is Russia's membership in the Eurasian Economic Union; 4) customs risks. The author presents a general scheme of tax risk management by the state, which includes the context, goals and management strategy. The priority mechanisms for managing the tax risks of the state are formulated on the basis of the presented classification of tax risks. These areas include: introduction of an end-to-end product traceability system; substantiation of taxation methods; joint elimination of tax risks (Federal Tax Service, Federal Customs Service, Ministry of Labor, Federal Service for Financial Monitoring); optimization of tax administration costs on the part of both tax authorities and taxpayers; harmonization of indirect taxation, including duty-free trade; harmonization of international tax rules at the international level; selection of the most effective tools for eliminating multiple taxation. A draft "road map" has been developed to improve the management of state tax risks.

The article uses methods of statistical analysis, deduction and analogy to consider programs at the Federal, regional and economic levels, which provide for measures aimed at improving the technical equipment of agricultural producers. Particular attention is paid to the acquisition of energy-saving, high-performance agricultural machinery and equipment used in the production and processing of agricultural products. An assessment of the effectiveness of state support for updating the material and technical base of agriculture is given. Based on the results of the study, conclusions and recommendations were formulated.

This article examines the state of Islamic jurisprudence with regard to many sensitive issues, such as the status of women and minorities in Islam, Islam and Democracy, hudud punishments. The author explores the current state of Islamic discourse on jurisprudence and identifies three approaches-traditional, secular and reformist. The paper explores the positions of the traditional ulama and the reformist muj­tahids on the mentioned topics and finds the reformist position more sensible and closer to the position of ihe Qur'an and Sunnah. This paper while advocating neo-ijtihad, makes an impressive case for the merit???? and Islamic credibility of the reformist jurisprudence.
